52 degrees though, it is actually a lot warmer than it was this same time yesterday in many locations, even in the poconos, still in the 40's, but the winds, there it is, starting to pick up. it is turning more out of the northwest, as well it, will continue to be a theme throughout the day. more than anything just breeze right now. but we can call it pretty blustery, wind gusts easily upward of around 30 miles per hour, hold on to your hat, thankfully you don't need the umbrella today, that said, yes, still little on the chilly side even for the standards of late october, but nice warming trends, to tell you about. so, eventually, changes are on the way there is time they're actually positive, meisha, so some good news, i come bearing later on. >> katie what's not so good news, guess what, i just jinxed it, we just got an accident that popped up. off to the shoulder, sometimes little pooling from the rain we saw yesterday. overall primarily looking nice and dry, so your roadway won't be impacted in that way, but

congestion levels today could be a problem, nine at south at academy, no problems there, vine, open, not closed to the construction, what we are working with, there moving in the westbound and eastbound direction. looking good. eastbound starting to heat up quicker than the westbound side. this is where we had the accident just pop up, guys. a.c. expressway eastbound near route four it, one lane blocked there, not going to slow you down, just too early for, that but it will if it lingers in the 5:00 hour. construction jersey 42 northbound, should be re-opening right around 5:00 a.m. i'll let you know when it does so, jim, over to you. >> thanks, meisha. developing right now, police involved shooting in philadelphia's juniata section. >> officers opened fire on man threatening to harm himself. "eyewitness news" reporter justin finch live at police headquarters, justin? >> two officers involved are on administrative duty. machine who was shot atlas

check now in stable condition. >> man in his 50's, suicidal, armed, possibly intoxicated. two officers from the 24th district responds dollars to the 3800 block of else on, there, met by member of the man's family, who warned he was inside of that house with a knife, apparently trying to harm himself. those two officers went in, and saw that man in the kitchen with a large knife. police say he was asked to drop it but refused, instead, press that knife into his chest. that's when officials say one officer fired a taser to stop him. police say that upset him he ripped out the taser prong. then the officers began backing out of the house, officer reloaded then refired that taser again. officials say the arm man came face-to-face with the officers, on the outside steps of that house and fearing for

their safety, police say both open fire striking the man in his torso. officers used tremendous amount of restraint, and even backing out of the home, so again, yes, they did what they could do at that point in time. >> police say this investigation will parch out more detail, man who was shot is in stable condition at temple hospital. jan, jim, back into you. >> justin, thanks. meanwhile, in other news, investigation is underway in north carolina, after a plane from philadelphia philadelphia international airport was divert interested because of electrical odor on board. this is file video of charlotte douglas international airport where southwest flight 3077 landed last night. the plane was originally bound for tampa, florida, and there were no visible smoke or fire and the plane's now being inspected. passengers completed their trip on another plane. >> well, the ntsb will investigate what caused plane caring vice presidential candidate mike penned to skid off a runway.

there were more than 30 people on board, when the 737 made a rough landing at new york's leguardia airport last night. it was raining at the time, we're told, governor pence quickly rushed to the back of the plane to make sure everyone was okay, republican presidential nominee, donald trump, called pence, from a campaign event, in ohio. >> i just spoke to our future vice president, and he's okay. do you know he was in a big accident with a plane? >> governor pence and everyone on board the plane are fine thankfully. >> after the incident, pence thanked firefighters who held, and even posted pictures with them. he then tweeted so thankful everyone on our plane is safe. grateful for our first responders and the concern and prayers of so many. he'll be back on the campaign trail today. democratic presidential nominee, hillary clinton, also tweeted, saying she is glad to hear that mike pence, his staff, secret service and the crew are safe. >> and, as governor pence returns to the campaign trail today, he is headed to our area. he's holding a rally in bensalem this afternoon. another trump surrogate, ben

lucky mail dumb in a confidential memo released yesterday. a former aid to bill clinton details how he tried to help bill clinton make money and tried to get clinton foundation donors to offer bill clinton paid speeches, as well. well, verizon is work to go fix a severed phone line that's causing problems for montgomery county's 911 system, if you dial 911 using a land line phone, could you get a busy signal. you should use instead a cell phone or if that's not an option call again with a land line since some land line calls are getting through. now, officials say a contractor struck a conduit containing communication lines causing the issue. >> meanwhile, another smash and grab robbery in our area. this time, it is a macy's on cottman avenue. three men force their way into the store, smash the display cases with a hammer, then made off with $16,000 in watches. police are now linking the robberies, robber's get-away car, to two other similar crimes. you may recall earlier this week, at boyds in center city in that robbery the men backed an s.u.v. into the store,

stole thousands of dollars worth of high end clothing, and purses. we spoke to neighbors in the northeast, who say, they're concerned. >> it is scary, you know, because we live, you know, right in this neighborhood. >> i heard it was a shooting but now i know it obviously wasn't. >> they're obviously not thinking about the safety of other customers. >> now, both cases, the get-away car was a silver mercedes. police hope to get fingerprints off of a bag that one of the suspect dropped at macy's. >> jurors return to the federal courthouse in newark, new jersey for closing arguments in the bridgegate scandal. the delay in the case stems from a legal issue, the court has not yet made public. this comes after the judge instructed jurors to base their decision whether two governor christie aids, bill barone and bridge ill kelly, misused state resources when caring out lane closures in fort lee, new jersey, not whether it was political pay-back against christie's opponents, which the governor has denied. >> a jury awards former penn state assistant football coach

