( darya ) happening today... three bay area planned parenthood clinics are closing their doors.( mark ) the clinics in pittsburg, richmond and vacaville are all shutting down due to limited funding. kron 4's lydia pantazes is live in richmond with the details. lydia. ( lydia )this clinic here in richmond is one of three planned parenthood's that shut down.(take vo)two factors lead to the closings.for years the federal government's reimbursements to planned parenthood for treating medi-cal patients has been

less than what it actually costs planned parenthood to treat those patients.prop 56 -- the tobacco tax increase -- was supposed to help healthcare providers fill that deficit. however, despite the tax passing and tobacco prices skyrocketing, the state budget did not pass along the promised reimbursement funds to providers.the second factor is the republican proposals to defund planned parenthood. that threat isn't new, but both the house and senate's proposed obamacare alternatives would remove plannedparenthood funding for a year, they also propose large cuts to medicaid. ( lydia )a spokesperson for planned parenthood says despite the closures, they don't expect to turn patients away.those patients will be referred to nearby planned parenthood clinics that are nearby.reporting live in richmond, lydia pantazes kron4 news. through out the morning. (darya) hundreds of thousands of people are expected to fill bay area airports today as the leave town for the 4th of july. (mark) earlier this morning kron 4's will tran was at the oakland airport with a look at the crowds already showing up. not so busy now but do expect long lines throughout the day and weekend as oakland airport officials expect 250 thousand people to come through here for the fourth of july holiday which if you come back wednesday will be six days. not just busy here but will be busy at all airports as travel experts say the relatively good economy and low gas prices expected to have 44 million americans travel 50 miles or more this holiday. so if you're flying get to the airport early and if you're driving pack patience as well as millions of americans will be hitting the roadways. in oakland will tran kron 4 news.

( mark ) the house of representatives has passed two controversial bills aimed at stopping illegal immigration.( darya ) rebecca strom is here with a closer look at "kate's law." rebecca? ( rebecca ) that law is named after kate steinle who was shot and killed two years ago in san francisco by an undocumented immigrant. the law would increase maximum penalties for undocumented immigrants who re-enter the u-s illegally ... after being deported. critics of the bill say it criminalizes 'all' un-documented immigrants. aarti kohli, executive director asian law caucus. " it's been a long standing policy of anti-immigration legislators. an attempt to criminalize everyone who is undocumented and then say oh we're deporting criminal immigrants. it's tragic case, this bill wouldn't change anything that happened." ( rebecca @ land ) the other bill that was passed allows the government to deny federal money to 'sanctuary cities' that do not cooperate with immigration officials. both bills now move to the

senate for approval. neither are expected to pass. (mark) the city of san francisco will pay an undocumented immigrant nearly 200-thousand dollars because it violated its own sanctuary city policy. in 2015 pedro zarceno showed up to the police station to recover his car that had been stolen. that's when he was turned over to immigration police. his lawyer says it happened because he had a civil warrant issued by an immigration judge on his record. the asian law caucus says the city has admitted they violated their sanctuary city policy. they have agreed to pay zarceno 190-thousand dollars. the board of supervisors is expected to vote on the settlement next month. ( darya ) president trump's controversial travel ban is now in effect and opponents are making their voices heard. the ban limits travel from six muslim majority countries. it requires travelers to provide proof of a relationship with a family member in the united states. immigration attorneys were at s-f-o last

night giving out their contact information in case anyone may need legal help. a small group of protestors gathered to share their outrage over the law. ( darya ) the travel ban does not apply to refugees who were already granted asylum and on their way to the u-s before the ban went into effect last night. ( mark ) this morning wildfirescontinue to burn across california. there are at least eleven wildfires up and down the coast.. now california senator dianne feinstein is warning this fire season could be more severe than last year. this winter's heavy rains spawned heavy growth. which has now dried out after an early summer heat wave. combine that with millions of trees that died during the drought and we have what she calls a potentially catastrophic situation. this year... 30-thousand acres have already

burned. ( mark ) and a fire comes dangerously close to homes in east san jose. it broke out yesterday afternoon near the penitencia creek trail. neighbors called 9-1-1 and then used garden hoses to keep the fire from spreading to their homes. ( mark ) the fire burned about 80 acres, and no homes were damaged. (darya) a woman in campbell is accused of running over and killing her friend following an argument. 23-year-old elsie de la rosa has now been arrested. it happened tuesday morning on

leigh avenue and montemar way. de la rosa and her friend were seen arguing earlier in the area. when police arrived..they found the friend lying in the street. she was taken to the hospital where she later died from her injuries. the victim's friend says the woman killed was the godmother to one of de la rosa's children.

