in le mars, iowa back in september. three people ended up with serious injuries. a norfolk, nebraska man's second attempt to appeal his murder conviction has been shot down. the nebraska supreme court today upheld the second degree murder conviction of 26-year old de'aris trice. trice was first convicted in 2013 for the stabbing death of 27- year-old timothy warren at a norfolk house party in december of 2010. but the state supreme court ordered a new trial, because of problems with jury instructions. trice was again found guilty and received a sentence of 40 years to life. in his latest appeal, trice argued the court was wrong to allow transcripts of statements from some witnesses into evidence. he also o id his sentence is excessive. the high court found no evidence the trial court acted incorrectly. a third of four teenagers accused of torturing an animal

entered a plea deal in the case. the boy pleaded no contest in stanton county juvenile court. the stanton county sheriff's office arrested the four eighth- and-ninth grade boys in november. authorities say they were involved in the torture of a cat and an opossum. former stanton county sheriff's deputy and stanton school board member kirk ven pelt has also been charged in the case. he faces animal cruelty charges and four counts of contributing to the delinquency of a child. according to the humane society of the united states, iowa is home to some of the worst puppy mills in the nation. and, as ktiv's tommie clark tells us, lots of those mills are close to home.

kennels increase so it's clear that the current legislation is not working and we need better oversight," said iowa friends of companion animals siouxland local advocacy team leader, kathie pfaffle. iowa continues to rank high on the list of states with some of the worst puppy mills, according to a report released by the humane society of the united states. the u.s. department of agriculture inspects these breeding facilities. but, one local advocacy group says that's not enough. "puppy mills that are licensed by the usda, even though they have very egregious offenses, they're allowed to continue to operate. very few puppy mills see fines related to their violations even though most violations have a fine that's able to be given to the operator," said iowa friends of companion animals siouxland local advocacy team leader, kathie pfaffle. iowa friends of companion animals is a group working for better conditions for these dogs. they lobby for state oversight because they say the current legislation isn't enough. "it's important to use legislation that legislators took the time to

legislation, 717b, is not being enforced. through the proposed legislation 717b will be enforced in usda kennels," said iowa friends of companion animals siouxland local advocacy team leader, kathie pfaffle. sioux city's animal adoption and rescue center takes care of dozens of dogs every year. these are just a few. they didn't come from a puppy mill. while the center's executive director says the rules that allow puppy mills to be legal are "falling through the cracks" and you have to meet specific things to run a puppy mill, but... "it's important to not only have food, water and shelter-- but you have to have specific things that they have to meet in order to have theseenimals and when these things aren't being met yes that definitely upsets me a lot and those people need to be made responsible for what the state sets forth and if they're not doing it then those kennels need to shut down," said executive director of sioux city animal adoption and rescue center cindy rarrat. the impact is easy to see. rarrat says the products of these puppy mills are sold at pet shops, statewide. in sioux city...tommie clark...ktiv

'ive seen some pretty bad things, some hoarder cases, some dead animal cases, but this is the worst ive been in. and my first thought was, oh my god these cats suffered horribly, horribly" the home has been empty for months but the home is trashed. the woman faces potential animal neglect charges. a rollover crash killed a siouxland teenager this morning.

7:30 on e54 outside of moorhead. the driver who was 15- years-old said she lost control on black ice and went into the ditch. two passengers weren't wearing seat belts s d were thrown from the vehicle. 16-year-old shelby montage was pronounced dead at the scene. the monona county sheriff's office says shelby attended school at west harrison. the driver and a 12-year- old passenger went to burgess hospital in onawa for treatment. authorities are still investigating the accident. the driver of a school bus involved in a crash in sac county has been charged with failure to yield. today, authorities in sac county say debra dettman was driving an east sac county school bus yesterday afternoon when they were hit by a truck on highway 20. two students were treated for minor injures. the driver of the truck and a passenger went to the sac city hospital. their conditions weren't available. well if you have any plans this weekend, is sure hope they're inside. meteorlogist tj springer joins us with our first look at the forecast at 5.

for parts of northern/northeas tern siouxland from 3 am until noon saturday after our mild stretch of weather, we will begin to take our arctic plunge this afternoon and evening. temperatures will continue to fall as we progress throughout the rest of our friday with most towns getting close to that 0 degree mark. wind chills will also be a factor with values dropping close to 30 below zero. urge caution and bundle up if you have to travel tonight! clouds will also be on the increase in the overnight hours as we move into our saturday out ahead of our next weather maker.

starting in may, people will have two options of where to fly from sioux gateway airport. today, sioux city leaders announced that american airlines will add daily flights to dallas. that's the airline's largest u-s hub. they say this has something that has been discussed since the airline started serving the airport four years ago. city leaders say it's been a long, but exciting process. "one, it's a great destination for siouxlanders that's in our top few, you know just in our destination," said barbara sloniker, executive vice president for the siouxland chamber of commerce. "everybody wants to go to dallas. it's a great city. but even more importantly and because it's the largest hub for american. the connections are phenomenal out at dallas. flights will start going on sale tomorrow. airport represenatati ves say current flights to chicago o'hare are about 80 percent full. so, they expect flights to dallas to draw in large numbers as well. former president bill clinton is campaigning for hillary clinton to tell voters why his wife is the most qualified for president. today, he stopped at morningside college in sioux city to talk to nearly 450

members. bill clinton began campaigning for her last week in new hampshire. now he's making his rounds in iowa. bill clinton called hillary clinton the best changemaker he's ever met. "the reason republicans have been so hard on her for over a year now is they know that too," said former president bill clinton. "they've basically been screaming at all of us democrats saying please nominate somebody else. we don't want to run against her." bill clinton has said he is not surprised bernie sanders is coming close in the polls for the democratic nomination. he attributes that to republican's attacks on his wife. after sioux city, clinton headed to marshalltown . in the republican race for the white house, donald trump looks poised today to possibly win all of the early primaries. steve handelsman, back from last night's debate, has the latest from washington.

stock exchange today. the day ended with the dow falling some 391 points... leaving it down an incredible 14-hundred points in just the first two weeks of the year. the fall of oil prices and concerns over china's economic standing are fueling the stock market's decline. a tennessee couple who bought one of the three winning powerball tickets picked up their check today. john robinson said he bought four tickets at a grocery store near their house on his way home from work on wednesday night. he's from munford, tennesse, a city of just 6- thousand people. only three businesses sell powerball tickets there. walmart announced today it plans to close 269 stores worldwide by the end of this month. 154 of those are in the u.s.. and most will be smaller

walmart instead plans to focus on super- centers, neighborhood markets and e-commerce. the company has not said which stores will be closed, so we don't know if any in siouxland will be affected. but almost all of the stores being closed in the u.s. are within 10 miles of another walmart location. two astronauts aborted their spacewalk today after water leaked into one of the men's helmets. an astronaut reported a small water bubble inside his helmet, which quickly turned into a film of water. mission control terminated the six-hour spacewalk just after the men hit the four-hour mark. but,they had already completed their mission of restoring full power to the space station. nasa says this wasn't an emergendy and no one was in danger. but, a precaution. that's because a similar leak led to the near drowning of an italian asasonaut in 2013. compared to the past couple days, today is cold. and the weekend doesn't look much better. tj's full forecast
