it is to read a teleprompter, and so there's always kind of a marvel when you're seeing someone do it for the second time, that there's any struggle involved at all. >> yeah. glass houses. >> actually i take back that last comment. i'm about to ruin the teleprompter reading i'm sure. >> thank you, rachel. >> keep breathing. >> lawrence. >> thank you. well, as you just heard, donald trump is about to give that speech. there' one of his warm-up men on the stage. the speech is suppose to be about, as the campaign said "law and order" that's a phrase that richard nixon used repeatedly in his rise to the presidency. we'll see what donald trump does with it. as we await that speech, rush li limbaugh is preparing his audience. >> when donald trump speaks, he

speaks about fear. he speaks about such negativity. >> it's got to be very very tough to come into this country. >> if donald trump could keep the focus on her and give speeches like he gave yesterday, he can win. if he gets off on other issues, it becomes much more difficult. >> there is no great come back for donald trump. he's got nothing. >> he's sitting on, apparently, millions and millions of cash on hand. >> we're 885 days until the e -- 85 days until the election and he's not going to change who he is. >> you're never honest with us. >> i told you guys, i've stood by everything i said in my campaign. >> now you see what happens when you go after the media, it doesn't work. >> i'm running against the crooked media. >> it is donald trump just flying by the seat of his pants every day. >> i've gotten here on a landslide and we'll see what happens.

>> this is "the last word" on campaign 2016. >> rush -- i'm sorry, donald trump has not taken the stage yet. two rush limbaugh. he can read polls even if donald trump can't. he's preparing, the polls indicate will happen on election day unless voters have a big change of heart in mind about donald trump and hillary clinton. >> now you're seeing what happens when you go after the media, it doesn't work. no matter how unbalanced, no matter how unfair, no matter a bunch of cheaters they are, no matter what a bunch of creeps they are, it never works going after them if you are the candidate. it makes you look small, besides despite what many people think the media isn't on the ballot.

>> rush limbaugh needs to hold on to his audience, the audience who he did not lead to support trump but who he followed in their support of their trump. he violated all of his so-called principles of conservetism in supporting donald trump. that's what they wanted and he never defies his audience. but rush is going to need you, an i told you so, the day after the election in order to be the all-knowing genius in the eyes of his fans. so rush has to be able to say, i told you donald trump shouldn't have done this or that or shouldn't have gone into war with the immediate yarkswarned not to do that and that's why he's not president. rush, will no doubt, be doing some of this every week as the polls dictate between now and election day. here is a little bit more of

rush's "i told you so" that he'll be using the day after the election. >> he decided he was in fair field, connecticut. number one, what he's doing in connecticut. there are maybe ten republicans there and only five of them will admit it. he's in fairfield, i go to fairfield to play at the country club of fairfield, i'm telling you folks, it's a foreign country. what is trump doing there? i have no idea. but when he was there, he told them in the rally, he said the heck with running against crooked hillary, we're not running against crooked hillary, we're running gerns tagainst cr media. >> he's going after another state, wisconsin, he's currently running 13 points behind. wisconsin hasn't voted for a republican president since ronald reagan and is not about to vote for the worst republican candidate of all time.

donald trump scheduled what the campaign calls a "law and order" speech tonight. that speech is expected to start any minute. you see the govern on the stage now. joining us now from wisconsin, charlie sykes and the editor and chief. also here with us rick wilson, republican strategist and contributor to "heat street" he's consulting the evan mcmullin campaign. he's running an independent campaign for president. he's the republican president turned candidate. ej and msnbc political analyst is with us. charlie, out there in wisconsin, what do you make of donald trump coming to a state that, like connecticut, there's not much chance. >> it's about as savvy as going to connecticut. i mean, they're focused like a laser beam on these swing

states. he's not doing to win wisconsin, there's no shot. i'm assuming he came here for big dollar fund-raiser. it makes you think these guys aren't really very good at politics they don't know what they're doing. i think a pretty good indication of that is the fact that he's running against the media rather than a hillary clinton, scott walker will tell him, would you talk about hillary clinton and he just -- >> donald trump is stepping up to the microphone now and i'm sure he's going to begin with his usual recitation of how great he's doing in the polls. let's listen. >> what a group. wow! beautiful. thank you. walker, great gentleman and a really great governor. chairman and mayor rudolph guiliani. we're at a decisive moment in this election. last week i laid out my plan to bring jobs back to our country, desperately needed jobs. yesterday i laid out my plan to defeat radical islamic terror m terrorism. tonight i'm going to talk about how to make our community safe again from crime and lawlessness. let me begin by thanking law enforcement officers here in this city and across this country for their service and sacrifice in difficult, difficult, difficult times [ applause ]

