the record -- insert extraneous materials in the record. the speaker pro tempore: without objection. mrs. brooks: mr. speaker, i yield myself such time as i may consume. the speaker pro tempore: without objection. mrs. brooks: mr. speaker, i rise in support of senate 2512, with would add the zika virus. is companion legislation. -- 2512 is companion legislation. once a vaccine or therapy for a disease on the f.d.a. priority review voucher program has been developed, the manufacturer of that product receives a voucher that can be used to fast track review by the f.d.a. of another product in the development pipelines. this is a significant incentive for private industry to invest the hundreds of millions of dollars and the many man hours it takes to produce a vaccine or

treatment. in a world where we can travel across oceans in a matter of hours, an outbreak that begins on a different continent can arise in the united states other a short period of time. as the americans travel to and from central and south america, we're beginning to see more see ka cases here at home. this doesn't just affect those in tropical areas but in places as far north as indiana as well. in my district, a nurse-educator at indiana university contracted the disease when she traveled to aiti to teach a seminar on transcultural nursing. most people don't show symptoms when they contract the virus but women who are pregnant or trying to become pregnant can be affected. it can affect babies, the effects can be multigenerational, and we don't know a lot about the disease. we can't treat it right now and

we can't prevent it right now. the zika virus isn't the only biological threat we face to our security. right now, after the ebola epidemic, we remain largely reactionary in our response to pandemics and biological threats. we need to remain alert to those threats. a more proactive approach would be to incentivize the development of vaccines and treatments through the f.d.a. priority review voucher program, p.r.v., before they reach the advanced stage of contagion. this past october, a bipartisan blue ribbon panel on biodefense released a report on america's vulnerabilities to a biological event. the panel found the underlying problem isn't a specific disease but our country's inability to mobilize quickly and effectively to identify, contain, treat, and eliminate any kind of biological

threat to the people of the united states. incentivizing the research into a neglected tropical disease is a necessary but not a final step. our work is not done. as we move forward, we need to expand the p.r.v. program tore items on the department of homeland security's material threat list. doing so will put us on offense and better prepare us for the next outbreak, whatever it might be. today we have an opportunity to take meaningful action in a fight against this deadly disease. i applaud speaker ryan and leader mccarthy for recognizing the severity of the threat and allowing for this bill's timely consideration. and i have welcomed the opportunity to have worked with representative butterfield on this important issue and chairman green and others on the energy and commerce committee who recognize that the zika virus is a significant threat not only to people in other parts of the world but actually to people in the united states. thank you, mr. speaker, and i

reserve the balance of my time. the speaker pro tempore: the gentlewoman reserves. for what purpose does the gentleman from texas reck -- is the gentleman from texas recognized? >> i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. green: i rise to speak on s. 2512, the adding zika virus to the f.d.a. priority review voucher act. representative g.k. butterfield and susan brooks led this legislation in the house and members of our energy and commerce committee. i want to thank them for their commitment to mitigating the zika virus outbreak. s 2512 will add zika virus to the list of qualified tropical disease under the disease review voucher program, p.r.v. the zika virus is among several recent and emerging global health threats that remind us of the need for effective treatments of neglected tropical diseases and infectious diseases at large. neglected tropical diseases, n.t.d.'s, represent 10% of the

global disease burden. however, only 4% of all new drugs and vaccines approved across the globe in the last decade were for n.t.d.'s. the n.t.d. review voucher program was created by congress in 2007 to be a much-needed incentive for for -- for products to diagnose and treat diseases where market forces fail short. the adding of ebola to the f.d.a. voucher program which signed into law in 2014 was led by myself and representative marsha blackburn, gave the f.d.a. the authority to add diseases to the program by issuing an order. the agency has used this authority to add to the program, while they could do more. so there's no need that it be made effective.

