>> announcer: this is cnn breaking news. >> breaking overnight. authorities find up to five suspicious devices. could be pipe bombs at a train station in new jersey. they blew up at least one of them. officials are on the scene right now. we have the very latest. new developments in the investigation into the new york city bombings. the fbi now examining surveillance video showing a man planting two bombs. authorities hoping the video could lead to their suspect of the. plus, new details into the other attacks over the weekend. investigators find similarities between the bombs used in new york and new jersey and isis is claiming responsibility for a

stabbing spree in minnesota. we have this all covered for you. a lot going on. good morning. welcome to "early start." i'm john berman. >> i'm christine romans. it is monday, september 19th, 4:00 a.m. breaking overnight. terror fears. up to five devices, apparently pipe bombs. the bomb squad is on the scene. this is in the wake of the explosion saturday night in new york city. the latest in new jersey could create mayhem for the commute in the northeast. officials have shutdown amtrak and new jersey transit trains through elizabeth station while also and fbi investigate. cnn's rachel crane is live with the latest. rachel, we know one device has been detonated by a robot. what else do we know? >> reporter: christine, the fbi,

local authorities as well as bomb squad responding to the backpack that mayor tells us could have up to five devices. one was unintentionally detonated with a robot. take a listen to what the mayor had to say. >> the robots that were going in to disarm it cut a wire and it exploded. i don't know the technological aspect of that. i know there are other devices. i don't know what they are made up of, but they have to be removed. all of the fragments from the piece will have to be picked up so the fbi can investigate this fully. >> reporter: now, christine, the mayor went on to tell us there was no timer or cell phone connected to the devices in the backpack. i happened to be on my cell phone with the mayor at the time of the detonation.

i could hear the boom of the detonation through the phone. this started when two individuals spotted a backpack in a trash can near the train tracks by elizabeth station. they were looking for something valuable. they found wires and a pipe. that is when they alerted authorities. that's when the fbi was called in and the bomb squad. they secured the surrounding area. they did a sweep of the surrounding area. they did not find any suspicious devices. the corridor has been shutdown between here in elizabeth and newark airport. the northeast corridor carries over 750,000 people.

it is important to point out that while there have been now two detonations in the state of new jersey, there has not been a connection between the two incidents. christine. >> what can you tell us about what police are doing? are they sweeping tressels and bridges and railroad tracks? have they found anything? >> reporter: the mayor told us the bomb squad is working on the encasing the devices and they will be brought to quantico. a fire truck pulled around the corner. they are still securing the area. they did tell us the sweeps of the area had not brought up any other suspicious packages. >> rachel crane, thank you. we will keep everyone posted on when we will have restored transit in the area.

it will be a messy commute. also breaking overnight. police and fbi conducted a traffic stop of a vehicle of interest in the manhattan bombing. this as new surveillance video appears to show one man was in two key locations saturday night. first seen in video near the scene of the blast on 23rd street before that bomb went off. a few blocks away where a second undetonated bomb was found. we have jessica schneider with the latest. >> fbi and nypd working overnight on a vehicle of interest. we don't have a lot of details. the stop happened in brooklyn. we are not sure how many people were in the vehicle and why this car was being tracked and why it was being stopped. of course, other significant developments happening overnight

on sunday as well. officials tell us they now have video that shows the same man at both incident locations. one man at west 23rd street where the explosion happened and also at west 27th street where the pressure cooker was found. the video actually shows the man at the location west 23rd street at 7:50 p.m. about 40 minutes before the explosion. we understand that in the video at that location, he was dragging a duffel bag with wheels. then that same man is seen at the west 27th street location with that same duffel bag. we are told the video shows the man placing the duffel bag down. that is when two separate men come into the same location and they take out, we're told, what is seen as a white garbage bag. they take it out of the duffel bag.

officials believe the white garbage bag contained the pressure cooker. it is unclear if the two men are connected to the first man seen at both locations and whether or not they are connected to the explosion and pressure cooker. as they move forward in the investigation, officials will be looking to see if they can put together other video evidence and other surveillance video and see what that man was doing between 7:50 and 8:30 when the explosion went off and how this is connected. the significant developments overnight that they found the surveillance video that shows the same man in the same locations at west 23rd street and west 27th. the west 23rd street is where the explosion happened. now they are looking for more evidence. that is a very populated area. nypd has surveillance set up