endangerment. both are from arkansas. phakhin's 3-year-old girl was found dead on wednesday. the two adults and little girl had been living out of their car near sacramento since february. police still cause of death, and say there was no visible trauma to the toddler's body. (mark) we learning about an attack on bart that happened the same day new security cameras were installed on trains. it happened wednesday night on a train bound for dublin. bart says a person was punched. then four people grabbed the victims phone and ran out of the east dublin station. police believe all of the attackers were under the age of 18. bart police say they are still reviewing the video. the new cameras come more than a year and a half after it was discovered bart had been using some decoy cameras on trains. ( mark ) happening tomorrow... two bay area cities will be raising their minimum wage. in san francisco minimum wage will go up to 14 dollars per hour.

the increase was approved by voters back in 2014. the ballot measure called for the minimum wage to reach 15- dollars an hour by next year. and also beginning tomorrow... minimum wage workers in san jose will be making 12 dollars per hour. that city is trying to reach a 15 dollar minimum wage by 20-19.

(darya) a phone scam to warn you about this morning... the san francisco police department is warning the public about callers who are posing as police officers. the scammers call victims and claim they have a warrant out for their arrest. then they demand the victims to give them gift cards, so they can avoid getting arrested. the scammers are also able to change the caller i-d, so it says "san francisco police department." anyone who receives this kind of call is told to hang up and contact police. (darya) a warning for people on the penninsula after another mountain lion was spotted. it happened yesterday morning near interstate 280 in san carlos. somebody who lived in the area says the mountain lion was roaming near crestview drive and tulip lane. mountain lions are frequently spotted in this area and don't usually pose a threat to humans. but if you see one with cubs nearby -- do not approach it. four... mazda is recalling some of its cars because the parking brakes might not work. the recall covers mazda six cars made in 2014 and 2015. it also impacts mazda three cars made in 2014 through 2016. the car-maker says water could get in the brake causing it to corrode and not stay in position. this can cause the cars to roll unexpectedly down a slope. for more information on the recall, go to our website kron four dot com. ( mark ) happening now... hundreds of military and local firefighters are trying to get control of a massive wildfire near camp pendleton. the fire has spread over seven-hundred and 60 acres. it is threatening homes and an animal shelter near san clemente. crews have been working through the night. the fire is 70 percent contained. ( mark ) and actor johnny galecki is reaching out to firefighters after his ranch was destroyed by the hill fire burning near san luis obispo. "the big bang theory" actor posted this picture on instagram showing himself hugging firefighters while standing in the charred remains of his house. he

also thanked firefighters for putting their lives on the line to keep people safe. ( darya ) president trump is set to meet with russian president vladimir putin at the g-20 summit in germany next week. that is according to white house officials. it will be the first time the two come face-to-face since president trump took office. a kremlin spokesperson says a separate meeting between the two has not been planned so far. white house officials are not saying whether the president plans to address accusations that russia interfered in the 20-16 presidential election. ( darya ) a big win for gun advocates in california. a federal judge in san diego blocked the state's ban on high capacity magazines. the law was passed by voters in november. it would have barred anyone from possessing magazines that hold more than ten bullets. the law was set to go into effect tomorrow. the judge ruled the law criminalized law abiding citizens... and takes away second amendment rights.

the case was brought by the nra-- and the california pistol and rifle association. gun control advocates plan to appeal the judge's ( mark ) florida police say tennis star venus williams is responsible for a deadly crash earlier this month. (áááboxesááá) witnesses told investigators that williams ran a red light in her suv, causing a crash that injured a 78-year-old man who died two weeks later. williams told investigators she had entered the six-lane intersection on a green light but was forced to stop in an intersection because of traffic ahead of her. she told officers she did not see the the other car when she crossed into their lanes. williams has not been charged or cited in the case. police say the crash is still under investigation. (darya) kendall and kylie jenner are facing backlash this morning after t-shirts they released online. take a look. they superimposed their images with those of famous musicians... including ozzy osbourne, tupac shakur, and the notorious b-i- g. the sisters began selling the shirts online for

125-dollars each as part of their brand. several people related to the musicians complained saying they didn't have the right to put their faces over the musical icons. kendall and kylie have issued an apology and say the shirts are no longer being sold. (darya) a father sets up an ambush to catch a man who was having an inappropriate online relationship with his 15- year-old daughter. (mark) take a look... it happened in oklahoma last week. the girl's dad found sexual messages between his daughter and the 33-year-old man and reported it to police. the dad then learned that the two had planned to meet at his home, so he set up the ambush. he says the whole family was waiting for the guy to show up...