-- ould be more effective this legislation did not go through the house energy and commerce committee so that opportunity -- so the opportunity to discuss the n.t.d. p.r.v. program was not taken. i hope to work with my colleagues on future legislation to improve the future of the program. it will allow us to incentivize products. improvements are p.r.v. program would be one important step toward ensuring we have effective strategies to incentivize both research and development for n.t.d.'s. broader changes are urgently needed to ensure r&d system delivers new vaccines, diagnostics and treatments to patients presenting exposed to n.t.d.'s and resistant infections. i look forward to working with my colleagues on additional mechanisms to ensure r&d for

these emerging threats, to successfully and properlient sit -- incentivize. i fully agree with the bill's sponsor well, need to do all we can to respond to the zika virus by facilitating the development of an access to medical products as quickly as possible. the administration asked congress for $1.9 billion in emergency funding to enhance efforts to prepare and respond to the outbreak both here at home and in the world. i again thank the sponsors for their commitment and leadership. however, this bill will -- far from ronders the emergency supplemental funding request unnecessary. dedicated funds, some of which will go to medical product development to respond to zika virus are essential to sustaining the response and effort. i ask my colleagues to act swiftly to approve emergency funding for robust zika outbreak response.

quote, scarerer -- scarier than we initially thought, end quote. the c.d.c. estimates there are already hundreds of thousands of cases in the united states and the number is expected to grow as the summer nears. the health consequences of the zika virus infection are staggering. the infections in pregnant women can result in serious birth microcephaly ng and neurological disorders in newborns. it also has serious impacts on adults. this is a global public health energy. we must act now to combat the spread of this deadly virus my bipartisan leg, co-sponintoird 31 of our house colleagues and the sthath companion, co-sponsored by 11 senators, provides a pathway for expediting treatments for zika. supporting research and development in the u.s. to fight this will not only benefit us here at home but will also help hundreds of millions of people around the world. so, mr. speaker, i urge my colleagues today to support this

vaccines. mr. carter: existing incentives have been insufficient to encourage development of new and innovative treatments for the virus. however, with the recent spread of the vie us from from south america to the caribbean and north america, the level of the infection has reached pandemic level. though the zika virus may be rare in the united states, the increase of air travel and tourism only increases the opportunity for the virus hob transmitted. this will allow the f.d.a. priority review voucher program to work exactly as intended. it would add the zika virus to the list of tropical diseases available under the voucher program. the bill would ultimately accomplish two goals. first, it would provide an incentive for drug developers in the fast track approval for therapy to treat the zika virus. second, it would create an avenue where treatment for the virus would get to patients

mr. goodlatte:ed a amended, mr. speaker. the speaker pro tempore: pursuant to the rule, the gentleman from virginia, mr. goodlatte, and the gentleman from georgia, mr. johnson, each will control 20 minutes. the chair recognizes the gentleman from virginia. mr. goodlatte: mr. speaker, i ask unanimous consent that all members may have five legislative days to revise and extend their remarks and include extraneous materials on h.r. 2947, currently under consideration. the speaker pro tempore: without objection. mr. goodlatte: mr. speaker, i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. goodlatte: in 2008, our economy suffered one of the most significant financial crises in history. in the midst of the crisis and in response to a fear that some financial firms' failures could cause severe harm to the overall economy, the federal government provided extraordinary taxpayer-funded assistance in order to prevent certain financial firms' failures. in the ensuing years, experts from the financial, regulatory, legal communities tried to prevent another similar crisis from occurring and for

eliminating the possibility of using taxpayers' moneys from bailing out failing firms. the judiciary committee has advanced the review of this issue with the aim of crafting a solution that would better equip our bankruptcy laws to resolve failing firms while also encouraging greater private counterparty diligence in order to reduce the likelihood of another financial crisis. among or things, this responded to the dodd-frank wall street reform and consumer protection act that called for examination of how to improve the bankruptcy code in this area. last congress, after three hearings, the judiciary committee favorably reported the financial institution bankruptcy act, legislation that improved the bankruptcy code to better facilitate a resolution of a financial firm. that legislation was the culmination of a bipartisan process that solicited and incorporated the views of a wide range of leading experts and relevant regulators. the bill ultimately passed the house by a voice vote under

suspension of the rules. this congress, representative rot reintroduced the financial institution bankruptcy act, h.r. 2947. following that, there was a hearing conducted on the bill. this hearing witnesses all supported the legislation while providing recommendations for further refinements for the bill. those recommendations were incorporated and the judiciary committee approved the legislation by unanimous vote of 25-0. the bill under consideration today is the product of a careful, deliberate and thorough process and reflects a diverse range of views from a variety of interested parties. the financial institution bankruptcy act makes several improvements to the bankruptcy code in order to enhance the prospect of an efficient resolution of a financial firm through the bankruptcy process. the bill allows for a speedy transfer of the operating assets of a financial firm over the course of a weekend.

