in philadelphia. a very special place in our nation's history, the place where we launched our american independence. pennsylvania is very special to me for a lot of reasons, especially from a couple of months ago, remember? pennsylvania cannot be one, remember -- cannot be won, remember? right, congressman? there is no path to victory for donald trump in pennsylvania, except we won. it has been a long time since you guys did this but it was a great victory, a great evening, i will tell you. it started in pennsylvania. they said pennsylvania was the bride that got away, the state that everybody from the republican party that ran in pennsylvania for 38 years

thought they won, except they never one and i thought i won but was afraid to say it, mitch, because it seemed i was not working out, i said we did great but let's see what happens. we love this state and we will see it many times again. now is the dawn of a new era of american independence, a rededication to the idea that the people are in charge of their own destiny. i want to thank majority leader mcconnell, a great guy, and speaker paul ryan, very, very special. he is writing his heart out, right? we will actually sign this stuff, you are not wasting your time. much and thank you leader mccarthy, senator cornyn, congressman's police, congresswoman cathy mcmorris rodgers, and congressman messer for your leadership, it has been terrific. this congress will be the busiest congress we have had in decades, maybe ever. maybe ever, think about that. and think of everything we can achieve, and remember who we must achieve it for. we are here now because tens of millions of americans have placed their hopes in us to transfer power from washington, d.c. and give it back to the people. we have to deliver. this is our chance to achieve everlasting change for our beloved nation. since taking office i have taken major contractual steps to restore the rule of law and to return power to every day americans. [applause] even though it: is only a few days, we have done it in record numbers, we have issued executive orders to build the keystone and dakota pipelines. [applause] issued a newmp: requirement for american pipelines to be made with american steel and fabricated in the united states. [applause] i was sittingp: at my desk and am getting ready

to sign keystone and dakota and i said where is the pipe coming from and i will not tell you where but i would -- you would not be happy, i said why are we building pipelines without pipes built in our country? let's put that little clause in there like one sentence what that will attract a lot of people, we will make the pipe right here in america, ok. [applause] president trump: if people want to build pipelines on our lands, we want the pipe to be , but you willere also see a level of quality you will not see when they bring pipe from far distances, in small chunks, and then fabricated on the land, give me a break, we can do much better than that and we will do it much better at will cost less money, believe me. we reinstated the mexico city policy, a long-standing policy

abortion services overseas. [applause] president trump: we have issued executive orders to remove wasteful regulations that slow down commerce and delay infrastructure which we desperately need. the very beginning of a massive effort to reduce the crushing regulations on our economy, and we will reduce regulations big-time. [applause] we have also withdrawn from the transpacific partnership, paving tradey for new one-on-one deals that protect and defend the american worker, and believe me we will have a lot of trade deals, mitch, do not worry about it. [laughter] president trump: they will be one-on-one, not a big mash pot, one-on-one deals and if that particular country does not treat us fairly, we send them a notice ofmination,

termination and then they will say please do not do that and we will negotiate a better deal during the 30 days. the other what you cannot get out of it, it is like quicksand, and we will have very strong controls over monetary manipulation and the violation -- the valuation which they did not have an transpacific partnership, we are already on it. i would like to have the commerce secretary approved because i hear he did fantastically well but they are not quick with the pen because we would like to have them approved as soon as possible. will be done and it will be but they could move faster on the other side, i will say that. [laughter] [applause] president trump: i am meeting with the prime minister tomorrow, as you know, great britain, meeting with her tomorrow, i do not have my commerce secretary and they want to talk trade, i will have to

handle it myself. [laughter] ok.ident trump: which is we put in place the first steps on the immigration plan ordering the immediate construction of the border wall and putting a finish to cap generally's. -- catch and release, expediting -- important, from day one i said it, the immediate removal of criminal aliens, they will be gone fast. [applause] president trump: finally, at long last, cracking down on sanctuary cities. [applause] president trump: it is time to restore the civil rights of americans to protect their jobs, their hopes, and their dreams for a much better future. congress passed these laws to serve our citizens and it is

about time those laws were properly enforced. they are not enforced. [applause] president trump: the hour of justice for the american worker has arrived. border security is a serious, serious national issue and problem. a lack of security poses a substantial threat to the sovereignty and safety of the united states of america and its citizens. most illegal immigration is coming from our southern border. i have said many times that the american people will not pay for the wall. i have made that clear to the government of mexico. deal,has been a terrible a total disaster for the united states from its inception, costing us as much as $60 billion a year with mexico alone

