( tiffany ) this is happening in the alameda point neighborhood of alameda. this is what we know this morning. the warning is in effect until further notice. people in that area are being told not to use the tap water for drinking, brushing teeth, washing dishes, cooking, or for your pets. emergency volunteers were on hand last night to hand out bottled water to residents... after some people

reported a kind of "sludge" coming out of their taps. alameda public works says they have been getting complaints over the past few days... but that none of the tests they conducted on the water failed until yesterday afternoon. ( tiffany ) alameda water officials say the problem is isolated to the alameda point neighborhood and does not affect the water quality anywhere else in the city. bottled water is available for residents at alameda point collaborative at 677 ranger ave. back to you. ( mark ) u-c berkeley is gearing up for protests tomorrow. conservative political commentator and former breitbart editor ben shapiro is scheduled to speak on campus. berkeley police are stepping up security measures to keep expected

protests from getting out of control. this is video from when milo yiannapolous was set to speak earlier this year and violent protests forced the event to be canceled. this time security measures will include a closed perimeter around the speech location. the group "anti fascism dot org" says being kept away from the event is a violation of their right to protest. (mark) and incase the protests turn violent... berkeley police are allowed to use pepper spray for the first time in decades. six out of nine city council members agreed last night to let officers use pepper spray in a violent crowd. the berkeley police chief says they needed another non-lethal tool to combat an increase in violence at rallies. he says pepper spray is a better alternative to gear gas which they are already allowed to use. (darya) a lot of people are speaking out against the san francisco police department's push to arm officers with tasers. people who are fighting the proposal went to a public meeting last night to express their opposition. the department has made several attempts to get support for

the use of tasers over the years. they say it would reduce police shootings. but people against the proposal say it's a danger to people who are vulnerable, including the mentally ill. a second public meeting to discuss tasers will be held next week. the police commission will eventually vote on the proposal. (darya) the san francisco police department has arrested five people who they say engaged in online sex crimes against children. investigators say randall cady of santa cruz arranged a meeting with a minor for sex. michael renteria of milpitas was arrested on suspicion of sending harmful material to a minor. jose olivares-parada -- from san francisco -- was arrested on suspicion of also sending harmful material to a minor. ahmad naimi of newark was arrested on suspision of arranging a meeting with a minor. and oakland's charles johnson is also accused of arranging a meeting with a minor for sex. ( mark ) happening now... cleanup is underway in florida following the devastation of hurricane irma. this is new video of the damage in the florida keys.

this morning people are clearing debris from roads and checking on the damage in their neighborhoods. many people have not been allowed to return home. some people are now allowed to go look at the damage in the florida keys. and some who live there stayed to brave the storm. (mark) nearly 90-percent of the homes in the keys are either destroyed or have major damage. ( mark ) and this morning 125 p-g-and-e workers... including some from the bay area are in florida helping helping restore power to the millions of people still without electricity following hurricane irma. the crews were deployed last friday before the hurricane made

landfall. they rode out the storm in a hotel and are now working on power restoration in the west palm beach area. there is no word on when they will return to california. ( darya ) a south bay woman takes to social media to save her friend who was trapped in her apartment during hurricane irma in florida. it happened early monday morning. that's when woman says she received a text from her disabled friend saying her apartment had flooded to her knees. so the woman tweeted at the daytona beach fire department. a few hours later she got a response. ( darya ) the woman says her friend now has six days to get her stuff and get out of her apartment. she has started a go fund me page to help her

friend get back on her feet. ( mark ) happening now... crews are trying to contain a fire in san mateo county that was started by lightning. the "skeggs fire" is burning in a remote spot between skyline boulevard and woodside road. about 50 acres had burned and the fire is 10 percent contained. right now no homes are being threatened. and as we reported at the top of the hour... more lightning is hitting the bay area right now. ( mark ) a homeowner escaped injury after lightning strikes caused a tree to hit his house. it happened monday night outside a home near half moon bay. the homeowner was sitting out on his deck with his wife when they both saw lightning hit a huge cypress tree. that tree then splintered and shattered hitting their house. part of it is sitting on the roof. one of the branches pierced a hole in the roof that's the size of a kitchen sink. some of the deck is also damaged.