mike mcqueary $7.3 million. the jury found penn state defamed mcqueary after it became public his testimony helped prosecutors charge jerry sandusky. now, divorced and living his parents in state college, mcqueary testified he has been unable to find work since the sandusky scandal came to light. mcqueary and his lawyers have not yet commented, nor have lawyers for penn state. >> well, coming up: protesters arrested, a chaotic scene as officers clear a scene in north dakota. >> people protesting the pipeline were detained. number of people now in jail and the reason police say this isn't over. >> and forceably removed. a woman is taken off the stage right as the debate is about to begin. but she is a candidate. the message she delivered right before this happened, and reaction from the other two candidate. we will be back.

i served under president bush and obama. i fought the taliban. i was asked to form a global coalition to counter isil. when someone makes the comment that they know more about the islamic state or isil than do the generals, it implies a complete ignorance of the reality. but i believe secretary clinton really understands the threat that the islamic state poses to the united states and to the american people. and i believe she understands how to wield american power to ultimately defeat this threat and to keep us safe. i'm hillary clinton and i approve this message.

>> police began un clearing protesters in north dakota protesters are demonstrating over the dakota access pipeline. so far, more than 100 people have been arrested, and officials say, the number is likely to rise. nearly 400 people have been arrested since violent protests again on monday. officials say the protesters lit fires, through molotov cock tames at authority. the protesters say the 1100-mile pipeline through four state desecrates native american land. >> a not guilty verdict for the leaders of an armed group that took over a national wildlife refuge in rural oregon. >> a jury exonerated brothers aim on and ryan bundy and five others on thursday, of conspiring to impede federal worker from their jobs at the national wildlife refuge. the armed stand-off lasted nearly six weeks, amon faces charge in nevada from a stand-off at his father's ranch. >> green party candidate steels the spotlight at a debate in baltimore. debate she wasn't invited to.

let's keep fall. i like to ease into these things. >> i'm with you. but i worked in up-state new york syracuse, we've had snow well before this time before. >> absolutely, and the lake effect starts to kick in around this time of year. so not that uncommon that springfield, massachusetts would see snow. avenue request. i want to get abut on that's got you saying oivae so we can hit it whenever we need it. i love it. so, okay, at least we obviously didn't have any snow across our area. rain was the main issue. take a look at just how much rain we ended up with. obviously not exhaustive list. did pick up over half inch in macungie, pa, wilmington picked up over .6 of an inch, just shy of half inch in philadelphia, after it was all said and done. so, even though we had multiple hours of rain, it wasn't a deluge that whole time. so, you know, it was something that will help chip away at the rainfall deficit that we do currently have, but it wasn't enough to cause any major flooding issues. and at this point the storm itself is really pulling away. still very nice organization

to it. yep, still some snow up across the canadian border, into parts every maine, but we are done with the precipitation essentially, you can see though the lake enhancement that's been going on here, northwest wind flow, you come down far enough from lake erie and ontario, and any of the other great lakes, and you can see not just residual clouds, maybe little rain, even some snow. that's a lot of time how they get the heaviest snowfalls across those areas right next to the lakes. for now back here at home, just sunny, cool, blustery. the wind gusts will easily peak as high as 30 miles per hour any time here today. dropping down to 42 under nice clear sky tonight, then we come up on halloween, weekends is worth the wait. so stay tuned for the seven day here. but the halloween itself, as many of you will be out trick-or-treating with the kids, mostly sunny, creepily cool we call it, 06 degrees, so basically where we should bement looks like nice crisp fall day for the holiday. but check out what you've got sandwiched inbetween here, low to mid 70s, are you kidding me for saturday, sunday? saturday looks awesome. watch for clouds to build sunday and late day shower,

otherwise, though, this is pretty good stuff, meisha, wouldn't youy? >> yes, katie, look it drops from 74 to 60. sixty for halloween. so i guess enjoy the 70s, if you love those. but if you like the 60s, those are coming on halloween. great news guys. vine open, not closed for the overnight construction, so looking really good. moving in the westbound direction see it almost looks really quiet. go to the eastbound side, though, how much, looks like it is heating up just a little bit. so, just make note of that. also, disable tractor-trailer right here, schuylkill westbound, around the boulevard. he's pulled offer to the shoulder, won't cause too many slow downs, but as you can see, looking pretty quiet around there. that, how much, can pose some problems for you moving deeper into the 5:00 hour, if that doesn't get moved out of our way. first accident of the morning, a.c. expressway eastbound near route 42 freeway, right lane blocked. this is hard to see, still photo shopped, but all of the lights are actually from this accident. there are people there hoping the situation, or what have you. so make note about that. that will slow you down for those every you in and around