this quick transfer allows the financial firm to continue to operate in the normal course which preserves the value of the enterprise for the creditors of the bankruptcy without a significant impact on the firm's employees, suppliers and customers. the bill also requires expedited jew dish review by a bankruptcy -- judiciary review by a bankruptcy judge, designated in advance and selected by the chief justice for their experience, expertise and willingness to preside over these complex cases. furthermore, the legislation provides for key regulatory input throughout the process. the financial institution bankruptcy act is a bipartisan balanced approach that increases transparency and predictability in the resolution of a financial firm. furthermore, it ensures that shareholders and creditors, not taxpayers, bear the losses related to the failure of a financial company. i am pleased that ranking

member conyers is a lead sponsor of this important legislation and want to thank him and his staff for their efforts in developing this bill. i would also like to thank representative trot for introducing this -- trott for introducing this legislation and chairman marino on the committee of regulatory reform, antitrust law, who is one of the original sponsors of the bill and helped usher the bill through the committee. i also want to commend my colleague from georgia, who is also involved in this work, and who is the ranking member of that same subcommittee. i urge my colleagues to vote in favor of this important legislation, and reserve the balance of my time. the speaker pro tempore: the gentleman reserves. the gentleman from georgia is recognized. mr. johnson: thank you, mr. speaker. -- 24 -- 2947, the stop the financial institution bankruptcy act of 2015, amends the bankruptcy code to establish a process for the

expedited judicial resolution of large financial institutions to soften the disruptive effects of their collapse. as we all know, the great recession was triggered by the widespread issuance of -- and limited regulation of high-risk and possibly fraudulent mortgage-backed securities fueled by adjustable rate and predatory subprime mortgages. these securities were issued without regard to thoughtful underwriting standards, causing a housing bubble that trapped countless homeowners in unaffordable mortgages and leading to a massive wave of foreclosures that resulted in the worst financial crisis since the great depression. in the wake of this crisis, the president signed the dodd-frank act into law to provide comprehensive measures to reduce systemic risks through heightened financial stability requirements for large financial institutions.

among many other requirements, title 1 of dodd-frank requires that certain large financial institutions have living wills to ensure a rapid and orderly resolution in the event of material distress or failure. title 1 -- title 2 of the law provides for an administrative process to wind down these institutions to avoid adverse effects on the entire financial system, but there's no such process under the current bankruptcy law and that's why i applaud congressman trott and the chairman of the full committee, chairman goodlatte, for addressing this concern by revising -- by offering this legislation to revise the bankruptcy code to establish a specialized form of bankruptcy relief that would facilitate the expeditious resolution of large financial institutions

and minimize the disruptive impact of a company's collapse on the financial system. the legislation larningly accomplishes this goal by -- largely accomplishes this goal by establishing a resolution process authorizing a court to provide relief by transferring a debtor's assets to a bridge company under an expedited time line while minimizing adverse effects of the bankruptcy on the financial system. while these aspects of the bill are commendable, i remain concerned, however, that this legislation lacks a funding mechanism to allow the federal government to provide liquidity to the company which is a key difference between an orderly resolution under dodd-frank and the resolution contemplated by 2947. in a typical bankruptcy case, the debtor's reorganization may be funded by private parties or by the federal government, as

