sunrise. some of us are dealing with low cloud cover and fog, visibility issues for some. there is a look at fso. temperatures are relatively mild, a lot like yesterday. widespread 50s around the bay area. in the north bay, mid-50s. upper 50s in oakland, low 50s in livermore, low 50s in san jose. these temperatures are similar to yesterday and a tad cooler and warmer in some spots. winds are generally light. yes, the fog all the way down to the ground in some cases in the north bay. napa valley has areas at around a mile for visibility. nevada is at 7 right now but it has been changing. so you may have patchy dense fog. along highway 1, that stretch of the coastline, there will be fog. the east bay is dealing with a little bit. at the airport, 5 miles visibility reported. here's a look at the widespread cloud cover that will not go
away. we will call for partly sunny mostly cloudy skies today. afternoon highs of 66 in fran, upper 60s in oakland, low 70s in concord as well as san jose. it will be mild and perhaps muggy for some in the south bay with low to mid-70s. into the afternoon and evening hours, possibility of scattered showers increasing. if you are going to the giants game, 59 degrees at game time with the possibility of a little wet weather. i will have a look at the timeline of the system and what you can expect coming up in a little bit. time is 7:02, how about the highways south? they are getting busy. this is the peak of the morning commute. you are looking at the bridges, the richmond bridge approach is backed up for a little while before making it to this spot before you get to marin county from san rafael. traffic will be busy on the southeast shore freeway. it is foggy there and at the bay
bridge toll plaza. right now, we can't see the east shore because it is backed up for about 25 minutes at the toll plaza. this is interstate 880, no problems there. it is a little lighter on 880 getting down to fremont at this time. the south bay commute is just waking up. some school districts may have spring break. it is 7:03, back to the desk. we have new details just in about an early morning house fire in west oakland. moments ago, the oakland fire department told us that one person died at the fire at 16th and linden streets. the victim was an elderly man. five other people who were in the house did get out. the fire started just before 6:00 a.m.. firefighters say they were on the scene within three minutes of the call. the fire appears to have started in a front bedroom. a fire investigator is there at the scene now to determine the
exact cause of the fire. now to a developing story. this one involves the trump administration, homeland security secretary kirstjen nielsen who has resigned. >> here is what we know about the secretary's replacement so far. >> the president chose a longtime immigration officer to replace her for now. we don't know if this is temporary or longterm. the president announced that u.s. customs and border protections commissioner mac aleenan will fill the position. kirstjen nielsen had just returned from the border for a round table discussion. she has been the face of some of the most controversial policies including the separation of migrant families at the border and the treatment of the children taken into u.s. custody. in her resignation letter, nielson wrote, i have determined that it is the right time for me
to step aside. i hope the next secretary will have the support of congress and will be able to fix the laws that have impeded progress at the border. >> she is right. her hands were tied but the president is frustrated at what is going on and he is going a different direction. >> the president named the prominent border official at the replacement. nielson's last day is wednesday. she has only been on the job less than a year and a half. alyssa harassten, ktvu. happening today, governor newsom is continuing his visit to vels. he says he wants to know what california can do to tackle the root problem that is causing
people to leave vels and come to the united states. 53-year-old sergeant steve liconwas conducting a traffic stop on saturday when a driver veered into the right shoulder, hitting both the sergeant and the car the sergeant had pulled over. 36-year-old michael callahan was arrested and booked on suspicion of murder and driving under the influence. sergeant liconwas a 17 year veteran and leaves behind his wife and two daughters. the chp tweeted out this. our hearts are heavy, rest easy, brother. we have the watch from here. police in oakland are investigating a double shooting that was deadly. two men were shot and killed at the intersection of international boulevard and 18th avenue. the names of the victims have not been released. the east bay times reports that one is believed to be a 24-year-old from fairfield, the other a 29-year-old from
hayward. both men died at the skeepz. this marks oakland's 21st and 22nd homicides this year. a richmond man wanted in connection to a homicide is behind bars this morning. michael hill was taken into custody by elsoreato police. officials recognized him from a surveillance image. the 37-year-old is suspected in the death of a transient on march 30th. time is 7:07. a funeral mass for a trail blazing catholic priest is set for tonight. oakland motorcycle police led the hurst of father jay matthews to the cathedral of christ's delight for a memorial last night. he died last weekend after an apparent heart attack after 30 years in the oakland diocese. he was very beloved. father fathus was also the first african-american ordained priest in north america.
