time. good morning, everyone. i'm michelle griego. >> hi, everyone. i'm frank mallicoat. we begin with some breaking news out of south san francisco. police are investigating a possible officer-involved shooting at this hour. it happened near magnolia avenue and purse lane shortly after 5 a.m. not known at this time if there are any injuries there. but police are looking for at least one suspect right now. police have set up a command post as they continue their search. good-bye 2014 and hello to 2015. [ fireworks ] >> fireworks lit up the sky at midnight over the embarcadero in san francisco as hubs gathered below to ring in the new year. and no fog meant it was a good night for watching san francisco's fireworks to welcome in the new year. tens of thousands of people lined the embarcadero for the midnight show. some of them were dressed for the chilly temperatures. others not so much.
>> pants, sweater -- i know the sweater -- hoodie and the jacket. >> we got the sequins out. i see you have a jacket on, but bare legs. >> bare legs no tights. tights and [ indiscernible ] don't go together. >> she looks cute. temperatures were down in the 40s by the time the fireworks started. and the crowd along the embarcadero included a few dozen people protesting against police shootings. police kept an eye on them as they marched down the embarcadero in a peaceful demonstration. some of the people in oakland were arrested after bottles were thrown at police officers a group in oakland failed to disperse when ordered to do so. police were on high alert after a banner was posted at a fire station with a threat against police officers on january 1. >> the oakland police department is aware of threats that have been made against law enforcement agencies. >> because of the threats against officers, oakland police worked in teams of two last night.
the national weather service has issued a freeze watch for much of the bay area through 9:00 this morning. nurseries are taking precautions to protect sensitive plants from the frost. manager at lafayette's orchard nursery says folks at home should cover citrus and succulents because they are more susceptible to the cold. let's check weather now. how long are we going to be cold and will it ever rain again? here's roberta with more. >> we have rain in the forecast on january 8 which is next thursday. good morning, everybody. let's take a look at that freeze warning in the areas that does encompass it's right there all the red highlighted area. and then where it's blue, that indicates that we have a frost advisory in effect. bottom line is, if you are heading out you will encounter some areas of frost. you will also encounter temperatures 30 degrees in santa rosa, 45 degrees in san francisco, 34 in livermore. it is just about freezing in san jose. 35 in mountain view.
and low 40s in vallejo. now, later today, we will have bright sunshine unlimited visibility. temperatures up to about 57 degrees. ditto for friday. and then we see some seasonal highs over the weekend. then we begin to approach monday and tuesday with highs reaching the mid-60s. wow. here's liza with traffic. we're watching the macarthur maze commute this morning, roberta, on this new year's day. chp's checking on reports of an accident eastbound 80 just beyond 580. a solo spinout blocking at least one lane of traffic. not too far from there, traffic is still doing okay at the bay bridge toll plaza. and we're expecting it to look just like this for most of the morning with no big delays on this holiday. the metering lights are off at the bay bridge toll plaza pay gates. heading for the altamont pass, there's still a lot of drivers out there making that commute. west 580 is going to be slow approaching and passing the 205 interchange. and that's going to stay heavy on and off as you head through the livermore valley. in san francisco, five
people were hurt when two men bailed out of a moving car in the bayview. that car then crashed into two other cars last night and a couple of pedestrian near tolland street. the two men had just fired shots in the area. nobody was hit. no serious injuries. suspects ran off. police arrested one, recovered a gun. they are still looking for the other suspect. police say they got the serial arsonist who has been torching cars in san jose. there were three suspicious fires at night between monday and tuesday including this one. the remnants thereof. when officers made an arrest a few hours later the fires stopped. so the suspect respect could be linked to as many as 8 car fires over the past couple of weeks. happening today, a new auto insurance law kicks in, in hopes of reducing the number of uninsured drivers in california. it's actually an expansion of the state's low cost automobile insurance program for low income californians. it's now available to