while the president thinks that giving six months' time for congress to act is enough - we're going to do that sooner, we're gonna do it within six weeks.">(mark) it's been eight days since president trump placed a six-month expiration date daca. house minority leader nancy pelosi... speaker paul ryan and house majority leader kevin mccarthy will meet today. and while talks are happening in d-c... others are taking action into their own hands. two california counties are now so- called "dreamers' counties." monterey and santa cruz counties passed resolutions in support of undocumented youth.... and urged congress to move quickly in their defense. (mark) the trump administration is delaying action on requests for student loan forgiveness. this means tens of thousands of students who say they were swindled by for-profit colleges are now in a legal limbo. this comes as the white house rewrites obama-era rules that were in place to better protect students. the previous rules would have forbidden schools from forcing students to sign agreements

that waived their right to sue. defrauded students would have faced a quicker path to get their loans erased, and schools could have been held responsible for the costs instead of taxpayers. the department of education says it needs six months to decide on how to handle the 65-thousand unapproved claims. (darya) the supreme court has ruled that the trump administration can ban most refugees under the new travel ban. the ruling blocks a ruling by the 9th circuit court of appeals in san francisco. the lower court ruled last week that refugees who have a commitment from resettlement organizations were exempt from the travel ban. the supreme court overturned that exemption. the ruling effects about 24-thousand people. the travel ban bars certain people from iran, libya, somalia, sudan, syria and yemen from entering the us. the refugee ban expires in late october. ( darya ) in bay area news... a carpool app is now helping people find parking at certain bart stations. the 'scoop' app has teamed up with bart to help make parking available at

the milbrae and san bruno stations until 10:00 in the morning. the makers of the app say the partnership with bart has already proven to be a success in a pilot program at the dublin-pleansanton station. bart officials are setting aside parking spaces specifically for people who use the 'scoop' app. (mark) a woman is paid four-thousand dollars to give up her seat on an over-booked flight. it happened on a delta flight from atlanta to south bend, indiana. (darya) the plane was filled with georgia bulldog football fans traveling to see their team play notre dame. flight crews asked the woman to give up her seat... but she refused at first. then she saw multiple people refuse offers to leave, and the airline kept increasing the price they would pay for the seat. the woman waited until the price was right... and offered her seat for 4-thousand dollars. she was on her way to meet her husband and son at the game, and landed 8- hours later. she says she

(mark) that's according to a new study from the university of virginia. researchers say high schoolers who are considered "popular" have higher social anxiety when they are adults. before 10:00 last night in antioch. police responded to a report of road rage that ended in an off-duty officer shooting a man near lone tree way. officer say the man was chasing the officer and a woman and repeatedly crashing into their car. when the chase ended, the man got out of his car with a tire jack... and the officer opened fire. police say this was a domestic dispute. the man who was shot was treated for his injuries and booked into county jail. it's not clear where the officer works... but police say it is out of contra costa county. ( darya ) a big story we are following this morning... the oakland a's pick a location to build a new stadium.( mark ) the team wants to move away from its current coliseum site to build a 35-thousand seat venue downtown next to laney college. will tran is live at the coliseum with the details. will. bart police are looking for a man who flashed a handgun and robbed a woman in hayward. here is a surveillance photo of who police are looking for. the robbery happened monday morning around 9:30. the woman was traveling to the south hayward bart station when police say the man flashed his handgun and grabbed the woman's purse. stealing several items. after hearing about what happened, riders say they are on edge. (darya) police are tracking down several leads. they are also going through other surveillance cameras throughout the system for other leads as well. ( mark ) the families of two u-p-s drivers killed by a co-worker have filed a lawsuit

saying the shooting should have been prevented. relatives of benson louie and michael lefiti sued u-p-s, allied universal security services and the owner of the san francisco building where it happened. the lawsuits claim that u-p-s emloyees had complained about security problems at the building before the deadly shooting. attorneys for the families say metal detectors and security guards failed to stop the shooter... who was armed with a sub-machine gun and a pistol. ( darya ) detectives are searching for a suspect in connection to an attempted murder in byron. police say antonio morales fired several shots into a crowd of people on saturday september second. it happened at a parking lot on taylor road in byron. two people were hit and injured before morales took off. the kron four newsroom a man has barricaded himself inside of his home in san francisco creating major police activity in the area. police have been outside the home on hugo street since 9-30 last night. officers were asked to perform a welfare check on the man and have been there since. they have been trying talk to him, but he does not seem to have a weapon. (darya) breaking news from overnight... a road rage incident leads to an officer involved shooting in antioch. (mark) tiffany mcelroy is