iltreated by the general motors bankruptcy. in many instances, liquidity, provided by the u.s. government to prevent the collapse of financial institutions, has either returned a profit to the taxpayers or is likely to be repaid. leading bankruptcy experts have found that providing liquidity to distressed financial institutions, quote, is essential to successfully resolving the firm without creating undo systemic risk, end quote. this critical mechanism has prevented the collapse of several major financial institutions without cost to the taxpayer. lastly, i would caution against efforts to combine h.r. 2947 with legislation that would strike title 2 of the dodd-frank act. as the national bankruptcy conference has observed, laws currently in place, such as title 2 of the dodd-frank act, should remain in effect because

the ability of the u.s. regulators to assume full control of the resolution process to elicit the cooperation from non-u.s. regulators is an essential insurance policy against systemic risks and potential conflict and dysfunction among the multinational components of these institutions. i would also note that title 2 of the dodd-frank act serves as a valuable backstop to the bankruptcy process should this bill become law. notwithstanding these concerns, i thank once again the gentleman from virginia, the gentleman from michigan and also my friend and chair of the relevant subcommittee, ted marino -- tom marino from pennsylvania for their leadership on this issue and the bipartisan process for developing this legislation.

have proven to be bad stewards of our nation's finances. many of us were disappointed to see $700 billion in taxpayer money spent on bailing out failed financial institutions in 2008. the american people should not be on the hook for the failures of bad business practices. the american people entrust us with their tax dollars and washington uses the money to bail out banks. we cannot let this happen again. the legislation we are considering today is aimed at protecting american taxpayers and reducing the risks of another taxpayer-funded bailout. the financial institution bankruptcy act reforms the process of how failing banks go through bankruptcy proceedings. we've incorporated the recommendations of hearing witnesses, regulators and experts from four judiciary committee hearings over the past two years. this effort is truly the product of bipartisan work and compromise. under this bill, the process will be handled by an experienced judge, a judge who

knows how to handle complex reorganization of financial institutions and will also resolve in a transparent judicial process instead of a group of bank c.e.o.'s and regulators meeting in a back room to decide how to save a failing bank. it will ensure that shareholders and creditors are at risk when a financial institution fails, not the american taxpayer. further, decades of case law and precedent will ensure a fair result. this bill is the kind of commonsense legislation that i believe offers important solutions, protects the american people and is deserving of strong bipartisan support. i encourage all of my colleagues to support this effort. let's pass this bill and move it to the senate tore consideration. thank you and i yield back the balance of my time. -- senate for consideration. thank you and i yield back the balance of my time. the speaker pro tempore: the gentleman reserves. the gentleman from georgia is recognized. mr. johnson: i'll reserve the balance of my time after -- asking for unanimous consent to enter the statement of ranking

particularly elderly veterans in low-income housing to defraud them out of their benefits. these criminals offer to help veterans with their cases, claim to get their benefits approved in record time, charge fees that are often in the thousands of dollars and provide them with little or no assistance. under current law, many of these would be vulnerable to prosecution under the mail or wire fraud statute if they engage in this scheme by calling a veteran on the phone, mailing them a letter or otherwise using interstate commerce to commit fraud. these criminals are taking advantage of a loophole by conducting in-person seminars or meeting in person at a veterans' home. at least one recent example, a fraud steer visited an assisted

living facility in florida and asked the staff to round up all the veterans for a seminar. this sort of conduct, swind willing a veteran is reprehensible and worthy of congress' attention. h.r. 4676 which has the support, addresses this conduct. this vulnerable population has done its duty to protect us from harm. it is our duty to protect them. to paraphrase ronald reagan, some people wonder if they made a difference. veterans don't have that problem. i urge my colleagues to support this important legislation and protect our nation's veterans and i reserve the balance of our time. the speaker pro tempore: the gentleman reserves the balance of his time. the gentleman from georgia is recognized. mr. johnson: i'm pleased to support h.r. 4676 preventing crimes against veterans act of

