the plaza is packed with supporters supporting pediatric cancer, so thank you to everybody that came out to support it. terrific. >> maybe we can get it on itunes. >> that would be great. >> we will have the premiere of that video in a little while. let's get to our top story, a busy morning for you, al, widespread flooding in the south and soaking rains in the east. >> that's for sure. we will start in texas, where yesterday they had their sixth heaviest day of rain ever. upwards of seven to eight inches of rain, swamping roads, causing high water rescues as people were rescued from their cars. the good news is the rain is letting up there. they will have more showers, boy, nothing like they had yesterday. as we look here in the northeast, we are watching rain watching rain up from the south making its way up from the south from cape may, new jersey on up into time's square, heavy rain making its way. it will continue. this is a weak nor'easter.
if this was late november, we'd be talking snowstorms instead of rain. we have low flood flashes making its way into parts of new england. the heaviest will be in parts of new jersey, parts of long island, on into parts of new england, coastal gales. i think the good news is they will get the yankee game in. could be some delays. >> yankee fans love you. >> it will be good. >> all right, al, thanks, so much. now to the fight to bring down isis, new airstrikes were launched in syria by the u.s. and it's arab allies. this just hours of problem addressed the u.n. and call again what he called the network of death. nbc correspondent richard engel has the latest. >> reporter: the u.s. is expanding its military campaign against isis, in syria and iraq. the president said this is just the beginning. >> these terrorists believe our
countries will be unable stop them. the safety of our citizens demand that we do. >> reporter: but isis now has capecots. in algeria, a militant said it beheaded a french hostage as a threat from isis. the threats aren't slowing down the u.s.-led air war against isis and al qaeda-linked groups, including a little known cell u.s. intelligence call the khorasan group that was allegedly planning attacks on u.s. airliners. u.s. officials say they are increasingly convinced the group's leader, a 23-year-old kuwaiti, an aid to osama bin laden was killed in a raid monday night. but there are many more fighters in syria, controlling dozens of towns and cities. the biggest one is ra ka, the isis capital in syria. french television broadcast a woman with a hidden camera,
risking her life to take these images. it shows armed men on checkpoints, armed women, too. all the women fully veiled. suddenly the women filming is spotted by morality police and questioned about her veil. they tell her to cover up even more, they can see her face, they say. she apologizes as they move on. but a city run according to isis' moral code. like with all of these internet videos, we can't independently verify. matt. we are now right on the border in southeast turkey with syria. there is . >> all of these young men behind me are syria refugees who have been living in turkey, and the reason they are here is they want to cross this border. they want to go inside syria and fight isis. now that the u.s. is launching air strike, these men decided it
has time to go into syria and fight isis on the ground. >> richard in turkey this morning, thank you very much. samantha powers, u.s. ambassador to the united nations, joining us exclusively, thank you for being here. >> great to be here. >> during his presidency, the president said the tide of war is receding. he said we are shifting away from a war footing, but yesterday, he talk about the fight against isis and said the only language understood by killers like isis is the language of force. are we headed back to a perpetual footing of war? >> no. but what we are doing is engaged in a campaign to degrade and ultimately destroy this monstrous group. to the extent we've been at war with al qaeda over the many years, that's the effort we'll see. >> are we at war with isis? >> at war with a group of isil, yeah. >> one thing was missing from the speech yesterday, he did not
directly criticize bashar a aal a, al assad as he has in the past. he's remained silent. is that an acknowledgement on both sides that our actions in syria are helping? >> president obama made clear in every speech given on the effort against isil that syria is not a reliable partner on this. they let isil establish safe havens, most strikes against civilian neighborhoods and moderate opposition groups. they have not been serious in the effort which is why in the defense of iraq, there was no way to defend the country of iraq, the people of iraq are interest in the region, going into syria. >> when you warn the atracks are about to happen, does he express approval or outrage? >> they came out, we want to coordinate, this is what we said all long, but they commit terror
against your people using chemical weapons, barrel bombs, et cetera. we didn't offer a notification, just did it. >> we have the offshoot of al qaeda and assad forces. the expression of the enemy of my enemy is my friend does not seem to fit the bill here anymore. have we got ourselves in a situationism possible to untangle. >> it is complicated. people have a hard time tracking who is what, but we know the vast majority of syria wants the war to end for a very long time. they can't tolerate a government using chemical weapons against their children, nor can they tolerate rule so brutal they have to go around fully vailed, people get hands chopped up, public behead,ings, et cetera, et cetera.
