zoning laws and the design guidelines help preserve communities and protect them from that project. but i do concerns about this project. first, as the presentation showed, the three-story height and lack of setback on streets is really not consistent with the surrounding area. you couldn't see it as much in the packet because it was focused on 501, which is slightly uphill. cc the three-story house towering over the two-story house develop your gone downhill and so it really towers over my house. and i might understand, the resident guidelines goes against this [inaudible]. the second concern i have though, is that while i'm really concerned about

community and the character of the neighborhood, i have the impression that the project sponsor is concerned with maximizing square footage and not about the neighborhood. i can't say whether this is true or not because i don't know but it just my impression from the interactions i've had. by first meeting about this project with him was well over two years ago and he and his architect presented the drawing to me and former owner of 501 was as gigantic three-story box that was like did not fit within the bernal heights special use stuff at all. but very clearly, these were vegan i put into this lot. and i was asked to sign a paper [inaudible]. it wasn't it was clear that might concerns as a neighbor of this property were not interesting. then i heard nothing about it until i saw the permits the application for the purpose i think in december. i never saw any revised designs. i never thought whether any my concern about the original gigantic things were dressed. then, so

can imagine a more modest house , single-family home.the property is located in bernal heights special use that should and must clear, would've distractions. for prescribed setbacks, max reductions and height limits. the special restrictions are incorporated into the planning code. section 242 prescribes after cultivation of the maximum permissible height and lot coverage, burn rh one-district a total of 600 feet distant feet of usable floor area must be deleted from the building. causing a reduction of square footage as well as building. the reduction must be taken from the front, the reader or the top of the building above grade. all of the required reductions have been made. the

design of the project is further restricted by the requirements of the residential design guidelines which applies citywide. the process of design development irking with the staff, the project was revised. the car out of light well for the benefit of the neighborhood at 501 anderson, which measures 3 feet wide by 16 feet deep. the light well is appropriately sized and conforms to the residential design guidelines. the well, in fact, will significantly improve access to write for the neighbor from the current condition. i like to just take a moment to show you that on the plan.this is the

existing condition.two properties interface. as you can see there's a 1 foot gap between the two properties. there is currently a light well that exist right here. there are several windows here on the neighboring property the book into the 1 foot gap and by the way, those windows are covered by a roof overhang that extends to the property line. so, while they been informed that removing the overhang would actually give them some access to light, they refused to remove it still exist today. the overhang goes right up to the property, the existing building. over the windows.this

>> commissioner antonini:, fan of traditional architecture and i was saying these guys finally got it right because everybody wants flat roofs started content great-looking houses and this one really fits into the pattern beautifully. all idea that it's high is a misconception. the 40 foot height zone in the area and this is only 20 5p. which is 15 feet below the height zone. so, many of these other houses are way below the height zone. allowable height there. according to the staff report, there are three two-three-story home on that street in addition to the one proposed. so, i think it was very skillfully done. the lower floor drops down to the garage is and because there is an elevation change to the rear it allows them to have a backyard back in there and then the main floor is just slightly above grade and then you have a

work very well designed upper floor that looks like an addict. it is big enough to be a third-floor, but really it's the second floor above grade as far as the front is concerned. regardless, of how many floors there is how high it is relative to the allowable height. existing structure is an unsound 850 foot dwelling, was joined in. it isn't anymore so there's no question should be demolished and the light well measures 3 x 16 as was pointed out. i was having a little trouble understanding at the beginning of the discussion with the dr request was talking about when they said there were taking part of our house away. only suggesting that you take that overhang out to allow your yourselves to outdoor light on your side, where they have created the light well on their site. if you don't choose to do that that certainly is up to you. but it makes a lot of sense to have that done however

here's the mike yes, he guess a couple of things to talk about this morning the first is that last week i was in washington, d.c. with coalition for the national association on aging policy briefing and visit to capital hill i was there with number of folks from california and formed the california coalition as a team talked about a lot of the issues no california specifically concerns about social security and what will happen in the future of social security we talked about medicare we talked about housing and how we might building that housing is part of health care an interval part and talked about being a nutrition and the food security and things like

that to it was an interesting especially with the people when it was an interesting conversation he in particular is very concerned of the issues with the aging and department of aging & adult services and sent me materials that he is work on how to engage people gave me the american public in raising concerns about working with you know kind of the needs of older adults and sfugz his concern not enough attention 0 those issues we feel the concern it was interesting to here him and take on that issue how we might have better confusion with older adults an interesting visit and i've done this in the past with ann was not able to go and not