2016 as amended. this provides an important tool to combat veterans' benefits fraud. because we honor their service and the sacrifices they have made, it is particularly important that we go above and beyond the call of duty to protect america's veterans from fraud and to ensure the integrity of the system of benefits we provide to them. currently, there are about 21 million veterans of the united states military, men and women who selflessly served our nation and in various theaters of war from the second world war, korea and vietnam to more recent conflicts in iraq and afghanistan. and unfortunately many of our veterans, as a result of their service, have physical and mental scars. there are well over one million

american veterans with service-connected disabilities. the suicide rate among veterans 300% among the national average and estimated that 30% of all veterans -- vietnam veterans and 20% of the middle east conflicts suffer from post-traumatic stress disorder in a given year. in addition, veterans are more likely to become homeless and comprise 17% of our homeless population. on any given night, an estimated 50,000 veterans are sleeping on america's streets. in recognition of the stream sacrifice by our veterans and the hardships many of them continue to face after the completion of their military service, it is our solemn duty and our obligation to provide to the best of our ability an appropriate measure of

compensation for them. for instance, we provide disability payments to those with service-connected disabilities. we provide pensions for veterans with limited incomes. we provide them with opportunities for education and training under the g.i. bill. and we also provide various life insurance benefits. this is the least we can do and it's still not enough. unfortunately, there continue to be issues with medical care we provide our veterans and problems about some benefits never being processed and paid because of the loss of claims by the veterans benefits administration. h.r. 4676 would make it a crime to knowingly engage in any scheme to defraud a veteran of his or h.r. veterans' benefits or knowingly engage in fraud in connection with obtaining veterans' benefits.

anyone convicted of such a crime should and could be or could and should be fined, imprisoned and subjected to both penalties. the amended version of the bill we are considering today reflects an amendment offered in judiciary committee markup by our ranking member, john conyers. the amendment which was approved by voice vote extends the bill's protections to fraud involving the benefits owed to the survivors and depend ants due to the service of the veteran. those who endanger our veterans' benefits by harming the veterans and diminishing resources to pay these claims and fund the programs that are needed to help those who have served their country. accordingly, i support h.r. 4676. and i commend the bill's

75,000 veterans is something i take very seriously. but my constituents let me know that i have a lot more work to do to fix the system. one particularly disturbing problem was brought to my attention by a number of services organizations in my district. i started to hear stories about individuals advertising themselves claiming that for a hefty fee, which is illegal, they could expedite claims with the department of veterans affairs. the problem with that is they can't expedite these claims. one local veteran service division explained to me at length how these criminals are targeted seniors in low-income housing communities almost as a rule because those vets are most likely to fall victim to their schemes. these guys will go into assisted

living facilities and round up all the veterans and coerce for them to apply for veterans that they don't qualify for and agreeing to pay them for services that they can never provide. and the claims is far too slow and takes too long. my office works with veterans on a daily basis to try to assist them with their claims and push up the process as possible. when people are targeting veterans and then earning a significant profit off of them, that makes me sick. as the law stands now, even though it is illegal for anyone who is not an approved agent with the v.a. to charge a fee to help a veteran with a claim or appeal. there is no penalty associated with breaking this law. without a federal criminal

penalty, there is little from defrauding a veteran for financial game. the reality is this. it is happening in all of our districts and people are getting away with it every day. i refuse to let this continue unabated in my own back yard and in this country and especially to our veterans to whom i have so much respect. along with my neighbor and fred, congressman ted deutch, we introduced a bill to penalize people and companies. it would give law enforcement and prosecutors the tools to penalize people who are defrauding veterans by imposing a fine, imprisonment of up to five years or both. these criminals have to pay the

1,000 days that begins with conception, continues throughout pregnancy, includes that milestone event called birth, and then finishes at roughly the second birthday of the child. children who do not receive adequate nutrition in utero are far more likely to experience immune system deficiencies, making opportunistic infections more debilitating, even fatal, in a large number -- and a large number of life-long deficiencies such as stunting. unicef estimates that one in four children worldwide is stunted due to lack of adequate nutrition. by maximizing nutrition during the first 1,000 days of life, we help ensure that the next 25,000 days or more in a person's life are far more likely to be healthier and disease-free. is to ective h.r. 1567 graduate individuals and families and communities and nations from food aid dependency to self-sufficiency.

