look at how close this contest is in the 18th congressional district in pennsylvania. more than 220,000 votes counted. there is only a 95-vote advantage for the exact, conor lamb over the republican rick saccone. 109945 votes for conor lamb. 109850 votes for rick saccone. 49.7%, 49.7%. those are the numbers right now. 99% of the vote has been counted. let's go to john king. we are waiting now. there are a few thousand absentee ballots in washington and allegheny county. let me go to gary tuck j in allegheny county. we expect momentarily to get the absentee ballot count in allegheny county. >> well that's right, wolf.

moreland. two precinct attention out. don't know how many votes that is. we can a assume that with a 95 vote lead that rick saccone might cut in some from that. after that you are correct, green county we're at 100%, small county. any absentees not at significant amount. here in washington county talked to the commissioner he says not counting until tomorrow because the manpower issue. and this is 3,000 here where connor lamb is ahead at a 95-vote race at the moment process. the margin here is going to be incredible hi significant to the final outcome here. because there is. >> hold on a minnesota. fary tuckman back in allegheny county i understand you have the absentee ballot numbers. >> yes wuf mark with us the election director in this county i will tell you quickly it's good for the democrat this county. the democrat lamb got 1930 absent eye ear .republican 1078
votes by a 752 margin the democrat increased the lead in the county. >> that's right. >> how long did the uploading process take. >> about five minutes. >> i'm counting there is about a little over 31 votes cast. absentee you sent out 4100 a thousand votes weren't brought back. >> that's correct. >> let me read it one more time the absentee ballot in allegheny, the no contact lamb 1930 votes. he makes sure i'm accurate. the rang saccone 1078 votes. that's a 752 vote margin. lamb over saccone in allegheny county. in the voting itself the voting today was a 56725 with 4211 by more than 14,000 votes he won here. he increasewood absentee by the total of 752. that's positive news for the democrat lamb in his bid to win this congressional seat.

depending on absentee votes counted in the two counties that voted republican tonight. the question is did the absentee ballots track the live voting today and if so how much does he gain? is it enough. if it's 847 margin and you have a thousand and change here and a thousand and changer you can do at math at home rick saccone has to win which a significant percentage to make up the 847 votes but in the hunt. >> what 90 votes before the absentees in allegheny county counted. they counted them quickly. washington county the 1195 ballots only counted tomorrow. >> right you got absentee ballots here. absentee here. couple thousand kbied with 847 vote margin beginning the two counts. we're diagnose to be tracking the officials number and nudging them to speed up the county. >> green county only about 2% of the vote. do we know if they counted the absentee ballots.
>> 100% of the vote. >> 100% of the votes. looking at a small percentage of vote. still, if there are a couple hundred down here. i don't know if we have the total number in green county to bring up. but 847 votes by our best account with perhaps a precinct or two still to come in. the vote count tonight we should get a little bit more in the final two precincts in west moreland. i don't know if there is a glitch. 847 counts to count thousand plus. >> look at allegheny county 100% of the vote is in including the absentee ballots that county is done over with. the two other counties where they still have aba sentees you look over there you still have absentee ballots but those are republican counties. look at the number of absentees in green county. 03. in wrkt county pointing out 1195. west moreland 1108 absentee.
any still have to count 3206 absentee ballots in the three counties largely red republican. >> right more than 3,000 absentee ballots to count. conor lamb enters the count with the 847 vote lead. and start looking at the percentages. des rick saccone get 53% of the ballots here in does he get 57, 58% of the ballots here? do the math. we'll be here tomorrow doing the math. rick saccone is going to bed losing by 847 votes. there are enough votes if he wins by a decent percentage to make it up. >> if he does well in the three counties with the absentees he could make that up the 847 margin that conor lamb has. >> the question is, do -- again do the absentee ballots which
generally track the vote? 57% here np 53% here snp 58% here. so if you are rick saccone you think this is my part of the district count the votes. >> will let's go to jason carroll offer over at lamb headquarters out in western pennsylvania they must be nervous looking at the numbers coming in. >> well, wolf it's been a roller coaster you remember in the beginning the room was filled with a lot of people who were very enthused by the numbers early on. but the mood shifted as the night wears on. more numbers could come in. the latest numbers showing folks more excited when i spoke to a senior campaign adviser they feel that they can eek out the win. all night i've been checking in and they've been saying they feel optimistic. they've within saying all that night. some of that may be spin. but i can tell you throughout the night they have said they felt optimistic. they made a strong effort

3,200 votes absentee votes out there which means rick saccone to overcome has to get 63%. conor lamb outperformed his vote in allegheny by 2 or three% on the abseptemberees let's assume because they're republican counties he outperforms by two or three%. that doesn't get to 60. now it narrows it done and you may have a recount. but i think the likelihood of him being -- well there is also two precincts in west moreland. the. >> you were hedging towards saying lamb has. >> i would rather in conor lamb's shoes right now than rick saccone. >> absolutely. when you look at that 3,200 number of absentee in washington and west moreland, the math is clear you got to get to 63, 64% of the votes to make up that 847 vote lead that conor lamb has. not saying it's not possible.