he joined the priesthood in 1974. his funeral mass is set for tonight at 7:00 p.m. at the cathedral of christ's delight. he was 70 years old. a man accused of killing a woman in oakland 40 years ago will go on trial. in october of 1979, 45-year-old betty ally s was raped, stabbed and strangled. the case stayed unsolved for decades. three years ago, dna evidence linked dennis ray eagle to the crime. eagle was already in prison serving time in virginia for a different sex crime. oakland police and the chp are searching for the people responsible for side shows across oakland. this one we are showing you now happened at 42nd avenue and international boulevard yesterday just before the start of the warriors final regular season game at oracle arena. traffic was blocked in the area for several hours as crowds gathered to watch drives spin their cars. later last night, more than 50
cars and 200 people shut down westbound interstate 580 between 106th avenue and keller. the chp says that people in the crowd threw bottles at the officers. the crowd disbursed in about 25 minutes. no word on any injuries or arrests. supervisors are considering an extension of the needle exchange program. the board of supervisors is expected to vote on the syringe exchange service. the examer says that the efforts to pick up syringes on san francisco have increased in the last 6 months even as the complaints have increased as well. proponents of the needle exchange program say they have reduced the spread of hiv and hepatitis in san francisco. san francisco started funding needle exchange efforts in the
1990s. a movement is underway to strip mark zuckerberg's name from a san francisco general hospital. nurses at the hospital are working to place a measure on a november ballot. the nurses say they are concerned about the hospital's privatization, patient safety, and facebook's handling of user data. they are expected to present a resolution to the san francisco board of supervisors in the coming weeks. the hospital was renamed in 2015 after a $75.5 million donation by zuckerberg and his wife, dr. prisilla chan. our time is 7:10. ahead, a stanford student punished in the college admissions scandal, how administrators believe a student's family paid hundreds of thousands to get the student into the university. also potential changes to bus routes in the south pay, why some proposed service reductions have added concerns. if you are headed out, it will be a moderate commute so

1st street at east reed street. it could include as many as 290 units. the city will talk about plans to tear down existing buildings and tear down trees to make way for the tower. that meeting is at 6:00 tonight. the vpa is reconsidering service adjustments after complaints from the riders. they are dealing with a $20 million deficit and had planned to reduce service. 22 bus in service which is thee only 24 hour line in santa clara county. homeless advocated criticized the plan to shut down the overnight service. the vta is proposal other routes. there will be a vote next month by the board of directors. happening today, the president of san jose university will give her state of the university address. mary propasia is expected to
release a new plan for the university. it will start on campus at noon. it will also be live streamed. it is expected to last about an hour. and san jose university student homeless alliance is demanding more resources to help homeless students. they want emergency grants for students to remain in housing if they can't afford to pay rent. they also want safe parking spaces where homeless students can sleep overnight. they are hoping the president, mary propasia will talk about the issue today in her state of the university address. they also say they have the support of san jose mayor sam liccardo and four members of the city council. mayor liccardo will be our guest later today on mornings on 2. you will hear his thoughts on a variety of issues happening in sap jose including recent opization to some of the city's housing and development policies. that is tod during the 8:00
hour. the nba's western conference playoffs will run through oracle arena. last night the warriors clinched the top seed in the western conference by blowing out the los angeles clippers 131-104. sef curry got 22 of his 27 points in the first half. draymond green got it done on both ends of the floor. green had 10 points last night and one assist shy of a triple double. the playoffs begin this saturday. it was a bitter sweet last night at oracle arena for the fans and players. last night was the final regular season game for the warriors as oracle arena. in the surprise move, the players wore their we believe throwback jerseys last night. it was a tribute to the 2006-2007 season where they had
an 8th seed and managed to upset the top seed dallas mavericks. the fans had mixed feelings about the warriors moving to san francisco but they will never forget the past 47 seasons at oracle arena. >> it is sad because it is not going to be the same in fran. it is going to be all corporate and not the same thing. not the true fans. >> i think it is sad for oakland. they lose the raiders and the warriors. >> at the end of the game, look at coach steve kerr. he thanked the fans and helped unveil a banner that will eventually be taken to the chase center in san francisco. it is 7:17. it is a robust morning commute for monday. i guess we should expect it. >> spring break is over for conta costa and you can tell by
