our top story.. people who live downstream of the oroville dam are retuning home this morning. but they have been warned... "be ready to leave at a moments notice." federal aid money has been approved to help rebuild part of the damaged dam. work is already underway to repair the emergency spillway that had been in danger of failing. at the same time, water is being released through the dam's main spillway -- which is also damaged. the goal, get the water level down before the next rain storm moves in. kron four's dan kerman has more on the emergency repair effort. as two helicopters worked in tandem carrying bags of rocks

to fill holes in the oroville dam's emergency spillway authorities have lifted an evacuation order that forced nearly 200-thousand people from their homes.sot kory honea, butte county sheriffand while authorities believe the risk of a catastrophic collapse off the dam's emergency spillway has been averted, the sheriff of butte county warned residents they must remain on alert.sot in addition to filling the holes in the emergency spillway, the department of water resources has increased the amount of water released from the primary spillway. which has caused no additional damage that has reduced the level of the lake sot bill croyle/acting director, dept of water resourcesand while authorities believe the risk has been reduced to acceptable levels, they say this emergency repair is just the beginning of what's to come.

center is now almost completely submerged.sot to see it fully submerged like that is pretty scary. fish hatchery toopretty scary. there's a fear that this water will affect more than just the swings. this area flooded back in 1996 and many communities downstream eventually suffered. sot so you have the sacramento overflowing, you have us overflowing here. they're still letting all this water out 100,000 cubic feet per second so what's gonna happen down there in sacramentosot just a few weeks ago donny and i we were setting up bounce over there. no right over there big huge bounce houses in the field over there for a birthday party. just a couple weeks ago.while most are happy to go home some are not yet returning. others surprised the mandatory evacuation order was dropped.sot they can't say for sure if we're safe or not and i don't blame them but i thought maybe they'd wait until after the burst of rain until saying everyone could come back into town but i don't know so we're kinda on edge.sot just waiting praying hoping that we're all safe and that the spillway holds up hehe.

the gunmen robbed a bank in the 2800 block piedmont avenue in berkley around 5:30 last night. they took off in a car and hit two other cars on their way. police chased the pair to oakland, then they took off on foot. at one point the rockridge bart station was closed. there is no clear descrption of the robbers this morning. breaking international news overnight... police in malaysia have arrested a woman in connection to the death of north korean leader kim jong un's half brother. police released a statement this morning saying that the woman was arrested at the kuala lumpur airport. kim jong nam died monday after being sprayed in the face with a chemical at the airport. the north korean leader had never met his half brothers because of the ancient practice of raising potential successors separately. coming up.. new reports this morning on president trump and his ties to russia. we'll get you

commuters in the north bay will endure another day of detouring around a flood prone section of highway 37. that roadway has been closed numerous times in the past few months and now caltrans is stepping up efforts to get it back into service. kron four's charles clifford shows us what crews are planning before tomorrow's rain.

natsit's the detour that won't go away.sotit's a little bit of a painfor yet another day, commuters in marin had to grind their way along the atherton avenue detour in order to get around a flood prone section of highway 37. natsbut what makes today unique is that 37 is actually water free. caltrans is keeping the route shutdown so contractos can move in heavy equipment and start making some short term improvements that will hopefully will keep future flood waters at bay.to start, crews are taking core samples of the road to see if the persistent flooding has done any damage.sotthat way we can examine the pavement, find out what the damages are and the best way to repair them. after studying the samples, caltrans may add several inches of asphat to the highway ,in order to raise the roadway above the flood waters. they are also going to build a concrete and steel wall along the side of the east bound lanes. the hope is that the barrier will stop or at least reduce the flooding. sotit won't solve the flooding but it will make it less bad.crews

will also be replacing old drain pipes with larger pipes to help the water flow away fastersotso these are mostly short term, inexpensive things we think will . . again it's not going to eliminate flooding but it when it does happen it won't be as bad.for drivers that have been stuck on the atherton detour these past weeks, a fix can't come soon enough.sotas long as it actually gets done.sotall i can do is hope it gets better. crews are working to clear a mudslide that is blocking part of highway- 17 in the santa cruz mountains. highway 17 has had its share of problems over the past week. work on the slide came to a halt last thursday... after a member of the road crew was killed by a dump truck... another worker was injured. a new safety

welcome back to the kron four morning news. i'm tracking your entertainment headlines today... and harrison ford is involved in a landing incident at an airport in southern california. it happened at john wayne airport in santa ana on monday. the f-a-a says the actor was told to land on a runaway... but instead he landed on a parallel taxiway... flying right over a plane holding 110 passengers. the american airlines jet was able to depart to dallas minutes later.... the 74-year-old is an experienced pilot... but has been involved

here are the big stories we're working on for you this morning... the nearly 200 thousand people who live near the oroville dam are now home after evacuating their homes on sunday. this after the treat of massive floods from a damaged spillway. however, they have been warned to be ready to leave at a moments notice. federal aid money has been approved to help rebuild part of the damaged