always that hopeful on the other hand, there was a lot more talk about kind of funding streams and funding integration things that we're starting to work on in california a lot more conversations about those medicaid and mentioning with the national levels it was hopeful a lot more talk about in the past about elderly justice and the protection of the database so we know really, get a better understanding of the issues of elderly abuse in the country that was hopeful i will be running for a seat on the board of the national association of aging and the election will happen in july there are two seats from california i was asked by some southern california and the

california association to apply to run because san francisco such an important player ♪ california we'll these how that goes >> when's the election. >> july. >> next thing i want to talk about supervisor wiener has put forth on ordinance to draft the language for lgbt data collection and the lgbt senior task force is involved in promoting the concept of data collection around lgbt demographics we can better serve the lgbt population in san francisco there will be battery on the language the supervisor thought all the departments that collects certain demographic information we'll collect that if our prospective since we've been down the road and thought

about what that means milking how easy to get the information and the training needs and those kinds of things easier for daasw and on the departments to figure out the cost and the time commitment will be especially, when people are in the field working with clients there's certainly some training issues especially probation officer people that be inspector duffy rather than checking out the demographic information we as a city wants to make sure when that demographic information is collected it gets collected sensitivity so the staff understands what it is they're asking and the inspection and there will be adequate affiliation work to be done it is exciting and moving forward and certainly something that the

lgbt senior task force has undertaken. >> one of the things i forgot to say about being in washington the president obama finally signed the oldest americans act and that was really a big celebration something that used to be rather performa but not in the paved if you years ago a lot of work on the hill trying to get legislators to really get on board it passed unanimously and went to the president but it was very hard i think that for those of you know the older americans act is the backbone of the speaks for itself the national funding and priorities for older adults that is important for us

it gets passed and it did that's great the department has been working with the dignity fund coalition and the mayor's office around the dignity fund i'm sure there will be someone that will talk from the coalition prospective about that but interest is a real time crunch in terms of the language and i think that is the end of may that needs to be in so the department has a certain prospective on the language should be and the coalition side and the supervisors are weighing in and the mayor's office and the city of attorney's office there's a lot of there's a lot of moving parts to the legislation but hopefully getting closer to finalizing that and then want to say this afternoon at 1 o'clock is the adults budget hearing so it will

be hsa and daasw and office of early care and education and presenting daasw budget it starts at 1 o'clock and the final thing i want to talk about the fair labors standard acts sanctions we talked about that you know the f l s a went into effect a couple months ago i asked staff they're working and getting information to people that have questions and progressing the information but this week the town hall went into effect people that violate the fair labor standards act by misstating their overtime the vision sanctions will go both effect we are waiting to see

a discussion was held on the better system for the site visits i'll have more information we'll have more information to revamp the onsite i can report, however, that a site visit was done at the jewish community center an outstanding detailed report by one of the advisory council members the committee had the last training on the institute of aging around the issues of elderly abuse we want to thank them for their support for allowing us to be there the next training is usf campus on july 22nd with a possible presentation a mental health and aging the daasw the council would like

hospitals to designate the caregiver and informed on discharge plans and make sure the caregiver has the instructions to safely provide care with the patient transitioned i'll update you on the bills that there's been change since our april meeting i will not address the oldest americans act director addressed that and so the c s l legislation the first bill that was referred to we want the letter of support that would address the cost of living adjustments and increases in the monthly allotment for ssi and s d sent to appropriations

things are moving along the sb 1015 a new piece of legislation the domestic bill of rights next month the long term - the bill that will stash statewide aging and cooperating council moving through the committee as a result of state senator carolyn we've talked about last year director mcfattening talked about the district fund i'll not talk about that a piece of legislation in the senate 2015 which is on an alzheimer's and autism bill that calls for $2 million annually over 5 years it is passes through the

joanne the dph a leading nonprofit in the a.m. space presented on their pathways initiative that aims to foster state reform and support the needs and some of the more pressing matters has to do with came up at the l t cc meeting we finally listed our 2016 budget fractured from the contents priorities and we the members find l t cc will be setting up meetings with the board of supervisors in the coming weeks and sending a malia cohen with the mayor also during the 2016 budget priorities and the next meeting on may 12th we'll hear a presentation on the dignity fund so more to come on that and i'll keep it brief thank you very much. >> commissioner. >> a question on the supply

