>> marty:breaking overnight. police have arrested a man after they say he was using a 2- foot-long sword to threaten people in richmond. take a look at the sword behind me. the person who made the report also told police that the man was knocking things over inside a richmond business. here's a closer look at the sword. an employee at one business told police that the man ran off towards 23rd street. police found the man, took away the sword and arrested him. no injuries were reported. >> marty:other breaking news we're following this morning. four people have been shot and two have been killed outside of a meek mill concert. it happened in connecticut friday night. police say shots were fired as the concert was coming to an end. no one inside the theater was hurt. no one has been arrested in connection with this incident. invesitgators this morning are working to determine what led to the shooting. nats of fireworks happening today. tens of thousands of people will pack the san francisco waterfront for the new year's eve fireworks show. >> marty:you're looking at video of last year's display. and crews have been working

he opened his trunk to get out his brief case and was reportedly blindsided by the robber. police say that it is possible the robbers were familiar with the victim's protocol when they parked in front of the jewelry center. and this morning police are looking for a man who assaulted a woman in pleasanton. it happend just after midnight friday morning when she was walking on main street. the victim says she saw a man drive by in an early 90's honda accord. he then made a u-turn and got out of his car. the woman says she was grabbed from behind but managed to break free and call police. there is no clear description of the attacker.

some richmond residents will see their rents go down, it's all thanks to the november passage of measure l. the law applies to people living in buildings with two or more rental units. their rent will now be whatever the amount they were paying on or before july 21, 2015. michelle alvarez says her rent went up 138 dollars after the first year. sot michelle alvarez it's dropping back down because of rent control which we are verythankful for which is extra money in our pocket towards gas to get to work or extra things for our kid she now pas about 80 dollars less a month. sot michelle alavrez it relieves our stress because we were just planning to move next year once the lease was up so i'm glad it went through and i'm happy for other residents in the complex that have also been here. the law doesn't apply to single family homes or units built after 1995. but advocates like marilyn langlois. which is also a small scale landlord says the measure will protect those in richmond who want to settle down here. sot maryn langlois they'll be protected from extreme rent increases that might force them to leave. it will also be benefecial to neighborhoods in general because it will stabilize neighborhoods. the less rapid turnover you have among neighbors, the more stable the neighborhoods are. and it will also provide predictability and stability for landlords as well. standup now if the tenant moves out the landlord does have the right to raise the rent to be competitive in the market but the law prohibits them from evicting a tenant in order to do that. reporting in richmond, ha, k4 news. >> marty:in the east bay. a homeless community is growing in a very busy berkeley neighborhood. they say it's a protest for affordable housing kron 4's ella sogomonian has more on their demands. this is video exclusive to kron 4 news of berkeley police raiding a homeless encampment two weeks ago off ashby avenue. since then - about ten people living in tents have set up again - this time in the affluent neighborhood known as the gourmet ghetto. brett schnaper, homeless protestor he was able to save the life of a teenager who had fallen through a thin sheet of ice on he saw a 13-year-old boy walking 30 will close a vote

a brentwood family became one in two hundred million when they welcomed triplet baby girls on november fourth. and this morning, they're all finally together at home. the babies were born about two months pre-maturely. >> marty:doctors were forced to perform an emergency c-section. the family already has two daughters in addition to the triplets. but this process was very different from the others. the parents are getting used to their family growing from four to seven. their father also says things are actually a little easier now. no longer having to make those daily trips back and forth to the hospital.

"i just heard somebody yell out 'fire! get me a fire extinguisher,

but there were no fire extinguishers. no fire alarms, no fire escapes fire went up really really quickly "it was a window of five minutes between the fire happening and you just didn't get out." on the night of friday december second, investigators say around 50 people were in the oakland warehouse known as the ghost ship. when a fire began on the first floor partygoers upstairs had no warning and then it was too late. 36 people died. this is the highest number of fire fatalities in 13 years, the warehouse was packed with wood and textile artworks. the cocktail of combustibles went up like a torch. " just doesn't seem that's a fire that's survivable." the makeshift stairs to the second level burned before most people could escape. it appears as if the male was trying to protect the female and had her in like a hugging position

these young people were texting their families that they loved them or that they were going to die. in the hours that followed, families and friends waited for word. i tried to call my friend and i'm not getting no answer. everything is going straight to voicemail as more and more bodies were identified, the victims' parents tried to come to grips with their loss.

