outrage in san jose... people are speaking out against the lack of warning ahead of the major flooding. for the second straight day thousands of people are waking up away from their homes after severe flooding. 36-thousand families have been forced to evacuate their homes. the flood waters are starting to recede but the damage is already done. good morning, i'm mark danon. and i'm darya folsom. we will have much more on the flooding coming up in just a moment but first we want to get a check of the weather and traffic.

happening now... people are working to pump the floodwater out of their homes. restoration companies worked into the night to help pump water out of peoples' properties. that can cost people more than two thousand dollars, some of it is covered by flood insurance, but not everyone who spoke to us has it. two restoration companies we spoke to say they pumped water out of 50 homes yesterday. some of the people who were forced out of their homes were allowed to return yesterday to grab some personal items. needles drive, welch avenue and rock spring drive all remained flooded through the day yesterday.. some people saying they are especially concerned about the murky waters and sanitation. they say the flood happened so fast... and without much warning. things like this. right now the police

department is not preventing anybody from going into their homes. so people say they are grabbing whatever they can and getting out. and now crews in santa clara county are getting ready for for the next round of rain that is expected this weekend. yesterday... crews with the santa clara valley water district were working their way down coyote creek... clearing debris. they say the debris can damage the levee which can lead to even more flooding. several tree branches were removed from the creek. it is part of the water districts efforts to monitor the creek and prepare for the next storm. other crews were out identifying high water marks near bridges and homes. they hope that the information will help them predict what will happen with future storms. flooding along coyote creek started when the anderson reservoir was overwhelmed by storm runoff this past weekend. when the reservoir reached

capacity, water surged over the spillway causing flooding all the way to san francisco bay. last night, the water level in the lake was at about 103-percent capacity, with two feet of water flowing over the spillway. that's according to the santa clara valley water district. the district is required to keep the dam at 68-percent of capacity. water officials say it could take nine weeks to bring the water levels down to that level. make sure you have the free kron-4 mobile app to stay up to date with everything including the flooding in san jose. also be the first to know about severe traffic and weather in your area... we'll keep you updated through breaking news push alerts. it's a free download for android and apple devices. happening right now... highway- 37 in novato has reopened. the section of highway between atherton avenue and highway 101 has been closed several times this winter because of heavy flooding. crews have spent nearly a month fixing the highways asphalt and replacing the drainage system with larger pipes. however, caltrans officials are warning these improvements will not completely prevent future

flooding. but they say the upgrades will help crews get the flooding cleaned up faster the next time that it happens. niles canyon road has reopened in alameda county. caltrans says it had a busy day yesterday clearing mudslides along the road in fremont fremont. this was one of several slides crews had to remove. this area has closed several times over the winter due to debris falling onto the roadway. pittsburg police are investigating an overnight shooting that left one man dead. it happened late last night on atlantic avenue. police say when they got to the scene, the victim had already died. the victim has been identified as 20 year old joseph west of antioch. this morning pittsburg police are still looking for his killer. a c-h-p officer has died after crashing into a pole during a police chase in south sacramento. lucas chellew was on duty last night when he started chasing a suspect. that chase ended when the officer crashing his motorcycle into a pole. chellew was airlifted to the

hospital where he died. the 31 year-old had been a c-h-p officer for the past eight years. governor brown releasing a statement saying in part: "officer chellew's great courage and sacrifice will never be forgotten." as with all the protect. officer chellew's father is a retired chp captain.. his sister is a chp officer he is survived by his wife and child. an alameda county sheriff's deputy is in critical condition this morning after getting run over by a jail transportation bus. the accident happened at around 6:00 yesterday morning at the santa rita jail parking lot in dublin. investigators say, a deputy was driving the bus that hit