undocumented immigrants who meet the other requirements. the new year means there are new laws in the state today. kpix 5's keit do live in san jose now with more on some of those new laws and what it means for all of us. kiet, good morning. >> reporter: good morning. we are live at this new temporary dmv office designed to help a flood of applicants for a new law which provides driver's licenses for undocumented immigrants. starting right now you don't need to prove you're in the country legally to get a driver's license. however, you still need to pass the written and vision tests and, of course, the actual driving test itself. "yes means yes" for college students. a new law says any college student about to have sex must get, quote, an affirmative, conscious and voluntary agreement to engage in sexual activity. silence or lack of resistance is no longer considered consent. >> and san jose restaurants finally catch up with other cities in california by banning
all styrofoam food containers. styrofoam is commonly among the top items found in litter. finally, chickens, pigs and cows have more breathing room. a new law goes into effect that requires more space in the cages for egg laying hens, breeding sows and veal cows. this is one of the most stringent laws of its kind in the country. live in east san jose, kiet do, kpix 5. >> all right, kiet. thanks. today day one of a soda tax in berkeley, as well. it's called measure d. it levies a penny per ounce on sugary drinks like soda and energy drinks. it's aimed at curbing consumption of beverages that contribute to obesity and diabetes. berkeley is the first city in the nation to put this kind of tax into effect overcoming well funded opposition from the soda industry. last fall voters rejected a similar measure in san francisco. right now in southeast asia, wind and rain in the java sea are impeding the search for victims and wreckage from air asia flight 8501. today more bodies in numbered
coffins were flown to indonesia. remains of the first passenger to be identified was returned to her family. but so far, only seven victims have been recovered. there were 162 people on sunday's flight from surabaya in indonesia to singapore. investigators are poring over pieces of wreckage and they are also looking at sonar images that appear to show large parts of the plane under water. and in shanghai, china, at least 36 people are dead in a new year's eve tragedy. another 47 people were injured as people all gathered to watch fireworks at a popular waterfront area there. chinese media says a deadly stampede started when someone started throwing coupons that looked a lot like money out of a third floor window nearby. the centers for disease control says this season's flu outbreak has become an epidemic. emergency rooms and doctors are taking notice. don champion reports on why this year's flu vaccine is not as effective as experts had hoped. >> reporter: having just
celebrated her birthday the last thing on christie green's mind was the flu until she got body aches. >> she said, mom, i can't breathe. hold me, i can't breathe. >> reporter: days later after two hospital visits and being told to go home the missouri mother of three died from flu complications. the centers for disease control and prevention now says this year's outbreak has hit epidemic status earlier than expected. >> a lot of people are a lot of flu-like illness. >> reporter: this doctor says emergency room visits for influenza have been on the rise in recent weeks in wisconsin. the cdc says it's one of many states seeing a high flu level saying the spike is two weeks earlier than last year. >> it may be we have an earlier spike or may be a longer harder flu season. >> reporter: the cdc says 15 children nationwide have died from the flu so far this season. the young elderly and people with underlying health conditions are most at risk. back in missouri, christie green's family says she was

it's a big little girl. mother and daughter are doing very well. >> is it just me but the mom looks wonderful. >> after pushing out 8 pounds, are you kidding? she looks wonderful. >> she looks very happy. that's what happens when you have babies when you're younger. [ laughter ] good morning, everybody. as you labor over whether or not to drive into work this morning, east 80 just beyond 580 this is right in the heart of the maze, accident being cleared 80 beyond 580. no lanes are shut down at this time. so it's good news there. and it's wide open at the bay bridge toll plaza. you know, in the middle of the night, we were driving into work around 2:00, 3:00 in the morning we were hearing of traffic delays as folks were heading home after their new year's eve party. that's all gone now. everybody is where they should be at home sleeping and there
are no delays at the bay bridge pay gates. metering lights off. now, you can see just a small patch of slow traffic right here in san jose north 101 is going to be slow approaching and passing the 280 interchange. really that's it. with no other delays for the silicon valley. 101 wide open. it is a ghost town for southbound traffic. no delays at all heading into or out of san francisco by way of the golden gate. just do keep in mind for the 580 commute, you know, even on a holiday, you can expect those delays, you can see traffic down to 45 miles per hour for westbound 580 approaching and passing the 205 interchange staying heavy this morning. with the forecast, here's roberta. so nice to see you here, liza. happy new year. good morning, everyone. right now out the door, temperatures below freezing in many of our locations. it is freezing in san jose. 35 mountain view. 50s across the bay from san francisco into oakland. sfo now at 48 degrees. napa has jumped up to 36 degrees. it did bottom out at 30.