"one of the most heartwrenching things i've heard is that they wont even be able to hold a benefit because they don't know if they'll have an art space next week. on the day after christmas, families of two fire victims went to court. they're suing the building owner, party promoters, the city of oakland, and alameda county. "the sudden, horrific loss that didn't have to happen, could have been prevented, in the most egregious negligence." more civil lawsuits are expected for the oakland fire tragedy.

the man best known for his drawing the walt disney animated feauture "bambi" has died. tyus wong passed away friday according to a statement released by the walt disney family museum. wong started his career as a entry level animator for disney in 19-38. he drew hundreds of mickey mouse sketches during that time, according to a statement by disney. wong was 106 years old.

happening today. tens of thousands of people will pack the waterfront in san francisco for the new year's eve fireworks show. this is video from last year's new year's eve display. kron4's charle clifford has a behind the scenes look at the big show. nats every new year's eve in san francisco, the main attraction is the big fireworks show over the bay near the ferry building. nats the display usually last about 15 minutes, but it takes months to prepare. sot we get the commitment usually the year before jeff thomas has produced many new year's eve fireworks shows in san francisco.

sot we are thinking about it all year. preparations usually start a couple months before. applications and permits start a few months out. the soundtrack is designed and the actually show design takes 3 to four weeks. nats friday morning, crews started the final phase of the process by loading 5,000 individual fireworks onto a pair of barges docked at pier 50 in san francisco. each explosive is placed by hand into the appropriate spot on the barge and then attached to the launching system. saturday evening, the barges will be floated into position near the ferry building and the show goes should be a good one sot lots' of noise and booming and banging to bring in the new year. if you plan ongoing out tonight, expect to see an increased police presence on roads all over the bayarea. the chp's maximum enforcement period is now in effect. the goal is to crack down on impaired drivers. officers will also watch for distracted drivers, speeders and seat belt violators. all available officers will be on patrol through the holiday weekend. according to the c-h-p, there were 27 fatal collisions on california roadways during the new year's hoiday last year.

nats friday morning, crews started the final phase of the process by loading 5,000 individual fireworks onto a pair of barges docked at pier 50 in san francisco. each explosive is placed by hand into the appropriate spot on the barge and then attached to the launching system. saturday evening, the barges will be floated into position near the ferry building and the show goes off at midnight. thomas says it should be a good one sot lots' of noise and booming and banging to bring in the new year.

francisco jewlery center on utah street. he opened his trunk to get out his brief case and was reportedly blindsided by the robber. police say that it is possible the robbers were familiar with the victim's protocol when they parked in front of the jewelry center. and this morning police are looking for a man who assaulted a woman in pleasanton. it happend just after midnight friday morning when she was walking on main street. the victim says she saw a man drive by in an early 90's honda accord. he then made a u-turn and got out of his car. the woman says she was grabbed from behind but managed to break free and call police. there is no clear description of the attacker. happening now. a new rent control law is in effect this morning in richmond. kron four's hermela aregawi shows us what exactly the new law does. some richmond residents will see their rents go down, it's all thanks to the november passage of measure l. the law applies to people living in buildings with two or more rental units.

in a very busy berkeley neighborhood. they say it's a protest for affordable housing kron 4's ella sogomonian has more on their demands. this is video exclusive to kron 4 news of berkeley police raiding a homeless encampment two weeks ago off ashby avenue. since then - about ten people living in tents have set up again - this time in the affluent neighborhood known as the gourmet ghetto. brett schnaper, homeless protestor "i became disabled last year and my debt structure became monstrous. and i wound p losing my rent controlled apartment on the westside where i've lived for the past 20 years." the group posted up on the median divider off shattuck place and rose street. the busy location is part of a strategy to draw attention to their protest. the group is requesting a sanctuary for their tents on berkeley city land despite available homeless shelters.