looking at the roads. headed over to the tunnel, you can see the traffic is going to be heavy. looking at this area on the maps, you can see highway 4 is much lower than it was last week. pittsburgh, all of pittsburgh all the way up to concord, nothing unusual, we don't have accidents but more people on the road. like wise for the berkeley commute. when you get to the bay bridge where a lot of people go, it is backed up for 20 to 25 minutes. 880 passing oracle going north, not too bad. it has filled in from about 92 down to stevenson and fremont. silicon valley is a little lighter. maybe some of the school districts in santa clara have some time off. it is 7:17. let's bring in rosemery. >> good morning and happy monday. a lot of cloud cover out there this morning. low clouds and fog as well. visibility is an issue for some
of our north bay area as well as highway 1. here is a look at storm tracker 2. you can see most of california is covered in the gray skies. to the north we have the rain falling. areas along napa valley as well as the sonoma valley and areas are fructuating with the winds. it will slip into the bay area by the afternoon and early evening hours. that will be the best shot. we had a live look with a little drizzle on the lens already. perhaps a little mist and drizzle in addition to the cloud cover. here is a look at the futurecast. as we get into the lunch hour, it begins to move closer. it looks like lake county is there, on the edge of the county. we will remain mostly cloudy and dry for the lunchtime. for the afternoon, things start to change up a little bit.
it is very scattered in nature. we have light rain over the bay in time for the evening commute. as we mentioned a little while ago, scattered showers on the giants game later today. we are looking at scattered showers that become more widespread in the evening. snow levels will drop in the sierras and expected to impact i-80 and 50. please be careful out there. we could have tricky commutes out there. advisories may come into play eventually. here is what we are expecting for rainfall amounts, a few hundredths, a fairly weak system. mostly cloudy and 50s. 58 for oakland, 57 in san jose, 55 in santa rosa. for the afternoon today, mid-to upper 60s for most, low to mid-70s in the south bay where

7:24. new this morning, a few minutes ago, president trump announced the administration's plan to designate iran's revolutionary guard a foreign terrorist organization. this marks the first designation by any american administration of an entire foreign government entity. the designation comes with sanctions, freezes on assets and
a ban on americans doing business with the organization. the president says this action sends a clear message to tehran that their support for terrorist organizations has serious conskwenss. in israel, the prime minister has used his ties with president trump to for this political campaign. president trump has not directly endorsed netanyahu. jewish voters in the u.s. have traditional sided with democrats but republicans are hoping to change that in the 2020 election. president trump spoke at the american jewish coalition over the weekend highlighting some of the proisrael actions he has taken. >> the united states recognized the true capital of israel and opened the american embassy in jerusalem. >> the associated press says
that democrats increased their share of the jewish vote between the 2016 and 2018 elections from 71% to 79%. british prime minister theresa may is continuing her efforts to try to find a compromised brexit deal. it will be approved ahead of a key vote. she will fly to talk with the german chancellor and then to meet with the french president to try to convince them to vote for britain leaving the eu. the leaders are meeting in brussels on wens to consider the request. an extension requires u maninous approval from leaders of all 27 member states. a student at stanford has been expelled for possible involvement in the college

how about a view of tahoe? isn't that a wonderful shot. we have a bit of wind out there today, a light wind advisory. more snow for the mountains you saw there, just a moment ago. meanwhile, here at sfo, we have more rain coming to the bay area. cloud cover this morning in areas. we have low lying fog all the way down to the ground. you can see sfo with low and mid level clouds on top of that. we have napa at 54, san jose at 57. we have mostly cloudy skies for the day and then the second part of the day, a better chance for scattered shower activity. we are seeing a little drizzle out there. we saw some near sfo on the lens there. a little cooler in the north bay and warmer over the south bay. again, 50s to start the day, not
bad at all. we are dealing with fog out there this morning. napa is reporting 3 miles visibility. santa rosa reporting 1 mile visibility. so the stretch on highway 101 you will find it thick. from the sonoma county coastline to the san mateo coastline, expect some of this out there. there is cloud cover here that you see on our storm tracker 2. the rain moves in later today. it may impact the giants game. be prepared for spotty showers for the afternoon. 66 in san francisco, 68 in oakland, low 70s expected for the south bay. when i come back i will have the timeline of the rain and snow for the sierra and what we can expect for the rest of the week. it is 7:32. let's check the highways with sal. right now, we have traffic that is moving along okay on some of these commutes. a little lighter than usual on some and back to normal on others. let's go to the bay bridge. this is typical, backed up to 20