but we now are encountering a southeast wind at 1 miles per hour mixing up the atmosphere. a warmer temperature but a wind chill of 28 degrees. we do have a freeze warning in effect for our inland areas until 9 a.m. and we have a frost advisory for this blue highlighted area here as you exit the door this morning, some areas of fog. 9 miles per hour winds at san jose sfo. sfo no reports of any delays. it's clear, crisp and cold this morning. later today bright sunshine, visibility unlimited due to the cooler arctic air mass coming into the bay area and also that wind event that we had on tuesday. friday, a carbon copy from what we experienced today. right there we see that blue area. that's an indication of that cold arctic air mass that continues to surge into the bay
area. that's an exiting storm that produced our windstorm on tuesday. statewide, we are currently at 1 degree in truckee. going up to a high there today of 43. 45 in the greater lake tahoe area. mid-50s throughout the central valley. our high temperatures today low and mid-50s. winds will be gentle out of the northeast five to ten miles per hour. your extended forecast does call for repeat performance on friday. over the weekend seasonal high temperatures. then we enter monday and tuesday. mid-60s right back here in the bay area. and a good chance of rain next thursday. >> thank you. it's new 2015 all around the world. martha shade takes a look at global celebrations as the new year arrives. reporter: fireworks exploded over landmarks around the world as 2015 arrived time zone after time zone. sydney was among the first major cities to celebrate lighting up the harbor with its typically impressive show. among the iconic landmarks lighted with the glow of

now jumping up to 30 degrees. it's freezing in san jose. it is now 35 in concord. but many of these areas reporting slight winds so we have a windchill factor that makes it feel like it's in the upper 20s throughout many of our inland locations. it is currently 35 degrees in fremont and in mountain view. it is now 36 degrees in napa. temperatures later today in the 50s across the board. the winds will be flat out of the northeast 5 to 10 miles per hour. the extended forecast it's what you don't see that's really important here. take a look at this. not a raindrop in sight. however, computer models are leading towards rain next thursday. here's liza with traffic. hey there, roberta. and good morning, everybody. we're kick-starting "kcbs traffic" with this accident on 880 southbound just beyond davis. this is in the san leandro area. apparently, a car hit a big rig, blocking at least one lane of traffic. the chp is on scene right now. and they are reporting that traffic is beginning to slow down approaching the accident scene. again this is south 880 just before davis. and beyond there, right here in the oakland area, traffic is
still doing okay for both directions approaching high street. we are expecting a light commute. bart is operating today with no delays but they are running on a sunday schedule. that is a look at "kcbs traffic." now to frank. police say they got the serial arsonist who has been torching cars in san jose. there were three suspicious fires at night between monday and tuesday including this one here. new laws are in effect in 2015. kpix 5's kiet do joins us live from san jose with details on some of those new laws. kiet. >> reporter: good morning. we will start with the most controversial of those new laws and that's ab-60 which provides driver's licenses to undocumented immigrants. that is why we are here live at this brand-new temporary dmv office that opened up in east
san jose. specifically, to help process the flood of applications. it is one of four that opened up in the state for this purpose. starting right now, you do not need to prove you're in the country legally. you have to pass all the tests first. of its kind in the country. live in east san jose, kiet do, kpix 5. lines formed at several california gas stations on the last day of 2014. some drivers are concerned prices will begin to skyrocket again with the new year. and the reason why, this is the first day of the state's cap and trade program. starting today, gasoline and diesel producers will have to either supply lower carbon fuels or buy pollution permits for the greenhouse gases created when that fuel is burned. either way, fuel producers have to pay more meaning those low gas prices are going up. >> get them all filled up. going to the new year with full gas tanks. >> not clear right now how much gas prices will rise or exactly when they will increase. in san mateo county, the new year means it's costing more to buy a bag when you go shopping. either paper or reusable plastic. the price is now 25 cents per bag and that's up from 10 cents last year. in san jose, the minimum
wage rose by 15 cents today. it's now $10.30 an hour. the increase was approved by voters in 2012. and also today a ban on styrofoam type containers expands to include local restaurants, markets and food vendors in san jose. and a new state law says dogs are now allowed in outdoor seating areas at restaurants except when local laws say they are not. the final decision on dining with dogs is left with the individual restaurant. housing in san francisco has sky high rents and it's getting worse. rents in san francisco have gone up 13.5% in the past year. right now on average a one- bedroom apartment in the city will cost you $3,350 a month. the turn of the new year is bringing some encouraging numbers on crime in oakland. police say all types of crime are down. there were 80 murders in 2014.
