the midwest. at least one person is dead and every building in one illinois town is damaged when a suspected tornado touches down and now the severe weather system has eased. the release of police dash cam footage raises more questions in the case of a south carolina officer charged with shooting a fleeing suspect. >> i'm hiding in the closet. >> a chilling 911 call made by oscar winner sandra bullock as the man accused of breaking in her home appears in court. and hillary clinton set to announce another run for the white house.

captioning funded by cbs this is the "cbs morning news" for friday april 10th 2015. good morning. i'm alison harmelin in for anne-marie green.others. tornados were also reported in iowa and damaging storms hit missouri. the massive twister in illinois wiped out the tiny community of fairdale. an emergency official said every structure in the town is either damaged or destroyed. >> first step is obviously trying to get to the immediate needs of the people that you see and our officers were doing that when they got here then calling in the assistance from other agencyies to help clear the area. the storms forced the cancellations of hundreds of flights in chicago. danielle nottingham reports.

>> reporter: tornado sirens sound as a huge funnel cloud touched down over illinois. one of the areas hardest hit was the town of rowshell about 80 miles west of chicago. the national weather service confirmed at least one large tornado in the area thursday night as a powerful line of storms raked across the state. >> we got the alerts on our phone and all of a sudden heard all the debris hitting the windows and large probably a little bit bigger than golfball-size hail started hitting the windows. it was only five minutes. >> reporter: raymond cramer and his wife made it underground just in time. >> pulled in here ran inside, got a couple pictures of the tornados. we went down in the basement. 12 of us in the basement. >> reporter: the tornado destroyed a rochelle restaurant. emergency workers pulled survivors from the basement. >> i talked to another resident as this was going through. she went someplace else and came

back and texted me and said the town was devastated. >> reporter: the storm also brought large hail and heavy rain. more storming are ahead of the weather front as it moves eastward. danielle n nottitingham,m, cbsbs nenews. flooded by the heaven rain. some vehicles were completely submerged. eric fisher of our station has more. lots of tornado and storms. a lot of damaging storms broaden it out. these are all wind and hail damage reportsal all 'long into texas. we're tracking it eastward for friday. the warm air along the east coast and gulf coast. most of it will take the form of a squall line as we head into the afternoon. so from the mid-atlantic including philly/d.c. areas and

reaching through atlanta and the i-10 corridor. headed for friday. couldn't rule out a few isolated tornados. targeting a risk of severe weather from philly down through the try age area north carolina and reaching back into texas that's where the storms will be this friday. and high temperatures around the country generally looking at pretty warm stuff. lots of 60s and 70s and springlike forecasts with quite the weather this weekend. i'm meteorologist eric fisher for cbs news. hillary clinton could launch her second bid for the white house as early as this weekend. she'll reportedly make the announcement sunday via social media. she's been in states iowa and new hampshire. clinton will enter the race as the heavy favorite to win the democratic nomination. sheriff's deputies in southern california under scrutiny this morning after they recorded beating and kicking a suspect. the deputies were chasing a san

bernardino man who fled on a stolen horse. a helicopter for knbc captured the pursuit. after the man falls to the ground, two deputies begin punching and kicking him in the head and groin. other deputies join in. the suspect was taken to the hospital with unknown injuries. three deputies also received treatment. san bernardino county shfr john mcmahon released the statement. he said, quote, the video urrounds this arrest is disturbing and i have ordered an internal investigation to be conducted immediately. this morning we know more about the moenlts leading up to the deadly shooting of a black man by ta white south carolina police officer. state police released dash cam video from a patrol car on thursday. it comes after a mother speaks ow out about the indianapolis accident. >> reporter: the shooting death of an unarmed man by a police officer in south carolina started as a routine traffic stop. it shows officer michael slager

going back to his patrol car after pulling him out. in the video scott briefly exits his car. >> get back in his car. >> reporter: but the officer tells him to get back insides. a few seconds later scott opens the door and takes off running with officer slager in pursuit. scott didn't have his registration and his family said there was a warrant out for his arrest for missed child support. that would have been the only video had feidin santana hadn't pulled out his cell phone and captured the video. >> he had control of the taser. if he would have pushed more he would have had control, mr. scott. >> reporter: the video also confirms suspicions by state agents aet the scene. >> when you have a serious or fatal shooting incident tampering with evidence moving it from place a to place b,

that's a serious convenient because it raises questions, legitimate questions about the integrity of the state. >> reporter: a statement of state investigators noticed inconsistencies with what appeared to be gunshot wounds in mr. scott's back. she can't watch the video and grieves for everyone involved. >> it changes everyone's lives our lives, the family's lives, the scott family's life. it's not an easy thing for anybody. >> reporter: michael slager remains in jail without bond. omar villafranca, cbs news north charleston south carolina. a government security guard is dead after being shot near his post outside washington. the shooting took place at the census bureau headquarters in maryland. the suspect then led police on a car chase before being captured.