this program provides needed services not available through any other mechanism to prevent premature institutiontion specifically for adults with disabilities so during this six months report a couple of new items we want to direct your attention the first the lgbt demographics that will we asked about the last time period during this period it was a new field we were polling on at 8 percent and the 3 percent is a typo it is 8 percent of this time period and half of the referrals were missing the sexual organize data we are working trying to get this we're looking at a different way to don't there will be cleaner next week and the two performance measures we're reporting on the

first one the percent of the clients with one or fewer planned acute hospital readmissions within a six months o month period with the ouch the money management cases and the goal of 80 percent for the 6 month period we exceeded at 93 percent of clients having one or fewer admissions this is the first time we've reporting the measure we'll monitor to see from the threshold needs to be raised or evaluate the second performance the care problems resolved on average one year after enrollment and exclude the clients the goal a 80 percent it was 55 percent of the service

able to speak with you and to answer any questions you may have and to enjoy a giants game. i would like to discuss what this does and to communicate the role of a state lobbyist. i will try to be brief but bear with me. i will start with our state legislation committee and 1st of all at the enabling body is found inbudget and finance

supervisor.when it comes to items that are considered by the committee we require that the department bring bills to us that can demonstrate the welfare of the city and county and at the meetings we asked department representatives to speak to those items and answer any questions from committee members.a typical legislation committee agenda includes one to 2 bills on specific legislative areas. when i took this role in 2014 this was not a role that i was aware of or that my predecessor was aware

of but thanks to your calling of this meeting supervisorl receive that for all future legislation committee items.as you know the mayor's office is responsible for coordinating allatters according to the charter and he is responsible for these priorities and we use these priorities throughout the year. these are often end up as bills there is a concern that dpa highlighted in their policies.and we support the

city's advocacy through a/d 74 and 77 and this was referred by the board of a passage of a resolution earlier this year. supervisor peskin, since you coordinated this meeting this year i have had the opportunity to spend some time with your secretary and i was able to come to the conclusion that you drafted these resolutions that the board could sharethese

resolutions with my office. after speaking with ms we can keep the city's priorities defined by the mayor and the board and in the meantime when it is defined in some recent positions of the board i can receive to the prior to the committee on the subsequent day and share that information too. we are very proud of our dedicated team in sacramento

affordable housing. much of this happens out of the local spotlight but it is critical. if i can just run through some examples of work that they accomplished in sacramento so that you guys are more wellaware of that. they have advocated for state efforts for affordable funding for appeals on the governor's veto for the budget and bond financing that allowed preapproved bond financing in the hunter's bay and shipyard in that area and this allowed nearly 3300 units of affordable housing in the city.this was instrumental in the bill of success for the

timeline and passage of this implementation. as you guys are well aware they haveadvocated very hard in sacramento . they have worked with legislative leaders looking to reef purpose legislative housing funds. they have helped san francisco to secure millions of dollars in affordable hhousing and finally they have helped the city to develop and secure more housing for k-12 teachers for the senators a p 13 and 14 and this is one of the reasons that they are not able to join us today because they are in current legislation between the mayor's office and the district to ensure smooth passage through the appropriations

committee. they have advocated on the city's behalf to increase the city's minimum wage by 2021. they have advocated a license to help support small businesses and vacancies and supervisor yee i believe your district is benefiting from that bill. on behalf of the city county they are working on a bill ab 2180 ab 2182 release surplus of caltrans 10% of the current market rate and if that space can be used for open space, green space or recreational purposes. in addition san francisco would have 1st right

of refusal over those spaces.supporting life saving safety issues on our public roads and under our direction they are assuring ordination with securing a sponsor for the next legislative session. they have also worked closely with the fat lobbyist on this priority there continue to

2521 and ab 2522, how do we resolve those issues or how does the state legislative committee look at that? >>are you asking me in relation to the contract with our lobbyist? >>yes. >>i would say as far as the particular mechanics i would say that we have a primary lobbyist and that is paul yoder and i believe you said you spoke to, and i believe that they go to great lengths to avoid conflict by creating walls within their office so there is not conflicts with in the legislation here.

