in des moines november 14th. it'll be moderated by c - b - s' john dickerson. 3 iowa governor terry branstad was getting asked some questions... about the effort to privatize iowa's medicaid program.critics want to know about how much money might be saved... how contracts have been awarded... and how the plan will affect patients. later today... a legislative oversight committee will hold the first of two hearings to go over these privatization plans. the governor says the move will mean more streamlined service at a lower cost... and iowa is doing the same thing that half the states in the u - s have already done. 3 "the dept of human services has shared with me the spreadsheet and the citeria and the approach that they used. i think that we acted in an appropriate way. and we feel confident. and just as 25 other states have been able to move forward with 3 this.iowa's medicaid program

gives care to poor children... families... disabled people... and low - income adults. it's paid for with more than 4 - billion dollars in state and federal money. 3 sioux city's city council has approved more than 7 million dollars in financial assistance for the new sunnybrook village development. 3 sunnybrook village is a new shopping center and residential development going up across from the unitypoint health saint luke's sunnybrook medical plaza. the 50 million dollar project includes a 30 million dollar shopping center and a 20 million dollar set of new apartment buildings. the city's 7 point 1 million dollars in assistance will come from a (tiff) tif fund... it'll be phased in over time. 3 "the city's assistance is tied to how fast it builds out, so the faster they build the more assistance would be available. they have a minimum assessment agreement eventually up to 30 million dollars, so they were required under the agreement to have a 30 million dollar tax value at a 3 minimuim."

start this spring. the council also talked about more development around the southbridge rail yard... a 30 million dollar facility that was set to open this fall... but was delayed. now... the council is trying to get a 120 thousand dollar grant for a study to add a new facility to that yard. 3 "this is a grant to look at the possibility of a transload facility being added to the railyard. that's a facility that transfers freight from trucks to rail. it would greatly enhance the railyard that we have and it's great that we have a chance for another 3 grant."the grant will come through the iowa d - o - t... it'll be available this january. the rail yard is set to be finished in the next month or so. 3 if you've got a fire hydrant on your property... the city wants you to leave it alone!the city says all public hydrants should be painted safety - yellow... and all privately - owned hydrants should be painted fire engine red. right now in town... there are quite a few hydrants that have been

"artistically" painted... maybe to look like something else. the city says it has contracted with a firm to re - paint all 4 - thousand public hydrants in town the proper color... but the process could take several years. 3 a sioux city family is mourning the loss of a young child after a deadly fire friday night on sioux city's west side. the fire started in a house on center street right around 11 - 30 friday night. yesterday afternoon... as siouxland news reporter yetske wauran shows us... sioux city fire rescue confirmed the name and age of the fire's victim. 3 inside this home right behind me on center street, sioux body of a three year-old boy who they say died of smoke inhalation.balloons...teddy memorializing the three year old boy who died when a fire home...friday night."this was one of the most severe fire damage homes i ever seen here it all happened last friday sioux city fire responded to a structure fire at 1414 center street. while responding to the fire, units were advised occupant was still inside the home.at the monday press conference, sioux city fire aesoph confirmed the male victim was 3-year-old nicholas torres."nicolas was born of nicholas, jennifer fuentes and david torres were home at the time of the fire, but were to the extent of the fire.it took four engines and about 20 firefighters to put out the flames. fire officials say, this is the first fire death in sioux city, since august 2013"this room had a couple of couches and an overstuff

down the russian plane that crashed saturday... killing more than 200 people. but the wide area of wreckage shows the plane did experience something catastrophic. c - b - s news correspondent allen pizzey is in egypt. 3 search teams have finished combing an eight square mile the airbus went down..most of the bodies of the 224 victims the plane's flight data recorders.decoding them to to suddenly break apart in mid-air is expected to begin tomorrow after the arrival of experts from ireland....where the a321 was registered and (experts arriving at scene/luggage arranged)vo: airbus and other experts examined the twisted metal of the fuselage for clues today....a neat arrangement of luggage...waiting in the desert rather than an airport carousel was a poignant reminder of how much those clues matter....vo: an isis- affiliate based in the sinai has claimed it brought down the plane...and while there's no evidence of any direct terrorist involvement... ....the possibility the sinai militants were responsible can't be dismissedaccording to u.s. director of national intelligence james clapper. 3 at least *one* lawsuit has been filed over the latest outbreak. it was filed by a woman who says she got sick after eating a burrito bowl at a chipotle in vancouver two weeks ago. 3 two spirit lake men are facing quite a few felony charges this morning.20 - year - old travis johnson and 21 - year - old chayton quail were arrested sunday after a search of their home by spirit lake police found dozens of stolen items.johnson faces 10 felony countsincluding 4 counts of burglary and 8