849 vote dang for the democrat. john king looking close at washington county. because there are what, 1195 absentee ballots yet to be counted and we are getting new information. larry spar is joining us on the feen and director the elections in washington county. earlier larry you were kind enough to tell us you were waiting until tomorrow morning to count the absentee ballots but that's changed. update the viewers. >> yes, sir, that's our usual procedure. and we have to remove the ballots from the envelopes we are in the process of that right now. and we had discussions and what we're going to do is scan those ballots tonight. once we are done removing all the ballots from the envelopes. and we're also going to do a hand count, since it's so close. once we scan the ballots electronically we'll also do a hand count. >> so you're going to stay up

districtwide. assume rick cuts into a little bit here. if you look at absentee ballots here and here and down in green county, a smaller number down here, 203 down here. pull you back to the district. saccone has to win 60% plus, maybe as high as 63%. is he in the hunt? he is in the hunt. however, you look here. 53% today. he has to wayover overperform in absentee ballots what he did in the live voting. down here 58%. if you round that up again has to yefr perform that. when the absentee ballots are counted. 57% over here by my math if anyone has different math jump out and shout. has to have 60% plus. depending what we get when the final two precincts come in here. this is as close as it gets. not as close as it gets. we have seen closer actually.
but 847 votes here enough to make up the difference? but in each of the three counties in 18th district when they count the absentee ballots, the republican has to overperform in the absentee count than he did in the live voting by a decent chunk. a chunk many people tell you is unlikely. >> to overcome the advantage that the exact has over rick saccone. jake you've been doing reporting. are you getting new information more votes coming in. >> that's right. and john just explained all the things that would need to happen for rick saccone to be able to is your mountain pass conor lamb's 847-vote margin right now. we just spoke with beth electin election district in west moreland where there is absentee ballots waiting to be counted. they are feeding them in the machines right now and are going
to count them this evening. we should have a final number from them within the next 30 to 40 minutes. from west moreland county. it looks as though with washington county defeating from normal prord and west moreland county doing this we should have an answer sometime before the sun comes up about whether or not rick saccone is able to pass conor lamb who is still up by a very, very narrow margin, 847. but it might be enough. we'll see. >> it's amazing 847-vote margin, more than 220,000 votes already counted. shows how close this is. let's not forget, this is a district that donald trump carried by almost 20% in 2016. >> that's right, steve israel, a former exactic congressman used in charge of democratic committee. tweeted to me if anybody had shone him a few yearsing a this margin, the democrat and the republican this close in this

chalian said earlier, the freaking out factor any less among republicans. even if saccone, the republican ends up pulling ahead it's entirely possible that in some of the very, very tight swing districts where republicans are running in areas where hillary clinton won that you might see more retirements. we already have 38 republican retirements this election cycle. you might see more because they don't want to deal with a situation that they have in their district where they don't have the benefit of a 20-point lead -- or 20-point win that donald trump had in their district. it's a lot harder. and so i think we have to keep that in mind in terms of big picture. >> they are counting the absentees as we speak. we're about to get more numbers. could make the difference. we'll have much more on the dramatic contest right after this.

votes. absentee ballots are being counted in washington county. that is expected to take several hours we're told. west moreland county also counting ballots. we expect a number from them within the next 30 minutes or so. i want to go our our senior correspondent manu raju. >> exacts are still very confident about the prospect for taking back the house in the fall even as this race is very, very tight, even as a possibility that it could slip away despite the earlier healthier margin for conor lamb. still look at how this battlefield looks favorable to them. more than 100 seats or so are more competitive than this pennsylvania 18th congressional district. and democrats -- several democratic strategy ifrts i talk to still see a battlefield about
four or five dozen seats in which they expect democrats to be hedley invested and to flip by november elections. and republicans agree but they believe the margin is a little bit smaller, probably 40 to 50 seats. and that's more than the 2 dozen needed for democrats to pick up and regain the house majority. so even if in race does happen to go to rick saccone by the ended of the day or conor lamb barely squeaks it out. both sides acknowledge this environment very favorable for the democrats going forward. and something that republican also have to deal with as to try to stem the losses ahead of november's elections, anderson. >> rick saccone is just appearing a at his campaign headquarters. let's listen in. >> wow. i'm applauding you. that's why i came out applauding. i'm applauding you all. i just came count -- you know we're still fighting the fight.