throughout the city. on any given day you are capt e captured dozens of times. >> two things. it is not just one guy in one location, it is two other guys in the same location. they are investigating the leads. what about the devices found in new jersey over the weekend? what is the latest thinking on the possible connection with those devices and new york city ones? >> the first thing we heard is governor andrew cuomo saying the devices used in new jersey and new york appeared to be similar. however, we're not exactly sure if they are connected. on saturday morning about 12 hours before the explosion in manhattan, there was the incident in new jersey and seaside park with a charity run. three pipe bombs found. one detonated in a garbage can. both of these incidents used

cell phones as timing devices. of course, that could be just a result of you can go online and find out how to make these things. that might be a common thread. at this point, the cell phone was used as a timing device. all part of the massive investigation that is now spanning two states and multiple locations. >> a lot going on. jessica schneider, thank you. i know you are heading out shortly. >> seaside park and now elizabeth, new jersey. the duffel bag. there was another attack this weekend. isis claiming responsibility for a multiple stabbing attack at a minnesota mall. the attacker knifed nine people. one is in life threatening condition. the fbi is calling saturday's attacks a potential act of

terrorism. cnn's nick valencia has more. >> reporter: investigators say this suspected attacker showed up at the mall in st. cloud and carried out his rampage. he asked a victim if they were muslim and he mentioned allah before the attack. at a press conference on sunday, the police, mayor and fbi highlighted the heroics of the off-duty officer who clearly prevented more people from being injured. >> the heroic actions are exemplary. having witnessed what he did as the suspect was lunging at him with the knife. not only did he fire, the suspect went down. he came back up on three different occasions. >> reporter: the motive still remains unclear. however, on sunday afternoon, the media wing of isis and

outlet claimed responsibility for the suspect calling him a soldier of isis. cnn has been unable to authenticate the claim by the web site. it follows a similar pattern of the group taking responsibility for those who had been inspired by isis. fbi in minnesota is unwilling to fully call this a terrorist act. saying they are investigating it as a potential act of terrorism. they are not sure if the suspect had direct contact with the terror group. as far as what we know about the suspect, he had three encounters with police in the past. they are looking through the car which has been impounded. they executed two search warrants for residents to get more details of the individual. john and christine. >> nick, thank you. transit delays and crowded roads could be headed for workers in manhattan following the investigations in new york

and new jersey. it is unclear how that affects investors. dow futures pointing higher. stocks in europe and asia are rising. the big move this week is the fed reserve. janet yellen and the board members start the meetings tomorrow. she will give a news conference on wednesday. wall street will watch closely. right now, investors do not think the group will hike the target rate. only a 12% chance of a rate hike this week. that increases 19% for the next meeting. six days before the november election. the money is on december as the next rate hike. 45% chance of an increase after that. >> the political watchers say it is surprising to do anything before the election. the fed doesn't like to get involved in politics. speaking of politics. what politicians showed up to the emmy awards last night? i have to say, this was awesome. the cameo you have to see.

overnight, president obama suggested that sexism could be hurting hillary clinton's bid for the white house. the president, as you expected, went after donald trump calling him unqualified to be president. trump was hit by the connected by supporters after a bomb had gone off in new york. that came half an hour after the first reports of the explosion and before officials confirmed any details about what caused it. hillary clinton waited a couple hours before speaking to reporters and called the incident a bombing. let's get the latest from chris frates. >> reporter: good morning, john and christine. the explosions in new york and new jersey and attacks in minnesota over the weekend guarantee national security will be front and center on the

campaign trail. tim kaine said hillary clinton has the experience to deal with the incidents. >> it raises the stakes on the need to be really, really smart and dealing with challenges like this. both with law enforcement community, but also to make sure we are doing what we can to stop any lone wolf attacks in the united states. we know the threat that is out there. we have a plan. >> reporter: trump was critical to describe the explosions as a bomb before the officials publicly announced the details. and chris christie hit back. >> you don't have to defer saying there was an explosion and a bomb in new york. it was being reported on television. jake, there is a difference. you shouldn't attribute it to any particular organization or group if you don't have the facts or information. i think what donald did was

russia says the mistake and killing of syrian soldiers in the air strike has put syria's cease-fire in jeopardy.

secretary of state john kerry blames russia for not doing enough to enforce the cease-fire. he wants russian leaders to tell assad he wants aid to go through. let's go to frederik pleitgen who is live on the phone for us from damascus in syria with the latest on the ground. fred, this situation went from bad to worse over the weekend. >> reporter: it certainly did. you are right. i was in aleppo as this was happening. and a great deal here, john, the cease-fire is breached more and more. we arrived in aleppo last week and it was calm there. it kept getting more and more violations and we heard artillery as well. you could feel it starting to fray. you could hear the coalition air strikes on syrian forces that took place late friday night.