. the violence, riots and destruction that have taken place in milwaukee is an assault on the right of all citizens to live in security and to live in peace. . law and order must be restored. [ applause ] it must be restored for the sake of all. but most especially for those living in the effected communities for which there are many. the main victims of these riots are law abiding african-american citizens living in these neighborhoods. it's their job. it's their homes. it's their schools and communities which will suffer the most as a result. .

there's no compassion in tolerating lawless conduct for anyone. [ applause ] crime and violence is an attack on the poor and will never be accepted in a trump administration. [ applause ] the narrative has been pushed aggressively for years and now by our current administration and pushed by my opponent, hillary clinton, you know, is a totally false one. you know that. the problem in our poorest communities is not that there are too many police, the problem is that there are not enough police. more law enforcement, more community engagement, more effective policing is what our country needs desperately. just like hillary clinton is

against the miners, she is against the police, believe me. you know it and i know it and guess what, she knows it. those narrative of cops racist force in our society, narrative supported with a nod by my opponent shared directly in the responsibility for the unrest in milwaukee and many other places within our country. they have fostered the dangerous antipolice atmosphere in america and all throughout america. every time we rush to judgment with false facts and narratives, whether in ferguson or in baltimore and ferment further unrest, we do a direct disservice to poor african-american residents who are hurt by the high crime in

their community, a big, big, unfair problem. [ applause ] during the last 72 hours while protesters have raged against the police here in milwaukee, another nine were killed in chicago and another 46 were wounded, more than 2,600 people have been shot in chicago since the beginning of the year and almost 4,000 people killed in president obama's hometown area since his presidency began, not too good, that's for sure. so how are we serving these american victims by attacking law enforcement officers, the war on our police must end and it must end now.

[ applause ] . thank you. >> the war on police is a war on all peaceful citizens who want to be able to work and live and send their kids to school in safety. our job is not to make more comfortable for the rioter or the violent disrupter, of which there are many, our job is to make life more comfortable for the african-american parent who wants their kids to be able to safely, safely walk the streets and walk to school, or the senior citizen waiting for a bus, or the young child walking home home from school. from every one violent protester, there are 100 moms and dads and kids on the same city block who just want to be

able to sleep safely at night. they want safety. >> many opponent, hillary, would rather protect the offender than the victim. big problem in our society. hillary clinton backed policies, are responsible for the problems in the inner cities today and a vote for her is a vote for another generation of poverty, high crime, and lost opportunities. i care too much about my country to let this happen.

thank you. the fact is we all care about t too much about our country to let this happen. good policing saves lives. my wonderful friend who you just heard, rudy guiliani, knows a thing or two about this. he's done an amazing job. the policies put into place by rudy ultimately brought down crime by 76% and murder by 84% in new york. think how many families were saved and how many heart ache were prevented when police were put into communities and criminals were automatically and systematically removed. imagine how many lives could have been saved all across this country if democratic politicians hadn't blocked in their cities what rudy did in new york city.

i'll make sure we deliver safe neighborhoods here in milwaukee and milwaukee has got so many problems. the world is watching right here in milwaukee, but also across the country. it's easy for hilry clinton to turn a blind eye when she has her security force that, by the way, carries guns, second amendment. i believe all americans, not just the powerful, are entitled to security hillary clinton has had her chance. she's failed at so many things, almost everything she's done. now it's time for new leadership. the hillary clinton agenda hurts poor people, by far, the most. there is no compassion at allowing drug dealers, gang members and felons to prey on

innocent people. [ applause ] it is the first duty of government to keep the innocent safe and when i'm president, i will fight for the safety of every american and especially those americans who have not known safety for a very, very long time. i'm asking for the vote of every african-american citizen struggling in our country today who wants a different and much better future. it's time for our society to address some honest and very, very difficult choices. the democratic party has failed

and betrayed the african-american community. democratic crime policies, education policies and economic policies have produced only more crime, more broken homes and more poverty. thank you. [ applause ] let us look at the situation right here in milwaukee, a city run by democrats for decade after decade. last year killings in this city increased by 69%, plus another 634 victims of nonfatal shootings. 18-29 years old accounted for nearly half of the homicide victims. the poverty rate here is nearly double the national average. almost four in ten african-american men in milwaukee between the ages of 25 to 54 do not have a job.