leading to a likely reduction in emergency food assistance over time. that's both humane and responsible stewardship of taxpayer funds. by statter toly authorizing this program, which -- statutorily authorizing this program, which was formalized by the obama administration, we are also statutorily enhancing congressional oversight, by requiring the administration to report to congress. thus the bill requires rigorous monitoring, evaluation and congressional oversight of the global food security strategy and mandates a comprehensive report to ensure accountability and effectiveness. the approach we have taken in the global food security act is fiscally disciplined. there is no additional cost to the u.s. taxpayer. this would authorize a straight lining from 2015 and 2016. usaid will be authorized however to do more by more effectively leveraging our aid with that of other countries. the private sector, n.g.o.'s

hunger, poverty and undernutrition. feed the future has helped rural cam bone yads -- cambodians start profitable fish businesses, taught guatemalan sharecroppers, and provided educational and national support to tanzanian measures -- mothers -- mothers there. has been real progresses -- mothers. there has been real progresses in places like begana which has reduced child stunting. and incomes in honduras increased 55% between 2012 and 2014. this is this isn't a pie in the sky notion, mr. speaker -- this isn't a pie in the sky notion, mr. speaker. this is an initiative that we're a part of that's getting real results for real people. let's continue to support it. this bill is a real step toward our vision of a world without global hunger and malnutritionment and it supports critical u.s. foreign policy -- knew -- malnutrition.

panama papers, prime minister cam ran -- cameron. i'm wondering if you could tell me whether or not the white house is following that and if we should expect the president to defend the prime minister in any way on this front? mr. earnest: i know that the white house has been following this story. there's been a lot of reporting at's been generated by journalists who have analyzed the data that was released. in some cases this has caused politicians in places like iceland and china and, yes, some places in europe, who have been connected to that information in one way or another. i know that what prime minister cameron has done is released an unprecedented amount of information about his taxes in order to help his constituents understand exactly what has taken place. i don't know to what extent

that will satisfy the inquiries that he and his office have received. but the argument that the president made, when speaking from this podium last week, is that the united states has been a strong advocate of greater transparency in the international financial system. and there are a number of steps that the obama administration has advanced in pursuit of that goal. but there obviously is more work that we believe can be done. this is an important principle because we know that there are bad actors that capitalize on the opaque nature of some international financial transactions. to try to launder money, to evade u.s. sanctions, and to store the profits of corruption . so greater transparency into those transactions would enhance the ability of the united states and our international partners to combat those efforts.

so we're going to continue to advocate for transparency and it sounds like prime minister cameron has opted for greater transparency to help the british people understand exactly his role in this story. i don't know whether or not this will continue to be the topic of intense interest when president obama travels to london next week, i would anticipate that while the president's in london he'll have an opportunity to take questions from all of you and we'll see that the point whether or not you and your british counterparts consider this to be a relevant newsworthy topic at that point. reporter: another likely topic will be breakfast. can you describe whether or not the president -- what we should expect from him on that front and whether or not he's at all -- rned about weighing in too much of an issue? mr. earnest: i don't have any specific set of remarks to

preview for you. the position that we have previously expressed is that the united states benefits from a strong u.k. that's part of the e.u. ultimately the british people will have to decide exactly what they want the future to hold. with regard to their country's relationship with the rest of europe. i think that in any case, the president will respect the sovereignty of the u.k. and the right of the british people to make that determination. but when the president is taking questions from the press corps, i wouldn't be surprised if this is considered a newsworthy topic that come up. -- comes up. reporter: i want to talk about brazil a little bit. lots of difficult news, brazil, more folks expected on impeachment proceedings for the president in coming days.