and that's down 8 from 2013 and below 127 in 2012. robberies dropped by 31%. city leaders are pleased. >> we'r encouraged. it's 40% reduction over two years so that's progress but i don't think we can take any joy in 80 murders for the year. >> the police chief says having more officers this past year allowed him to saturate the hot spots. the number of all shootings and burglaries were down, but rape and aggravated assaults were up. 6:37 now. stormy weather is slowing the search for victims and wreckage from areas of flight 8501. today the first body of a passenger was identified and returned to her family. tara mergener reports. >> reporter: wind and rain in the java sea are making the search for victims and wreckage from airasia flight 8501 difficult. on new year's day, more bodies and numbered coffins were flown to surabaya. there were 162 people on board
the two-hour surabaya indonesia to singapore flight which disappeared from radar about halfway into the trip early sunday. while bad weather is setting back search efforts, investigators are poring over pieces of wreckage they have already recovered including this evacuation slide from the airplane. investigators are closely looking at sonar images that have identified what appear to be large parts of the plane. singapore's navy sent an unmanned under water vehicle to search the sea floor. on new year's eve, people who gathered in jakarta to ring in the new year also paused to pray for those lost on flight 8501. it's unclear what brought the plane down and investigators are hoping once they find the plane's black boxes they will have some answers. tara mergener for cbs news, washington. >> the centers for disease control says the current flu outbreak has reached epidemic levels. one woman in missouri experienced body aches and other symptoms. three days later after two hospitals visits and being told to go home, she was dead.

[ laughter ] we are going to talk about the new year's day drive. and there are a couple of things to watch out for this morning. the chp is clearing up this accident southbound 880 just before davis. it was blocking one lane of traffic. they have pushed it all off to the right-hand side and traffic seems to be doing okay there. chp is checking on new reports of an accident in san mateo county. so this is west 92 just beyond canada road. an accident involving a solo vehicle possibly blocking the right hand lane so those are the two possible problem areas. the bridge commutes have been very quiet. and highway 92 still looks okay for that westbound drive leaving hayward bound for
foster city. the bay bridge drive good shape and no metering lights. no parking meter enforcement in san francisco. so that's a bonus if you drive into work in the city. no delays for the bart system. they are operating on a sunday schedule. that's at look at "kcbs traffic." >> that's a beautiful view there, liza. right? especially with no traffic. good morning, everyone. you want to take a good look at the first day of january, 2015, in the city by the bay, that is it. that is the transamerica building. and behind it there nothing but wind-swept blue skies from our recent windstorm. we have cold arctic air mass surge into the area. the visibility is unlimited. we could see to the farralons when the sun comes up. take a look at the temperatures in the area. numbers down to freezing in throughout willow glen,
cupertino, campbell and san jose. it is 35 degrees in mountain view through palo alto. it's 48 degrees now at sfo. low 40s in oakland. 43 san francisco. 36 degrees in napa. 30 santa rosa after dropping down to 28 degrees earlier this morning. we have a freeze warning in effect until 9 a.m. blue is the bayside where we have a frost advisory in effect. out the door this morning you will encounter some areas of fog and even ice on the roadways. the winds not really playing a factor this morning but even though it's slight in san jose out of the east at 5, couple that up with the current 32- degree temperature it feels like 27 degrees when you want to talk about a wind chill. northeast winds at 8 in san francisco. 11 in napa through sonoma into glen ellen. and 6-mile-per-hour winds in concord. sfo, no reports of any airport delays. it is clear, it is cold, it is
crisp this morning. later today bright sunshine. again with the cold arctic air mass encompassing the bay area, we have lots of blue skies. great day to take photographs in fact. carbon copy forecast slated for your friday. this right here is a pool of the cooler air mass that drifted down from british columbia. that's that area of low pressure that brought us the windstorm on tuesday and snow in throughout the last vase area all the way back in through flagstaff. now, across the state today, not a raindrop in sight for northern california. it's currently one degree above zero in truckee going up to a high today of 43. 45 in the south shore. upper 50s in monterey bay and caramel. mid-50s through merced, stockton and fresno. temperatures today usually we are about 57 degrees in san francisco. today 54 degrees. mid-50s common around the san jose area. 53, which is cool, for livermore for this time of the
