"eyewitness news" at the lose philadelphia hotel at 12th and market streets. officials say there was an underground water main break nearby and that caused the water to fill the basement of the lose hotel much as precautionary measure the hotel temporarily that is shut off its power and brought guests down to the lobby lobby. >> not accepting any new guests.

numbers to drop down into the mid to upper 20s. so initially if the rain gets in here early enough there could be freezing rain especially across the northwest suburbs. very briefly sunday morning. just keep that in mine but that will quickly change over to all rain temperatures should be actually rising through the overnight hours. 25 in quakertown. a cold 22 degrees this hour in doylestown. still a bit of a breeze outside to deal with. we have a south wind this is what it really feels like on exposed skin. 19 in reading. 26 allentown. 25 in millville and 19 in dover delaware. here we go. some thin clouds over us right now still a lot of clear skies to the south and west. the storm has not developed yet. it's going to develop fast though threw the overnight hours hours. by day break or seven 8:00 o'clock or so we should start to see that rain arriving from the south again initially there could be a little bit of freezing rain north and west briefly. total rainfall amounts from about three quartering of an inch to over and inch of rain possible before the system is out of here by early evening. so the steady rain should be done by four, 5:00 o'clock or so so. still potential for poor

"eyewitness news" reporter matt rivers has the latest from burlington county. >> reporter: unspeakable crime and the most innocent of victims victims. officials say it was just after 11:00 p.m. friday 22-year-old

hyphernkemberly dorvilier did the unthinkable she sent her infant daughter on a road, doused her with flammable liquid and set her on fire. >> you see a sight like that it puts life in perspective. >> dave joseph small the small fire ignite from his front win do down the street. he raced to see what happened. nearly unable to comprehend what he saw. >> we actually didn't think it was a baby. we just thought it was fire. somebody dumping everything down there and but when we found out what it was it was just -- it was a nightmare. >> reporter: joseph called 911 and says he restrained dorvilier who he says tried to flee. police took her into custody at the scene. as firefighters tried to save her child. the infant was airlifted to saint christopher's hospital for children where she died a few hours later. >> there's nothing that can go through your head, i don't care what the situation is, for you to harm a baby. >> reporter: 22-year-old dorvilier lived on this block with family members a mile from the cream scene. no one came to the door when we

first approach. a family friend came out short time later and describe the family as loving and says they have in idea what prompted the crime. the suspect's family just trying to understand the tragedy. >> they're doing the best they can under the circumstances. there's lot people praying for them. we're trying for them. my family is praying for them. >> reporter: meanwhile at the scene, neighbors had set out a small memorial for a child they never new. >> prosecutors say investigators are still trying to determine the exact age of the child. bail was set for the suspect at $500,000. she remains in jail this evening. we're in burlington county, matt rivers cbs3 eyewitness news. well police now say a two-year-old boy was killed in a car that collided with a river line train in riverside burlington county. this is eyewitness cam video from the scene at new jersey and chester avenues yesterday. investigators say the child's grandfather was behind the wheel at the time and attempted to cross the tracks despite the

signals. the grandfather and several riders on that train were injury. also authorities are investigating the cause of a serious house fire in the rhawnhurst neighbor of philadelphia. the flames broke out on the 7900 block of loredo avenue 5:00 o'clock this morning. one person was injury in the fire. the vick testimony was treated at are a ya health torresdale hospital. >> security remains tight across western europe following last week's attack in paris. now in a historic move, troops have been called up to help in belgium. cbs news correspondent wendy gillette has more heavily armed soldiers start guard in several cities in belgium protecting terrorist targets. it's the first time in 30 years that troops have been called up to reinforce police. >> 150 people deployed today and this will grow to companies will around -- 300 people.

>> reporter: extra precautions come two days after police carried out raids against suspected islamist terror cell that was allegedly planning an attack on police in belgium. two suspects were killed and more than a dozen arrested. those heavily muslim areas worry about a potential backlash. >> they will blame it on the muslims. they will blame it otter wrists. they blame all the muslims are terrorists. >> reporter: it's also a tense time in paris where 17 people were killed terrorist attack last week. police there canceled protest against radical islamist planned for sunday. a decision upheld by a french court. wendy gillette for cbs3 "eyewitness news". meanwhile there was a very brazen kidnapping of the chief of staff for the president of yemen today. shiite rebels snatched him off the street in the country's capitol. political observers believe the kidnapping was linked that disagreement between the rebels and the president over the constitution.