minutes, maybe longer except if you are using the car pool lane. traffic is okay on interstate 880. last week, some contra costa schools had the week off and they are back so the traffic is about normal in that county and alameda county as well. thank you to carol pesky we says that saratoga schools are out today and it is lovely in las catoes. i bet it is. there is a little slow traffic on the road but slightly lighter than usual on some of the roads in the silicon valley. back to you. firefighters are beginning the investigation into what caused a house fire in oakland that left one man dead near 16th and linden streets in west oakland. firefighters say that six people were inside a two story victorian home at the time. an elderly man did not survive the fire. alyssa hargten is at the scene
now. she will bring us a closer look at the damage coming up at 8:00. it is 7:34. happening today in los alto, parents and students are planning a demonstration and walkout to oppose a move to another building so a charter school can move in. >> reporter: this school has about 500 students. it is a well regarded school, high performing, very close walking distance to most of the residences in the neighborhood. there are plans in the works to move this school down the road. it would be in a shopping center about a half a mile away. that's the proposal. this morning a group of parents, teachers, and supporters plan to make a human chain around the school as a form of protest. they want the school to stay in the location.
why would it have to move? part of the campus is shared with a public k-8 charter school. that charter school occupies several portable classrooms on the east end of the campus. but the charter school's enrollment is expected to grow by 1,000 students next year. they need more sfas. under law, the los alto school district is required to give it to them. public charter wanted to take over the entire eagle junior campus. after years of back and forth, the los alto school district agreed as long as they cap enrollment at 1100 students. but now eagle students will have to move to a new location and that's what parents are upset about. they plan to voice opposition outside of the school this morning. we are expecting them to arrive in the next half hour this
morning. later this evening, the los alto school district and the charter school board will have public meetings to take public commentary on the proposal. stanford university has expelled a student in connection to the college admissions scandal. administrators say that false information was on the application. in a message on the website, a statement said that any credits the student earned have been vacated. this comes after the sailing coach was fired after he pleaded guilty taking bribes. paa police officer is recovering after getting in a fight confrontation with a man . the swat teams rushed to the
scene as shoppers ran for safety. >> i was freaking out because word of mouth gets around. they started saying there were two people. didn't know what was going on. >> the suspects fired shots at two police officers, hitting one in the leg. the officer is a 15 year veteran of the hawthorn police department. police shot the suspect who then surrendered and was taken to the hospital and is well. the hawthorn police department is also investigating a shooting outside of its police station. a mother was killed during the custody exchange of a 7 month old child. her ex-husband shot and killed her and was later arrested. the child was not physically hurt. san jose police are investigating a shooting that left one man injured. it happened yesterday afternoon near blauz m hill and ruseo drive. the victim showed up at the hospital on its own and was treated for an injury that was
not life threatening. we have more information on a crash in oakland where 7 people were hurt yesterday morning near 98th avenue. the chp says a car had a flat tire. instead of pulling over, the driver kept going in a slow lane. a box truck is in the same lane rear ended the car. about 10 minutes later, another car slammed into the bax of that box truck. >> we always recommend people pull to the right shoulder, exit the freeway if possible. avoid driving on the freeway at a low rate of speed in dark hours. it's just not safe. >> two people were in the hospital with major injuries. happening today, the three people accused in the shooting deaths of a 19-year-old man in antioch will be in court. anthony sing was shot outside of
an apartment last august. a man was charged with the shooting and a woman was charged with tampering with evidence. two men were killed when the pickup truck they were in crashed into a tree. a dog that was riding in the bed of the truck was also found dead nearby. the initial investigation shows the truck was travelling at a high rate of speed before the driver lost control and crashed. it is 7:39. police in uganda say they rescued a southern california woman and her safari guide who were kidnapped in a national park. kimberley endicott and her guide are in safe hands according to police in uganda. they were m bushed on tuesday by men who later demanded ransom. the men took the victims to congo where they were rescued by security forces. the kidnappers are still on the looz. it is nat clear if a ransom was

welcome back to mornings on 2. it is 7:42. the centers for disease control is trying to pinpoint the source of an e. coli outbreak that has affected dozens of people and spread to five states. the outbreak started march 2 and infected 7 it people in ohio, virginia, kentucky, tennessee, and georgia. the average age of the patients is 17. the outbreak may have started at a fast food restaurant or a convenience store because they are popular with teenagers. the number of patients is expected to go higher. interest is starting to be pitched to public investors. pinterest is expected to set the value lower than analysts predicted. regulatory filings from 2017 show filings from the san francisco company was valued at $20 billion at the time. shares could trade publicly on the new york stock change as
