the new enrollment period about to begin will bring sticker shock. premiums are set to increase an average of 22 percent for the silver plan in 2017. that's according to a report that came out this week. that price hike is the latest blow to the aca also known as obama care which is faced increasing challenges and waking support -- waning support from carriers. it's no secret, for many consumers premiums have sky declined and they've lost their doctors. >> the rates are getting such that people are saying i'm simply not going to have health insurance and i'll pay the penalty. because i just simply can't afford the premiums and i'll take my chances of being uninsured and paying the penalty. which defeats the purpose of the affordable care act. >> jim: the new enrollment period begins next tuesday this sunday at 9:30 p.m. on full measure with sharyl attkisson
to be the final year of obama care. >> reed: a frightening scene on the runway at chicago's o'hare airport as an american airlines jet catches fire. that plane taking off from miami when it blew a tire and then this all happened. officials say more than 20 people had to go to area hospitals. for more here is sarah rosario. >> reporter: as black smoke billows outside american airlines flight 383, cell phone video inside the plane shows complete chaos. scared and lining the aisle to get out. >> we started to take off and we didn't get in the air it seem like the right side engine blew. big ball of fire. everybody was professional. the pilot stopped the plane perfect and we all started exiting. kind of a coordinated chaos. >> reporter: tonight mixed reports as to what caused the fire. the faa says the boeing 767 departed from chicago and was headed to miami when a tire
engine malfunctioned. >> they had a heavy volume of fire on both the engine and the wing all the way to the wing room. >> reporter: in any case it was more than frightening for the 161 passengers on board. the pilot aborting the flight told everyone to evacuate by sliding out the exit doors. >> big ball of red flames blew up from that window. that's all i can tell you. i got out of there as fast as i can do. although already you can hear video the flight crew is being praised for following procedure. >> the crew did an outstanding job of bringing the aircraft to a halt, alerting all the cabin crew that they were going to evacuate. >> reporter: despite the eight people injured, officials say it could have been worse. >> it could have been absolutely devastating if it happened later, if it happened farther. >> reporter: once on the ground, the passengers and nine crew members were taken off the
