"the budget provides schools

and deserve...today i'm proposing an increase in k-12 funding of over $145 million dollars."but in 20-16 the des moines public school district is worried about how that money is being used... "theres a couple areas we think the state can more to help students, especially students that have additional needs."like at-risk students in poverty... "here in des moines public schools, three fourth's of students qualify for free and reduced lunch."for the 20-16 fiscal year...the district is budgeted $6,514 dollars per at-risk student...but in nearby districts such as ankeny, waukee and west des moines with signigicantly less at-risk students there's just a 68 dollar difference... "we think the formula ought to be looked at and changed so it can better target those students that really are at-risk..."the english language learning program presents another hurdle... "we have got students from 88 different countries, 1600 refugee

students in total..."the state program currently gives extra funds to a student learning the language for 5 years...the district hopes to bump it up to seven... "a lot of experts say a student takes 6 to 7 years before becoming proficient in a language or not."in the meantime...des moines public school officials say they will work hard with what they have...and proving any child's education is always worth fighting for... "whether it's a student who's a 5th generation iowan or one that arrived in our country five months ago, if they show up at our schools, we have an obligation to give them the best education we can." while the des moines public schools district has significantly more

districts...they have seen their graduation rate rise 6 percent over the last nine years... since iowa state university freshman emmalee jacobs was hit and killed while crossing an intersection on campus. the case has gone cold.... and police are pleading with the public to come forward... they are hoping to gain more leads...now that students are back to class. police say they have received some tips ... but they have all lead to dead ends. jacobs was on her way to class when she was hit by a car in the intersection of lincoln way and ash avenue. they say the difficulty in this case so far has been getting people to come forward with information... now the issue is time 050911 - it worries us as we get further and further away from events that we are losing potential witnesses so we are always battling time in these investigations the city of ames is planning on working with iowa state on a "safety study" at the intersection to improve the

case -- call ames police at 515 - 239- 5133 a man already in prison for sex abuse... is now accused of abusing two others. jody anderson is charged with two counts of sex abuse. investigators say anderson abused two juveniles in boone county back in 20-11 and 20-12. the alleged victims were 11 and 13 at the time. anderson is currently serving a ten year sentence... after pleading guilty to sex abuse in a separate case in winnebago last year. des moines police are searching for a suspect in a pair of pharmacy robberies... the same person is accused of robbing fifield pharmacy on university avenue twice. this image is from the first robbery on december 17th. the man kept his face and head covered... and threatened to shoot the clerk while demanding prescription pain killers... he then returned six days later.. .this time wearing a wig. the thief again demanded pain killers and left. if you can identify him please call crimestoppers of central iowa at 515-

a des moines restaurant's efforts to recover from a fire are being delayed. a dong caught fire in august... suffering extensive damage.. and forcing owners to gut the restaurant and rebuild. they had hoped to re-open on saturday... but on twitter they say that is now delayed because they are waiting on the city to complete final inspections. the record breaking powerball jackpot is being split three ways... by winners in tennessee.. florida.. and california... but a man here in iowa won two- million dollars... the ticket was sold at this casey's store in onawa... it matched the first five powerball... it was like oh, but it wasnt me. i was excited for him though. i was amazed that it was small town iowa that actually had a winner because the other ones are from a long ways away, so its kinda cool." its really cool for 23-year old

a new iowa poll shows democratic presidential candidate bernie sanders has chipped away at the lead held by hillary clinton. clinton now leads sanders, 42- percent... to 40-percent among likely democratic caucus goers. that's within the poll's margin of error of plus or minus 4-point-4 percent. clinton had a nine point lead a month ago. martin o'malley was a distant third with 4-percent. meanwhile republicans are facing off right now in a debate on a stage in south carolina.. coming up at 9-30... highlights from tonight's debate... and the latest in the race for the white house... coming up next.. for the past five years, the former burns united methodist church building has sat empty, while the church tried to sell it.

the market for the past five years...waiting for a buyer to bite. pastor lewis says there was little interest until recently, when hubbell reality came forward. but there's one condition... "we just feel that before historic buildings are torn down in des moines, there should be enough time given to save them, or rescue them, somehow. at least equal to the amount of time that it originally took to build them 100 years ago." - david barzen - president, des moines historical society hubbell has agreed to buy the property, if the church will demolish the building first. for preservationists like david barzen of the des moines historical society, it's a matter of honoring our city's humble beginnings. "it's one of the few structures that we still have in downtown des moines that actually reaches back to our ancestors. and we've lost so much already, and they continue to tear down those historic structures that give us that sense of place, that it's just hard to see another one go by." - david barzen - president, des moines historical society because the building is on the national register of historic places, the church needed a thumbs-up from city council to bring a wrecking crew in... that thumbs-up came monday night, in a six-to-one vote... something barzen thinks is a mistake. the ten sailors were released on wednesday. liberia has been declared ebola free by the world health organization... nearly three years after the epidemic began. it was the last west african nation fighting the spread of the deadly disease. the affects on liberia, sierra leone and guinea could be long lasting. the outbreak killed more than 11,000 people, stripped the social fabric of communities and shut down entire countries. unicef says more than 20,000 children are now ebola orphans. the who cautions that flare ups could still occur- but the worst of the outbreak is over. the stars were up early this morning to catch the academy award nominations. lots of attention focused on the revenant and mad max fury road. jeremy roth takes a look. could this be the year leonardo di caprio walks away with an oscar?
