and i'm monica jackson welcome to fox5 news this morning. first - cassandra jones joins us with a quick look at the fox 5 weather 24-7 forecast. good morning i'm cassandra jones with fox5. we'll be close to 80 today with increasing clouds throughout the afternoon with increasing southwest breezes that turn in to gusts around 30 mph in the evening. we are dealing with some wind advisories in the mountains & areas surrounding the valley for stronger gusts up to 70 mph possible in the mountains. stronger wind expected for thursday with southwest gusts to 40 mph. we'll also have a slight chance of showers overnight into early thursday

arrest. " the court had, upon reading the reports and the allegations set bail at 750,000" daniel garcia- martinez has been in jail since turning himself in on friday morning " he is entitled to a bail that is reasonable." at his tuesday hearing the judge reduced his bail to 500 thousand... something the laywer felt was still too high, he said the arrest report shows garcia-martinez is cooperating with authorities... according to that report, police got a call from someone who knows garcia- martinez on february 9th... they aranged to speak with garcia- martinez and noticed the same van witnesses had been describing sitting in his driveway. during the interview garcia- martinez said it was a dark colored car which hit 2-year-old evelyn green. he said that car sped away and he stopped, in his van, to help the little girl and her family. he eventually changed his story in another interview with police, saying while the dark car hit evelyn first, he might have

over after not being able to swerve... he said he didnt contact police because he was scared. " soon as i heard the screaming, you know, thats when it happened... i seen the mother picking her up from there, running in here. there was no other car behind there, if there was a car behind him it wouldve been going real fast. i didnt see no vehicle." neighbors say they didnt see a dark car, but north las vegas police say they can't exactly rule that out until theyre done examining garcia- martinez's van. " the family is at piece right now" as for evelyn's family, theyre in california for her funeral. after pleading early last week for the person responsible for his daughters death to turn himself in, he says he's happy someone is behind bars for his babys death. "yes yes yes i believe justice has been done" garcia-martinez faces numerous charges including leaving the scene of an accident involving death... and driving without a valid license. ok folks...for this next story...we want to warn you about it's graphic nature. a homeowner says he shot a man in

tried to break into his home. we have blurred some of his mug shot, but it's still pretty disturbing. police tell us alexander gonzales went around knocking on the doors of homes near las vegas boulevard and saint rose parkway on friday. he tried to hit up a house but the owner was there and ended up shooting him in the face. gonzales faces a charge of attempted burglarly with a deadly weapon. one clark county commissioner would like to turn the strip into a pedestrian-only mall. the proposal to remove cars from the strip isn't moving forward... right now.... but... it is an interesting thought. fox five's nick lagrange joins us live near tropicana and las vegas boulevard. monica and jason-- the clark county commission is currently looking at spending millions of dollars on new walking bridges on the strip. but instead of doing that -- commissioner

cars off the strip, turning it into a pedestrian mall. commissioner giunchigliani proposed the idea at a commissioners meeting, tuesday... ...as a way for people to get around the strip more easily. the regional transportation commission looked at it -- and decided the surrounding streets wouldn't be able to handle the increased traffic that would come from closing the strip to vehicles. other commissioners pointed out many of the resorts on the strip are only accessible from las vegas boulevard... ...meaning those resorts would have to renovate and add new entrances. those reacting online to this proposal say the strip is simply too long to ever be turned into a pedestrian-only mall. many contend you need vehicles to quickly transport you from one end to the other. the proposal did have some support from other commissioners, though most believe its simply not feasible, at this point.

apple says he'll fight the ruling. the i-phone was used by syed rizwan farook. he and his wife opened fire at a holiday party back in december, killing 14 people. the f-b-i says it's tried to unlock the phone for 2 months without any luck. apple said it cannot unlock newer i-phones because there's no key to break the encryption. but the judge's order isn't asking apple to break the encryption. instead the ruling is for apple to disable a feature that wipes the phone's data after 10 incorrect password attempts. . the agreement to a cease-fire in syria may already be falling apart. the plan was to end the bombing this week, but officials say russia continues to bomb a city near the turkish border. the obama administration blames russia for slowing down negotiations by recently targeting hospitals and a school...that killed nearly 50 people. a meeting between u-s and russian officials is scheduled today to discuss the

new guidelines by the f-d-a on donating blood due to the zika outbreak. the agency is asking people who have recently traveled to countries affected by the virus to wait about a month before donating blood. this also means anyone who's had sexual contact with someone who's visited any of the trouble areas. doctors say the 4-week wait should be enough for people's systems to clear the virus. president obama gives his opinion on the presidential race... he hasn't said whether he'll endorse hillary clinton or bernie sanders...but we do know who he's not in favor of. pres. barack obama) "i continue to believe that mr. trump will not be president. and the reason is because i have a lot of faith in the american people and i think they recognize that being president is a serious job. it's not hosting a talk show or a reality show. and ...of course...trump has responded. he has done such a