>>now are these meetings publicly noticed? can the public attend these meetings? >> yes. >> in the height of legislative session do you meet more often? >>we could and that has been done in the past but what we have seen in the past is there is an enormous number of bills that come to state legislation in the legislation season and that tapers off. >> and then internally let's say there is a piece of legislation that is near and dear to a department but less so to an administration how do you administrate there's things? >>are you asking how we

helpful is that i have had 7 1/2 years on the sunshine task force and i was 2 years on as an officer on the ethics committee.i am using all that background but in addition, my advocacy at a state level i was cochair of a group that got 2 bills vetoed after being passed by 2 separate departments. take a look at the legislation committee. look at the website. you will look at 0

posting of minutes for months and months and months and months it is clear violation of the sunshine ordinance. at the same time i had to remind you folks as well as informed the public that there is a requirement that public officials and city staff take a recurring training in sunshine and ethics and certify that they have done it. one member of the state legislation committee has been on there for years. years and years and years and years and nobody has called attention to the lack of the posting of minutes. you may think it is minor but when you look at the agenda you also see there is no report back from the formal major city lobbyist. now, contrast that to the metropolitan transportation commission has a

state legislation committee and there are constant reports back from their state lobbyist. here you do not see anything so we will not see how well they did for advocating for the city's legislative agenda after the session ends. i went back to look at the agenda going back a far distance and there is no report back and the you have no report back and you do not know what they did other than specifically push a billdid the lobbyist have an agenda. is there a bill on the automated speed enforcement committee. what information are they giving the lobbyists nd are they supposed to address broad topics that aren't specifically addressed by the

specific legislation or are they too got and amend the process of the state legislature. there often times i discussed bills and they say to talk to lobbyists and i say will who are they and they do not know. apart from the city lobbyists i will tell you there is a separate lobbyist hired for some technical stuff and i raised questions with the city department because i see a potential conflict for that lobbyist for that area and nobody seems to follow up and nobody bothered to ask about that possibility. so, there is a lack of accountability. thank you. >>[timer dings] >>thank you mr. planteholt.

that you are provide a more opportunities for people that are not in the low income bracket when it is supposed to be designed to help those that are in the low income bracket. you deliberately set the median rate of 55% and call that affordable housing when in reality that income is $49,300 per year. that is not low income housing. you people that are veterans or on social security benefits your people that have retirement benefits and their incomes range from $17-$18,000 per year to $30,000 per year. it is not fair. and then about these project developers, you claim they have to make a profit will why don't

transitional or stable supportive housing that eventually leads to permanent housing through case management, social service programs, and the integration of other relevant city services; specifying programmatic requirements for navigation centers; and affirming the planning department's determination under the california environmental quality act. >>good afternoon supervisors and members of the audience. before i get started this morning i have a packet that i would like to hand out. the bottom line is i have not seen homelessness rise to the crisis that i have seen in the last few months. the fact is as evidenced by the actions taken by this boardto declare a crisis when it comes to shelter system people in the city are finally recognizing the severity of this problem homeless people themselves are suffering in the streets of san francisco and residents of neighborhoods like bernard heights and the mission are dealing with the impact of having people camped out and people living in front of their driveways and going to the bathroom in front of their

homes. what we saw on division street is not an isolated encampment. on my street alone you have encampments not only on division street but around the surrounding areas and what we saw in response to these encampments is that this did not resolve the issue it just move the encampments the smaller streets. some -in some respects,some residents have actually made this issue worse. my legislation is trying to

provide immediate short-term relief for the encampments that are coming up throughout the city. we are trying to come up with prolific effective and humane efforts to eal with these encampments. you know the navigation center that we have in the city is in my district and i'm very proud of the work that we did and it's under the leadership of evan dusty and we will see that very shortlyand our efforts are to move people off the streets and into temporary housing that eventually leads to permanent

housing. this provides services of mental health to the homeless people as well as integration of other services. the key is their low barrier. they allow people to enter with their partners, their pets, and their belongings. and my legislation we have a managed alcohol shelter which will allow residents to consume alcohol within the city and provide residents with alcohol treatment with in the shelter. for someone who has been a recovering alcoholic i can tell you that in many respects the idea of giving a space for alcoholics to drink in many respects goes against what i have been exposed to in

alcoholics anonymous and all of that but what we're talking about is harm reduction and harm reduction has been proven to work and that is ultimately what this legislation is about. it is about letting facts, signs, and medicine drive the policy positions of the city. i know that one of the navigationcenters that the legislation specifies will focus on transitional aged youth ages 18 to 29 and we know that there is a need in that population and as a gay man i can tell you that many of those youth are queer youth and still see san francisco as a beacon that they can come to because they are not accepted at home. we know that perhaps the most controversial piece of the legislation is the issue of developing a safe injection