nearly 4 in 10 single-mother house holds are living in poverty. 55 public schools in this city have been rated as failing to meet expectations despite $10,000 in funding per pupil, which is a very, very high number. there's only a 60% graduation rate and it's one of the worst public school systems anywhere in the country. one in five manufacturing jobs has disappeared in milwaukee since we fully opened our markets and you understand what that means, we opened these markets to china and many african-american neighborhoods have -- look, they have suffered. we opened our markets. they've taken our jobs. they give us our products that we don't make any more, and african-american neighborhoods, along with many other neighborhoods, have suffered greatly. to every voter in milwaukee, to

every voter living in the inner city or every forgotten stretch of our society, i'm running to offer you a much better future, a much better job. and a much higher wage. thank you. thank you. the democratic party is taken the votes of african-americans for granted. they've just assumed they'll get your support and done nothing in return for it. they've taken advantage of the african-american citizen. it's time to give the democrats some competition for these votes and it's time to rebuild the inner cities of america and to reject the failed leadership of

a rigged political system, and that's what it is. it's a rigged system. i'm not part of the corrupt system. in fact, the corrupt system is trying to stop me. i've been paying my own way, tens of millions of dollars, tens of millions of dollars. the voters in the republican party this year defied the donors, the consultants, the power brokers and chose a nominee from outside our failed and corrupt broken system, the nominee is me. [ applause ] the other party, they nominated the personification of corruption. the democratic party rigged the

nomination to give it to hillary clinton, thus giving the soul of their party this year to special interests, what else is new? i'm running to listen to your voi voice, to hear the cries from help from so many people in our nation, the quiet voices in our society, not the loudest demonstrators need to have their demands heard. jobs, safety, opportunity, fair and equal representation, we reject the bigotry of hillary clinton, which panders to and talks down to communities of color and sees them only as votes, that's all they care about, not as individual human beings better of a better future. they have taken advantage.

. she doesn't care at all about the hurting people of this country or the suffering she has caused them and she, meaning she and her party officials, there has been tremendous suffering because of what they have brought. the african-american community has been taken for granted for decades by the democratic party and look how they're doing. it's time to break with the failures of the past. i want to offer americans a new and much better future. it's time for rule by the people, not rule for the special interest which we have right now. thank you. every insider getting rich off our broken system. and it is broken, is throwing

money at hillary rodham clinton. the hedge fund managers, the wall street invest stores, the professial political class, it's the powerful protecting only the powerful, they don't care about you, believe me. insiders fighting for insiders, but i'm fighting for you. that's what i'm doing. when we talk about the insider who are are we talking about? it's the comfortable politicians looking out for their own interests. it's the lobbyiest who know how to insert that perfect loophole into every single bill and get richer and richer and richer at your expense. it's the financial industry that knows how to regulate the competition right out of existence so there is no

competition. they also include the media executi executiv executives, anchors and journalists in washington, new york city who are part of the same status quo and don't want nothing to change. they don't want it to change. they like it just fine the way it is now. every day you pick up a newspaper or turn on the nightly news and you hear about some self-interest banker or some self-discredited washington insider, say they oppose donald trump's campaign but you don't oppose it, that i can tell you. you don't oppose.

thank you. thank you very much. great honor. it's a great honor. and you have three times as many people standing outside trying to get in and i just want to tell you, thank you. amazing. or some entrusted old politician says they oppose our campaign or some big-time lobbyist says, they oppose the campaign of trump. i wear their opposition as a badge of honor. [ applause ] because it means i'm fighting for a real change, not just partisan change where everybody else gets rich but you. a rigged, rigged system, remember, i said it first, probably be saying it for a long time, but eventually we're going to break that system.

i'm fighting all of this across the country are fighting for peaceful regime change in our own country. the media donor, political complex that's bled this country dry, has to be replaced with a new government of, by and for the people. [ applause ] the leadership class in washington, d.c., of which hillary clinton has been a member for 30 years has abandoned the people of this country. they care about themselves, they only care about themselves. i am going to give the people their voice back. the people opposing our campaign are the same people who have left our border open and let innocent people suffer, as a result, including vast amounts of crime, vast amounts of drugs pooring in pouring into our country and poisoning our youth and our people. the people opposing our campaign are the same people who have led us to one disastrous foreign war after another, no wins, no victory, no nothing. the people opposing our campaign, are the same people who lied to us about one trade deal after another. they keep getting worse. aren't you tired of the system that gets rich at your expense because that's what's happening. aren't you tired of big media,