homeless woman who was arrested nearby. the baby boy is said to be doing fine and being cared for at a hospital. a man attempts to change in a woman's locker room to protest washington state's new transgender laws. i would not feel safe in a locker room showering next to an anatomically male person we need to be open to it, it's here and people need to be able to identify however they feel the state law says buildings open to the public must allow transgender people to use the locker rooms they identify with. the man didn't identify as a woman or transgender...he was asked to change in a family bathroom. opponents of the new law say it has too many loop holes that allows predators in locker room. an 18-year old in florida successfully scams people into thinking he was a doctor. police arrested

"all we know is there's about 3 bags of dead animals that appear to be cats... i can't imagine what would cause a bunch of dead animals to be left on the side of the road like that." a c-s-i team collected evidence, and metro's animal cruelty team is investigating the case we're learning more about the moments leading up to a k-9 officer being stabbed in the head nearly fifteen times. according to an

the suspect used a machete. 36-year-old tolavius timmons faces several charges including injuring or disabling a police dog and animal cruelty. police say k-9 "nicky" was bleeding profusely after the standoff last week. he was taken to an emergency animal hospital for surgery... and is now doing well at home. his handler tom moore released this video of "nicky" in good spirits while visiting the k-9 station yesterday. more top stories... the rock band "eagles of death metal" performed in paris for the first time since last november's terrorist attacks. armed attackers stormed into the bataclan while the band was on stage, killing dozens of concert goers. during that time, similar attacks were happening at other places in paris. in total, 130 people lost their lives that day.

metro says to avoid another data overload they are adding more phone lines and even introducing a new offsite call center in case of another outage. officers did say the crash was not caused by incoming calls. the new airbus emergency call center was purchased by metro in december for two point three million dollars. fox five's nick lagrange joins us live near tropicana and las vegas boulevard with when the n- c-a-a could make a decision on this. nick? monica and jason -- when it comes to sports in las vegas, the discussion is usually ended with a cynical 'it's never gonna happen.' and that's obviously due to the stigma involving gambling in las vegas. well -- yet again -- we're now looking at something previously thought impossible -- the n-c-a-a holding championship sporting events in las vegas. according to c- b-s sports -- the mountain west conference -- the one u-n-l-v is a part of -- is proposing lifting the n-c-a-a's ban on championship sports in the state of nevada. the n-c-a-a has long held the ban on states that allow sports betting. but a change in social mores and the construction of the t-mobile center may be changing minds in the n-c-a-a. last december -- n-c-a-a president -- mark emmert -- said there would soon be a 'robust conversation' on opening up las vegas. c-b-s sports reports there was strong support for opening nevada by

...as a way for people to get around the strip more easily. the regional transportation commission looked at it -- and decided the surrounding streets wouldn't be able to handle the increased traffic that would come from closing the strip to vehicles. other commissioners pointed out many of the resorts on the strip are only accessible from las vegas boulevard... ...meaning those resorts would have to renovate and add new entrances. those reacting online to this proposal say the strip is simply too long to ever be turned into a pedestrian-only mall. many contend you need vehicles to quickly transport you from one end to the other. the proposal did have some support from other commissioners, though most believe its simply not feasible, at this point. monica and jason?

ordering apple to help the f-b-i unlock a cell phone owned by one of the san bernadino attackers. but the ceo of apple says he'll fight the ruling. the i-phone was used by syed rizwan farook. he and his wife opened fire at a holiday party back in december, killing 14 people. the f-b-i says it's tried to unlock the phone for 2 months without any luck. apple said it cannot unlock newer i-phones because there's no key to break the encryption. but the judge's order isn't asking apple to break the encryption. instead the ruling is for apple to disable a feature that wipes the phone's data after 10 incorrect password attempts.

ban on championship sports in the state of nevada. the n-c-a-a has long held the ban on states that allow sports betting. but a change in social mores and the construction of the t-mobile center may be changing minds in the n-c-a-a. last december -- n- c-a-a president -- mark emmert -- said there would soon be a 'robust conversation' on opening up las vegas. c-b-s sports reports there was strong support for opening nevada by the n-c- a-a's competition oversight committee in meetings last week. the n-c-a-a council will consider this proposal -- among dozens of others -- during its next meeting april 6th through the 8th in indianapolis. we are standing outside of the m-g-m grand garden arena which hosts the pac-12 championship tournament. just down the road -- the orleans hosts several post-season conference tournaments, as well. and during football season -- the las vegas bowl is held at sam boyd stadium. all of these are n- c-a-a events held in the country's gambling capital. yet there hasn't been a hint of scandal, at any time. we will of course update this story,
