after a violent prisoner escapes custody and bolts on to the streets of southwest philadelphia. good evening i'm jessica dean. >> i'm chris may. let's get right out there. "eyewitness news" reporter david spunt live at southwest detectives with developing information. david? >> reporter: chris i just spoke to police here at southwest detectives. they tell me this 16-year-old is still on the run. they've been trying find him all night. he was on his way actually here to the building behind me to face charges when he escaped. police say 16 year old had a seem singletary is on the run handcuffed in the front. detectives say he committed thee armed robberies and two home inn vagues in pennsylvania earlier this year. just before police tried to make an arrest, authorities say singletary plead he had flowed tennessee then to florida where authorities found him in a stolen car in jacksonville area. police hired a private company to transport him to face the charges and authorities say singletary was in the back seat of this white unmarked kia when he jumped out and ran.

>> people know where he's at. obviously he's back in his hometown. there are individuals who he hangs out like age and family members. >> reporter: neighbors spent several hours watchingessential. >> it's scary. who's child is rung the streets. age 16. >> no safety for our children. we have elderly people in our neighborhood on our block. we have small children. they can't even come out to play when the springtime and the weather breaking because we have a lot riff rav running around here report roar philadelphia police lieutenant john walker toll "eyewitness news" detectives are also investigate investigating how singletary was able to escape. >> anybody who knows where this kid is and thinks they'll hide this kid we fine out if you are harboring a fugitive you will be arrestedly and charged. >> reporter: tonight we reached out to prisoner transportation services to ask how this could happen. the company is based in tennessee. a representative told us that she or the company did not have any comment. we also e-mailed them any information give police a call. roaring from southwest decks to night, david spunt cbs3 "eyewitness news".

>> developing tonight -- >> on the ground. the on the ground. >> aftermath of violent weather that tears across the midwest. a series of tornadoes level homes. >> we got down in the base. the actually flung the basement doors open. >> and rip apart businesses. tonight in the nation's heart lapped they are counting the tornado reports by the dozen and measuring flood water by the foot. >> meteorologist kathy orr is tracking this outbreak of violence storm from the weather center. kathy. >> it is incredible. the amount of water we're talking about with flash flooding in oklahoma city and norman is just amazing. when you look at this those reds and also the oranges we're talking about rain rates at about thee inches in one hour. this video just in from norman, oklahoma. you can see the heavy rain has caused significant flash flooding across a wide area we're talking about water really taking over the cars as they begin to hydroplane a little bit here and begin to float away in the quickly rising water and

it's not just the flooding. we're talking about intense hail also, winds associated with this severe weather in norman and moving up to our nation's heartland. take a look at other reports talking about 60 reports of damaging large hail through our nation's heartland and 36 reports of tornadoes in the past few minutes we've and on the air seen about four more reports moving through the region. you can see about four states still under tornado watches through our nation's heartland. this severe weather will slowly be moving toward the east. as far as our weather is concerned, we will be dry for now, but we'll take look at how long that will last and look ahead to the weekend. for now chris we'll zen it back to you. >> kathy, thank you very much. take look at this. water shooting high in the air in montgomery county neighborhood. this is cheltenham the corner of ashburn and rolling green roads. where an 8-inch main ruptured today. now, let's fast forward to tonight. the main has been repaired. water service has been restored

to 10 homes in that neighborhood. crews were in the process of back filling that hole in the road they expect their work to be done around midnight. new at 11:00 o'clock tonight, a $10,000 reward is now up for grabs in the driver by shooting of eight-year-old ania curry. a gunman opened fire on her family's car at 53rd and haverford in west philadelphia on saturday night. police suspected the gunman was angry the family's car was blocking traffic and he fired into the rear window. tonight she continues her recovery at children's hospital of philadelphia. only on "eyewitness news" tonight radnor township police say a woman who was supposed to be caring for dying 92-year-old woman in hospice care instead stole from her. >> do you have anything you might want to say to this woman's family? >> authorities say health care worker judge used the woman's credit card to fund a phone account. that account i was a loud her to speak with male inmate at graterford prison and detectives

made the arrest after listening to hours of prison conversations conversations. the 92-year-old victim died in january. on the campaign trail philadelphia mayor michael nutter is staunchly defending his police commissioner tonight. during tuesday's final televised mayoral debate mayoral candidate anthony hardy williams if lecked lecked he would replace commissioner charles ramsay because of the stop and frisk policy. at a memorial service for police officers and firefighter today's mayor nutter defended commissioner ramsay. >> anyone who is not smart enough to at least ask him to stay is probably not smart enough to run the city of philadelphia. >> they ought to run on the largerlarissues. certainly i'm not one of them. >> when asked about the mayor's comments williams does not respond to name calling. shady and brady. 2nfl super stars making big headlines tonight. lesean mccoy going after the

struggling to make it to the fin nine line of a grueling 12-mile run. you saw her th struggling. she is fallen. but she gets back on her feet thanks to her will and the encouragement of her fellow soldiers. the army public health command released that video. it has been viewed now more than million times. and counting. pretty inspirational. now to what is being hailed a miracle dog who survived five gunshot wounds in chester. >> the eight month old mixed breed terrier named frank is alive nearly two week after police found him curled up and injured on a porch in the hedge hundred block of johnson street. the white pooch looking playful with cast on his right back leg was released from the veterinary hospital yesterday and placed in foster care. criminal investigation is on going and frank is now considered evidence. >> now watch as another dog is brought to safety this pooch was rescued from an abandoned well in waterford township, camden county. the township fire department

