we will be in the low-to-mid 60's in most neighborhoods and the warmest weather is santa cruz and morgan hill at 67 and 68 in santa rosa and 70 in cloverdale and 64 in san francisco and oakland and san jose at 66 and 64 in concord. enjoy. leyla gulen? >> as we take a drive over to the north bay you can see how clear it is out here along 101 if you are making the trip from petaluma to novato, at 65 miles per hour along highway 116, and it is looking clear to sonoma and to the south, not seeing any issues. when you get to the golden gate bridge it will take you nine minutes to head from sausalito to san francisco. the san mateo bridge is 13 minutes, with a look at san jose as you drive along 280 away from 17, wide open. it is so dark out here we are only seeing one car in the southbound direction. eric over to you. >> this morning, thousands of

workers to pay more in the pensions and retirement health benefits or accept the lower pension. the police and firefighters challenged it. yesterday the judge declared the measure illegal but ruleed the city could make up for this by cutting salaries setting a precedent, possibly, for other pension reform fights. the san jose mayor is pushing a state constitutional amendment to allow local governments to reduce pentagons for workers. >> the federal government is giving americans another day of shopping for a health plan with the deadline in help rolling through obamacare was yesterday if people want coverage to start january 1st. that deadline now is pushed back until today. >> in california, the agency overseeing the health insurance exchange is offering a grace period for anyone who tried to sign up before year's deadline but couldn't. officials will not say how long the grace period will citizen. they say up to 20,000 were signing up each day as the
deadline approached. people who have enrolled have until december 31 to pay the premium. >> a look if deeper discounted in stores today as retailers try to improve on lackluster sales. figures this morning show retail sales down 3.1 percent from a year ago and does not include on-line sales. the season was off to a strong start in november but figures have fallen. the retailers could slash prices with the discounts starting today. our news reporter will have more in a report coming up in 30 minutes. >> a kitten stolen from a san francisco animal shelter will be reunit flighted with its owners today. arizona was stolen from animal care and control on wednesday but she turned up on sunday night at a hotel on mark it street. the manager saw news of the theft on tv and called authorities when arizona showed up in a bathroom.

the case again the man they arrested who faces 12 countses including two attempted murder charges. >> strangers are interested in learning when you are about do get sick. >> and chase is dealing with the target breach. now we have the bloomberg business report from the new york stock exchange. >> good morning, eric and matt. j.p. morgan chase is now besting daily withdrawal and spending limits on two million customers who used debit cards at target. customers are able to withdraw up to $250 in cash using their card rather than $100 and chase is boosting the spending limit to $1,000 from $300. it did impose a more stringent cap over the weekend leaving some customers scrambling to get to the bans after being unable to made instore purchases. a growing number of colleges are offering to lock tuition rates for incoming students. 300 colleges and universities

have chain rolls in effect, so 80, 50, and 88, you are in the clear as far as any chains required. we have traffic, though, with yellow and red indicated and we have snow out there. so not sure what is going on there in that area. at home, drive time traffic highway 4 antioch to hercules is 28 minutes. 87 in san jose northbound from 85 to the san jose airport, eight minutes. this is the drive through berkeley. when you make it to the maze look at that, quiet and wide open and empty. >> but are procrastinator who has shopping or a true bargain hunter today is the day. retailers are expected to offer after christmas sales to get shoppers in the stores and recover from a less than stellar holiday season. our reporter is looking for early morning shoppers. >> shoppers are out and we have seen them, a lot of
procrastinators. some say they just got off work and it is nice to shop this early in the morning. others say they want to avoid the crowds and they admit they is one thing in common: they procrastinate, shopping the difficult before christmas. we have seen people buying gifts, bicycles, toys, just wrapping paper, anything just to get ready if tomorrow morning. retailers are offering deep discounts already in the hopes of luring people out into the last day of shopping. sales have not been where the stores would like them to be so they hoping that people will come out and make the difference today. a lot of people we talked to are not looking for deals but out because they put off the hopping. >> i have a busy day so is a chance to shop. each year i wait until the last minute. so...make sure i get everyone.
i just got off work. my wife sent me to pick up the wrapping paper and i need to get home. i'm tireed. >> online seems are up but the margins are not great for the stores with so many offer free shipping and they have put the discounts into place early this career so that is why the numbers are not adding up to where the stores want them this year is you seeing the discounts early. some stores are offering north of 50 percent. discounts you usually see after christmas. but, a lot of the stores are hoping hoping today can make the different presence and we will see if they can do it for them today. historic night in candlestick park will be remembered for one magical moment. the atlanta falconned has a chance to pull off the upset in the final regular season game at the stick, close to the end zone but look at that, an