>> i want to end on ebola. it's a global threat. yet here's what one worker for the world health organization in liberia said. i've worked in many crisis for more than 20 years, and it's the first time i see a situation that nobody mewants to come. people are afraid to come. that's it. talking to the counterparts at the u.n., are you confident they will send the people to the region to stop this outbreak? >> you put your finger on the issue. people want to check the box, we gave it the office, you wrote a check. we need doctors. we need nurses. we need engineers. president obama's leadership on this as with isil has been key. >> other countries following? >> last week we had a his toric emergency session, 134 co-sponsors of the resolution, and we are now calling on those 134 countries to cough up more than checking a box and cosponsors a resolution but a willingness to join us. the fact there's an american
foothold there, more than 3,000 troops setting up the joint task force gave countries more confidence. we'll bring in liaisons and translate into commitments over time. we don't have time to wait. >> thank you so much for joining us in the studio today. >> thank you, matt. >> all right, hoda? thanks. the man charged with the abduction of a university of virginia student is behind bars this morning. jesse matthews jr. was captured in texas last night, 1300 miles away where he was originally seen with hannah. >> reporter: that suspect is in jail behind me, and investigators from virginia are now on their way here to texas to question him. the mystery remains, where is hannah graham? >> you have the right to remain silent. >> reporter: this morning, the man accused of abducting hannah graham went before a judge after a nationwide man hunt. >> we're here to announce
because of the collaborative efforts of the federal bureau investigation and state and local law enforcement across this nation, matthew is in jail. >> reporter: arrested some 1300 miles from where he was seen on video with graham the night she disappeared. >> the hero of today is a deputy with the police department. >> reporter: they found the man who pitched a tent on the beach. the deputy questioned hint and ran the plates on his car. police in virginia were looking for the vehicle thinking matthew could use it, and sure enough, he was, taken into custody without incident. students at uva reacted with relief. >> i'm really glad he's been found. i think that's a relief for all of us, still all supporting hannah. >> reporter: while the suspect has been found, there's no sign
of hannah graham. >> asking every person within the sound of my voice to help us find hannah graham. >> reporter: charged with intention to defile, giving false information to a police officer, and he's not entered a plea. hoda? >> thank you so much. timothy longo joining us now. good morning to you. >> good morning. >> you found your suspect a thousand miles away. how did you track him down? >> won't go into the details, but had a tremendous amount of support from the fbi and certainly other state and local agencies. the fbi was hugely important with respect to helping to track the movement of mr. matthew, and, certainly, the galveston county police office, the attention to detail was one of the aspects that brought mr. matthew in custody. we're not going into specifics how it occurred. >> it's early on in the investigation, but is he
cooperating at all with authorities to lead you to where hannah graham may be? >> at this point, i don't have enough information to really respond to the question. as you know, our last interaction with mr. matthew last saturday, he invoked right to counsel, asked for an attorney, common law supported him such, and we have not had any conversation with him since. when we are conducting a search of a residence, in this case, a vehicle, we are sending evidence off to the laboratory, awaiting results. we have gotten the results back. it's because of that that we got to the probable cause level now.
one of the reasons we are so cautious, we are awaiting additional evidence from the lab we hope to get later this week to further advance this investigation and support that charge. >> hannah graham's parents awaiting any information on their daughter. where is the search focusing, chief? >> the search is day-by-day the virginia department of management is working hard with their search and rescue efforts category over probably close to 90% of the city has been searched and outlying areas, marlboro county, we will continue to very aggressively search for the rural and wooded areas around the city in an effort to try to find lana. we are hopeful that we will find hannah and return her to her parents, hopefully. we will continue to have that hope until such time that we have evidence to the contrary. >> thank you so much, chief. >> thank you, ma'am. >> natalie is here now with new developments in the case of tony stewart. >> no criminal charges will be
filed against pass the car star tony stewart in the death of track driver kevin ward. >> that is a decision by the new york state grand jury looking into the august 9th accident. the 20-year-old ward was hit and killed when he got out of his car on the track to talk to him. a test came back positive for marijuana at the time of the accident. ward is still cleared, by he could face a civil lawsuit. police in pennsylvania believe they have spotted a suspect wanted in the death of ap tryer. eric greene was seen in the distance, rugged terrain that separated them gave frein the ability to disappear. sfrn accused of killing two pennsylvania state troopers, one trooper died. the other was wounded. a woman seen on tape being punched by a california highway patrol officer has reached a million-and-a-half settlement. the officer seen repeatedly
hitting her has agreed to resign. officer daniel andrews claimed the woman resisted arrest when he tried to keep her from walking on to a los angeles freeway. the officer could still face possible criminal charges. and terrifying moments caught on wednesday when a los angeles woman hid on the roof of her house to avoid an intruder, take a look, she is crouching down near a window on the roof. the break-in suspect who followed her just a few feet away from her makes your skin crawl. minutes earlier the woman call police when she spotted the man pence her house wearing only a flannel shirt. she climbed out the second story window and awaited for help t. suspect said to be homeless was arrested a couple minutes later. thank goodness for that. you saw his over the top touchdown dance in the movie. gooding was invited to participate in a blackhawks pre-season game if chicago.