site at one of the navigation centers and i know that there will be an amendment around that which i will be supportive of i also want to note that a number of us will actually be visiting vancouver today there will be a delegation from san francisco to look at how this works and i think that the point that what we have set of that issue is that can we at least explore how this works before we jump to conclusions that this does not belong in san francisco? now,let me say that one thing that this legislation does is to find and use vacant sites that are being controlled by the city and also to findsites that are being used for other purposes to be used

for navigation centers and also properties that are owned and used by other public organizations within the city for instance we have one that is owned by the school district. does this mean as a city that we require more resources? absolutely it does. but i think that in the end it will be a lot less costly to do what we are doing and to actually target populations by actually providing an opening navigation centers and the studies who have looked at how cities respond to homelessness la as an example shows that if you do not do that you do not spend more time as far as resources whether it is the er

or cleaning streets all of those things that come along we don't strategically respond make it more expensive. the amendments i have are amendments that come out of discussions that we have had within the last month or so. we have met with homeless providers, community leaders, homeless people themselves, merchants, residents, and with my colleagues to the extent allowed by the board of supervisors and i want to thank everyone of you for your comments. we take your feedback to heart. the amendments that are outlined in the document that i handed out, they do the following. they provide an outline of how these navigation centers are created. and the various processes that are involved and they are

thoroughly done. this is also an opportunity in our view this is very significant for not only opening navigation centers but actually taking a very important and necessary step of improving and reforming our shelter system as a whole. there is urgency here and you can see it on the streets of san francisco. i will tell you that i thought that once there was discussion about opening some additional centers that may be some emails would slow down but i get email after email after email to this day talking about new encampments. so, let me just identify the specific changes. one the legislation now says that the navigation centers will be open for12 months and instead of 50

to 75 people we have extended that to 75 people to make sure there are enough beds provided.we also want to make sure that the language captures that input because that makes a difference in the level of success of the navigation centers and i know that we worked very hard to make that navigation center meaningful. we want to be effective at moving people out of homelessness and into housing.

we are flushing out and this is actually where the input of the people that do this for a living the experts in homelessness have been critical and because of their suggestions we have done a couple of things. we have fudged out the need for equitableneeds planned and 2nd that we have a equitable exiting planned and again this is a by the navigation board and in some respects to me and the issue of how housing is allocated is somewhat of a black hole and we're trying to bring transparency to that process, and more and importantly that we have a sustainable revenue plan and

this is why we as the mayor's office to invite all relevant officers involved to support housing exits to be critical for the long-term liability of navigation centers and also to identify our overall city effort to resolve homelessness and one of the things that we know that we have heard is that the mayor has made a commitment to house the hundred homeless individuals and throughout the next year and also use the navigation system and evaluate how this works to make changes in the navigation system. one thing that is different is ultimately we intend to take

supervisor breed. >>thank you supervisor compost. i've been in the city all my life and unfortunately homelessness has always been a problem. what i see now is there seems to be a lot more people on the streets and a lot more money being spent but not making an impact on the impact who need us to make sure to do everything that we can to make sure that the services that we are providing actually work for the individuals out there that are homeless. our housing policies from my perspective are a complete failure. we pretend that if we build more housing in the city and county of san francisco that somehow there will be a connection between those individuals that are living in the streets and getting access to affordable housing and we all know with our lottery system that anybody any time can apply for affordable housing. a lot of people that are homeless are not aware of the process that is required to apply. we rely

on hsa so that they can have access in terms of affordable housing. we finally the city through my efforts pushed and passed by this board neighborhood preference legislation that gives the residents of an existing community 40% of the new units that we build affordable housing will go to residents 1st in that particular neighborhood. and, we have to do more to make sure that there is a direct pipeline between our shelter system and between our navigation centers and how we get individuals actually housed into the affordable housing that we build. this is a real way that we can ensure that that can happen. we have to make sure that we not only have the shelters in these navigation centers but we also people that are there helping them and getting them on the

right path. people that are there helping them to apply for affordable housing. we also have to give these individuals priority so that they can get into this housing. i am tired of going through this process with people only for them to be rejected because of something minor. because of something minor. i know that devon dusty for a family there was at nema an affordable housing unit that he had to cosign for to get the these homeless people into the affordable housing. i know the neighborhood and hide has hud