susan mcagain is in is at the census bureau in maryland. susan, good morning. >> reporter: good morning. it began in washington with a domestic dispute and kidnapping but this is where the shooting started, at the census bureau headquarters where a security guard was shot and killed but it didn't end here. this morning police are investigating a wild sequence of events that left a census bureau security guard dead. investigators say the chaos began around 5:30 thursday evening when a man armed with a gun kidnapped a woman in d.c. the suspect drove off with the woman and police were alerted to look for a green honda accord. about 30 minutes later at the census bureau hecht quarters in suitland, maryland a security guard approached the car matching the description. he saw two people fighting inside the car and that's when one person in the car shot buckner who later died at prince george's hospital center. the shooting triggered a lockdown here at the census

bureau with thousands of employees ordered to remain indoors. heavily armed tactical teams searched for the shooter who headed back to d.c. after a ten-mile chase, the police blocked the suspect's car. >> they collided with the suspect here. the suspect opened fire on the police and there was an exchange of gunfire between the mpd and the suspect. >> it made for a tense moment for people dining in a restaurant nearby. >> we saw a wave of people closest to the window off of their chairs lying on the floor, curled up on the floor, huddling. >> they say it was terroristic but in danger. the woman found kidnapped was same. both were conscious when they were brought to the hospital alison. >> susan mcginnis in suitland maryland. thank you, susan. coming up on the "cbs morning news," sandra bullock's

without the ooze. feel secure. be yourself. with stronger, clean sea-bond. in lubbock, texas, a scary landing for a pilot thursday. he reported a problem. the landing gear would not come down. he came in for a very slow speed for a belly landing and jumping out of the plane as soon as it stopped moving and the fire rescue truck arrived. he said he considers himself a lucky man. in california one child is dead and another fighting for his life after being pulled out of a submerged car. a car went off a pier landing upside down in 30 feet of water. a man and woman inside escaped. fire and rescue divers brought two boys to the surface. one was brought dead to the hospital. police are investigating. a wisconsin man is charged

after trying to travel to an islamic state. john haften was charged with attempting to provide materiel support and resources to a foreign nation. he's been ordered held without bail. if convicted haften faces up to 15 years in prison. a chilling 911 call from actress sandra bullock was played in court in los angeles. a man is accused of stalking bulloch. he allegedly broke into the home of the oscar-winning actress last june. bullock's 911 call was played in court. >> someone's broken into my house. i'm hiding in the closet. >> a man or a woman? >> i think it was a man. please hurry. >> police arrested joshua corbett on a stare case inside bullock's house while she was in her bedroom closet. they found a love letter to bullock on corbett.

here's a look at today's forecast in some cities around the country. on the "cbs moneywatch," be one of the first to order apple's newest tech toy. and the last dance for broadway's "dancing queen." jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, alison. you can now preorder the apple watch online. some shoppers in australia are already getting a look at the gadget. apple started taking orders just after midnight. it will take another two weeks for the watch to be delivered. also in stores customers make an appointment to try out the new watch. costs range from $250 to $17,000. here on wall street investors will again be watching the ups and downs in oil prices.

the dow gained 56 points on thursday. the s&p rose 9 points. the nasdaq increased 23 points. a record fine against california's biggest utility for a deadly explosion. pacific gas & electric has been hit with a $1.6 billion penalty for the 2010 blast that killed - eight people in the san francisco suburb of san bruno. the president of the public utilities commission publicly questioned the company's commitment to safety. walgreens will be closing 200 stores in the united states. the largest drugstore chain in america plans to cut costs by closing 200 of its 8,000 stores. the company says it expects the elimination of the stores should reduce costs by about $1.5 billion by the end of fiscal year to 17. >> and after 14 years on broadway, "mamma mia!" will be closing. ♪ you are the dancing queen

u.s. ambassador japan caroline kennedy may work half a world way, but she still maintains ties close to the white house. she recently sat down for an interview with norah o'donnell of "60 minutes." >> do you have the president's ear? do you have a special relationship with the president? >> well, yes. depends on what you mean by special relationship but if i need to talk to him, i can. >> reporter: there's plenty to talk about. what's going on in east asia, kennedy believes, the story. and yet the news is dominated by the middle east. >> right. you guys are missing the story, okay? >> how? >> what's going on in asia, there's so much opportunity for america. there's so much good will toward america. there's economic opportunity.

>> reporter: ambassador kennedy is keen on a massive trade deal, the biggest since nafta that is now being negotiated among the u.s., japan, an ten other countries, but another issue is looming over east asia the ascendance of china. relations between china and japan are tense. a booming china doesn't like japan and has designs on islands japanese consider theirs. what many americans may not know is the united states is obligated to come to japan's aid in case of an attack. how much does japan depend on the u.s. to depend it? >> well, we are responsible for the defense of japan and we have a security treaty, so what's being debated here now is the ability of japan to come to the aid, for example, of us if we are being threatened. >> you can watch norah o'donnell's interview with