60-year- old mike foley. he was taken to john muir medical center in walnut creek. foley has worked with law enforcement for 30-years. the driver, who is a senior deputy, is currently on administrative leave. a 17-year-old is in custody accused of robbing a 12- year-old girl and her mother who were selling girl scout cookies. the incident happened two weeks ago in front of safeway along decoto road in union city. that's where a mother and her daughter had a booth set up in front of the store. then, police say the teen approached them asking about buying cookies. they say he came back a short time later and flashed a gun, before taking cash from the girl's mother. an investigation led to police to arrest the teenager who they say, confessed to the robbery. police donated money to the girl and bought her remaining cookies. coming up... voters are making their voices heard at angry town halls across the country. we'll show you one that got very passionate when the topic turned to obamacare. and gun is pulled on a teenager by an

this morning there are still problems in the east bay after the recent round of storms. tesla road which is out near livermore.. is closed from cross road.. to the san joaquin county line because of storm damage. part of the roadway washed out during the most recent storm. you can see from this picture... that a chunk of the road has crumbled and is gone. crews spent the day trying to shore it up. officials with alameda county say, it could be some time before it reopens. republican lawmakers are facing angry crowds at town halls across the country. people are speaking out and demanding answers on everything from republicans' plans to repeal obamacare to the wall president trump wants to build on the mexican border. last night in arkansas, senator tom cotton faced a hostile crowd: crowd applauds similar scenes are

playing out in south carolina, kentucky, utah and florida. president trump has spoken out about these town halls saying he thinks many of the people attending are paid protestors. at last night's town hall in arkansas, many of the people who spoke out were adamant that they were not getting paid to be there. the trump administration removed federal guidelines allowing transgender students to use public bathrooms and locker rooms matching their chosen identity. yesterday's decision is a reversal of an obama-era directive. in a statement-- the white house said president trump believes policy regarding transgender bathrooms should be decided at the state level. a transgender teen spoke out in support of transgender youth outside the white house yesterday. he is taking his fight over bathroom access at his high school to the supreme court. love. according to c-n-n...

education secretary betsy devos was initially opposed to a draft of the plan, but was later on board with the new guidance by the time it was announced. san francisco officials say that local protections for transgender students will not be affected by the trump administration's decision. city officials released a statement saying that, quote, "all students deserve to learn in an atmosphere that is free of fear and discrimination." san francisco was the first city in the country to affirm the rights of transgender students in 2003. happening today... two members of president trump's cabinet are meeting with mexican president enrique pena nieto. secretary of state rex tillerson and

homeland security secretary john kelly are on a two-day visit to mexico. the two are meeting with the mexican president and other officials to discuss border security, trade and other issues. the talks come amid tense relations between the u-s and mexico over president trump's wall proposal on the u-s mexico border. and part of highway 1 is still closed in big sur as caltrans crews cleanup rock slides in that area... but they now have a bigger problem on their handsthe pfeiffer canyon bridge has moved seven inches and is collapsing. that bridge is part of highway 1 just north of nepenthe caltrans has condemned the state-owned bridge. they are now deciding whether to tear it down or wait for it to collapse. replacing the bridge and reopening highway 1 could take up to a year a 13-year-old boy is now out of police custody after he got into a dispute with an off-duty l-a-p-d officer. that ended with the cop firing

his gun. video of the confrontation was posted on you-tube. it happened tuesday afternoon in anaheim when the boy was walking home from school. he was with other classmates when a girl stepped on the officer's lawn. the officer allegedly cursed at her. the boy says he asked the officer to be more respectful. the teenager was arrested for allegedly telling the officer "i'm going to shoot you." but he says he told the cop "i'm going to sue you." the anaheim police department along with l-a-p-d are investigating the case. several protesters have been arrested near the dakota access pipeline in north dakota when police closed one of the protest camps. the north dakota governor issued his evacuation order last week. the highway patrol says nine people were arrested at the camp... after they reportedly refused commands to

people living at the golden wheels mobile home park in san jose are allowed to return to their homes. but they can't stay for long.

the flood waters are slowly starting to recede. but pg&e won't turn on the utilities until all the water is gone. people who went back to their homes say their yards have a lot of damage. but the good news is nothing inside the homes appears to have been damaged by the water. "i just got the dog and took off, i dropped him off at my in laws and that was it, i just came back today to see what happened but it was higher around 2pm, the water was up here but it receded now" you know i was actually able to double bag and get my work clothes and stuff like that but i just couldn't think, i didn't want to get stuck in the water." there are some people who couldn't return to their homes to take a look. that's because parts of the park is still too flooded for people to reach. one of the many concerns in san jose now is what is in all that flood water. officials say the water traveled about 20 -miles along

coyote creek from anderson reservior in morgan hill all the way to san jose. and fertilizer and pesticides from people's lawns and gardens has run off into the floodwaters they also say gas and oil has gotten into the water after cars were submerged by the floods. officials say if you have been exposed to the flood water, it is critical to get clean. d effectively officials say all the firefighters and rescue crews that have worked through all that water have not experienced any side effects related to the contaminated water.