soon as next week. american airlines canceling flights into early june because of the continued grounding of the 737 jets of boeing. this is longer than originally planned and will affect 90 flights a day. american had previously canceled flights through april 4th to account for the temporary loss of the jets. the faa grounded the planes last month after two deadly crashes. american airlines said proactively canceling flights will give the airlines time and a chance to rebook affected passengers. southwest airlines has expended their service from the bay area to hawaii. the first flight from oakland to mowy took off yesterday morning. southwest service to hawaii has driven down hawaii air fares by about 17% compared to the same time last year. southwest says it will add more

evening hours. it will be enough to bring a little bit of rain, perhaps in times for the giants game or the evening drive. you can see here as we look here from san francisco across the bay, we have not only the mid and high level clouds but the low-level clouds with us as well. partly sunny and mostly cloudy for the entire day. we have rain in northern california down to maybe fort bragg but a little farther north. there are a few sprinkles edging towards sonoma county but we are dry for the central and south bay for most of the early afternoon before things start to change. there is a look at the cloud cover where we are having visibility issues because of the fog. highway 1, there is fog down to the san jose and even napa at
times reporting visibility issues. there is 1:00, the rain lines to the north of us for the most part. for the second part of the afternoon, we now have scattered showers over the bay area. north bay along the coastline, game time about 6:45 for the giants, maybe some sprinkles. the sierras are expected to get snow. it is expected late tonight into tomorrow so be careful if that is your drive. scattered showers remain in the forecast and we dry out on tuesday. behind the storm on tuesday it could be a little breezy. more on that in the extended forecast. a few hundredths of an inch are expected in the bay area, a little more in the north. relatively mild one with 50s to go around. for the afternoon, mid-60s to low 70s . area like morgan hill with partly cloudy skies, 75 for an afternoon high. here's a look at the forecast

there. especially over the north bay and highway 1 from the north bay county coastline to areas of half moon bay, we are seeing it thick. the darker shade of gray is giving us that indication. areas like santa rosa reporting two mile visibility. napa is about 2 miles. in addition to the cloud cover we have had all the way down to the ground when it comes to the fog. as we get into the afternoon, widespread mist, 60s at the coastline, upper 60s for the east bay shore. 70s for the inland communities. 75 for morgan hill. if you are going to the giants game, mostly cloudy, upper 50s for game time, breeze about 5 miles per hour. the possibility of scattered showers, i will detail that coming up on the futurecast in just a little bit. it is 8:01. good morning, sal. good morning. we have a problem with the bart
system, elsoreato del norte and also the richmond station is not functional. you have to get on the trains at north berkeley because of this issue at elsoreato del norte. these stations are not moving through. you have bus bridges available but it is a major situation with bart. our crew is arriving on the scene and we will have more on this coming up. this is a look at contra costa county. some schools are back after spring break and others are off. this is 880 northbound, it is stop and go. san mateo bridge traffic is moderate. an elderly man was killed in a house fire in west oakland early this morning. alyssa herringten joins us now from the scene with more on this. >> reporter: the coroner arrived on the scene and it is devastating for family and friends on the street to see the damage. we have seen them hugging each
other, offering words of support. what we know at this time is that the fire started in a bedroom. there were 6 people in the house, only 5 got out. firefighters found an elderly man inside the bedroom where the fire began. >> on arrival, we had fire from the second floor. crews made an aggressive interior attack. unfortunately, one person was unable to be saved. there was one fatality. >> reporter: this house is an older victorian. firefighters say the age and construction of the home made fighting the flames difficult. the flames also spread to large trees on the property. this started as a one alarm. when crews arrived they called for a second alarm and had to get a few people out of the house trapped on the second floor. the bulk of the fire is out. what is happening now is firefighters are on the roof. they have chain saws out and they are digging into the walls and ceilings to make sure there are not any hot spots. the red cross is also on scene