big businesses and big donors rigging the system to keep your voice from being heard? are you ready for change? are you ready for leadership that puts you, the american people first, together, first? powerful people are in our political system, a lot of people who have created our problems will lose a lot, their contracts and a lot of their money, if african-american voters and all the minority voters support my campaign, that i know. that i know for sure. it's time to stop making the special interests rich. it's time to make the american people much richer than they've ever been before. i'm going to make america wealthy again, we have to make america wealthy again if we're going to do what we want to do, we have to be smart. we have to make america wealthy again. the democratic party has run nearly every inner city in this country for 50 years and run them into financial ruin,

virtually every single one. they've ruined the schools, they've driven out the jobs. they've tolerated a level of crime no america could consider acceptable, so bad that people dot want to even report on it, the real numbers are beyond belief. violent crime has risen 17% in america's 50 largest cities last year. killings of police officers this year is up nearly 50%. homicides are up more than 60% in baltimore alone. they're up more than 50% in washington, d.c. this is the future offered by the policies of hillary clinton and her friends, more poverty, more crime and basically just more of the same.

[ boo ] the future she offers is the most pessimistic thing i could possibly imagine. it's time for a different future. here is what i'm proposing, first on immigration, no community in this country has been hurt worse by hillary clinton's immigration and all of her policies than the african-american community. and she considers them a guaranteed vote. now, she is proposing to print instant work permits for millions of illegal immigrants to come in and take everybody's job, including low-income african-americans, not right, not going to happen. i will secure our border, protect our workers and improve our jobs and wages in your community. we're going to improve our wages. we're going to improve our jobs. and we're not going to let companies leave our country so quickly and so easily for other

lands and then take their products and sell it to us, not going to happen. [ applause ] >> we will only invite people to share our country, who support our constitution and who love all of our people, they love our people. they have to love our country or what are we doing? on trade, i'm going to renegotiate nafta, one of the worst trade deals ever signed in the history of our country, perhaps ever signed in the history of the world. we're going to stand up to china, withdraw from tpp, which is another disaster, and protect

every last american job. we are going to protect every last american job, which we're not doing now. on taxes, i'm going to give a massive tax cut to every worker in small business in this country, bring thousands of new companies and millions of new jobs on to our shores and make it very difficult for our businesses to leave. it will be a costly proposition for them to fire everybody and leave. i'm going to reform our regulations so jobs stay in america and new businesses come to america to hire workers even right here in milwaukee. every policy, my opponent has sends jobs out of the country and overseas. i'm going to bring trillions and

new wealth back into the united states. our education, believe me, you look at our education. it's time to have school choice, merit pay for teachers and to end the ten-year policies that hurt good teachers and reward bad teachers. [ applause ] there's no job more important than a good teacher, please remember that, there's no job more important. we are going to put students and parents first. hillary clinton would rather deny opportunities to millions of young african-american children just so she can carry favor with the education bureaucracy, which is very big and a lot of votes. i am going to allow charter

schools to thrive and help young kids get on the american ladder of success, a good education and a good paying job. that's what they want. on crime, i am going to support more police in our communities, appoint the best prosecutors and judges in the country, pursue strong enforcement of federal laws and i'm going to break up the gangs, the cartels, and the criminal syndicates terrorizing our neighborhood all over the country, and that includes milwaukee. [ applause ] to every lawbreaker hurting innocent people in this country i said, you're free. reign will soon come crashing to an end.

on health care, we're going to get rid of obama care, repeal it and replace it. [ applause ] it's called, sorry, double digit premium increases and we're going to give choice to patients and to consumers across our land. aetna just announced they're dropping out as are many of the major insurance companies. obama care is a disaster. it on government corruption, i'm going to restore honor to our government. we've seen the corruption of hillary clinton, the mass e-mail -- look a what's going on, folks. the man e-mail deletions, have you seen the 33,000 deletions? the pay for play at the state

department, the profittiering. the favors given to foreign corporations at your expense and tax players at -- and it's not acceptable any lorchger, it's corrupt. >> we've seen a former secretary of state lie to congress about her illegal male stream, risk innocent american lives and bring dishonor on behalf of our government, great, great dishonor. in my administration, i'm going to enforce all laws concerning the protection of classified information. those laws are already protected, we thought, but perhaps everybody is wrong, perhaps all of those that have served jail time were wrong. she got special favors and nobody has ever seen me. they think like the history of

our country. no one will be above the law. i am going to forbid senior officials from trading favors for cash by preventing them from collecting lavish speaking fees through their spouses when they serve. i am going to ask my senior officials to sign an agreement not to except speaking fees from corporations where the registered lobbyist for five years after leaving office or from any entity tied to a foreign government. what's happening is disgraceful. . this is all just the beginning. we're going to make this a government of the people once again. this is our chance.