has really fought us on getting these people into affordable housing and if we really want to make that change happen we have the change or step significantly. this is a step in the right direction. this is an ambitious plan and i think were looking at a creative way to try and repair what i see as a broken shelter system we have a family shelter in my district and because of

bevon dusty we were able to bypass and do some of things we needed to make sure there's a direct pipeline between homelessness and housing and this is the most important thing. i appreciate supervisor campos hearing my concerns about a community process and making sure there is a community process and make sure there is a process of communicating our shelters into navigation centers and also tying these navigation centers to homes and making sure that these individuals in these centers have a priority to access the affordable housing that we are building. so, i am excited about this and i think it is long overdue and i know that this is not going to fix the problem i know that we still have challenges with our homeless population with people that have mental illness, with people that have substance abuse issues, and there are

around making housing units departmentalized for those who are entering these units out of homelessness. and i want to thank those that have helped me to make possible these navigation centers. the care and control and the naudible] unit. i think it is time to move it to an environment as a city service. and to move it to these other elements with in the city government and to take a leadership role it is clear that we need housing and in my opinion we need a single occupancy hotel in the city. and why is it to determine

whether a hotel owner can ent out 200 or 1000 units. there are thousands of units that are empty within our city and you can provide services on a scattered basis that you could serve people and you can also have a repair crew that could go around to different apartment buildings and hotels and making repairs so there's not so much wear and tear on landlords. i'm really excited to tell you that this morning i participated with the 1st meeting with salvation army harbor lights and they adopted a statement saying that within salvation army they want to be involved in the navigation centers and they are willing to look at harm reduction and to embrace that as a best practice

and their intention has always been to meet people where they are. i saw a budget analyst report on the cost of navigation centers and can we finally get a cost on what we are ticketing people that are homeless on the street? i think this sets a path going forward that depoliticizes these issues and takes it away from any one of the of select official and i see the community coming forward and saying we want to do this we

want our shelters be more robust and have navigation center components and we are ready to come forward and to tailor these. certainly there is a methamphetamine pproblem within our city and maybe we could have a navigation center that really meets their needs and also in district 10 i am sitting here with my family from london browns and i'm hoping that we can get together and provide something meaningful for those that are homeless in that area. i am really appreciative that all the city has done to make this navigation project successful and i just want to thank you again.

services they are recognized as an effective method for those that are using ingested drugs and they help to reduce hepatitis and other injected drug use connections. and this helps us to supervise treatment and leading to cessation of drug use in our population.

i'm talking to the people. you siit the medium at 55% of the hud income scale and that is 49,000 per year and the people cannot afford to apply for them. you did that with proposition d. that is 45% of affordable housing. if you look at that only 2% of that 40% pie makes up to 36,000 per year the remainder that 40% pie is people making from 36,000 the remainder that 40% pie is people making from 36,000 up to $120,300 per year since when does someone that makes hundred and 20,003 in her dollars per year need to be part of an

i did want to speak there are a number of questions that i have with this legislation. the 2 to 8 months thing would really undermine the ability to take the learning that we had and convert existing shelters into navigation- like systems. and to really work on opening up the whole system using this idea of coordinatedand tree and i just don't like the timeframe and the sense of urgency to get that done i think that's very important. part of the work of the department is that it shouldn't wait. instances like the navigation center really bring that forward for us. you know the navigation center is representing a culture shift in how we are working with people that are homeless and how we are helping them resolve their homelessness and we know that different kinds of interventions work for people

that are homeless in different ways. we need this sort of intensive intervention of supportive housing. so, you know we want to serve a certain volume of people that have these challenges in their lives and we really need to work on building that supportive housing and you know, this has been part of our struggle here in san francisco that the cost of it and how to make it work requires pulling down maximum federal dollars and we were able to do that in this cycle but we have a certain pace and i understand that there are many people on the street and we have a shelter waitlist that is extremely long and we can serve people much better by bringing this learning from the navigation centers into our

