ahmadinejad told our own ann curry that the american hikers will be released within a couple of days on humanitarian grounds. they were arrested while hiking along the border in iraq. they were sentenced to eight years for spying. sarah shourd was released after bail of $1.5 million was posted on her behalf. nbc news obtained information about how weak al qaeda has become, this as the 9/11 anniversary video more than a day late and the tape contains harsh rhetoric against the u.s. from aman al zawahiri. an official tells nbc news that zawahiri is too busy trying to stay alive to pose a real threat, but from afghanistan the threat from the taliban is far from over. this morning that they launched a sophisticated attack on the u.s. embassy in kabul fighting raids for hours and involves four suicide bombers and rocket
fire. it was a showdown in tampa, florida, where republican press debl hopefuls sparred, and the punching bag turned out to be texas governor rick perry. minnesota congresswoman michele bachmann stole the show for taking perry to task for supporting a texas law that requires adolescent girls to be vaccinated against a virus linked to cancer. earlier on "today" she talked about her strategy as the campaign moves forward. >> i think the debate night showed the distinctions between the candidate and what i was trying to do is letting people know about my positive agenda to move the economy forward and job creation. in particular with the jobs plan that president obama put forward we'll hear more and more of those distinctions. >> bachmann said she wants to dree eight permanent solutions to bring down the unemployment rate. president obama heads to
ohio to drum up support for his job creation plan. the bill faces a fight in a divided congress and the republicans are battling the bill after the white house revealed that they plan to pay for it with higher taxes. the government is beefing up its food safety regulations as it bans testing for e. coli in meat. the government is now mandating testing for six additional strains. those other strains have caused some 110,000 illnesses annually in recent years. the new stiffed 600 men thoughed a man's testosterone level dropped after he becomes a father and drops further as he spends time caring. he makes a commitment to his family and that mothers were meant to have child care help. prince harry broke the record for the largest born currency trade ever.
he closed a deal worth $24 million. it was in honor of the victims of the 9/11 attacks and after the u.s., britain lost more citizens than any other country in that tragedy. it is now four past the hour now. now back to al with the check of the weather. >> thanks, tamron. as we take a look outside to show you, we are expecting severe weather today as a frontal system makes its way out of the great lakes and a risk of strong storms through new england on into interior new york state and just into parts of northern pennsylvania. we're expecting our heat to continue from texas into the gulf coast with above-normal temperatures. texas again will be over 100 degrees and the clouds along the pacific northwest coast. look for a beautiful day >> it is going to be and i said they did a little warm at this time of year. mostly sunny skies. i sat in the mid-80's.
"today's money" is brought to you by bank of america. ♪ ♪ this morning on "today's money" taking advantage of low interest rates. they're already at rock bottom and we're expecting them to stay that way for years to come. today financial editor jean chatzky has tips for bow rowers and savers alike. nice to see you. >> nice to see you. >> why are we still hear budget low rates. >> ben bernanke said these low rates are with us until mid-2013. that means that for borrowers and for savers, you need a new strategy in order to take advantage of these for both
sides of the coin. >> let's make these work for you, starting with folks looking to borrow. we're talking about refinancing mortgages. >> right. i know we spent an awful lot of time talking about that, if you can do it, the opportunity is there. if you're under water, we're starting to get news out of washington, but they may be revamping the home, affordable refinancing program in order to make this possible for people who have been stuck. so keep your eyes and ears open that that may come down the pike. we always think about mortgages, but there are other loans that you can think about refinancing in. >> let's talk about car loans. when we go out and shop for a car we get so excited about the car itself we often forget to negotiate on the financing and that's a really big deal. so if you have a car loan that's 6%, 7%, % and you have a good credit score. right now you can refi that down to 4%, 4.5% and it's an easy transaction and it costs next to
nothing and it takes under an hour. for a $20,000 car loan over a four-year term from 8% to 4.5%, you could save yourself over $100. >> that's a good chunk of change. what is heloc. >> it is a home equity line of credit. you want to think of getting one of those as a back-pocket emergency cushion. if you have e quit ney your home because you need that, it's a second mortgage and you have a decent credit score, you could get a line of credit for 4.5% which may protect you if you lose your job and you need to draw down the cash, but you can also use it to consolidate and refinance other debt. you just have to be careful and what we saw last time around is they used them to refi credit card debt at attractive interest rates and they went out and charged the credit card right back up.
