yovment. from the time check neighborhood right now. >> we want to show you ellis park where the boat harbor is. some permanent houseboats out there. from here it look like some flooding going on but large picture of ellis park where people come to spend their summers on the river. >> it looks better than it did in 2008. a lot of crashed into the bridge previouy. holding pretty well now. this is new though. this is that line right between the old area and the newer area. that's where tornadoes is on the other side of the flood wall. you can see how much water they're taking on. fortunately the owners inside they're staying inside. if they didn't they probably have water in the basement but it look like that
the owner says he borrowed a pump and ooze long as they holds up he's doing well. he had 2 inches butt pump's working. it's dry now. we want to show you czech village. this is a low-lying area. so far it has taken on very little water and what water is coming sweeping through. so bare yers there. >> it's so great to see a dry czech village compared to eight year ago. i was down there when they were moving the businesses out. so it's nice to see right now they'll be able to go become to dry land. >> had is time czech again. we've got -- want to see quaker oats in the background if we can. quaker oats rebuilt the first level of their plant after the flood of '08. and then built their own flood wall. so so far things look pretty good from the time czech neighborhood though some water -- the pumps have been working and keeping
the river. shut down right now temporarily. before we get to more of the flood coverage a traffic alert to tell you about. right now northbound i-380 traffic amusing very slow tonight. this is the camera at wilson avenue southwest. viewers tell us that traffic is backed up from the airport right into downtown. so a reminder please stay out of the inside lane of i-380 northbound those are reserved for emergency vehicles. traffic is also slow moving we're told on highway 30 just past kirk wood. we have the road warrior own hope to give a live report coming up in just a few minutes. >> cbs 2 reporters have been following the cedar. the high waters have reached cedar rapids. connor morgan is live near the
seeing. >> good evening. i'm actually right behind city hall and as you can see the bare yers right here and we're just east of the cedar river. if my photographer is k zoom in on the water level we are just as -- below that 22 foot mark. it's great news. i know that's well above flood stage but better than what we were predicting so it's dropped drastically. three and a half foot since the highest prediction. now if i'll direct you to underarchs. you're look agent the first avenue bridge. it's risen about two feet since yesterday about this time. that's pretty substantial antecrpd is urging everyone to stay away from the downtown area as it's not safe at this point . you'll notice that by the court house there's a hose. it's just pumping water out. that's trying to keep that area

while the city appears to be >> while the city appears to be winning the flood battle on the surface, there is a hidden challenge right now that could have serious consequences. cbs 2 news reporter joins us from the newsroom with more on that angle. joe? >> yeah. high water on the river means a lot of pressure on underground infrastructure like storm and sanitary sewers as well as the basements. electrical systems are taking on water impact their operations.the major concern in the pressure the major concern is the pressure being put on water and sewers. right now, the ground is so saturated that water is literally dwushing out of drain covers and even cracks in the pavement. it's also threatening build frtion the bottom up. >> it's in the downtown area, and i assume in the residential areas there is water in basements. now it could be as little as 6 inches but it could

is plugging manhole covers in the new bohemia district.the city credits good planning between local and city engineers.because we are still at major flood stage, city workers say they won't completely relax until the river is back to normal. developing right now tragic news to report - a 13 year old cedar rapids girl is dead tonight after she was shot in the head. police have three people in custody right now- ryan joins us live from the wellington heights neighborhood where the shooting happened. jenee - what do we know? scott -- we know it happened here on the 800 block of 15th street southeast around 7:50 a- m.we're told the 13 year old girl was shot in the head while sitting in a car. police havent released her identity. and we're still trying to figure out exactly what led up to the shooting.
scott- we do know - police arrested three suspects- one young man and two boys as they ran away.police caught two of the suspects running on bever avenue and the third on washington avenue southeast - avenue and the third on washington avenue southeast with the help of 10 minutes of receiving the call the shots. she says her granddaughters were friends were the girl killed >> . hay toit see my grandkids cry. i do. i hate to see them cry over something that's hurtful. 12, 13, 14, 15 kids. it ain't the grown folks killing. it's the kids killing. >> now plits say there's no threat to the public.

clouds spinning back into central iowa. a fur showers in minnesota and wisconsin. one or two may make it up into noarn iowa. but things could get damp for a brief perfect as a few ofs showers back into the northeastern corner of the state. this all due to an upper air low that's going to spin around very slowly the next couple of days. taz does so, it -- it will be coming in. an heat and humidity. all the way through the upcoming weekend. some pleasant fall conditions expected once we get through this little cloudiness. and tomorrow's temperatures are certainly looking fall-like around many parts of midwest. these are some of the readings tomorrow afternoon. only around 59 degrees in minneapolis. 61 in green bay and all that
this -- will be pushed way down to the gulf of mexico where it stays right up. so tonight's forecast does have skies becoming mostly cloudy. a brief shower is a possibility especially in the northeast and looks like temperatures will be pretty uniform tonight in the range of about 46 to 48 degrees. then for tomorrow, somed clouds around early. should become partly sunny and temperatures are locked to the low antibiotic mid-60s. town 25 miles it will -- here's your extended forecast. we're at 64 again tomorrow. thursday we climb back up to 6 degrees. should have some sunshine there. and then after that, we're anticipating temperatures to stay pretty much in the 6 0z going into the upcoming weekend. but here's the thing. next week temperatures do warm up and we'll get back up to 77 with a chance of a shower or thunderstorm sometime around tuesday. but here in the short term it's time to break out

the road warrior is out tracking the latest conditions on the roads.right now ... dora is doesn't look much like rush hour right now. >> no. it's -- bump tore bump ever i'm having flashbacks of atlanta a little bit but right now we're just trying to keep it really slow and keep it steady. there's a lot of red lights. we're going to i-380 southbound right now and most of the people that are getting on the road are not doing what the police have asked them to do which is stay out of the left lane. i don't know if you can see very clearly but the left lane is just as backed up as the two other right lanes here. they're asking you to stay out.
wilson -- the two left lanes on hawaii i-380 northbound have reopened much there was a crash earlier today but now those lanes are up and -- up and running again. i will mention the left lanes are for emergency vehicles only and it's only important to say that and reiterate that over and over because emergency vehicles need to get through here and right now they would be stuck in traffic. they are not issuing tickets. i think the sheer overflow of people in a that lane that but they are giving warnings. h avenue north and southbound 380 ramp are now open so you can use those if you need to. we'll continue to be out here on 380 keeping you guys update. and if you can, try not to get on 380. it's already congestioned. back to you guys. >> boy, is it. >> still ahead a view with ter riff the flood