offering assistance to the family. time is 8:04. to developing news, homeland security secretary kirstjen nielsen has resigned as president trump's frustration grows over the situation at the u.s. border with mexico. in her resignation letter, nielson wrote she hopes the next secretary will have the support of congress to fix the laws which have impeded america's ability to fix the borders. >> her hands have been tied in many ways. the president is frustrated with what is going on at the southern border and he is going in a different direction. >> president trump has named kevin mcaleenan the acting head of the homeland security department. here is what we know about nielson's replacement. he is 47 years old, born in honolulu. he went to college at amhurst and the university of chicago. he was practicing law until 2001
when he was motivated by the september 11 attacks to aplay for a job with the fbi. he was the commissioner of the u.s. border and customs protections. california senator kamala harris said she will not support a nominee who does not denounce the trump administration's policy of separating families at the border. senator harris is a member of the senate homeland security committee. the trump administration says it needs more time to reunite families separated at the border. they want two years to potentially locate migrant children and get them back to their parents. they will update the progress to the american civil union. they filed a lawsuit over the policy. a spokesperson for the aclu says two years is too long and the government needs to make this a priority. governor newsom is continuing his visit to el
salvador. he says he hopes to show the people that president trump's views are not that of everyone. he wants to determine how california it help tackle the problem of people coming from el salvador to california. flags will be flown at half staff in honor of steve licon. he was conducting a traffic stop on saturday when a driver veered into the right shoulder hitting the sergeant and the car he pulled over. michael callahan was arrested and booked on suspicion of murder and driving under the influence. sergeant licon was a 27 year veteran of the california highway patrol and is survived by his wife and two daughters. the chp tweeted, hour hearts are heavy, rest easy, brother. we have the watch from here. police in oakland are investigating a shooting of two men at the intersection of international boulevard and 18th
avenue. the east bay times reports that one is believed to be a 24-year-old from fairfield and the other a 29-year-old from hayward. both died at the scene. this is oakland's 21st and 22nd homicides this year. a richmond man wanted for a homicide is behind bars this morning. michael hill was taken into custody by el sereno police. bart officials recognized the suspect from a surveillance image. the p37-year-old is suspected in the death of a tansiant on march 30th. happening in oakland, the ghostship warehouse trial is set to continue with jury selection. the first group will fill out a questionnaire. the judge hopes the jury can be selected in time to have opening statements by the end of this month. defendants max harris and derick
almena are charged with 36 counts of involuntary manslaughter, one for each person who died in the fire in oakland in 2016. two men accused in a shooting of a 19-year-old man are due in court. two men were arrested last month and charged with murder. a woman was also charged with helping the man. chp is searching for the people responsible for side shows yesterday before the start of the warriors final regular season game at oracle. traffic was blocked in the area for several hours as crowds gathered to watch drivers spin their cars. later last night, more than 50 cars and 200 people shut down westbound interstate 580 between 106th and celer avenue. people through bottles at patrol cars. the crowd disbursed in about 25
minutes. no word on any injuries or arrest. a funeral mass for a trail blazing catholic priest is set for tonight. jay matthews had a memorial service last night. he died last weekend of an apparent heart attack after spending 30 years at an oakland diocese. he was also the first black ordained priest in oakland california. the reverend james matthews was 70 years old. coming up, the controversy one student is facing after her family allegedly paid hundreds of thousands to a coach at a university. and the warriors surprised fans with a throwback to before they were considered stars. it is busy if you are

minister. jewish voters have traditional sided with democrats but republicans are hopeing to change that in the election in 2020. president trump highlighted some of his proisrael moves last night. democrats increased their share of the jewish vote between the 2016 and 2018 elections from 71% to 79%. police in uganda say they have rescued a southern california woman and her safari guide who were kidnapped by gunmen in a national park. kimberley endicott arrived in the capital city after being ambushed by two men. the kidnappers took the victims to congo where the two were rescued by security forces. the kidnappers have not been caught. it is unclear if a ransom was
paid. back here in the bay area, let's get back to sal with a look at the commute. >> we have the bus bridge in place because el cerrito del norte bart station is closed. apparently bart says that someone was hit by a train at el cerrito del norte. that means that richmond and sell seato del norte, they have buses to get you to the next station down the line. someone tweeted and said it caused at least a half hour to 45 minute delay on that line. we have a crew on the way. let's talk about the commute in contra costa county. 680 is not bad on concord to 84. looking at the commutes, they are beginning to get filled in. some of the schools on break include marin county and las scalo area.
