morning the formation of a new task force aimed at combatting violence in the city, specifically gun violence. this video is from recent shooting scenes in cedar rapids within the last year, the new group known as the police community action team or p-cat is made of up 4 officers and a commander. they will be working overnight focussed specifically to stop the violence and will not be resonding to routine calls for service. some community members were at the news conference as the announcement was made. "i would say yes it's a good and the sergeant it sounds like they have some good ideas as well as they woulf do with the other groups because they are looking to make a change." the group has been in action since january 9th and has already seen results, tracking down one person who had a gun illegally on their first day. new at noon:

iowa -minnesota border emergency crews were on the scene of the derailment near reno minnesota early wednesday morning which is north of new albin iowa. the derailment of the canadian pacific train happened around 11 last night officials six cars went off the tracks and another seven or eight were unstable behind the derailment. no injuries have been reported. continuing coverage-- a suspicious substance found in a bag at the eastern iowa airport is tested to be non-hazardous.. the substance was found last night. there's no risk to the public. manchester police make an arrest in a sex abuse case of a minor. after several months of investigating police arrested 20- year-old dalton craig. according to police the 20-year-old was sexually involved with a 15-year-old and alledgedly photographed the girl. police say photos were shared through electronic media. criag has been charged. a kwwl follow-up. doctors say a former iowa football star -- tyler sash --

it's called c-t-e. it was caused by repeated trauma to the head. it's been found in dozens of former nfl players. police say tyler's mother found his body in their home in oskaloosa last fall. the state medical examiner says he died from an accidental mixing of two very powerful pain medications. doctors grade c- t-e on a scale from zero to four -- with four being the most severe. they say sash was at stage two when he died. we're getting more details today as to what exactly c-t-e is -- look for that story tonight at 5 and 6. the city of waterloo will be monitored closely following allegations of violating the u-s clean water act. the city is signing an agreement. sewer projects will be watched closely...as the city must upgrade its system. the city says sewer overflows into the cedar river happened in 2008, and then two years later, were caused by flooding which overwhlemed the sewer system. if the city doesn't make proper adjustments, it could face fines.

and is a regular guest on iowa public radio. his research includes understanding the psychology of voting, as well as the impact of gender on group decision making. in the latest cnn/orc poll, 6 in 10 likely democratic caucus- goers named hillary clinton as the candidate with "the best chance of winning in the general election in november," a 22 point lead over her rival, senator bernie sanders. yet, in terms of overall preference, clinton trails sanders by 8 percentage points, 51 to 43 percent. clearly some poll respondents are putting policy above electability, but policy victory is only possible with electoral victory.

respondents as most important in deciding how to vote (economy and health care), sanders leads clinton by 22 points and 6 points, respectively. and, not surprisingly, sanders has a 19 point edge over clinton on "best represents the values of democrats like yourself." the relatability issue continues to be a problem for clinton, and she is clearly struggling in terms of gaining any sort of issue advantage with the exception of foreign policy where she holds a 40 point lead (on an issue identified by only 6 percent of respondents as "most important" in deciding how to vote). at a minimum, the results of this latest poll suggest a clinton victory will

with today being national chocolate cake day, we thought we'd share a recipe for a good old-fashioned chocolate cake that's so good and moist, it doesn't even need any frosting. you want to know the secret.let me

some water, a few squares of unsweetened baking chocolate and a stick of butter in a saucepan over medium heat. while that's doing its thing, we combine some sugar, a good amount of flour, baking soda, a pinch of salt, a couple of eggs, milk and .our secret ingredient, some white vinegar. we beat that until it's well combined and once it is, we add in the now melted chocolate mixture and let when the vinegar mixes with the baking soda it creates hundreds of tiny air bubbles that'll make our cake nice and moist. ok, into a 9 x 13 pan this goes and we'll bake it off for about half an hour. once it cools, cut it into squares and you're good to go. like i said, but if you do want to dress it up,

and check this out-- this two-year-old from south carolina is becoming an internet sensation thanks to her bedtime prayers. her parents put the toddler to bed sunday night without asking her to say her usual nightly prayers. they were in a rush because they wanted to watch the carolina panthers in the n- f-c championship game. so after mom and dad left, the little girl decided to pray on her own. in the video recorded on the family's baby monitor, the two- year old calls out the names of the people she's praying for .. including her parents, grandmother and santa claus. she finished up her prayers by mentioning her parents again, then concluded with a big "amen". this video has been shared on social media more than a thousand times.... we'll be right back.