"he was the love of my life, my best friend, my everything" leilani millard is referring to her husband 45-year-old wardell taliaferro. he was the victim of a deadly road rage shooting incident just before 10pm sunday night here on marina blvd in san leandro."we were in our car driving to a friend's house" his wife and their two small children were in the car when taliafeero got into a verbal altercation with someone in another vehicle"he got a little irritated because one of the cars behind us was tailgating a little too close" when the two vehicles reached the intesection of marina blvd and verna court the altercation escalated"they sped up, said you want some more? then they just started firing, they caught him in the head and in the shoulder and he was gone right then and there"thinking quickly, leilani grabbed the steering wheel...."i pushed him out of

an oroville couple takes a crisis and turns it into celebration. they were forced to leave their home because of damage done to a dam at lake oroville. but with the help of complete strangers... the couple was able to get married. joe khalil reports.

failing. the goal right now is to get the water level down before the next round of rain moves in. while authorities believe the risk of a collapse of the dam's emergency spillway has been averted, the sheriff of butte county warned people they must remain on alert. in addition to filling the holes in the emergency spillway, the department of water resources is releasing as much water as possible from the primary spillway, without causing additional damage to the spillway which has a massive hole in it. the intense, controlled water release has dramatically reduced the water level of the lake ahead of the coming storms. so far officials have been able to drop the lake level about 15 feet but they say they want to drop the level another 35 feet before the next round of rain arrives.

this is video from oakland courtesy of our helicopter partnership with a-b-c-7 news. the gunmen robbed a bank on piedmont avenue around 5:30 last night. they took off in a car and hit two other cars on their way. police chased the pair to oakland, then they eventually took off on foot. at one point the rockridge bart station was closed during the search but it is back open now. police do not have a clear description of the robbers this morning. highway-37 remains closed this morning... even though it's not flooded anymore. and this morning crews are working to make sure it never floods the roadway in novato has been closed for most of the past few months as storms have been hitting the bay area. and caltrans is now working to make repairs. the roadway is no longer flooded, but crews are keeping it shut down so they can move in heavy equipment to make short-term improvements. this will hopefully keep future flood waters at bay. caltrans

a hit-and-run accident in the north bay has now turned herself in to police. jane humphrey surrendered yesterday morning in petaluma she was booked for the death of 70- year-old linda bartizal. a van hit bartizal saturday night at the intersection of south mcdowll boulevard and caulfield lane. humphrey is scheduled to be arraigned tomorrow. the u-s-g-s is calling last year's el nino the most powerful weather event of its kind ever recorded. and this morning there is a new report describing how it caused longterm damage on california's beaches. researchers focused on seasonal changes on 29 beaches along 12-hundred miles of the west coast they used 3-d surface maps, gps surveys and measurements of sand levels along from each beach between 1997 and 2016. the average erosion was 76 percent above average, and way above the previous record of 49 percent. historically, beaches

a couple's wedding day was nearly ruined because of the damage to the oroville dam and being forced to evacuate. but thanks to the help from strangers, their wedding went on as planned. leotta and henry rueda had been planning for the last 10 years to get married on valentines day 2017. but after the couple was forced to leave, they thought their wedding wasn't going to happen. so the couple reached out to the community on facebook for help. donations started coming in. they received a suit, a dress, flowers, a hotel room, a limo and much more. the couple then held their wedding yesterday at the evacuation center. here is the couple exchanging their vows.

the north korean leader had never met his half brothers because of the ancient practice of raising potential successors separately. a woman wanted for killing a 70-year-old woman in a hit-and-run accident in the north bay has now turned herself in to police. jane humphrey surrendered yesterday morning in petaluma she was booked for the death of 70- year-old linda bartizal. a van hit bartizal saturday night at the intersection of south mcdowll boulevard and caulfield lane. humphrey is scheduled to be arraigned tomorrow. a massage parlor in san francisco's financial district is accused of opperating as a brothel. that's according to the city attorney. a lawsuit was filed against the massage parlor yesterday. city attorney dennis herrera is trying to shut down queen's health center on kearny street. according to herrera's office, the business has been operating a brothel since at least 20-10. the lawsuit says it was temporarily closed last year after undercover officers were offered sex.

drop the lake level about 15 feet but they say they want to drop the level another 35 feet before the next round of rain arrives. in addition to filling the holes in the emergency spillway, the department of water resources is releasing as much water as possible from the primary spillway. last week crews found a massive hole in the primary spillway that also needs to be fixed. while authorities believe the risk of a collapse of the dam's emergency spillway has been averted, officials are warning people to be on alert. rain expected to hit the area.....

a netflix study shows a new kind of cheating on the rise.... more people are sneaking away from their partners to watch something they promised to wait to watch with them. netflix says these instances have tripled since 20-13. the company says 48-percent of streaming couples include at least one patner who has "cheated" on the other. and 80-percent of those who cheated said it was unplanned. most couples say they wait until their patner falls alseep, though some said "sleep cheating" souldn't really count.

police in san leandro have identified the victim in sunday night's deadly road rage shooting... but they say they still do not know much about the shooter. 45-year-old wardell taliaferro was shot and killed on marina boulevard near verna court while driving his car. his wife and their two young children were with him when he got into an argument with someone in another car. when the two vehicles reached