no problem on the peninsula. dumbarton bridge looks moderate. let's bring in steve. >> sal. >> i haven't done it in a while. >> it's a monday. we won't blame you. okay. we have fog and clouds out there. we have tweets from the north bay saying it is really soupy. be careful. visibility is down to a quarter mile or less on the valley. 4 in the north bay, along highway 1 and the coastline, we are seeing it there. outside of that, a lot of cloud cover to go around and scattered showers over areas of northern california. this is working our way into the afternoon. we will call for the possibility of scattered showers, especially late afternoon getting into the evening hours. if you are going to the giants game, be prepared for isolated showers through the evening. this rain is still well north of fort bragg. if i say it slow enough, it will come out right. here is a look at the pay area,

we didn't budge much with the cloud cover. slightly warmer in the south bay. everyone is somewhere in between. here again is where we are seeing the fog out there over the higher elevations. we have fog in the hills but along the stretch of santa rosa to nevada, also dealing with fog in the napa valley. the dark shade of gray indicates the patchy fog over to the coast. highway 1 from sonoma down to the san mateo county coastline, we are seeing this as well. for the second part of the morning, it will dissipate. we are looking at mostly cloudy skies with scattered showers in the afternoon. upper 60s and low 70s for the east bay shore. upper 70s for the inland areas. i will have a look at the timeline of the rain and snow for the sierra. i will detail that with a look at the rest of the week coming up. it is 8:30. highways improving out there? >> a little bit.
some commutes are, others are not unfortunately. let's go to the bart commute. richmond through to del norte stations unavailable because of a person hit by a train here at el cerrito del north. you have to go south to get on. they have bus bridges for you to get there if you are at those stations. highway 4, bay point, traffic is moderate. westbound 24 is a little slow. bay bridge is still backed up. some of the fog has lifted a little but it has been foggy in this area. 880 northbound is slow. they are running a traffic break that could be slowing things down. westbound 92, you can see traffic on the san mateo bridge is moderately heavy and the dumbarton bridge is also slow. back to the desk. happening today, parents and students are holding a demonstration at a los altos middle school. they are upset about a proposal to relocate the school so a
nearby charter school can move in. >> reporter: behind us a row of probably close to a hundred parents and students outside of egan junior high school, a public middle school for 7th and 8th graders in the los altose middle school. many of the parents have children in the elementary schools. that's why you see the small kids in the line here. parents took their kids out of elementary school to get their point across about what they are upset about. they are upset about a plan to move the junior high school to another location about a mile away from here in a shopping center. that is not going to happen in the immediate future but a lot of the children say by the time their children enter middle school, this will impact them. a nearby charter school wants to move in and take over the campus. parents want the neighborhood middle school to stay in the
location. bullis charter school, a k-8th school already occupies several portable clams on the east end of the campus. but the charter school's enrollment is expected to grow by about 1,000 students next year. under callaw, los altos school district is required to give the facility to them. the charter school wanted to take over the egan campus. after years of back and forth, los altos school district agreed to give it to the charter school as long as bullis will cap the enrollment at 1100 students. but now egan students will have to move to a new location in four years and that's what parents are upset about. >> under law, they need facilities. i'm not here to say that's not right because it is the law. but i don't think they should
take over one of our schools. sglfrnlts we are reached out to the bullis school board members and we have not heard back yet. this morning some of the parents are obviously upset about the plans to move the middle school four years from now to a new location. the deal is not final. the los altos schoolboard and the charter school board will have meetings where they take commentary. they hope to have the deal final by the end of this month. police in san jose county are looking for a man who has been missing for a month. mark torman walked away from his home a month ago. family says it is unusual for
the 62-year-old. anyone with information is asked to calmilpitas police. a man accused of killing a woman in oakland 40 years ago is going on trial. betty ally s was raped, stabbed and strangled in october of 1979. the case was unsolved for decades. three years ago, dna evidence linked dennis ray eagle to the crime. he was already in prison serving time in virginia for a different crime. we have information on a crash in the northbound lanes of 80. the car got a flat tire and instead of pulling over, the car kept going. then a box truck rear ended the car and then another car rear ended the box truck about 10 minutes later. >> we always urge people to pull to the shoulder. exit the freeway if possible. avoid driving on the freeway at
