((kirsten joyce)) officer james burt is accused of domestic battery by strangulation and first degree kidnapping. there are not too many details about this case released just yet... but 8 news now is working to obtain the arrest report . burt has been with the department since 2005.. and has been relieved of duty without pay.. pending the investigation./// ((brian loftus)) > and former metro officer.. richard scavone was just indicted on a federal civil rights violation. a u-s justice department said a federal grand jury in nevada indicted scavone on charges.... that he violated a woman's rights by using excessive force... as well as obstruction of justice.. for falsifying the police report.. stating she was resisting arrest. if convicted, he could face up to 30 years in prison and half-
this incident occurred in january of 2015... near tropicana and industrial. scavone was fired the following september. we are still waiting to learn if and when scavone's body cam footage will be released. 8 news now will continue to keep you updated on both of these developing stories./// ((kirsten joyce)) > president obama delivered his final state of the union address last night. in it, he laid out his agenda for what he hopes will be a busy 8th year in office. karin caifa has the highlights from capitol hill "mr. speaker, the president of the united states" president obama's final state of the union address struck an optimistic tone. combining an ambitious agenda with a sense of hope for the future. (president barack obama): i don't want to talk just about the next year. i want to focus on te next five years, ten years, and beyond. the president addressed some of the division in congress and
democracy grinds to a halt without a willingness to compromise with recent terror attacks on the minds of many americans... the president discussed how he plans to handle the growing threat of isis (president barack obama): "if this congress is serious about winning this war, and wants to send a message to our troops and the world, you should finally authorize the use of military force against isil. take a vote." south carolina governor nikki haley delivered the republican response... and offered a very different perspective. (gov. nikki haley, (r) south carolina): we are facing the our nation has seen since september 11th, and this president appears either unwilling or unable to deal with it. the path ahead for the president will not be easy -- election years can be difficult ones to get things done. ((kirsten joyce)) > the president had to hault preparations for the debate.. after 10 u-s navy sailors were held by iran's military. they were finally freed overnight.. after being held captive for a day. the sailors were apparently on a few small boats and had some technical issues.. which caused them to drift into iran's waters in the persian gulf. iran interrogated them about their motives and demanded a u-s apology. officials said the sailors were part of a squadron based in san diego. this incident comes amid heightened tension with the country. just last month, iran launched a rocket test near u-s warships and boats./// ((brian loftus)) > a year long campaign kicks off today.. leading up to las vegas playing host to the final 2016 presidential debate. unlv and tourism leaders will join governor sandoval at cox pavilion.. to discuss the impact this will have on the valley. they will also reveal community events and activities scheduled throughout the next year. the debate will take place

demetria obilor a handful of major, construction zones have followed you into the new year. based on the amount of emails i've received, the worst one is along eastern. lane restrictions continue on eastern between sunset and warm springs as crews continue building the county's paradise- whitney interceptor. it's a 13-mile, $165 mile pipeline that's being built in three segments. work on eastern, as well as work on sunset between eastern and mcleod, is part of the central portion. the county anticipates crews to finish with sunset this march and pick up the cones on eastern in september. the county says sometimes crews encounter conditions that require them to change sequencing or to wait for a resolution, which could alter