and then today the i.m.f. downgraded its forecast of the economy, going to shrink 3.8% this year instead of 3.5%. just wondering how the white house uses -- how concerned is t that these economic policies -- [inaudible] -- mr. earnest: i did not see the news about the new economic assessment from the i.m.f. the kinds of political challenges that's facing the government in brazil does not typically have a positive impact on the broader economic outlook of the country. so not surprised to hear that assess frment the i.m.f. i don't think any of the developments, either in the political realm or in the economic realm, have changed the president's assessment of the situation there. when the president did his news conference in argentina alongside the president, the

president voiced his confidence brazilian t of the government and brazilian democracy to weather the political cross winds that they're enduring right now. and the president had confidence in the ability of that governing system to resolve the concerns that have been raised and allow the british government and the british people to move forward. they obviously have a busy summer ahead. there are olympic games that they're preparing to host. that will put brazil on the spotlight. e certainly are hopeful that the british government will be able -- or that the brazilian government will confront these

challenges, will deal with them according to the rules that are codified in their constitution and their system of government, d move forward in a way that can, over the longer term, begin to strengthen their economy. obviously when you have a country as large as brazil that has as many economic ties with the united states, it's in our interest to see their economy strong. it's in our interest to see the country's economy develop in way that they can continue to be an important trading partner with the united states. prior to the president's trip to brazil, in the first term of his presidency, we spent a decent amount of time talking about how important his economic ties were and how irect the consequences are for our trade relationship. both here in the united states,

when it comes to our economy, but also the impact it has on the economy of brazil. even in light of the developments that you have cited, the united states and president obama himself have confidence in the durability of the brazilian democracy to weather those challenges. reporter: and i know you haven't seen all the details of his i.m.f. report today, but they're also quite gloomy about global. the global economy. japan, russia and brazil all don't pan out too well. how worried is the white house that if this continues it will lead to more global protectionist sentiment? mr. earnest: well, the -- over the last couple of years the president's economists have noted that the chief headwinds

to the u.s. economy right now are emanating from overseas. there is a direct impact on the u.s. economy that is deeply integrated with the global economy, when we see some of ur partners encounter some economic difficulties. but this also goes to the argument that the president himself has made quite a bit recently that the united states has an economy that's the envy of the world. the united states economy is durable, the united states onomy is strong, and the investments -- and the strategy that we committed to in the president's first couple of years of his presidency are now reaping significant benefits for the american people and the american economy. that's a good thing. and it is what makes the u.s. economy the envy of the world.

and the president's view is that when -- even in this situation, where some of our significant trading partners are encountering some economic difficulties, this would be exactly the wrong time to retrench. what we should be doing is helping u.s. businesses look for additional opportunities overseas. we know that's good for our broader economy, it's good for creating jobs, it's good for economic growth. we know that places upward pressure on wages, that jobs in the united states that are tied to exports actually pay higher on average than the typical american job. that is all the more reason that we should be looking for additional opportunities to help american businesses do business overseas. and that's one of the reasons that the president continues to be an ardent advocate of congressional approval for the trans-pacific partnership. this would expand the ability of u.s. businesses to engage in commerce with countries in the

asia-pacific region, some of whom have the most -- have some of the most economically dynamic -- some of whom are the most economically dynamic countries in the world. that is the path to the kind of economic growth and success that the president would like to see the united states enjoy ver the long term. reporter: the president was speaking at chicago last week, he said he found encryption as one of the major judicial issues of the time and judges sort of sorting out the difference between privacy and security. i'm wondering if that's another signal, especially in light of the draft that's been circulating on capitol hill, and leaked in part last week, that the president prefers congress not act here and that decided in combination between the courts and the the broader national conversation he's talked about.

mr. earnest: let me restate the principle. i think it's worth doing. the president believes in strong encryption, that there is -- he believes that strong encryption has important value both for our economy and our national security. he also believes that strong encryption can be critical in protecting privacy. all of those are good things. all of those are things that the president strongly believes. and it's why he believes that strong encryption should be robustly deployed. t the same time, we should not have a situation where bad actors, terrorists, can essentially establish a safe haven in cyberspace. i recognize and the president recognizes that there's some tension in those principles. and resolving that tension, both in the near term, but also over the long term, will be challenging. one of the reasons that that will be challenging is not just because these are principles