a low rate of speed in dark hours. it is just not safe. >> two people were hospitalized with mamger injuries. an officer in southern california is recovering this morning after being in a gun fight with with a shooter. it happened at a busy shopping center at manhattan beach. witnesses saw a man with an stult rifle chasing a woman at a hotel. officers came on the scene as shoppers ran for safety. >> i was freaking out because word of mouth gets around and they started saying there were two people. we didn't know what was going on at all. >> investigators say the suspect shot at two police officers hitting one in the leg. the officer is a 15 year veteran of the hawthorne police department. the police shot the suspect who was taken to a hospital. the hawthorn police department is also investigating a shooting outside of their police department. a mother was shot by her
ex-husband during a custody exchange. the man was arrested. the child was not hurt. a pickup truck made a left turn in front of an emergency vehicle. the fire engine rolled on its side. all three people in the pickup truck were killed. a man, woman, and 6 month old child. three firefighters were also injured. the fbi is atf are investigating three suspicious fires at historic black churches in the state of louisiana. they are all within three miles of each other in the same parish. all three churches were destroyed. authorities have not determined a cause of the fires or established a connection but they are being treated as crime scenes. 8:37. stanford university has expelled
a student because of falls information on the student's application. any credits the student has earned have been vacated. this comes weeks after the school fired john vand more, the sailing coach who pleaded guilty to conspiracy for greeing to get spots on the sailing team in exchange for bribes. coming up next, more planes on the ground as the investigation into the boeing 737 max jets continues. and the company that is telling parents to follow specific guidelines after new reports show 10 babies died and their deaths are blames on improper use of rockers. we had late morning crashes and late morning slowing on some of these commutes including this one. we will tell you more straight ahead. a lot of cloud cover going on tomorrow followed by the possibility of afternoon showers. i have details on today and the rest of the week coming up. omin

into the evening hours. that's when we will have our best chance. we can't rule out the possibility of drizzle out there. we saw some on the lens earlier right about 7:45 at sfo. here's a few of where the rain is now. if we shift in closer, you can see it is hovering right around fort bragg and no father than that. a few showers over sonoma county but for most of us, a dry afternoon and then later it starts to change. into 1:00 or so, there it is on the edge of sonoma county. for the evening drive and the 6:00 hour, people headed to oracle park, you will see the light shied of blue indicating we are likely to have at least isolated showers over the bay area at that time. 8:00, still dancing around. 11:00, still lingering. for the sierra, we are expecting

rent controlled apartments. but those who are looking to build more units where there could be a duplex today, and they could build a 30 apartment complex, there are rules constraining those folks wanting to move forward. what we know about the housing crisis today is the status quo is unacceptable. if there is redevelopment, we can build more rent restricted apartments that have much more. >> what would you change if you could make it happen today? >> what we are looking at for example is how you may moderate the amount of restriction based on the amount of units that will be built. if someone wants to replace the duplex under current rules, they will be mandated to build 50% of the units restricted. allow them to build if they are
building more units so we can have more affordable housing. >> got it. we have had a lot in the news about homeless students specifically. are you focusing on the challenges of the younger people in your city who are homeless? >> absolutely. we know that there are homeless students. we know that homelessness is afflicting folks in every demgraphic. what we proposed in the budget message or what i proposed a few weeks ago was putting money forward to see how we could partner with colleges. we have some established programs around homeless prevention that are very effective that are able to keep the students housed. we would love to work with the college partners to make it happen. >> and you just laid out the budget priorities for next year. other than housing and student housing, what are some areas that need extra monetary boosts? >> well, the primary message in my budget message was that we
have to prepare for the changing winds ahead. so anticipating that there could be significant shift in the economy, we are focusing whatever spare dollars we have to pay down debt and create reserves for whatever happens in the economic forecast. where we are focusing our limited dollars is around homelessness and public safety, affordable housing, very focused programs. most of our dollars are going into paying off debt and building reserves. >> finally mayorer, before we let you go, can i get your plans on the demilation of the bud wig field. it is being torn down for a parking garage. >> you know, i grew up, went to high school and coached cross country by one of the athlete of