>> it really is right on point this morning. we're able to get down to the street level. it looks like we're clearing you out from santa rosa south and we're starting to see the north end of the peninsula getting clearing as well. but it's the south bay that's getting hit the hardest right in the heart of your morning drive. some impressive totals to tell you about so far. a half of an inch plus in places like pacifica and ocean beach this morning. as that sun comes out and our skies clear, it's going to be cold tonight. but look at the difference between ocean beach and mount hamilton where we're getting the heaviest downpours right now. upper 60s to low 70s today. we'll be tracking the storms for you as they develop. let's go to mike for the drive. >> let's pull up the full screen, as far as the eye can see the backup continues.

>> yeah. we'll talk to them. >> we'll be seeing this video around. first let's look at what's making headlines this thursday morning. for a third straight night, targeting isis in syria. on oil refinery that provided militants with a major source of income. the manhunt for a man who is wanted for the zpeers of hannah graham is over. jesse matthew jr. was arrested in texas last night. and police in pennsylvania believe they've seen the suspect wanted in that deadly ambush of the state trooper. eric frein was apparently spotted at a distance by officers in a wooded area on tuesday, but rugged terrain that separated them gave frein the ability to disappear. still to come this morning, eye opening new research on the relationship between your waist size and your risk of breast cancer. but let's begin this half hour with an eye opening and
disturbing police video of a shooting. a state trooper was fired after he shot a driver during a routine traffic stop. now he is facing criminal charges in this case. kristen dahlgren is here with more. >> reporter: good morning. shawn gruber was fired after police released that video. wednesday the former trooper was arrested and charged with assault and battery of a high and aggravated nature. the shocking video caught on the police officer's dash cam shows state trooper shawn gruber stopping lavar jones in south carolina. jones was standing outside of his suv in a gas station parking lot when gruber asked for his driver's license. >> can i have your license please? >> reporter: when he turned to reach in his vehicle he yelled at him to get out of the vehicle and then fired his weapon at
him. >> get out of the car! get on the ground! get on the ground! >> reporter: jones is heard asking gruber why he shot him. >> i just got my license. >> put your hands behind your back. >> what did i do, sir? >> are you hit? >> i think so. i can't feel my leg. i don't know what happened. i just grabbed my license. why did you shoot me? >> well, you dove head first back into your car? >> i'm sorry. i'm sorry. i didn't hear two words. >> you had a seat belt violation, sir. >> i just undid it at the corner to pull in the gas station. >> reporter: jones who was unarmed was shot in the hip and treated at a hospital. he released a statement saying hi recovery is coming along well and i hope this situation can make a change not just here at home in south carolina but coast to coast. gruber was charged with assault and battery of a high and aggravated nature which could carry a sentence of up to 20 years in prison.
he was fired on friday. police released a statement saying in part, the facts of this case are disturbing to me, but i believe this case was an isolated incident in which mr. groubert reacted to a perceived threat where there was none. his defense attorney said there is more than one way to interpret the video. he says his client is not guilty. she scheduled to be back in court next month. >> kristen dahlgren, thank you. the video is disturbing. the conversation after. >> saying i was sorry i was going for my wallet. >> it's hard to know what was going through that officer's mind. >> you know he wishes he had that moment back. let's turn to politics now. an unconventional campaign. mcallister was caught on camera kissing a top aide. now he and his wife are asking
vote toers forgive and forget. >> reporter: congressman vance mcallister is hardly the first scandal scarred politician to ask voters for a second chance. but few have done it like this. launching a new ad touting the support of the woman he cheated on, his wife. >> i'm vance mcallister. >> and i'm kelly mcallister. >> reporter: it's not the kind of campaign ad any politician wants to make. one side by side with his wife explaining he should be re-elected despite getting caught kissing a woman who was definitely not his wife. >> life is filled with ups and downs. >> but a man's character is based on how many times he gets back up and stands again. >> reporter: this is likely the last time most people saw the so-called kisses congressman. vance mcallister caught on camera locking lips with a top aide. he promised not to run for re-election. he broke that because now he is trying to turn his other broken vow into a virtue. >> i'm lucky to have been
blessed with a great family and a wonderful christian wife. >> and i'm be essed to have a husband who owns up to his mistakes. always fighting for those of louisiana. >> reporter: up against max dasher. >> i'm voting for zach, my neph nephew. he's been officially and thoroughly vetted by the robinson clan. >> reporter: that was phil robertson who finally has all his ducks in a row. last election they backed mcallister. it worked for south carolina's mark sanford who got re-elected after a very public affair. analysts say these ads can cut both ways. >> voters are very judgmental and consider moral values very seriously in a district like this. but voters are also very forgiving. >> we approve this message