know we can make america greater than ever before. i have absolutely no doubt. i have gotten to know the people of this country and i'll tell you, there are no people like the people i have gotten to know, no people. to do this we are going to need a fighter in the white house i will be your fighter, believe me, i will be your fighter. too defeat crime and radical islamic tourism. to win trade in our country. you need tremendous, physical and mental strength and stamina. hillary clinton doesn't have that strength or stamina. believe me, and they know it and everybody knows it.

[ applause ] she cannot win for you. most importantly, she has very very bad judgment, bad judgment on terrorism, bad judgment on foreign policy, bad judgment on trade. the only individuals she's ever delivered for are her donors, not the people, just the donors. i've said it before and i'll say it again, my opponent asks her supporters to recite a three-word pledge. her plaej reads i'm with her. r -- her pledge reads, i'm with her. i choose to recite a totally different pledge. my pledge reads "i'm with you, the american people."

it plain" he's here along with charlie and ej. mark, one of the things that donald trump concentrated on repeatedly was the african-american vote saying that, in effect, african-americans have been duped for more than 60 years now in votes for democrats. and the latest nbc news, wall street poll of african-american voters, shows that donald trump is beating gary johnson by one point. gary johnson has zero support. donald trump has 1%. hillary clinton hassle 6%. jill stein has 4 clk. what was your reaction to what was he saying there about how the democratic party has duped african-americans into voting for him? >> thanks, first of all, for

having me on live. if i had not seen it and you would have asked me what did he say and i could have told you. that is the cliches of cliches. republicans have been duped and once sided but republican party has done very little to appeal to african-americans. for trump himself to say that in front of the majority white auns. if he were concerned, why wouldn't he go into milwaukee and try to get notifications -- he talks about -- >> it's about an hour away from milwaukee. >> he goes to west ben, he makes their generation and still tries to ask for our vote at the same time. hillary clinton has 86% of the

african-american trump. we have history from him which was skrieted by the department of justice and by his calls and his attacks on the central park five. he is running a racist campaign, trankly it's probably high tide that we have suspension that donald trump is a racest. after all, this is the man who questioned president obama's citizenship. and not only has he attacked african members, he's attacked others as well. it's incredible. if he were concerned, he would not have gone to milwaukee and he would have accepted the invitation for naacp come to speak in your place. >> he couldn't bring himself to tell the truth about where he was. he said right here in mill --

milwaukee. >> west bend is a town that's one and a half stree. at least in theory for the african-american voed. there's an interesting there was a piece in the "new york times" where i think yesterday republicans had done out reach for republicans to the african-american said, you have to do the bare minimum and he's not even doing that, donald trump. and so, i guess, that's what he thought. he was -- he probably was doing something else which is, when was giving a law and order pitch often compared to richard nixon, very an ails, by casting it in terms that's it appealing to the african-american vote. he's trying to protect himselves from charges saying he's really appealing to a flashback right.

>> if have gotten on the nose as well. he's using this as cover. >> rick wilson, he couldn't bring himself to refer to what's coming up as a presidential election, what he called for, and i haven't heard this in republican boilerplate before, what he called for was "peaceful regime change". >> it has a greater finn ya tor for awe authorityism. he's trying to rev his people up saying it's going to be stolen and rigged. he's trying to get his folks in a frame of mind where they look at this thing as something that's been stolen from them and he wants them out on the streets doing the same kind of things he's decrying the country. he divide ied it from the very beginning of the campaign.

i kept waiting was there an idea, solution, proposal, anything. in fact, you know, when he started that 8 minutes often "law and order" my reaction was that's going to play well with the conservative base. he was hitting all the right notes. somebody had given him some information and i was waiting for, and therefore i'm going to do what and there was nothing. so he had -- he scored somt points i think here in southeastern wisconsin. we the conservative base, in terms of the african-american vote, he's sort of reading this and going through the motions, people have been paying attention and watching. voters think they're going to look away and say what we've got some rhetoric, some words, but nothing much behind those words. >> when you watch a each with something like this and you actually give credits while it's going on who republican speech writers who wrote some of those before including guiliani
