from the target of the storm... the capitol. the snow has been steady here in dc....the bulls eye of this storm. it is piling up this morning and this blizzard is just getting started. blizzard blast... nats blinding, white out conditions, heavy snow and bone chilling winds... this morning, there are blizzard watches and warnings from dc to new york. airports in the northeast closed...thousands of flights cancelled. sot wendy harrisair traveler can't wait to get out of town in philadelphia, the streets are covered...a snow emergency is in effect. in dc, it's predicted to be the biggest blizzard since the 1920s...more than 2 feet of snow expected. sot: mayor bowser/washi ngt dc this is a major storm with life and death implications. this massive winter storm...impacting more than 80 million people...left a blanket of snow in the south. it also wreaked havoc... nats- spinning in kentucky, a 35 mile stretch of i-75 closed leaving more than 3000 drivers stranded in the cold, emergency shelters are

nats carolina snow plow in the carolinas, georgia and virginia, snow plows are working overtime. there have been thousands of crashes...seve ral people have died. sot scottie sheltonsnow plow operator yes, it's definitely ice underneath. i've slid several times this morning in my dump truck. emergency crews have also been working around to clock...to save even our 4 legged friends. nats come on milo in fairfax station, virginia, this large saint bernard named milo fell through the ice in this freezing lake. firefighters jumped into action, rescued the dog and got him warmed up. this storm has already left hundreds of thousands of people in the dark..crews are working to restore power. here in dc, people have been told to stay off the streets because it's only going to get worse. kenneth moton, abc news washington. the "frequent threat of flooding" is forcing the city of dubuque to fund it's bee branch watershed. this low-lying area has about 1400 homes. in the past 14 years, the neighborhood received a

declaration 6 different times. right now, homes there have extensive mold damage. dubuque will get $31.5 million dollars in federal funding to fix the problem. " 2:59:30 "in the end it's going to increase the values of those homes for the neighbors who have lost a lot of their value." " dubuque's funding come from a $97 million dollar grant awarded to iowa from the u-s development. in the grant application, iowa's economic authority highlighted goals, including reducing flood risk and improving water quality. today, water quality is a focus for one north dakota company who wants to help in flint, michigan. flint's water supply became heavily contaminated with lead after the city switched water sources in 2014. chris duell and dan provost of flint own 'c and d water services' in williston, north dakota. they want to help their hometown by shipping 26 pallets full of 4-gallon water bottles today. "a lot of people didn't understand why we were doing it, but we're from there so we want

fortunate enough to come out here, do this, be doing well and we want to give back to the place that we're from. " just like in flint, emergency officials are dealing with lead contamination in sebring ohio -- that's east of akron near the pennsylvania border. tests have shown lead amounts well above federal standards in several homes. this morning, a young person is recovering after an officer's bullet grazed him on the las vegas strip. the incident happened last night outside the bellagio casino. police say an officer confronted a man in front of the hotel, after seeing him wave a gun through traffic. officials say the suspect didn't listen to any commands. that's when the officer fired his gun at the suspect. but instead of hitting the suspect, investigators say bullets grazed 2 bystanders. police did take the suspect into custody. the trial for a man accused of driving drunk and injuring a cedar rapids couple in las vegas has

jonathan donner was drunk and on drugs when his vehicle slammed into a tour bus last labor day. the crash seriously injured 39-year-old brian zerbee and 34-year-old sara zerbee. because of a separate case, the court set donner's new trial for july 25th. new this morning, an overnight house fire has displaced a family in cedar rapids. the cedar rapids fire department says flames struck the house at 3330 westwood drive nw around 3 this morning. crews say they found the flames and damage in a second flood bedroom. officials say no one got hurt. the fire department is working to pinpoint how the fire started. a man faces a threat of terrorism charge, after calling in a bomb threat to iowa city west high school on tuesday. police say 30-year-old clifton brinkmeyer did that just 20 minutes before robbing a bank. because of that, he faces a 2nd degree robbery

police say brinkmeyer robbed the u-s bank branch at 11-17 william street in iowa city around 9 that morning. the bank is on iowa city's east side -- miles away from west high. police arrested brinkmeyer shortly after the robbery. around the same time, more than 2,000 students had to evacuate west high school because of the threat. johnson county also had to move a polling place for a special election that had been at the school. there's now with 9 days left until the iowa caucuses.. expect a thick slice of shaking hands today throughout the state...and here in eastern iowa. we'll look at some of the candidates and their