(tiffany) it happened just before 10:00 last night in antioch. police responded to a report of road rage that ended in an off-duty officer shooting a man near lone tree way. officer say a man was chasing the officer and a woman and repeatedly crashing into their car. when the chase ended, the man got out of his car with a tire jack... and the officer opened fire. police say this was a domestic dispute. the man who was shot was treated for his injuries and booked into county jail. it's not clear where the officer works... but police say it is out of contra costa county. (darya) in the east bay... bart police are looking for a man who flashed a handgun and robbed a woman in hayward. here is a surveillance photo of who police are looking for. the robbery happened monday morning around 9:30. the woman was traveling to the south hayward bart station when police say the man flashed his handgun and grabbed the woman's purse. stealing several items.

after hearing about what happened, riders say they are on edge. (darya) police are tracking down several leads. they are also going through other surveillance cameras throughout the system for other leads as well. ( mark ) the families of two u-p-s drivers killed by a co-worker have filed a lawsuit saying the shooting should have been prevented. relatives of benson louie and michael lefiti sued u-p-s, allied universal security services and the owner of the san francisco building where it happened. the lawsuits claim that u-p-s emloyees had complained about security problems at the building before the deadly shooting. attorneys for the families say metal detectors and security guards failed to stop the shooter... who was armed with a sub-machine gun and a pistol. ( darya ) detectives are searching for a suspect in connection to an attempted murder in byron. police say antonio morales fired several shots into a crowd of

people on saturday september second. it happened at a parking lot on taylor road in byron. two people were hit and injured before morales took off. ( darya ) san francisco supervisors have put the approval of most new medical cannabis dispensaries on hold. a 45-day moratorium was put in place yesterday. the moratorium gives the city more time to develop policies on the sale of medical and recreational marijuana. city officials say they need to create a set of regulations before the full legalization of recreational marijuana begins next january. there are four dispensaries that are exempt from the moratorium... seven others will have to wait the 45 days. the board is expected to reconsider the regulations later this year. ( mark ) contra costa county has a new district attorney. the board of supervisors selected diana becton who is a retired judge. she beat out four other finalists for the job. becton will start later this month. she is the first african- american and the first woman to hold the position.

apartment... and quickly spread when a propane tank exploded. christin mann and his brother disean jumped out of a window when they saw the flames. once on the ground... christin's neighbor yelled down to him... asking him if he could catch his daughter. a carpool app is now helping people find parking at certain bart stations. the 'scoop' app has teamed up with bart to help make parking available at the milbrae and san bruno stations until 10:00 in the morning. the makers of the app say the partnership with bart has already proven to be a success in a pilot program at the dublin-pleansanton station. bart officials are setting aside parking spaces specifically for people who use the 'scoop' app. ( darya ) russian government is having to answer to the bay area air quality management district... for an illegal burn on a 'spare the

are trying to contain a fire in san mateo county that was started by lightning. the "skeggs fire" is burning in a remote spot between skyline boulevard and woodside road. about 50 acres had burned and the fire is 10 percent contained. right now no homes are being threatened. ( mark ) a homeowner escaped injury after lightning strikes caused a tree to hit his house. it happened monday night outside a home near half moon bay. the homeowner was sitting out on his deck with his wife when they both saw lightning hit a huge cypress tree. that tree then splintered and shattered hitting their house. part of it is sitting on the roof. one of the branches pierced a hole in the roof that's the size of a kitchen sink. some of the deck is also damaged. it will cost ten-thousand dollars to repair the home. ( tiffany ) this is happening in the alameda point neighborhood of alameda. this is what we know this morning. the warning is in effect until further notice. people in that area are being told not to use the tap water for drinking, brushing teeth, washing dishes, cooking, or for your pets. emergency volunteers were on hand last night to hand out bottled water to residents... after some people reported a kind of "sludge" coming out of their taps. alameda public works says they have been getting complaints over the past few days... but that none of the tests they conducted on the water failed until yesterday afternoon.