year. the winds will be relatively on the flat side out of the northeast 5 to 10 miles per hour. all right. here you go. this is your first full week forecast for 2015. we are talking about this weekend seasonal temperatures returning right here to the bay area. then monday and tuesday take a look at bayside. we are talking mid-60s returning right here to the bay area. and what you don't see in this forecast is any rain, however long-range computer models suggest by thursday we could certainly have rain back in the picture then again that following saturday. so we'll keep a watchful eye on that. you know what? you can keep an eye on it, as well. all you have to do is go to the cbs bay area weather app. search "kpix" in the app store and download the app for iphone and android. check your conditions for your neighborhood, get realtime radar. i highly recommend it. i really do. it's super easy to
use. >> all right. we got a call from a viewer in truckee. they want you to send a little sunshine their what. >> a down comforters. >> one degree. rough weather continues to plague roads leading to a popular winter destination in southern california. blizzard conditions greeting travelers in the big bear area in the san bernardino mountains. there have been plenty of accidents including one driver who ended up in a ditch overnight. right now, chains are required on state highway 18 and 38 in that big bear area. temperatures dipped into the 20s overnight as folks camped outdoors in advance of the tournament of roses parade. it's an annual tradition in pasadena as parade enthusiasts trying to save the best viewing locations for themselves. but most years not quite so chilly. >> this is our first year out here, yeah. pretty cold. >> lots of blankets, couple of

but police are looking for at least one suspect. police have set up a command post as they continue their search. at least 36 people are dead after a new year's eve stampede in china. another 47 people were injured as people gathered to watch fireworks at a popular waterfront area there. chinese media says a deadly stampede started when someone started throwing coupons that looked like money out a window nearby. improving weather is allowing the search to resume in the java sea for victims and the flight data recorders from airasia flight 8501. the plane went down halfway into its sunday morning flight from indonesia to singapore. still unclear what brought the plane down. in berkeley a tax on sugary drinks like sodas and energy drinks starts today. measure d levies a penny an ounce tax to curb consumption of beverages that contribute to obesity and diabetes. berkeley is the first city in the nation to put this kind of tax into effect. and a long time north bay seafood company is out of
business. drakes bay oyster company at point reyes processed its final harvest of oysters and clams yesterday. the company was operating at drakes estero designated wilderness area. it lost an extended battle to stay open after its federal lease expired in 2012. i'm kvitova live at a temporary new dmv office in east san jose that opened up recently to process a flood of new applicants expected to come in after a new controversial law goes into effect today. that's ab-60 which provides driver's licenses for undocumented immigrants. starting right now, you do not need to prove you're in the country legally to get a driver's license. however, you still need to pass the written and vision test and, of course, the actual driving test itself. "yes means yes" for college students. a new law says that any college student about to have sex must get, quote, an affirmative conscious and voluntary
agreement to engage in sexual activity. silence or lack of resistance is no longer considered consent. and san jose restaurants catch up with other california cities by banning all styrofoam food containers. it's among the top items found in litter. chickens, pigs and cows now have more breathing room. a new law requires more room in cages for egg laying hens, breeding sows and, of course, the pigs in the cages as well and veal cows. kiet do, kpix 5. it may be a holiday today but we have lots of traffic for that 580 commute approaching the altamont pass. west 580 slow from the 205 inchange, you can see all our sensors picking up that slow traffic through the livermore valley approaching the dublin interchange. take a look at the bay bridge toll plaza. this is how we like it. wide open, metering lights are off and that light traffic stays with you as you get into san francisco. and remember, in the city today because of the holiday, a parking meter will not -- parking meters will not be