used a latter to get the dog out of the 12-foot deep space and today the waterford police posted on its facebook page some more good news. the dog has been reuniteed now with its owner. they say they're getting bills they don't even owe. when they try to get answers they're ignored. tonight thee on your side consumer reporter jim donovan tells us about a medical practice whose patients say they're getting double bill. >> reporter: our viewers are calling us telling us you're double -- >> you're harassing me. >> i'm asking you questions why are you double billing your patient. >> dr. paula nelson isn't talking. but others certainly are. >> she needs to be shut down. >> now it's become principal. >> i feel like it's a scam. >> reporter: allegedly double billing at family dermatology. a chain of medical practices operated throughout the east by dr. paula nelson and her husband husband. >> i thought this has to be mistake. >> reporter: three years after ashley landis visit add family dermatology office in bucks county she received a bill from

a collection agency for a whopping 551 bucks. >> i've never had to pay that much extra for going to a doctor or seeing a specialist. so that really raised a red flag for me. >> reporter: ashley says she always pays her co-pay immediately. and when she reached out to the collections company for more information, she couldn't get any. >> he said, if you don't pay this bill bite end of the day today, we are going to put this on your credit. >> reporter: stan snall neck kerr keeps getting bogus bills too. >> my insurance determined i do not owe any more than what i already paid. >> reporter: stan visited a berks county family dermatology office in 2010. at least once a year he gets another bill. >> i can't even get a hold of them. report its it would just ring. there's points where they'd get the voicemail. sorry this voicemail box is full. >> reporter: a man do kohler for for five months at family dermatology and says she saw it happening first hasn't. isn't we were directed to give them a billing number that they would able to talk to someone directly.

it was supposed to be based out of georgia. >> reporter: court documents show family dermatology made over $35 million in 2012 alone. head quartered in atlanta nelson and her hub live in an $8 million morning and drive around in lucky cars but there are plenty of frustrateed patients there too. the cbs tv station investigating similar billing complaints. >> one bill wasatch 80. one bill would say 1200. bill would say sick hundred the bbb put out alert after receiving 143 complaints from patients claiming they were over billed and ignored. >> the complaints directed to the company asked for their prompt response. and we got no response. >> reporter: the department of justice family dermatology for improper improperly billing medicare. the company agreed to settle the allegations for $3.2 million. >> why are you double billing your patients? you don't answer your phone calls n you're harassing me. >> why are you double billing your patients ma'am.

>> patients say 30 ones being harassed with bogus bills and it needs to stop. >> i feel bad for people who are just getting these bills and paying it because it's not right. >> reporter: rye are you double billing your patients ma'ams? a very simple question. >> we never get an answer from dr. nelson despite our visit to her office and our repeated phone calls. >> so where do they operate? >> they're currently operateing in bucks county and berks counties. previously they've had locations in the philadelphia area central new jersey and delaware. >> be aware this is happening i love she is was red flag to me. >> exactly. think about it. >> co-pay is northerly $50 unget $500 bill something is suspicious. >> we'll continue to follo we know you will jim, appreciate it. >> let's take look at the weather, kathy. stormy weather in the miffled country. little quieter here. >> the east will stay quiet for now. dramatic changes in our weather outside it's going to be cool tonight. we're talking about 50s and that's going to translate into a cool start to the day tomorrow.

in center city philadelphia still looking good with a partly cloudy sky and skies are clearing. case in point storm scan3 from the north to the south. we're seeing a clearing sky. a break in the overcast and that will be the trend overnight name any linger precipitation pushing forward baltimore and washington as we clear the out. high pressure will control our weather with clear skies light winds and cool temperatures. 48 in the poconos. 60 in allentown. still 60 in philadelphia. 59 in millville and at atlantic city airport. as the high slides off the coast we warm up a little bit tomorrow with sunshine. high temperatures around 80 degrees. we'll watch that cold front to the west slowly push eastward. this is same front socialed with severe weather out through the midwest and also through the planes. but that's going to be helder held at bay at least through the week and. friday look beautiful with highs in the 80s and the same goes for saturday. but all eyes on this. a developing area of low pressure. the big question is, will it turn tropical? we'll get to that but first the mother's day forecast will be significant and

it is going to be very unusual. the high temperature 86. partly sunny no weather issues but it will be the warmest mother's day in over 20 years. in fact you have to go back to 1991 to find a warmer mother's day. that was the day we made it to 90 degrees. getting back to the tropics. we're watching an area of low pressure develop will it turn tropical? well it is going to be moving toward the mid atlantic whether it's tropical or subtropical. it will bring us additional high clouds over the weekend but we are expected to stay dry. through the mid atlantic, where you city magenta color that's sustain winds of about 50 miles an hour. you can see that eye tightening up getting more well defined by friday that's when we could be seeing that tropical development development. if we do get a tropical storm out of this it will be tropical stormstorm anna. the low temperature 59. the high tomorrow going for 80 degrees. hour by hour looking good in the morning if you'll get early run it will be comfortable by the afternoon looking hot with

national couldn't stewing center tonight for the 2015 philadelphia awards ceremony. the award is presented each year to those who act and service in the best interests of the community. one of this year' wis winner kenny gamble. well today pope francis is an honorary member of the harlem globetrotters at saint peters square the basketball troop met with the pope and presented him with a framed number 90 jersey with his name on it. the teammates encourage the pontiff to play with him and let hiv give the basketball spin a try. the globetrotters on tour of italy they met with the pope during his weekly general audience. pretty good. >> not bad. >> he can ball. >> we'll be right back. ♪