you have the credit card debt and you're in double trouble. >> what about transferring your balance? >> a good time to do that. balance transfer offers and i went to low card.com and the list has gotten attractive because the tease are rates that wean about which puts you at 0% or something else, that's really, really cheap for the first so long has now been extended. you can eget a teaser rate that lasts 20 months in some cases and that gives you a long period of time to pay down the debt. >> when you look at credit cards and the interest rate on these cards is still astronomical and yet the interest rates are so low. how can they get away with this? >> this is the contract that you signed when you got this credit card and they're all set up so that the credit card companies make money, but what this means, these low interest rates is that there's wiggle room. you have to have a good credit score, but if you do call your own credit card company and do
one of these balance transfers. >> let's talk about savers with the low interest rates. you have to work the numbers. >> the picture is not as pretty if you're a saver because cds, one-year cds are paying under 1% on average. savings accounts are paying way under 1% on average so you need some strategy and the first strategy to look at is an online bank. the rates are not great, but they're better. if you go to an allied bank or something like that you will find more than 1%. sallie mae who has a savings account for 1.3%. you'll find a list for the bank rate for saver if and when interest rates do go up these will rise. >> what about high-yield checking accounts. >> i love these. if you're a person who uses a debit card frequently you can earn 2% to 3% on your money. they just require that you make one online payment a month and

♪ ♪ >> this morning on "joy's diet s.o.s." answer to your daily diet dilemmas. joy bower is here to discuss everything from pastas to food that gets you to sleep. let's get straight to what we have via skype. connie in west virginia, good morning, connie. what's your question? hi. >> hi. lately my husband has been struggling with his sleep. are there foods or diet changes he can make to low pressure him get a better night's rest? >> definitely. the first thing you want to do is completely avoid anything with caffeine at least eight hours before he hits the sack and also you don't want him eating a heavy, fattening dinner within three hours of going to bed because it will sit in his stomach. he's going feel uncomfortable and it will interfere with his sleep. that's what he needs to avoid, t here's what you want to include starting tonight. about an hour before bed time
you want him to have a light bed time snack between 100 and 200 calories and it should be a combination of triptophan found in meat, and turkey. that combination helps promote feelings of drowsiness and calm and has been very effective with helping people fall, sleep more easily. it could be as easy as a glass of skim milk. that will do the trick or a scoop of low-fat vanilla rice cream or frozen yogurt or a rice cake topped with one or two slices of turkey breast, but have him start this strategy today and let's hope, for you and him both. >> absolutely, connie. thank you. i love that glass of milk. we've always heard of one glass of milk at night. >> it really does work. it's the perfect combination. let's go to tammy, she's on the phone in virginia. good morning. what's your question for joy. >> joy, i recently bought flaxseed for the first time and
i've never used it or tried it, but was told it should not be ground up and should not be eaten whole. can you give some tips on how to use it? >> absolutely. it is so incredibly healthy. thanks for this question. you should grind your flaxseed because the whole flaxseeds are so darn small that when you eat them they tend to work their way undigested and you're not taking advantage of the super ingredients like the omega-3 fats. either buy ground flaxseed at the grocery store. it's widely available or buy the whole flaxseeds and grind them at home using a coffee or spice grinder and they're very versatile. keep them in the fridge because you don't want them to go rans rancid and put them in oatmeal, yogurt or cottage cheese. put them in smoothies. i mix it with bread crumbs and use it on my chicken cut'lls.

this morning in "today's kitchen," what's for dinner in how about an old world italian meal. chef palladino is from harrah's resort in atlantic city. good to see you. >> thank you for having me. >> this one brings you back to when you were growing up. >> the combination of olive oil, caper, anchovies and olives brings me back to my nonna's kitchen. >> a lot of people aren't crazy about anchovies. >> anchovies are like salt. they're a seasoning or an enhancement to the dish, without them you would clearly notice the difference. >> let's get started with peppers. >> i'll show you a trick and if you want to grab one of these.
i peel the peppers. >> instead of roasting them and peeling them, i peel them prior and you get 60% of the skin off, and that way you don't have to deal with the skin so save yourself a step and time from pre-roasting. >> and then you cut them up. >> so we cut them up here and i have the garlic and anchovies going with extra virgin olive oil. >> you don't want the garlic to brown at this point? >> it will get a little bit brown and the anchovies will melt. give this a stir and throw marjoram in. it's very aromatic. so for about 40 minutes. put a lid on it, don't add any liquid and it cooks for 40 minutes and it looks like this. it lets out all of its juices. >> smells terrific. >> nothing added, no liquid. at this point, take the capers.
you want to add some of those? >> okay. >> cook it for about another five minutes. >> yeah. >> that's perfect. and then i finish it with bread crumbs. this is just an old southern italian tradition. >> some seasoned bread crumbs or just plain bread crumbs. >> we seasoned them with extra virgin olive oil ask that's it. >> let's move on to the pasta. >> you have three different past as going. >> we do. we make the past as inhouse and this is from naples and made with semolina flour, eggs, milk, parsley and basil and we're making it with shrimp. these are beautiful. extra virgin olive oil, garlic and chilies that we make. we make our own chili paste here. we take chilies and fry them, salt them and let them ferment overnight. >> if you're not going do that? >> chili flakes are great.
throw garlic in there. >> okay. >> now this you want to get a little bit toasty. let's drop our pasta down there. and this pasta is fresh. it takes two minutes and you can substitute dry rigatoni and ling wi uini. >> chili or chili flakes if you prefer. whatever you have. >> all right. that is really aromatic. >> and this is the soffrito. this is what makes all of the flavor. and we'll throw the shrimp in. >> this will cook up pretty quickly. >> yes, it will. you don't want to overcook the shrimp. i use these raw. >> as we move along because we're almost out of time pop. >> this is what it looks like after that and we take the shrimp and roast the beautiful heirloom tomato. >> so you've already made your own sauce. >> yes.