because some things are just worth fighting for. >> reporter: of course mark sanford made that re-election run without his wife who divorced him. mcallister faces a pretty big field in the primary set for november 4th. if no candidate wins at least 50% of the vote, the top two will face-off in a runoff election. we may see this ad for a little while still. >> all right. pete for, thank you very much. let's get a check of the weather from al. >> it's a third day of fall, right? so you expect really chilly temperatures. kind of brisk. especially as you get up into the plains. around this high pressure system, we've got a warm -- i mean a really warm flow of air. look at some of these temperatures. rapid city, 91. denver today 87. billings, 93. that is 20 degrees above average. and as you look at these temperatures, rapid city may come close to a record. same in billings, salt

>> back now at 7:44 with interesting new findings against breast cancer. a study suggests an increase in dress size could raise the risk of the disease by more than 40%. so we knew that obesity plays a factor in breast cancer. we're talking about a specific type of weight gain around the middle. >> this is sort of cool because you and i talked about weight, obesity. what women want to know, some ways are practically talk to me. so this is in a british medical journal. they looked at over 93,000 women, women particularly if they put on weight between their 20s and 50s were more susceptible to breast cancer post-menopausally. if they changed from one waist size to another in skirts.
>> so an 8 to a 10 to a 12. >> an 8 to a 10 could increase their post-menopausal cancer by 31%. you have to say why. probably because the way we distribute the weight. we talked about abdominal fat. estrogen can fuel some cancers. it is toxic fat. it releases other chemicals like cortisol. even the breast cancer experts we rolled this by said independent of bmi. we're not talking obesity. >> this is interesting. there are so many things you can't control, genetics. this is one of those things you can control, right? >> while you and i talk about genetics a lot. genetics accounts for 5 to 8% of breast cancers in this country. so what causes breast cancer, we don't know. we sure talk about environment a lot. increasingly, we are linking

>> i'm middle eastern heritage. a global dish. we have lamb, all these middle eastern spices and i think it's fitting. this book has incredible recipes. it's just about flavor. so are you ready? >> what should we do? >> i will put these in here. all the spices i spoke about. cumin, garlic, pepper, salt. will you whip that in there. i will put a little olive oil to get it started. it's a bit of a rub. >> i want the olive oil in here to adhere to the lamb. the lamb is getting tasty. all we will do. is it ready? incredible. all we will do then is take these lamb shanks which are cleaned from the butcher. rub them on like that. you want to paint that? >> picking a lamb shank, any trick to it? >> you go to the butcher. he or she will tell you what you want. you want something robust. these are great lamb shanks from colorado. you want to marinate them at
least six hours. i like to do it overnight. but at least six hours. can you smell that, right? we get a dutch oven. the nice thing is to get a sear. it caramelizes the flavor. after about ten or 15 minutes each side, we take it out. >> look someone was hungry. >> we take it out. >> we will rest these. look at the color of the shank. >> we are moving over. >> enjoy the meal. >> we start with cooking our chicken in beer. it's been shredded. now to the beer broth we add the combination of peas, carrots be and green beans. everything goes into the same pot a. super easy recipe. we add some ketchup, tv magic, we've cooked it right there. >> this looks amazing. >> we garnish with olives and pimento.

starting to clear out. showers lingering to the south for the next 15 to 20 minutes and all this activity pushes right over where the king fire is burning. watch this, all this heavy rainfall starts to move in as we head throughout the next hour. we'll let you know what happens there. temperatures today mostly in the 70s. you're watching today in the bay. >> good thursday morning to you. it's 9:26. i'm sam brock. this video just into our newsroom, a scene from san francisco where an officer opened fire on a suspect earlier this morning, believed to have carjacked a woman in richmond and led police on a chase throughout the city. this happened near battery and california. officers began chasing that suspect into richmond, lost him somewhere in san francisco. they heard of a nearby car crash, rushed to the scene, found the driver stuck in a windshield shooting a gun at people trying to help him. he refused to put down his gun, they then opened fire, killing him. about an hour and a half ago, residents of one mountain
view apartment complex were finally allowed to return home. they were evacuated yesterday after neighbors found a suicide note on the door of one of the units. crews smelled chemicals and immediately evacuated the building. residents were not let in until 8:00 this morning. still no word on where the chemical smell came from. we know it has been a busy morning, rain and traffic. a look at weather and traffic coming up right after this break.