shelters and expand our shelters to be able to accommodate people that are in there and they are on the waiting list and need those shelter services. so, i worry about somewhat codifying some of this stuff without worrying about some of the trade-offs. i hope that we can sit down with my office and see how this fits in at a more global sense and there is a tremendous amount of agreement between the work that we are doing and what you are proposing and some of this would take us off course and i just want to make sure that when we codify these issues that we do it right because there are real lives at stake in real options at stake on how we spend our dollars and how effective we can be and i just really want to emphasize that and it is one year old the navigation center and we are over 30 years in this crisis of homelessness in our community and across this nation and i understand that is very exciting

and i'm also very excited about the progress that we have been seeing with navigation centers. i think that sometimes we all have maybe in this field have personal definitions of what a navigation center should mean and i think it is very important that the homelessness be able to afford our affordable housing access stock. so you need your ids and you need access to get in there and you need your priorities and their people that are living under bridges all over the place in san francisco and we need a place that they are able to get out. we also have a broad service of

people in the middle of re-housing and we need short-term supportive services. we call this rapid rehousing. this with the episcopal community services is just getting off the ground. this really helps people in that middle branch that maybe can't come to friends and family but maybe they don't need lifetime services that supportive housing can provide. let's think about this together and put our best heads together and let's actually talk face-to-face about this which

those in navigation centers. my program provides hiv services and testing for homeless people. and i did want to mention that something popped up in this legislation called the safe injection facility and harm reduction. i think that is something that is real actual harm reduction and the rest of the world is embracing and i would be really slow to respond to the needs of the drug addicted populations needs are in the city. this has been research to death and i would urge all the supervisors to give that a good

mary friedenboch i really appreciate the discussion this morning i think each of the supervisors have really brought up some thoughtful suggestions that are taking the time to do this right. we have a situation in san francisco where homelessness and homeless people are used as scapegoats. because of our politics being the way they are in san francisco other traditional scapegoats like immigrants and muslims and members of the queer community are not used as scapegoats successfully. and so what the powerful interests in san francisco have found is that this population can be used in politics in a way that is really horrifying and has really led us down the road to the system that we have today where it is a system that in its fundamental a and believes that if you can make it is

uncomfortable for people as possible they will simply disappear and that really is what we have been doing with homelessness in san francisco for the past 2 and half decades. so, part of what is happening in this legislation which is really important is taking it out of that political sphere and have community processes the real community processes and have these consensus-based processes that have smart people in the room and homeless people that know exactly what is needed along with frontline service providers that know exactly why it needs to be done to provide that work and it also we need to make sure that we have people within the housing services to make sure that this is done and it's a very important part of that legislation. thank you. >>next speaker please. good afternoon i am the director of

the hesba group. and i thank you supervisor compos on taking that input and expanding that input. i am here to in particular have a navigation center including a focus on 18 to 29-year-olds. included in that taking the equitable process out and having supportive housing and rapid rehousing and transitional housing for young people and we need to population specific services and supports to address the needs of various homeless folks. i think that the navigation centers building on the navigation centers and looking at existing shelters quite frankly it is how we would like to operate in our shelters and we have sometimes been limited by city roles and being able to accomplish that.

>> >>hi good morning i am jackie jenks the executive director at hospitality house and the executive director of hesba. i want to thank you supervisor campos. this really addresses what we deal with every day. we know that the navigation centers have been successful because of the tremendous amount of resources available for residents there. we appreciate the amendment to qualify existing centers to be enriched as navigation centers. i also want to say that hospitality houses almost 50 years old and we were around back in the early 80s and we were one of the 1st responders to the homeless crisis and we

opened one of the very 1st shelters and i just want to say and i think it's very important to remember that many of the navigation center like places d it was only over time that more restriction or rules or structure was imposed on this program. another thing that we know is that the navigation center model cannot be successfully scaled. and less we have more housing exits most of the housing exits have been provided to [inaudible] the critical piece for the equitable housing plan is simply not fair for people that are in a specific program to get priority to specific housing exits and their people that are lingering in our shelters. so we appreciate

points for us. were doing alcohol treatment already but how can we support a providers to do that better. i really think these are great next steps and in order to get better we also need to staff for getting better so the expansion is great and more people need to get inside and i'm very supportive of that and we need to have all these dialogues but we also need to really staff for these hard, hard, reforms and why does it take 88 days to play somebody? we all say that is a great number but why does it take 88 days. we have control of that. so, we need to get better. can we cut that time down. we need to get better at cap. all of these are things we learned navigation and if were serious about taking this across the system we need to staff for that and we need to find places where we can all sit down and talk about these things. again i want to really thank hesba