misdemeanorslike possesion of drug paraphernalia.quail is charged with 9 feloniesincluding 4 counts of possession of stolen property and 6 misdemeanorslike possession of a controlled substance. spirit lake police say more charges are pending in this case. 3 3 and a remsen man is facing charges after an accident sunday afternoon in rural plymouth county.34 - year - old brian kelley is charged with operating while intoxicated. police say he hit 46 - year - old kristine zylstra - tabke of marcus just after 5 - 30 on a rural road southeast of remsen. she had pulled over to let her dog out of the car when she was hit. at first she was hit. at first she was taken to cherokee regional mercy medical center in sioux city. we don't know her condition. kelley was taken to the plymouth taken to the plymouth county jail. and more charges could be on the 3 3 a sioux city teenager is facing charges of involuntary

manslaughter after a west high senior died in april from a k - 2 overdose.18 - year - old rose (mau) mouw entered a written plea last month in woodbury county district court to charges of involuntary manslaughter and delivery of a controlled substance.prosecutors say she's the person who sold the k - 2 to austin mccloud. mccloud died of an overdose of the drug this april in war eagle park. (mau)'s mouw's trial is set for april 26th... 20 - 16. 3 first it was a tribe in south dakota. now a native american tribe in siouxland is set to vote on legalizing marijuana. 3 the omaha tribe of nebraska will vote today whether to allow the recreation and medicinal use of marijuana on the reservation... and whether or not to allow industrial hemp to be grown. the tribal council gets the ultimate decision. the omahas would become the first *nebraska* tribe to legalize marijuana. the santee sioux tribe just legalized the growth... possession...

at bev's on the river. our own larry wentz read a poem at that event... he's the proud recipient of a liver transplant. 3 the warm waters of el nino have already caused unusual weather this fall... like the strongest pacific hurricane on record. siouxland news meteorologist cat taylor shows us what we can look forward to *later* this winter. 3 (**take vo**)catastrophic floods and mudslides in california...bleaching of coral reefs across the globe... massive fish kills, famine, and animals showing up in strange places...these are just a few impacts of el nino. but what does it mean for *us* sot**)"during el nino eplained part 1, i explained the case you missed it. here's a refresher. during el nino the trade winds can cut off or water to slosh back to our side of the pacific ocean. now when that happens the subtropical jet dominates, causing the polar jet to move much farther north keeping siouxland warm. i talked with mike gillispie, a hydrologist service in sioux falls, south dakota, and he's going to tell siouxland this winter."(**take sot**)"generally across strong correlations of seeing above normal temperatures during the winter months. that's a very consistent pattern, it doesn't happen every time but with these last several strong el niqo's we've had, the last three that were similar to what we're expecting this winter, were all very much above normal temperature wise across the region."(**take vo**)gillispie says that while we will most likely be warmer than average, the air. wet, one that was dry, and one but warm temperatures caveat... (**take sot**)"with the warmer temperatures that are probable this winter we also have to look at the precipitation types we might be seeing. warmer temperatures might lead to increased chances of seeing freezing rain and icing events farther north than what we normally see in the middle of winter. getting up into the siouxland area you might have an increased chance of seeing more freezing rain events. also the snow fall may not end up being as much as normal." (**take vo**)one of the reasons why it is really hard to nail down a precipitation forecast is that there are more factors at play than just el nino... shows us... sioux city fire rescue confirmed the name and age of the fire's victim. 3 inside this home right behind me on center street, sioux city firefighters found the body of a three year-old boy who they say died of smoke inhalation.balloons...teddy bears...and a candle....all memorializing old boy who died when a fire broke out, home...friday night."this was one of the most severe fire damage homes i personally ever seen here in sioux city.it all happened last friday sioux city fire rescue responded to a structure fire at 1414 center street. while responding to the fire, units were advised that an occupant was still inside the home.at the monday press conference, sioux city fire marshal mark aesoph confirmed the male victim was 3-year-old nicholas torres."nicolas was born january 11, 2012. the parents of nicholas, jennifer fuentes and david torres were home at the time of the fire, but were unable to rescue nicholas due to the extent of the fire.it took four engines and about 20 firefighters to put out the flames. fire officials say, this is the first fire death in sioux city, since august 2013"this room had a couple of couches and an overstuff chair. very easily that's enough fuel load, to within two to three minutes of ignition to actually bring that room to flash over."this is the absolute worse part of our job, whenever we have to respond to something like this, that's why i really challenge everyone here in sioux city, take the responsibility for your own home, for your family."sioux city fire marshal mark keep up with your smoke alarms. make sure the batteries are functional and that there is one in each room and every level of your home. reporting