jose are still dealing with major flooding this morning. an evacuation order is still in place for parts of the city, but some people will be allowed to return home today. san jose fire chief says the water has started receding in some areas. more than 36-thousand families evacuated their homes since coyote creek flooded parts of the city on tuesday. a c-h-p officer has died after crashing into a pole during a police chase in south sacramento. lucas chellew was on duty last night when he started chasing a suspect. that chase ended when the officer crashed into a pole. chellew was airlifted to the hospital where he died. he's been a c-h-p officer for the past eight years. and... an alameda county sheriff's deputy is in critical condition after getting run over by a jail transportation bus. the accident happened at around 6:00 yesterday morning at the santa rita jail parking lot in dublin. investigators say, a deputy was driving the bus that hit 60-year- old mike foley. the driver, who is a senior deputy, is currently on administrative leave. toss trx.

in the east bay... a 17-year-old is in custody accused of robbing a 12- year-old girl and her mother who were selling girl scout cookies. the incident happened two weeks ago in front of safeway along decoto road in union city. that's where a mother and her daughter had a booth set up in front of the store. police say the teen approached them asking about buying cookies. they say he came back a short time later and flashed a gun, before taking cash from the girl's mother. an investigation led to police to arrest the teenager who they say, confessed to the robbery. police donated money to the girl and bought her remaining cookies. this morning there are still problems in the east bay after the recent round of storms. tesla road which is out near livermore.. is closed from cross road.. to the san joaquin county line because of storm damage. part of the roadway washed

out during the most recent storm. you can see from this picture... that a chunk of the road has crumbled and is gone. crews spent the day trying to shore it up. officials with alameda county say, it could be some time before it reopens. and part of highway 1 is still closed in big sur as caltrans crews cleanup rock slides in that area... but they now have a bigger problem on their handsthe pfeiffer canyon bridge has moved seven inches and is collapsing. that bridge is part of highway 1 just north of nepenthe caltrans has condemned the state-owned bridge. they are now deciding whether to tear it down or wait for it to collapse. replacing the bridge and reopening highway 1 could take up to a year a man accused of murder and on the run for 12 years was arrested in shasta county. ricardo puentas is accused of shooting and killing a man in santa rosa in 2005. santa rosa police say in the

past 12 years they have pursued hundreds of leads regarding his whereabouts. yesterday evening, santa rose police, f-b-i agents and shasta county sheriff's deputies surrounded a home he was in. at one point, puentas refused to come out and picked up an infant child while barricading himself inside. he later came outside and was arrested without a struggle. a security guard is recovering from minor injuries after being dragged by a taxi cab. it happened in san diego and the whole thing was caught on camera. you can see the orange cab dragging the guard and then the driver throwing him into the street before driving away. police were able to find the driver shortly after the incident and arrested him. the 49-year-old security guard has some scrapes and bruises but is expected to make a full recovery. here's another very scary incident caught on camera. a car came crashing into a home in l-a county early yesterday morning while two

boys were sleeping. it happened in the city of la-puente. the crash was caught on home surveillance video. the car slammed right into the kid's bedroom. the driver left the scene shortly after the crash and has not been found. the 11 and 14-year-old boys had only minor injuries. happening today... two members of president trump's cabinet are meeting with mexican president enrique pena nieto. secretary of state rex tillerson and homeland security secretary john kelly are on a two-day visit to mexico. the two are meeting with the mexican president and other officials to discuss border security, trade and other issues. the talks come amid tense relations between the u-s and mexico over president trump's wall proposal on the u-s mexico back here in the bay area... there are many people on the road who are driving without a license. stanley roberts takes a look in this edition of people behaving badly.