geary street at powell. >> two astronauts are on the second spacewalk to replace a pump outside the international space station. the astronauts are out there working pretty hard and you can see the crew inside the international space station trying to install a new pump to replace one that failed two weeks ago and the pump is part of the cooling system that keeps the equipment come. on saturday, they successfully removed faulty refrigerator-sized pump putting the task head of schedule but after the spacewalk an accident allowed water to get into a space suit which is a drowning hazard. the astronauts are wear backup suits and will wrap up the work today. >> parts of new england and michigan are covered in ice making holiday travel treacherous blamed for 11 deaths and the power is still out for
390,000 homes. at the peak the outage left 500,000 homes and businesses dark. it canceled or delayed thousands of flights across the country. >> here we have warmer than normal temperatures. >> complete opposite. where is the winter here? across the rest of the country it is driving down the rockery -- rockies and montana and depositing it in the east coast with lake effect snow and higher elevations in the appalachians but getting around today across the country should be easy. you can see the haze from the east bay hills this morning and no escaping our poor air quality and it will steep into our neighborhoods if you are susceptible to particulate matter stay inside. from sutro tower the embarcadero center has the lights this morning, and chilly under

the secret service trying to figure out how thieves swiped the account information between november 26 and december 15. more victims are reporting fraudulent charges on the statements, some say they are having a hard time getting answers. >> you cannot get through. there is nothing on their website that allows you help, nothing on the media sites that give you help. >> target says they have doubled the number of employees manning the phones and says the customers will not be responsible for fraudulent charges. you will find tips from "7 on your side" on how to protect your credit and what to do if you have been hit by the target attack. >> the prank of stealing garden gnomes and posting pictures is causing heartache for a couple. this hits too close to home, the gnomes stealth friend their garden were made by their
daughter when she was eight for her dart. she died two years ago in an accident. >> she was hit head on by a drunk driver on her motorcycle. >> they were two peas in a pod. she used to say, the apple doesn't fall far from the tree. she would laugh. we would laugh. there is so much sentimental value he put up the sign asking the thieves to return them. the owners of a recycling plant will comply with demands made by the city n two months there have been two major fires at the sims metal management with three people always at the plant around-the-clock the sims will keep storm water pups full to fight fires and allow unsingled inspections by the city. sims will stop taking in scrap metal early in the day so workers can process the stockpiles. fires ignited after hours in material piled up waiting to be
shredded. >> two-year-old los angeles toddler chonged is alive and well because of two lapd officers. the two officers were right in the neighborhood and answered a 9-1-1 call in lets than a minute. the parents tried to get hard candy from the threat of the toddler but they did not have any luck and a few hard slaps on the back from the officers did the trick. >> usually you don't want to hear a cry but in this instance it was one of the sweetest thing s i could hear the. >> they gave him the gift of life and even had a christmas recovering gift. >> we have christmas presents in the weather department, with nice warm weather but we have the "spare the air" day. >> absolutely, always hand in hand this time of year with record high temperatures. the same set up that puts the lid on the atmosphere and blows the air from land to sea so we get our pollution and the central valley, pay back for