(darya) take a look at this... a minivan is pulled over in new hampshire this week for over packing their car. police say the driver packed it high with bikes, boxes, and furniture all strapped to the roof. there was so much stuff it doubled the heigh of the van. the driver was given a ticket and told to unpack the load. (mark) that's according to new data from the c-d-c. it found about 209-thousand girls-- ages 15 to 19-- gave birth in 2016. that's a nine-percent decrease from the year before. (darya) the report says the decline is due to easier access to contraceptives. the birth rate in that age group has been falling sharply since 2007. at the same time... birth rates are up among women in their 30''s and 40''s. (mark) children who breastfeed for two years or longer are more likely to get dental cavities. (darya) that's according to a study published today in the journal pediatrics. researchers followed 11-hundred kids who were breastfeeding past the

age of two. 23-percent had severe cavities and 48- percent had at least one cavity by the age of five. (mark) the study also found that breastfeeding between 12 and 23 months did not bring higher risks of dental problems. president trump posted on twitter about what he really thinks of the show, and made disparaging remarks about its female host. president donald trump's twitter: "i heard poorly rated morning joe speaks badly of me (don't watch anymore). then how come low i.q. crazy mika, along with psycho joe, came.....to mar-a-lago 3 nights in a row around new year's eve, and insisted on joining me. she was bleeding badly from a face-lift. i said no!"the white house defended the president's tweets by saying that he is "fighting fire with fire." sarah huckabee sanders / white house principal deputy press secretary: "i think the president has been attacked mercilessly on personal accounts by members on that program and i think he's been very clear that when he gets attacked he's going to hit back."but, many gop law makers took issue with his latest twitter-rant rep. paul ryan / speaker of the u.s. house of representatives: "i don't see it as an appropriate comment, i think look what we're trying to do around here is improve the tone and civility of the debate and this obviously doesn't do that."some even speaking out against trump's behavior by taking to twitter themselves. of course, using

( mark ) happening today... a 23-year-old man accused of having sex with a 15-year- old boy will make his first court appearance, police say he met the victim on a popular dating app.( darya ) rebecca strom is here with more on who is behind morning... ( rebecca @ land ) alex battaglia was taken into custody at his home on sequoia drive. police say a six-month long investigation revealed battaglia met his victim on grindr... a gay dating app. police say it is possible the victim initially lied to battaglia about his age. investigators say the two met up at least three -times and on the last two encounters... battaglia knew that the boy was under- age. ( rebecca @ land ) police

say they were eventually tipped off by the victim's mother. they say the suspect may have exchanged sexually explicit material with up to a dozen other boys. battaglia is being held at the sonoma county jail. ( mark ) university of california officials have imposed new procedures to combat sexual harassment... investigations will now be completed within 60 business days and decisions on discipline within 40 days after that. the new procedures will also provide clear roles and responsibilities for offices involved in the discipline following the investigations. the university says the new procedures incorporate recommendations by outside groups. the new procedures will be implemented at all u-c locations by september first. (darya) another warning about fidget spinners. they could catch on fire. (mark) several mother's have reported that their kids' bluetooth-enabled spinners have burst into flames in the past few weeks. they have bluetooth speakers and lights on the spinners. the spinners caught fire while they were plugged into an outlet while charging. they melted and burned the surfaces they were sitting on. the consumer product safety commission says they are investigating, but in the meantime the recommend staying with the spinner while it charges and don't leave it plugged in overnight.