that are really important, but these are also principles that we're trying to enforce in a very dynamic environment. technology companies are gularly innovating and finding new ways to encrypt information. and he suring that we have a policy and a resolution -- ensuring that we have a poly and a resolution of those two principles that can adapt to the ever-changing environment will be critical to the long-term success of this policymaking process. what i will say is, after describing how complex that situation is, i'll just observe that there are some quite simple things that congress has struggled to do. i think the example that's at the front of my mind today is the administration two months ago put forward a specific documented request for $1.9 billion in funding to fight zika. this is a virus that we know threatens pregnant women and

their newborn children. this is a virus that our scientists and public health professionals are increasingly worried about. but yet we haven't seen congress do anything. on a commonsense matter of public health and public safety. . that is quite a disappointment and level of disfunction in congress, particularly because we see too many republicans dragging their feet to act on what is a rather commonsense piece of legislation. that diminishes my expectation with respect tore congress' ability to deal with an encryption policy. reporter: you don't think they will pass something or will not pass zika funding. do you not think they are not capable of passing legislation? josh: both are in doubt.

cases to court and make sure they are being treated fairly. the president has created the national equal pay task force and the paycheck fairness act and skewed an executive order to -- and we have been working with the department of labor and e.e.o.c. to target. there are rules on the books that could be effectively used to ensure that people are being treated fairly and the president has made the case that this isn't just an issue for women that a lot of the women who are being discriminated against in the workplace and not getting the same amount of pay that their male colleagues are getting are women who are part

apply even in a national security setting. i can't tell you that the president has read the 28 pages. the director of national intelligence is doing a review of those pages. and the president has confidence in the ability of those national security professionals to consider those documents for release. reporter: you can't tell me if he has read them. have you asked him personally, have you taken a look. i imagine that he has seen them, no? josh: i don't know if he has. reporter: if he gets the opportunity. josh: along with the questions today. reporter: one last button up on that one, given the suggestions and i'm reading it now and i have read the pages, there is a section that is not classified specific in part,

sources of foreign support for some of the september 11 hijackers while they are were in the united states and it has been suggested by some that the support may have come by the saudi leadership. ahead of the trip there, do you suspect that will be part of the conversation and have you heard allegations? josh: this was an allege. this was the outside group that was formed and national security experts who investigated 9/11 and issued a report and reporting about what they knew what happened and proposing a set of reforms that they erged the government toll prevent it from happening in the future. saudi arabia has been long considered the fours of al qaeda . nding but found no nunding

significant and even some war terribleility to wreak destruction and one of the reasons that the president has aarted and routinely convened national security summit is in pursuit of a world without nuclear weapons. and if that continues to be a long-term goal, the president has indicated that is unlikely to be achieved during his lifetime, but there is progress that we can make in pursuit of that goal. and one place to start is by bet r safeguarding and safeguarding nuclear weapon technology that could spread and could proliferate. that is the point of the summit.

department of education for greater clarity on that. the administration is firmly committed to promoting and defending equal rights including lgbt americans and specific laws like this that seek to target and marginalize, one small target of the population. it is mean spirited. in places like north carolina and mississippi and it's true as being considered in a place like tennessee. what is being considered in tennessee that that state has thrived economically in part of their ability to make their cases that they have a great climate to doing businesses. passing mean-spirited bills through the state legislature is not a good endorsement of your business climate. and ultimately, businesses will

have to make ziss decisions about this. states like tennessee and to a certain extent, north carolina and mississippi have a long istory even the last couple of generations of working through questions of civil rights. president obama has talked on a number of occasions about the important progress that our country has made. this is a good illustration that the fight for civil rights is not over and demanding equality for every american an suring those americans are not singled out or targeted because of their sex or their race or what their last name is or their religion or who they love or who they are

is a struggle that continues. and the president is going to be on the side of equality, justice and fairness for every americans. during this election? josh: the president has observed that he is confident that mr. trump will not be elected president. that is something that the president has said himself directly. more general, the reason we have elections in this country, it's an opportunity for the american people to consider the values and agenda and track record of those who are competing for the highest elected office in the land and the decision is reached by the voters is one that has significant consequences. the american people have chosen to ininvestigate authority in the president of the united states. and making this decision is an important one and one that has significant consequences for the united states but countries around the world. i didn't see the interview.
