classes at pine middle school have not resumed because of a water main break the day after christmas. the water damage caused aging floor tiles and portions of walls to be removed and replaced. however the aging facility has asbestos flooring and tiling so the project is much more complicated. students won't be back in class at pine middle school for two weeks. the chief facilities manager says this is what happens when an unforeseen incident pushes an aging school to the top of the repair list. the sheer size of this thing, we are working through a couple of shifts on this with different crews, and the amount of abatement that needs to go through just to build it back it part that is a lot of your problem. cobb says keeping up and paying for the upkeep of existing structures is only going to get tougher. the last of the 2002 bond money will be spent this summer at among other places, five elementary schools

elementary will get its 50-year old cafeteria floor replaced. classroom carpet will be removed, and replaced as well. and soiled ceiling covering will be going as well.### earlier today - judge james winston granted a preliminary injunction to temporarily stop the implementation of the state's new education savings account. the program would allow parents to claim more than five-thousand dollars per pupil to use for qualified in-state education expenses. the injunction comes after senator justin jones filed a lawsuit challenging the program saying it would divert money from public schools... and could contradict the state constitution. the decision will stand pending further court deliberations. reno is warming up, with the sun this afternoon - but we won't stay above freezing for very long. chief meteorologist jeff thompson is here with a check of your forecast. jeff... high pressure will keep the weather quiet through tuesday night. with valley inversions in place, air quality may degrade at times. the next storm will move in early wednesday morning. valleys will get rain

with a deadly shooting in carson city this morning. 19-year-old allen garcia-manriquez... and his brother-- 18-year old jesus garcia-manriquez, were arrested around 8 o'clock this morning, at a home on east fifth street in carson city. according to the carson city sheriff's office - they were following up on a shooting that happened just after 12-30 this morning... leaving 18- year-old grant watkins, with a fatal wound to the stomach. investigators believe watkins had tried to sell three ounces marijuana-- to the garcia brothers at a nearby park, when the shooting happened. the case is still under investigation. ### this man - 65-year old harris riddle of stockton california was arrested in truckee - accused of trying to kill a woman. the california highway patrol says - they found a disabled vehicle along interstate 80-- around 3 o'clock yesterday afternoon. that's when they noticed bullet holes in the car and casings nearby, when officers talked with the couple in the car... they discovered riddle had fired several shots from a nine millimeter

only respond to avalanches inside the boundary of the ski resort. however, fire fighters and search and rescue crews respond to the back country. their first goal is to avoid triggering another avalanche. "the biggest evidence that we could have an avalanche is seeing that other avalanches have occurred recently. so if we go out to do a rescue, it is because an avalanche has occurred. so we are putting ourselves into terrain that is potentially dangerous for avalanches." in addition to learning how the avalanche dog works... first responders learned the use of avalanche beacons... probes... and search methods. they expect they'll use the skills at some point this winter... with all the extra snow we have recieved. ### chief meteorologist

senate are continuing to look into ways to improve care at va hospitals across the country. washington correspondent kellie meyer shows how one veteran's death has congress calling for change. since the death of former marine jason simcakoski

together to find a solution to overprescribing practices. one piece of legislation that focuses on more effective pain management services is moving forward in congress. take vo: jason simcakoski died on august 30th 2014 from what is called a "mixed drug toxicity" while at the va medical center in tomah, wisconsin. his death sparked an investigation into the care at these veteran affairs hospitals. since then, wisconsin senator tammy baldwin and west virginia senator shelley moore capito have been working on a bill that would address this issue. take sot: baldwin: "this is a very important piece of legislation especially when we are facing a larger nation wide opioid abuse epidemic." trail vo: their bill would: require stronger narcotic prescribing guidelines and education for va providers increase communication through the va medical facilities. hold the va system accountable for appropriate care. kellie tag: jason's father has said he hopes baldwin's bill will be signed into law. although it can't bring his son back, he hopes it can help save other veterans lives.
