announcer: you're watching kcci 8 news. steve: next at 10:00, executive action. the new push from the president to tighten the nation's gun laws. how it could impact gun sales here in iowa. laura: 4 weeks out. the countdown to the caucuses is on. what the democratic front-runner told iowans today. >> what you go really was kind of that got punch but it all. steve: and, his passion and business is stolen, right before his eyes. the search tonight for the thieves. laura: first at 10:00 defying , congress. president obama vows to implement new gun control measures by executive action. pres. obama: this is not going to solve every violent crime in this country. it's not going to prevent every mass shooting.

out of the hands of criminals. it will potentially save lives. laura: the president reportedly wants to require small gun dealers to perform background checks on buyers. the plan will also make it more difficult for convicted domestic abusers to purchase firearms. the president is expected to take action sometime this week. steve: the move is expected to impact central iowa gun shows and businesses. laura: kcci's ryan smith is live -- ryan smith explains how the president's plan targets expanding background checks at gun shows. >> will have no effect on crime it will have no effect on crime but what it will do is maybe stop some people that are not legally able to own the gun from getting guns. ryan: under current law, only federally licensed gun dealers must conduct background checks on buyers. but many who sell guns at trade shows do not register as dealers. the owner of jlm gun shoppe in urbandale showed us his license. michael sporer says trade shows regulate who can sell, ensuring

>> purchasing a gun from like someone off of the street, that's a really risky thing for anyone to do. in iowa, if you buy a handgun from somebody, you have to have a license and they need to know you have a license or they're committing a crime by selling it to you. ryan: the atf is expected to issue new guidelines for anyone in the business of being a gun dealer. including how many guns a person sells and how frequently. >> having a gun is a responsibility as well as a right. ryan: cheryl thomas with iowans for gun safety says the executive action won't create new gun laws, it's beefing up enforcement of existing ones. >> it's the most effective thing we can do to prevent gun violence is background checks. laura: we will learn in the next few days how the president's plan will directly impact local gun shows like the one slated to take place here the last weekend of january. the president will roll out the

meeting thursday night. our coverage of this developing story continues online. as we learn more about the president's plan, trust kcci to update you on-air and on our kcci mobile app and website. steve: hillary clinton praised the president's new gun control efforts tonight in des moines. todd magel is live downtown at the state historical museum where she rallied supporters. todd: steve, i feel a little bit like night at the museum here tonight. hillary clinton was here for about an hour asking for help. the caucuses are just 28 days away and she wants to win. >> the person who will be the -- the person who i believe will be the next president of the united states, hillary clinton. todd: after a quick introduction by former iowa governor tom viisack, hillary clinton wasted no time to declare her support for tougher gun laws. ms. clinton: i am so proud of what the president announced today. todd: but she says that may not

ms. clinton: i'm for comprehensive background checks, i want to close the gun show loophole, the online loophole, what they call the charleston loophole. i want to end the immunity from liability that was given to the gun makers and sellers, the only business in america that was given that. todd: during her third stop in iowa monday, clinton amped up her usual stump speech. with promises of higher taxes for the rich, saving obamacare, and defending planned parenthood. all the right buttons even for undecided voters. >> i'm undecided, but my wife drug me here and i really like d what i heard, i have to admit that. >> i love her. she's got the personality, i felt like i've know her forever. todd: something clinton hopes democrats don't forget.

let's go out and caucus on february 1. todd: hillary clinton heads to sioux city and council bluffs tomorrow. we also hear that her husband bill clinton will be in town this week. we are live downtown, todd magel, kcci 8 news, iowa's news leader. steve: the republican candidate topping the polls here in iowa is rolling through the state on a bus tour right now. texas senator ted cruz is calling president obama's executive action an abuse of power. sen. cruz: it shouldn't surprise us, that in the final year of his presidency, president obama is committed to continuing to abuse his executive power in every way, shape, and form, and especially in going after our arms. president obama and secretary clinton continually focus on stripping the constitutional fighting the bad guys. steve: cruz was speaking there

it was the first stop on his new cruzin' to caucus bus tour. >> cuts the head off isis and a wall of the southern border which mexico will pay for. it's what donald trump is ad. the 30-second clip focuses on islamic terrorists and it will air in iowa and new hampshire. trump says most of the ads are being paid for out of his own pocket. national polls. he spoke to a packed arena in lowell, massachusetts, making a glaring reference to ted cruz and immigration reform. mr. trump: probably 30,000, maybe 60,000. laura: the caucus campaigning

marco rubio, mike huckabee, ted cruz, and hillary clinton all have stops planned across the state. steve: the search is on right now in wisconsin for 2 missing men near an icy lake. the bodies of their 2 friends were pulled from the water on sunday. authorities say the 4 men from illinois were staying at a house on the lake in east troy. friends say the men went outside to smoke late saturday and were never seen again. in missouri, new numbers tonight about those record-breaking rains that are causing the deadly flooding there. the national weather service says more than 11 inches of rain mmeled springfield missouri. so far, 25 people have been killed in both missouri and illinois. more than one million sandbags have been used. iowa national guard soldiers from camp dodge in johnston, cedar rapids, and oelwein are helping. they are in high ridge, missouri, helping provide purified water.