that was something that was obvious anger at the syrian government and russia as well. that led to a further tension of the fire as well. i was on the ground in aleppo. all they want is for the cease-fire to hold. they were already picking up the pieces. they hope it doesn't go bad this time because they had their houses ruined and they are trying to rebuild. now as of right now, it seems they want to talk about the cease-fire because it is in trouble because the u.s. and rush wsia and the factions they support are fragile. >> frederik pleitgen in damascus. thank you. up to five suspicious devices found. investigators are still at the scene. we are getting new information throughout the hour. we will update you next.

breaking overnight. five devices, apparently pipe bombs found in a trash can in elizabeth, new jersey. the bomb squad is on the scene detonating one device already. this, of course, in the wake of the explosion on saturday night here in new york city. this latest incident in new jersey could create mayhem for the commute. the officials shutdown new jersey transit trains in elizabeth and amtrak trains as a precaution as they investigate. let's get to rachel crane live in elizabeth with the latest. rachel, what is happening right now? >> reporter: john, the fbi, the bomb squad, local authorities here on scene responding to the backpack that the mayor tells us could have up to five devices in it. one was detonated when the bomb squad was using a robot.

fbi is working to encase them and they will go to quantico to continue the investigation. it is also to point out how this began. two gentlemen saw a backpack in a trash can. they took the backpack. they thought they would find something valuable. they saw wires and a pipe. they left the backpack and went around the corner and they told the police. the police responded. that's when they called the bomb squad and the fbi. now we are told as they pointed out this area is secure. as we know, this is the second explosion or second device that has been found here in the state of new jersey in the last 48 hours. very important to point out, john, there has been no connection between the two incidents made. >> officials are on the scene investigating. you can bet they are looking for possible connections. also breaking overnight.

police and fbi conducted a traffic stop of a vehicle of interest in the manhattan bombing. this video appears to show one man was seen in the vicinity of the chelsea neighborhood. one bomb went off and one did not. many developments this morning. we have jessica schneider with more and there are five people in custody. not charged with anything. >> that is all a result of the traffic stop that happened at 8:45 on sunday night. the way it went down in brooklyn. the fbi and nypd working together to conduct a traffic stop for a vehicle of interest. now there are not a lot of details emerging yet. we are not sure why they were tracking the vehicle and why it was stopped and how many people were inside. right now, they are saying a vehicle of there was stopped in

brooklyn at 8:45 last night. in the meantime, more significant developments when it comes to video surveillance. we know that one man was seen on video in both locations. the west 23rd street location where the explosion at 8:30 saturday night and west 27th street where a pressure cooker was found. what we understand from law enforcement officials, they are telling cnn on the video, one man was seen at west 23rd street with a duffel bag with wheels. at 7:50 p.m. 40 minutes before the explosion. at 8:00, the same man is spotted on video four blocks north at the west 27th street location. we understand that he was carrying this same duffel bag on wheels at west 27th street. in the same video, we understand that he left the duffel bag and two additional men came upon the scene and went into the duffel

bag and took out what officials are calling a white plastic bag. they believe the pressure cooker device was inside that bag. it is significant that one man was seen in both locations where both of the incidents occurred. now police and investigators are trying to figure out if these two men that were also seen and how they are connected to what happened and what transpired on saturday night and who this one man is that was seen in both locations. very significant considering the fact he was carrying that duffel bag and that white plastic garbage bag was seen inside that may have contained that pressure cooker. christine. >> fascinating. of course, there is also another device at seaside park, new jersey. at the start of the marine 5 k or something. >> jessica, to be clear, the nature of the devices, there could be a connection?

>> it was something that governor cuomo talked about yesterday in the press conference. the devices at seaside park and in new york were similar. both devices used a cell phone as the timing device. in new york, before that marine corps run, the charity run on saturday morning, they found three pipe bombs. only one detonated. there was the explosion in manhattan 8:30 saturday night. what they are saying is the similarity is a cell phone was used as a timing device in both locations. however, you know, you can find online instructions to make these bombs and a lot of times you can use cell phones as a timing device. that doesn't necessarily link these two incidents. they are looking at this. they say black powder was used in the new jersey bombs as well. they are piecing together the details. as of yet, no distinct

>> reporter: you are absolutely right, john. a lot of tension and part of it has to do with the fact of the hum humanitarian aid has not reached the places necessary. it is not only the syrian government holding it up, there is no safe passage for the vehicles through the rebel held territory to be able to reach the people inside eastern aleppo. you have more breaches of the cease-fire taking place. you had that apparent air strike by the u.s.-led coalition in azore which hit forces. you hit air strikes on the eastern district of aleppo. they are killing people in the air strikes. i was in aleppo, which has been one of the most severe hit