ballots counted. 99% of the vote is in. conor lamb, the democrat maintaining a lead of only 847 votes over the republican rick saccone. look at this 11875 votes for conor lamb. 111028 for rick saccone. it's about as close as it gets. they are counting absentee ballots. let's look with john king. they are counted in allegheny county, the biggest, 42% of the vote there. but we wait for the results from washington county and west moreland there are a few. >> a more than 3,000 total nystagmus the three counties 1,800 here. 1,100. two hundred down here. you have 847 vote lead for conor lamb. 49.9 to 49.5 that's close. as we go allegheny 100% done. this is the base of conor lamb
support. his team said he needed 56% to win. guess what he needs 57% because he needs every vote. we are seeing the votes come in high pressure. here is the issue got about three thousand some of them could be ruled invalid. . west moreland county rick saccone as 57%. washington county you got 53%. kbreen county got 58% if you round that pup impressive at first glance, underperforming president trump in each of the three most republican areas of the district. here is the issue. when you count the absentee ballots to make up that 847 -- again ball park still waiting for a precinct or two here so the numbers could change. but sick cone needs as high as 63% among the absentee ballots when you add them up. if it drops down to 60% you didn't get 60% here.
got 57. got 53% here. he got 58% here. if the count of the absentee ballot ongoing now, ongoing now not clear. i believe they will do tomorrow. we haven't heard if they're changed. ongoing, ongoing. rick saccone has to get 60% perhaps as high as 63%. he has to overperform among the absentees over the live vote. >> we are told the absentee ballots in west moreland could come in the half hour. >> you spoke to the gentleman who said he is counting. they take an oath and count them. that's again 57% in the vote count. said at the beginning of the night rick saccone wants to be at 60% because of how republican it is. point of reference this is not a president processle year. but president trump gets 65% in in county. rick sidekick cone gets below 60% at 57%.
it's the underperforming the presidential numbers which is why he is losing the district right now. 847 vote lead into the absent -- these are done i want to say again. no more votes coming out of the allegheny which is the bluest area. rick sick cone has to get 60% plus. he has to overperform. >> and larry spar the director of elections of washington county told us earlier they were going to wait to the count the absentee ballots, 1195 ballots in washington county but they are changed their mind and counting them right now. we should get the results fairly soon from washington county. west moreland county and see if rick saccone can make up the district in this. >> i think they call that blitzer effect. you convinced larry let's not wait because the race is so close. and it's possible with the absentee ballots you expect
saccone to maki up ground. the question is does he make up enough? if he gets 53% it's not enough. he has to overperform that. as you heard the candidate when he came down he is not giving up the fight. he wants to see the final math. who blames him when you're down 847 and it's math matically possible. >> the old fashioned way you wait until you count the votes. no exit polls in this district. we are waiting and seeing the votes come in. the taly is critical right now. whatever happens conor lamb, the democrat has done incredibly well given the history of this congressional district. >> absolutely. number one, the democrats didn't run a candidate two yearsing a. didn't run a candidate four yearsing a. again, if you go back in time, this was trump country. a 20 point victory just shy of 20 points over hillary clinton in this corner of the state. the margin in this district. donald trump won pennsylvania by 44,000 votes. you could make the case the reason donald trump turned
pennsylvania from blue for long so red in 2016 is because of the 1th congressional district down here solid trump country. one of the reasons democrat look at is this is 94% white. democrats have an advantage among women and african-americans, among latinos and millennials. if the democrats are competitive in district 94% white, blue collar working class voters in the midterm election year, the republicans are in trouble. i want to show you something. look at this kwhiel waiting for more votes to come in. back to 2016 let's look at the white house races here. this is the house nationally after the 2016 election. keeting holland did this on our staff and the experts at the decision desk said look the districts in america like pennsylvania 18, same demographic, same economy if you will. these districts are quite similar. there is 20.
20. now three within pennsylvania, the lines changed between where we are tonight and the election. set that aside. these are democratic districts up here. if you're a republican and this is where you liver and you watch in tonight in a 94% white district that donald trump carried 16 months ago, the democrat is running even and may wint this race if you've been thinking about retiring if you are worry about how much money you need to raise if you live in these zrikts you look at this and calling for pollster and the campaign finance person and thinking who is my exactic opponent? do i want to do this? that's the conversation in the other districts because of what we see tonight play out in pennsylvania. let me take this off get you out of this. come back to our race. and come back to 2018. >> there we are. >> boom. >> 847 vote advantage for the democrat conor lamb over the republican rick saccone as close

down to 579 votes. he's ahead of the republican rick saccone. 579 votes as a result of these new ballots that have been counted in westmoreland county. we knew there were absentee ballots if westmoreland and washington counties, a couple of precincts still awaiting results. we don't know what these latest numbers are from. >> i believe two precincts. 98% without them, 100% now, waiting for the absentee ballots to be counted. but rick saccone moved up to 57%, that's where the votes were added, he cut somewhat into the lead, 800-something before, 579 now, 3,200 absentee ballots that we know still to be counted, 1,800 here, 1,100 here, about 200 here. here and here the counts are ongoing, west moreland and washington, the counts are ongoing. we expect at least some of those results pretty soon. again, we were saying earlier that rick saccone had to get
60%, plus this changes the math, brings it down a little bit, and he's getting 57% here. 53% here. got to count those absentees. >> we'll see what happens with those absentee ballots. it doesn't get much closer than this, absentee ballots could make the difference. >> we have the democratic congressional campaign committee declaring for themselves that conor lamb is the winner. the republican counterpart saying that it's too close to call. the larger trend here that we can look to is the fact that this is a district that donald trump won with 19 percentage points. and the fact that this is so competitive right now shows that the momentum is with the democratic base. and while president trump is probably watching and thinking that he helped turn this around, it's still going to be very competitive. >> that's right, a lot of numbers tonight. i'll give you one more. 114.
