>> reporter: hi, jessica. well, a 24 hour stand by station open here in concord. they are only allowed to have 25 of these. hopefully that will be enough. you have to build your own. you might want to bring a friend when you get out here. concord had a half inch to 3/4 inch of rain in the last 24 hours and a little light rain is coming down right now, so it isn't letting up. this is rain my photographer shot on his way into work this morning on interstate 580 in dublin. he was getting hit hard with a heavy, steady rain. we are expecting some breaks throughout the morning. in concord, it's not too heavy, just a light sprinkle. it's going to be tapering this afternoon. it is coming at a good pace -- if you are worried about your home, this sandbag station is available in concord.

this is the city's corporation yard. live in concord, amy hollyfield abc news. >> thank you. a wet drive across the golden gate bridge. a light rain on southbound highway 101 coming into the city. the highway patrol urging people to slow down for the morning commute. you will see plenty sandbags today. you may have some at home. folks poured into goodman rain supply. it was busy ahead of the storm. >> start panicking. they don't want damage done to their house. they are coming in to protect their homes. >> the heavy duty tarp to cover the trampoline and keep it in great condition. we have other things outdoors, so i'm getting another tarp for that. >> during the last big storm, they sold out. this time, they doubled their inventory. >> here is a live look at the airport for you.

pence's plane getting towed from the runway. the jet skidded off the runway after making a late landing. they are working to figure out what happened here. mike pence is fine and he'll be back on the campaign trail this morning. witnesses say the plane was coming in too fast and overshot the runway in the rain. the only thing that stopped it, a barrier of crushed rock at the end of the runway. >> the rester beds served their purpose. we are not going speculate on the cause of the incident. >> crews are working to clear the runway, which remains closed. laguardia was closed to all flights about an hour before reopening. bad weather is blamed for forcing a small plane to make an emergency landing in the east bay. check this out. this cessna landed late yesterday. itis no longer in operation. the good news is the pilot was

the only one on the plane and he was not hurt. a crew removed the plane from the abandoned runway. two drifters charged with murdering a tourist and a hiker in fair fax are set to be arraigned. they are expected to enter pleas during the hearing. they are accused in the deaths of audrey carey and stephen carter on the right of the screen. they testified to the prosecution as part of a plea deal. he says the murders were carried out while the trio was on drugs. speed was a factor in a crash that killed three earlier this month. two were brothers. 18-year-old chance was driving at least 80 miles an hour. that is twice the legal speed limit when he crashed on october 18th. a san francisco board of supervisors committee is holding a hearing today on seismic safety building standards in the wake of the sinking and tilting

millennium tower. the meeting was called. last month, he held the first of what's expected to be a number of hearings. he said there may have been some political pressure on city engineers to approve the project even though they knew the tower was sinking more than projected. the hearing is at 2:00 p.m. at city hall. we are still on storm watch. there may be a little lull in your neighborhood right now, look what's developing to the south, yellow and oranges. that's the center of the storm. as it slides to the south, there's a possibility of thunderstorms developing over the next couple hours from san jose, the santa cruz mountains to the national forest. some of that rain will continue to push northward as it decreases in intensity. temperatures in san francisco, 58. the financial district, 62 degrees. you can see all of us mild again

heavy rain across the area. we are tracking with the live doppler 7. mike's updated forecast is minutes away. the san jose sharks are trying to figure out what caused a power outage. there you see it. it went dark near the end of the second period. it took 20 minutes to get the lites on and going again. >> we were like what's going on. after five or ten minutes, said hey, we are going to continue the next two minutes. it was weird. >> they got through it. the sharks went on to beat the columbus blue jackets, 3-1. they will see if it stays on in the tank tomorrow against nashville. tensions are reaching a b l boiling point. police crash with protesters using pepper spray and beanbag rounds. they arrested 141 people. it started when officers tried

removing roadblocks. the project would span across four states. two reports of shots fired. no one was hurt. they tried to sue the army corps of engineers. the feds are still looking for an oakland man charged in an elaborate irs scam according to usa today. jerry norris and 60 others are accused of tricking 15,000 americans out of $300 million. they posed as tax and immigration agents and threatened arrest or deportation if victims didn't send money for bog bogus, unpaid taxes. one victim hopes her nightmare, rather, serves as a cautionary tale. >> stop and think. you know, you don't -- i don't think there's any government entity out there that demands some sort of immediate action. >> the scam lasted three years.

nearly two dozen people were arrested in the u.s. the main call centers were based in india. suspects there could be extradited to the u.s. the irs never makes calls demanding taxes be paid over the phone. >> at least seven people in the bay area fell victim to the scammers. suresh m. and hayward paid the most. $136,000 over 20 days. two in san jose and one in sunny veil who paid after being threatened with deportation. awful. proposition 64, the state initiative that would legalize recreational pot. 55% support the measure. that's down five points from last month. the number opposed has gone up two points, now at 38%. >> fighting over should we tax

tobacco companies? at the same time, an initiative to allow them to advertise on tv smoking and edible products. i think a lot of parents are concerns about why would we want to see more advertising of those products on monday night football. >> prop 64 has the largest support among registered democrats with 66% saying they are in favor of it. >> if voters pass proposition 64, training standards for law enforcement officers could change. training would focus to responding to black market operations and proponents claim it will reduce the size of the black market. law enforcement disagrees. they say the number of illegal, growing operations in states like washington and colorado has only increased since marijuana was legalize zed there. back to the rain. the big story of the day. we are seeing this week, it's slowly helping refill our lakes and reservoirs.

the largest, anderson lake is 50% ka pas capacity. the nearby reservoir is less full. folsom lake is a third full. lake shasta is 59% capacity. we obviously could use a lot more. >> that's the silver lining, of course. for a lot of folks, this is going to be somewhat of a challenge. things have been okay. it's coming down everywhere. >> it's a nice way of putting it. a little bit of a challenge. good morning, everybody. let's take a round robbin and show you we have rain. it's heavier toward some of the reservoirs east of san jose. you can see light to dark green. light rain to moderate rain all throughout the heart of the bay and up into the north bay. the good news, the heaviest of the rain fell during the overnight hours. there's a slight chance we could get a push over the next couple hours of heavy rain.

a look at san rafael. not raining as heavily at least here on the tower cam. here are my highlights. here is what i want dwryou to k. steady rain to showers today. we will see a tapering in coverage this afternoon. scattered light showers tomorrow. the best day to be outside. steady rain is coming in sunday. right now, i'm keeping the storm. the latest day coming in, i should scale this back to one. our storm totals are going to top out around a half inch to an inch. we are going to get another tenth to quarter inch this morning. the mountains end up with more than an inch and thunder to the south. 7:00 through noon, you can see a tapering there. isolated showers during the evening hours. overnight through saturday morning, saturday afternoon isolated showers. then sunday morning into the early afternoon hours when we have the best chance of seeing another half inch to 3/4 inch of rain.

inmates in san francisco jails is so successful, it's being rolled out to other jails next week. we went inside the jail at 7th and bryant and talked with inmates turned beta testers for five key charter schools. it actually is a high school in the jail and falls under the san francisco school umbrella. the goal is to give each inmate a chance at a diploma. the bay area is the center of the tech yufrs so it makes sense they are learning python and java script. >> i get out in 50 days, like december 22nd. i'm really excited to go from where i was and kind of being a computer nerd. >> all the beta testers are women. the program will expand to men in alameda county next week. >> uninsured children and adults in san francisco can get the eye care they need today and tomorrow.