laura: new at 10:00 after six , months on the run newton police arrest a man charged with sexually abusing a child. 35-year-old jerry fults is charged with third degree sexual abuse. a criminal complaint shows the abuse happened in october of 2014. the victim is a 12-year-old girl. documents show the girl's mother called police after discovering fults inappropriately touching her daughter. an investigation showed fults allegedly had sexual contact with the girl more than once. when asked about it by officers fults refused to speak with , police. they issued a warrant for his arrest in july and fults disappeared shortly after that. six months later, after getting a tip, police caught him at a home in newton. he's now behind bars in the jasper county jail. a central iowa man is charged tonight with sexually abusing a child. des moines police say 49-year-old david allen thomas was living with friends and started abusing the child over two years when the parents were

thomas was in the pottawattamie county jail on an unrelated case when he was charged. steve: sentencing today for the man convicted in the beating death of a 97-year-old des moines man. a judge told 20-year-old ngor makuey he will spend the rest of his life in prison. 2 years ago, makuey broke into rupert and harriet anderson's eastside home and attacked them with a metal spatula. he killed rupert and injured harriet. makuey has also been ordered to pay $150,000 in restitution. the judge denied a retrial. a driver faces multiple charges following a hit and run in downtown des moines on sunday morning. nguyen luong is now charged with 2nd degree owi. police say luong struck the female pedestrian on southwest 2nd and market street and fled the scene. when he was stopped, officers say he appeared to be drunk and denied all sobriety tests. the victim remains in the hospital. luong has bonded out of the polk county jail.

police are trying to catch the thieves who stole a trailer carrying very unusual cargo. this is security video of a pickup truck stealing a trailer owned by rip roar events. the owner of the trailer says it was full of equipment needed to run his kid's triathlon series. police say the thieves probably were after construction materials and tools. >> i have to believe wheheartedly that if it was a transparent trailer and they could see the contents, it would never have gotten taken. laura: zimmerman organized four races this summer after hyvee discontinued their iron kids triathlon. he used his life savings on the the trailer was insured but not the contents. he still hopes the thieves return the trailer after they realize what's inside. steve: still do, kcci 8 news at 10:00 open door policy. , why it's good in most places but not on an airplane. laura: plus, icy rescue.

chief meteorologist john mclaughlin, and sports director andy garman. steve: how's this for scary? a jin-air flight carrying nearly 200 people is forced to turn around because one of its doors was open. the boeing 737 was at an altitude of 10,000 feet when crew members realized a door was not completely shut. the plane was able to land safely. jin-air says no one was hurt, but some passengers did complain about feeling nauseous during the return flight. a big day today in san bernardino, california. the social service center where 14 people were killed last month re-opened. laura: it's the first day of operation for the facility, since the december 2 terrorist shooting attack. at the same time, more than 3000 people gathered at a memorial ceremony for those killed. evangelical pastor rick warren

dozens of people were injured. at least 6 people were killed. laura: a risky rescue caught on camera. a man goes out onto a frozen river to help a deer in trouble. steve peterson says he spotted the animal in trouble while driving near his home in minnesota. he says he knew it would take too long to call for help, so he grabbed a log and slid out onto the ice. he used a trailer strap to pull the deer out of the water. >> it would have eaten at me and i would have felt this sense of guilt. laura: peterson says he nicknamed the animal miss ice river. kurtis: kind of a roller coaster going. temperatures will slowly climbed the next few days before they fall down. i that night for january.

steve: you might have noticed a change today at mickey d's. the mcpick-2 menu allows two dollars. mcdouble, the new mozzarella sticks, and small french fries. mcdonald's ceo says the roll-out targets customers it has mistakenly ignored. steve: trending tonight, the new netflix hit series "making a murderer." laura: i'm hooked. the 10-part documentary series was filmed over a 10-year-period in wisconsin. it brings the story of steven avery's 2007 murder trial into the limelight. steve: avery spent 18 years in prison for a rape he didn't commit. he was then released and filed a multimillion dollar wrongful prosecution lawsuit. laura: friends and family think avery was framed in both cases. avery's attorney says the

the steven avery that netlfix viewers see in this documentary is the steven avery. there isn't a facade. he is very much as viewers will come to know him. steve: avery is currently serving a life sentence without the possibility of parole. a wisconsin county sheriff and the local prosecutor have criticized the series and say avery was not framed. sports. i know you love that documentary, too. tony: is so fascinating. really easy to see why so many people are enjoying it. it is quite a show to watch. some good news from the iowa