( mark ) a warning for people on the penninsula after another mountain lion was spotted.( darya ) it happened yesterday morning near interstate 280 in san carlos. somebody who lived in the area says the mountain lion was roaming near crestview drive and tulip lane. mountain lions are

frequently spotted in this area and don't usually pose a threat to humans. but if you see one with cubs nearby -- do not approach it. ( mark ) a man has been arrested after trying to move into a house in san rafael that was still up for sale.. deputies with the marin county sheriff's department say that a realtor called them .. reporting two suspicious people trying to move into the house.. when police confronted them one man... now identified as francisco reyes... ran away. deputies learned reyes was also wanted out of sacramento for a probation violation. deputies say the people in the area helped them track down reyes and he was taken into ( darya ) university of california officials have imposed new procedures to combat sexual harassment... investigations will now be completed within 60 business days and decisions on discipline within 40 days after that. the new procedures will also provide clear roles and responsibilities for offices involved in the discipline following the investigations. the university says the new procedures incorporate

( mark ) president trump is set to meet with russian president vladimir putin at the g-20 summit in germany next week. that is according to white house officials. it will be the first time the two come face-to-face since president trump took office. a kremlin spokesperson says a separate meeting between the two has not been planned so far. white house officials are not saying whether the president plans to address accusations that russia interfered in the 20-16 presidential election. ( mark ) florida police say tennis star venus williams is responsible for a deadly crash earlier this month. (áááboxesááá) witnesses told investigators that williams ran a red light in her suv, causing a crash that injured a 78-year-old man who died two weeks later. williams told investigators she had entered the six-lane intersection on a green light but was forced to stop in an intersection because of traffic ahead of her. she told officers she did not see the the other car when she crossed into their lanes.

francisco will pay an undocumented immigrant nearly 200-thousand dollars because it violated its own sanctuary city policy. in 2015 pedro zarceno showed up to the police station to recover his car that had been stolen. that's when he was turned over to immigration police. his lawyer says it happened because he had a civil warrant issued by an immigration judge on his record. the asian law caucus says the city has admitted they violated their sanctuary city policy. they have agreed to pay zarceno 190-thousand dollars. the board of supervisors is expected to vote on the settlement next month. ( darya ) president trump's controversial travel ban is now in effect and opponents are making their voices heard. the ban limits travel from six muslim majority countries. it requires travelers to provide proof of a relationship with a family member in the united states. immigration attorneys were at s-f-o last night giving out their contact

( mark ) and a fire comes dangerously close to homes in east san jose. it broke out yesterday afternoon near the penitencia creek trail. neighbors called 9-1-1 and then used garden hoses to keep the fire from spreading to their homes. ( mark ) in the south bay... police say an argument between two close friends turned deadly with one woman running down the other with her car in campbell.( darya ) kron4's rob fladeboe has the details.

friend of victim"....i just cant believe it, i was with her a couple of weeks ago and now she's gone..."a close friend of the victim spoke to me after stopping by the scene of the crime here on montemar lane to pay her respects. friend of victim"....i did not see this coming, no one did, they were best friends, one of those two friends, 23 year old elsie de la rosa, of san jose, is now in jail, accused of murder after allegedly running down her friend after the two had pulled over and were seen arguing in the street before de la rosa got back behind the wheel says campbell police captain gary berg.capt. gary berg/campbell police"...it looks like there was some sort of altercation in the car and they ended up stepping into the middle of the street and that led to the suspect getting back in the car and hitting the victim with the vehicle...."the next day, with the help of witness accounts, de la rosa was arrested here on macarthur avenue near valley medical center where she had apparently gone to find out what had happened to her friend, only to learn that

attack on bart that happened the same day new security cameras were installed on trains. it happened wednesday night on a train bound for dublin. bart says a person was punched. then four people grabbed the victims phone and ran out of the east dublin station. police believe all of the attackers were under the age of 18. bart police say they are still reviewing the video. the new cameras come more than a year and a half after it was discovered bart had been using some decoy cameras on trains. ( mark ) a big win for gun advocates in california. a federal judge in san diego blocked the state's ban on high capacity magazines. the law was passed by voters in november. it would have barred anyone from possessing magazines that hold more than ten bullets. the law was set to go into effect tomorrow. the judge ruled the law criminalized law abiding citizens... and takes away second amendment rights. the case was brought by the nra-- and the california pistol and rifle association. some gun store owners celebrated the judge's ruling.

"the house" is rated "r" ( mark ) a dog that recently gave birth to a litter of puppies... died this week... leaving eleven pups without a mother. so a dog at a local rescue shelter stepped in to help the orphan puppies. meet della -- she was picked up as a stray -- pregnant and seriously hurt with a broken pelvis. her five puppies had to be delivered by c-section. but now her puppies are doing well and she's made a full recovery. the rescue group decided to see if della would accept the newly orphaned puppies into the family. ( mark ) the puppies will continue to nurse for another three weeks. they will be up for adoption in august.