school basketball. lets start off with two of the hottest teams in eastern iowa. the mount vernon boys hosted anamosa. josh has the action. mount vernon senior connor hermann was recognized before the game for reaching the 1,000 career point milestone on tuesday. and the mustangs jump on anamosa right away. nathan stenger three-ball corner pocket. bingo. mount vernon starts the game on a 11-0 run. still in the first quarter, austin ash launches this deep three from lisbon. he had 21 points. mount vernon led 16-9 after one quarter. anamosa fights back in the 2nd. kyle sayre drives the baseline and gets the reverse layup. the blue raiders trail 22-20. mount vernon took a 28-26 lead at halftime. the mustangs start the 3rd quarter on a 6-0 run. adam ketelsen with the layup. mount vernon pushed its lead back to nine at one point. but anamosa's kolin schulte starts to heat up. he steals the inbounds pass and takes it all the way in for the layup. then in the 4th quarter. he buries a deep

trails 53-51 after that triple. but mount vernon responds with a huge bucket from connor hermann. mustangs sweep the regular season series with the 64-53 win. from mount vernon, josh christensen tv9 sports. we had a top 10 match with a couple of the future hawkeyes at linn-mar tonight. the lions entertained wahlert. scott westerberg has the highlights. jordan bohannon and cordell pemsl both brought their "a" game tonight. the golden eagles feed it to pemsl. he finishes in the paint. wahlert with a 47-44 lead early in the 3rd. but linn-mar responds with a 14-2 run as bohannon steals it from his future teammate and goes coast to coast. 58-49 lions. linn-mar keeps attacking, bohannon splits the "d" and lays it in. lions up 14 early in the 4th. but wahlert rallies. pemsl returns the favor as he takes it away from bohannon. pemsl with the highlight reel slam to pull the golden eagles within 9. cordell finished with 34 points. wahlert

are wrangling up any "last minute support" they can this weekend. across the state today... texas senator ted cruz. the first-term republican is campaigning alongside radio host-glenn beck. he's making stops in central iowa and waterloo. senator cruz and beck will host a rally at the 5 sullivan brothers convention center at 7 tonight. one of the many others in the republican field, ben carson, will be in cedar rapids on sunday morning at the river of life church. he talked about education during a stop in mount ayr in southern iowa on friday afternoon. carson says education and america's youth would be a priority under his presidency. "the fact of the matter is, my whole professional career is spent trying to save the lives of children and trying to give them longevity and quality of life and that's something that doesn't leave you

carson will be at a prayer rally in sioux city today. his polling has fallen off sharply since early november as cruz and donald trump have been iowa. on the democratic side, vermont start 3 days of campaigning in iowa. he plans to make eastern iowa stops in davenport, clinton and a 7 p-m visit to maquoketa.. sanders will continue his tour through sunday, and end on monday with visits to iowa state and grinnell college. former secretary of state hillary clinton is bringing more celebrities to campaign with her today. this afternoon, "scandal" actor and director, tony goldwyn will join her. mrs. clinton will stop in mason city this afternoon, before heading to the u-n-i's maucker union in cedar falls. that's a 5:30 pm appearance at uni. tonight, the former secretary of state will travel to cedar rapids for another campaign event. the democrats will all be together in des moines on monday night for a

the presidential hopefuls will answer questions from democratic caucus- goers. it starts at eight o'clock, and you can see it on kcrg nine point two. while children cannot legally vote, they will get a chance to partake in politics, during a mock caucus event at the university of iowa. the program uses superheroes in place of candidates. children make campaign posters and talk about issues that are important to them. at the end of the program, kids will participate in their caucus - or "hawkus." it'll imitate a republican caucus, so children can also practice using ballots. 12:26:04 "they just hear a lot of campaign speeches and commercials and their parents talking about it. we want them to understand the process that goes into it before they become active in the rhetoric." the museum will hold a second and final hawkus next friday. it's another sign that spring in iowa is approaching... the ragbrai route will be unveiled tonight in des moines. the 2016

start up in late july and the 6 overnight towns along the path will be announced. last year brought stops in cedar falls, hiawatha and coralville before the riders dipped at davenport... for 2016... plenty of chatter that southern iowa may be the path. the full list will be tonight on the kcrg-tv 9 news at 10. to privatize iowa's medicaid system is now. that's according to a polk county district judge's ruling on friday. in december, federal administrators ordered iowa to delay its privatization process at least 60 days... ... pushing the january 1st start date for three private companies to take over managing care for 560,000 iowa medicaid patients to march 1st. that left iowa medicaid to handle reimbursemen ts during that 60-day period. but some providers say they haven't received any payment for patient services going back to january 1st. kcrg t-v nine's sarah mccarthy shows how that delay

