tonight a car sped away on the 58 hundred block of mass street when police attempted to pull the driver over. during the pursuit causing that car to crash into a home on 59 and and master. the officers are in stable condition no word on the condition of the passenger and driver. drivers who receive a parking ticket in philadelphia will soon have to pay more money in fines. that's because the parking authority is racing what they call the scenes fee. but as eyewitness reporter david 70s found out some drivers think it is pretty inconvenient. ♪. >> reporter: one dollar. for some it's a way to show a appreciation when its added to the amount you already oh the parking authority that dollar increases in value. >> reporter: start november first when you pay ticket by telephone or online you'll pay a dollar more. a dollar added on to what's called the two dollar 50 cent scenes fee already in place.
>> scenes fee should be the other way around if you are paying online shouldn't you not be charged. >> reporter: epa direct told eyewitness news the scenes fee height is not unusual. >> there's no panic. there's no increases in tickets or parking fees. >> reporter: i asked and vince told me the last time the ppppa raced a parking scenes fee was 2012, the same reason. credit card companies charging more. ppa employees busy in rittenhouse square that's where we found noel who had a ticket hoping to avoid another one. >> thousand dollars and thousand dollars of dollars. >> reporter: she says the fee is anything but convenient. >> it's in convenient. how much more inconvenient could it be. >> reporter: if you do want to save that dollar there is one way to avoid fork king over