the surviving victim is the gunman's wife. the mall was evacuated and police say no other threats were discovered after a thorough search. very bizarre story out of southern california. a driver goes in for a car wash and ends up with guy in his trunk. chris land dare rows had taken his car with car wash on thursday evening. on the ride home he said he started hearing knocking coming from the trunk of his car. while he got out of the car then knocked back and that's when he heard a man's voice coming from inside his trunk. >> kind of heard a little voice in there and i wasn't sure what it was. so um, then i open it real quicken saw a guy in there and i just closed it real quick. >> that's scary. the man did call police. cell phone video shows officers with guns drawn when they arrived on the scene. they popped open the trunk and a man jumped out. he told police he snuck into the trunk because he was trying to run away from somebody. no charges were file.

pope francis braced an approaching tropical storm to travel to the far eastern philippines to comfort survivors of a dead deadly typhoon. pope shorten his visit to the city because of worsening weather. before he left the poncho clad pontiff brought many in the crowd to tears as joined them in solidarity and celebrated mass. pope francis then returned to manila. shortly after the pope's plane took off for manila another chartered jet overshot the runway at airport. the plane was carrying 11 passengers including two member of the federal government's cabinet in the philippines. luckily no one was seriously injured. a very important history lesson on this martin luther king weekend. free screenings of selma the movie the screenings were held at the pearl theater on north avenue in philadelphia. they are for philadelphia youth ages 13 to 21. mayor nutter says he wants as many young people as possible to watch selma to understand what it was like during the civil

rights movement. >> gave a standing vague. it's so important and i'm so glad this movie was here so that at least our young people here can see what happens. >> it teaches us a lot about why it's important to vote and why we should stick together. >> the screenings were funded by citizens bank park. and visitors to the academy of natural sciences in philadelphia now has chance to see a very rare butterfly. it's half male half female. the color and size of the left wings and the right wings are completely different from each other. a volunteer actually discover the butterfly in the academy's blotted flys exhibit and turnout over to the museum's entomologists for future study. this butterfly will be on display through february 15th. well some very very brave people they headed down the shore and they took the plunge today. the annual polar bear plunge took place today in the wildwood

rain moving into the region some spots could briefly see a little freezing rain as you saw those temperatures well below freezing but the good news is, those numbers are going to be climb through the overnight hours. not much happening right now in center city. and for the next several hours. weep keal it dry few clouds around the region as we take a live look from our studio camera camera. now over the past few days trying to warm things up a little bit this time of year on average is the coldest time of the year. we average 40 degrees. well below that last wednesday and thursday. low and mid 30s. yesterday we were right on average. today took another hit. low 30s was our high for philadelphia. but tomorrow we're back into the mid 40s. one of the warmer days we in awhile but comes with a price. in the form of some rain. 28 at the airport. philadelphia 24. millville 30 in wilmington delaware. so that core of cold air wedged into the middle atlantic and northeast but look at the milder air out in pittsburgh. 43. 36 in richmond. that will be headed northward. throughout the over knit hours and for your sunday. as we see our next storm system

moving in. thinking hey what storm is he talk bowing? not much showing up on storm scan3. we have front with energy coming through the midwest that will help energize a storm that develops over the carolinas overnight. you can see clouds over the region but not much rain showing up some of it starting to develop over south carolina that. storm will form and head northward tomorrow. bringing us steady rain during the morning and afternoon hours. so who are we go. low pressure develops heads northward initially there could be a few pockets of light freezing rain briefly in the suburbs very early tomorrow morning. otherwise everybody just sees rain from this event. should be out of here by late afternoon early evening. dry conditions return for monday martin luther king day back to sunshine temperatures a little bit cool in the low 40s. tuesday we go some more clouds move in. this a little weak clipper system not a lot of moisture with the. could bring rain or snow showers on wednesday. all right. let's time things out. who are we go. 8:00 o'clock sunday morning rain starts to move in from the south initially there could be pockets of freezing rain. briefly with that colder air still in place but by mid

morning everybody just sees plane rain. there could be some steadier heavy rain at times early afternoon. but here we go by 5:00 o'clock instead did he rain moves offshore. maybe a couple of leftover showers early evening. then we see clearing skies. by late evening the wind kicks up for monday brings back the sunshine and dries us out. more clouds start to move in tuesday. that's that weak clipper system i was talking about could bring some rain and snow showers. how much rain are we tacking about from this system? well areas in blue here over an inch maybe an inch and a half east of the city. so it's new jersey, coastal new jersey central delaware that sees the most rain from this system. so overnight partly cloudy skies, it's cold, 20s and 30s for the low temperatures those numbers slowly rise. tomorrow milder periods of rain. mid 40s for the afternoon high. here we go. martin luther king day enjoy the sunshine cold windy with highs in the low fours but it will feel colder with that wind. at least we'll have the sun out. 40 for the high tuesday. more clouds. could be the rain and snow shower on wednesday by the end of the week slightly below average but it looks like we