board where you can either advance or go back." feels like moving backwards. 11:42:07 "when you go from a cash flow of two to three days later you get paid to maybe one hundred days later you might get paid, that's a significant cash flow problem for small businesses." prior to january first, a company called magellan paid behavioral service providers within two weeks for medicaid patient services. that contract ended december 31st, when three managed care organizations were supposed to take over. making the state responsible for reimbursement during a sixty day delay. but for gilbaugh.. "we have not been paid since january first. that delay is making day- to-day operations nearly impossible. 12:06:12 this is a good game for teaching frustration tolerance. the state says they can wait up to six months to pay providers. forcing small businesses like gilbaugh's to take out bank loans to pay employees and cover costs. 11:42:25 "you have an increased cost in expenses because you have to pay interest on the money you're borrowing." she says if the delay continues, she'll be forced to turn away medicaid patients by the end of january. 12:16:49 "these are people who are merely living to survive. something marshalltown therapist jamie johnson, says would devastate rural patients. 12:17:07 "some families struggle to find

they have. if you take that away, they have absolutely nothing." in cedar rapids.. 12:20:18 that is so hopeless, so hopeless. sarah mccarthy, kcrg-tv9 news. iowa senate president pam jochum of dubuque believes the state won't be ready for the medicaid transition by march 1st. she has concerns that a new system without proper oversight could short-change iowans. a multi-agency work group report earlier this month said the state needs to hire 134 additional workers and spend as much as $17 million dollars more a year to achieve that oversight. congressman dave loebsack met with some families of special needs children and adults to hear their concerns about the medicaid changes. the second district democrat says the best many families can hope for might be a delay in the implementation. jeff edberg, who hosted loebsack, says he's concerned the medicaid change could eventually force

group home where he lives. yesterday, edberg said the way he sees it, program cuts are inevitable. "it's hard to understand, it's hard to get services through this system, people will fall off and it will save money because services will be cut." the branstad administration said in a statement yesterday afternoon, that they're still targeting march 1st as an implementatio n date. clayton ridge high school is the latest public area to have a diagnosis of mumps. statewide, there's been 360 cases of the virus since july. clayton ridge superintenden t shane wahls says the student is now in the care of a doctor. a letter was sent home to parents telling them of the case. johnson county has the most people in the state with mumps at 265. the majority of those are from the outbreak on the university of iowa campus. the bennett school district has found an newer way to reduce expenses -- starting at the top, literally. the district has installed solar panels onto the school's roof.

savings since they installed them during fall. district leaders are already preparing for a second phase, which includes installing more solar panels on the ground. superintendent dave larson says the project all started when money in the general fund kept decreasing without enough money coming in from the state. "16:06 we have one teacher per grade level and support people, so we don't have that flexibility to make a larger classroom setting or lay teachers off so it comes down to being innovative." the district also installed new electric-run heating and cooling systems. the superintenden t says this entire project is expected to save the district about $50,000 or $60,000 in that general fund. another school shooting -- but this one in western canada... we'll go inside the investigation from saskatchewan as four are dead from a shooting in a small community. stay with tv9. it's ---.

so many across canadamorning after a shooting. today, at least 4 people are dead after a person started shooting at a high school there. officials say those victims were shot yesterday inside the la loche "the community is reeling and all of us across the country's hearts are going to out to the families and to the whole community. " authorities say 2 of the victims are siblings of the shooter. the suspect is now in custody. millions of americans are huddled inside this morning, as a dangerous winter storm pummels through the east coast. forecasters are expecting snow fall totals of 2

d-c, baltimore, philadelphia, and new york city. given many of the storm predictions, new jersey governor chris christie declared a state of emergency. "if you don't have to drive, don't. the work week is over. the smartest thing to do on saturday afternoon is just stay home, stay where you are. " the weather is delaying flights and cruise ship dockings across the coast. the national weather service says the storm could easily cause more than $1 billion dollars in damage. we'll take another look at your first alert

back now to today's top stories. the transition to privatize medicaid is causing some eastern worry. federal agencies mandated the state's transition to start sixty days after the january 1st deadline-to march 1st. but some state leaders believe the transition should be delayed longer to ensure patients aren't disadvantaged. dubuque will get 31-point-5 million dollars in federal funding to combat damage. recent floods left homes in the bee branch watershed area with extensive mold damage. dubuque's grant is apart of a 97 million dollar grant to help iowa improve water quality. the east coast is getting slammed with a dangerous winter storm.