in trade deficits. you say -- who negotiates these deals? not to mention millions of jobs and thousands and thousands of factories and plants closing down all over our country. on top of that, the trillions of dollars the u.s. taxpayers have spent to pay the cost of illegal immigration. much of it is then sent back and much of it goes back to other countries and often times because they do not respect us, the other countries will not accept the criminals that we send back to them that are illegally in our country. i promise you they will start accepting them again, quickly. we will not have been any longer. [applause] notident trump: i will allow the taxpayers and citizens of the united states to pay the cost of this defective transaction, nafta, one that

should have been renegotiated many years ago, except that the politicians were too preoccupied to do so. these people are not in that category, you understand, this is a different group. i think. [laughter] president trump: the president of mexico and myself have agreed to cancel our planned a meeting scheduled for next week. unless mexico is going to treat the united states fairly with respect, such a meeting would be fruitless and i want to go a different route. we have no choice. paul ryan and other leaders in congress and i, and mike pence, who, by the way, how good a choice was vice president mike pence? time i got myself into a jam early, i have not been doing this very long, often times they would say on television, lucky he picked mike pence, he has to have something going, right? we are working on a tax reform bill that will reduce our trade deficits, increase american exports, and will generate revenue from mexico that will pay for the wall if we decide to go that route. it is time the american people had a president fighting as hard for its citizens as of the countries do for there's. and that is exactly what i will do for you. it is time somebody fought for our country and did not let anyone take advantage of us anymore, the world has taken advantage of us for many years and it will not happen anymore. we will have an ambitious legislative agenda. our legislative work starts with repealing and replacing obamacare. catastrophic price7 increases and the dockable's through the roof, you cannot use it, they would come to us except one problem, we have to take care of the immediate -- american people immediately, we cannot rate -- weight. -- we cannot wait. we are taking them out of a big and putting ourselves at risk by taking it off their platter but we have no choice. we have to get it going. if we waited two years it will explode like we have never seen an explosion, nobody will be able to afford it, it is a disaster. that is politically what we should do but we do not want to do that, we want to get something done and get something done right. tom price will do a phenomenal job. i first a in office i cited executive order to roll back the burdens of obamacare and pave the way for real reform, like health savings accounts that empower individuals to choose, to customize plans that is truly right for them. ,hey will have so many choices tom price will soon be leading health and human services, he is a true advocate for patients, he will do a phenomenal job. we have no doubt about that. he joins an all-star roster that includes many of your colleagues, ryan's inky, nick mulvaney, these guys have had a tough time in congress and senate but came out very well, mike pompeo, is he here? a phenomenal guy, and jeff sessions. [applause] president trump: he was one of and nevert endorsers endorsed a presidential

candidate before at one of one of -- one of my earlier endorsers and get unbelievably in front of the committee. in addition to fixing the health care, we will pursue new trade deals to create higher wages and more opportunities for american workers, bringing back those magnificent words made in the usa, we used to have that but do not anymore. [applause] president trump: it will be america first again. we will create millions of new good paying jobs by removing the that crippleens our ability to compete and at the center of that agenda is bold tax reform that massively lowers taxes for the middle class and for all american businesses. [applause] president trump: we will pursue financial reform that will help striving americans get the credit they need to realize their dreams.

theblicans have always been party of american industry and the american worker. we must embrace that heritage, rebuilding this country with american goods and american labor. we have started, believe me, over the last couple of months. i would like to say i did about as much as anybody or more in getting industry to come back to our country before i took office. a lot of great news with ford and general motors and fiat chrysler and so many others. lockheed is adding people and boeing. a lot of positive things happening which will really start bursting out, you will see it very soon. we want to get our people off of welfare and back to work. [applause] president trump: so important, it is out of control. we believe the world's best country should have the world's best infrastructure.

it is what our people deserve and it is what we will make sure they get, our infrastructure is in serious trouble. we will build new roads and highways and tunnels and airports and railways across the country. productfix the existing before we build anything brand-new, however. have, ito fix what we is a mess and we will fix it first. the thing i do best in life is built and we will fix it first because we have a lot of things in bad shape. we will rebuild the military and take care of our great veterans. [applause] president trump: believe me, you is registering, they like to say donald trump, donald trump, donald trump, take a look at the registry, we will protect the integrity of the ballot box and defend the votes of the american citizens, so important. all of us here today for the same reasons, to serve the citizens of our country. not here fore ourselves, we are here for them, for the people, we are blessed by divinity and honored by history with these task of preserving this great republic and expanding its blessings to every single american.