(darya) breaking news from overnight... a road rage incident leads to an officer involved shooting in antioch. (mark) tiffany mcelroy is here with the details. (tiffany) it happened just before 10:00 last night in antioch. police responded to a report of road rage that ended in an off-duty officer shooting a man near lone tree way. officer say the man was chasing the officer and a woman and repeatedly crashing into their car. when the chase ended, the man got out of his car with a tire jack... and the officer opened fire. police say this was a domestic dispute. the man who was shot was treated for his injuries and booked into county jail. it's not clear where the officer works... but police say it is out of contra costa county. (darya) in the east bay... bart police are looking for a man who flashed a handgun and robbed a woman in

hayward. here is a surveillance photo of who police are looking for. the robbery happened monday morning around 9:30. the woman was traveling to the south hayward bart station when police say the man flashed his handgun and grabbed the woman's purse. stealing several items. after hearing about what happened, riders say they are on edge. (darya) police are tracking down several leads. they are also going through other surveillance cameras throughout the system for other leads as well. (darya) a lot of people are speaking out against the san francisco police department's push to arm officers with tasers. people who are fighting the proposal went to a public meeting last night to express their opposition. the department has made several attempts to get support for the use of tasers over the years. they say it would reduce police shootings. but people against the proposal say it's a danger to people who are vulnerable,

including the mentally ill. a second public meeting to discuss tasers will be held next week. the police commission will eventually vote on the proposal. ( mark ) the families of two u-p-s drivers killed by a co-worker have filed a lawsuit saying the shooting should have been prevented. relatives of benson louie and michael lefiti sued u-p-s, allied universal security services and the owner of the san francisco building where it happened. the lawsuits claim that u-p-s emloyees had complained about security problems at the building before the deadly shooting. attorneys for the families say metal detectors and security guards failed to stop the shooter... who was armed with a sub-machine gun and a pistol. ( darya ) detectives are searching for a suspect in connection to an attempted murder in byron. police say antonio morales fired several shots into a crowd of people on saturday september second. it happened at a parking lot on taylor road in byron. two people were hit and injured before morales took off. supervisors have put the approval of most new medical cannabis dispensaries on hold. a 45-day moratorium was put in place yesterday. the moratorium gives the city more time to develop policies on the sale of medical and recreational marijuana. city officials say they need to create a set of regulations before the full legalization of recreational marijuana begins next january. there are four dispensaries that are exempt from the moratorium... seven others will have to wait the 45 days. the board is expected to reconsider the regulations later this year. ( mark ) contra costa county has a new district attorney. the board of supervisors selected diana becton who is a retired judge. she beat out four other finalists for the job. becton will start later this month. she is the first african- american and the first woman to hold the position. ( mark ) becton replaces mark peterson. he resigned because of a scandal over the misuse of campaign funds. peterson eventually pleaded no contest to a perjury charge. he has been suspended by the state bar and was fined.

( darya ) this morning we're getting a look at new video... showing a package thief in the south bay. the thief is still on the loose. a kron 4 viewer sent us this video. you can see the delivery being made... the package is left on the front porch. then the thief approaches. she starts looking around... grabs the package and walks away. san jose police are hoping that somebody will recognize the thief and come forward. ( mark ) the oakland a's have picked a location to build a new ballpark. the team wants to build a privately financed 35-thousand seat ballpark in downtown on the site right next to laney college. the team sent a letter to the city yesterday outlining its plan. it wants to collaborate with the city for mixed-use development at the site as well as improving utility, transportation and other infrastructure projects in the area. the deal requires the oakland - alameda county coliseum authority's approval. áánot bad football is the reason many fans say they stayed away from levis stadium during the 49ers season opener. season ticket holders say they know the 49ers can't change the weather when it gets hot in the south bay but it's just too hot to comfortably enjoy the game. temperatures climbed into the 90's on sunday. a spokesperson for the team says they are in talks with a stadium architecture firm to see if there are any solutions to address concerns stemming from hot-weather days. ( darya ) in bay area news... a carpool app is now helping people find parking at certain bart stations. the 'scoop' app has teamed up with bart to help make parking available at the milbrae and san bruno stations until 10:00 in the morning. the makers of the app say the partnership with bart has already proven to be a success in a pilot program at the dublin-pleansanton station. bart officials are setting aside parking spaces specifically for people who use the 'scoop' app.
