"nbc 10 news" starts now. the search continues this morning for two different hit and run drivers in philadelphia. in both cases vehicles ran over children killing one of them. we're live with the latest on the investigation. plus get that umbrella ready. the first alert radar shows a long line of showers moving in that will bring clouds and rain to our region today. good morning. this is "nbc 10 news today." i'm rosemary connors. >> and i'm chris cato.
i remember bill's forecast yesterday. that's the last thing i did as i left my car in the parking lot. grabbed my umbrella. it looks like rain is moving in. bill, the poconos are seeing the rain already? >> they're seeing the first rain drops. moving into the alan town and reading area. very light rain. good idea to grab the umbrella. you'll be able to use it today. for philadelphia around midday. even later this morning the umbrellas will be going up. there you can see some of the clouds that have started to move into center city. it's rain that is falling, just beginning to fall in the allentown area. hairsburg has some rain. now inching into chester county honey brook seeing a sprinkle or two. reading getting steadier rainfall. just to the north wet of allentown in lehigh county. you can see the rain is a little bit steady there. nothing heavy yet. more likely in delaware and south jersey. clouds, 59 degrees at 6:00.
60 with rain showers at 9:00 in philadelphia and those rain showers will still be in the area but may start to taper off early in the afternoon for philadelphia. a cooler day for sure. the winds will be shifting to the north and that will keep temperatures cooler through the day. go through it hour by hour but right now katy zachry is standing by. >> good morning, bill. i'll be keeping an eye on the chester county cameras to make sure it's not affecting things on the roads in the fewer tore. philadelphia, this is a camera along 76 at the vine street expressway where you can see very few cars on the road. further east into center city philadelphia the vine street expressway eastbound is closed between that point i just showed you, 76 and the broad street exit. crews are repairing some bridges. that closure is in effect until 5:00 a.m. there is an accident along 422 westbound, the ramp to egypt
road. that's been out there for the last half hour or so. then taking a look at new jersey roadways, 295 the turnpike and the 42 freeway, all free and clear of any accidents. rosemary. >> thank you katy. a mother and her son are in critical condition this morning following a hit and run in the kensington neighborhood. the mother was holing her 2-year-old child when crossing mascher street when it hit them and kept going. "nbc 10" jesse gary is live outside the hospital. >> reporter: accident investigators say a surveillance camera captured video of the striking vehicle that left the 2-year-old boy in very critical condition inside this hospital. here's the video we're talking about. two men are inside as the off kol record infinity m-37 heads west on lehigh street. police say last night the driver hit a 19-year-old mother as she carried her 2-year-old son across mascher street.
the child suffered broken pelvis and severe impact. relatives say this crime is all too common. >> i think it's ridiculous. something has to change. this is happening way too many times. my family has been living here for 40 years and this happens all the time. >> here's another look at the car leaving the scene. if you recognize the car or know who's behind the wheel, call the police. we'll update you on the condition of the boy's mother coming up in the next hour. live outside saint christopher's hospital for children. gary jesse. half an hour before that a 4-year-old boy was killed by an suv. this morning police are looking for that driver as well. it happened at 6:30 on south 357th street in front of witnesses who tried to help but couldn't save the boy. witnesses say that boy was carrying a toy as he crossed the street. surveillance video captured the black suv that police say slammed into the child.
it's on the right side of the picture. the impact carried the boy 20 feet. if you have any information that can help call police. today there could be more fireworks in colwyn borough after council members in the delaware county officially booted their borough manager. police had to break up arguments. it was all over the controversial firing. the council of the cash strapped borough reaffirmed their decision to let brown go. they'll meet with the solicitor as colwyn is facing a $1 million deficit. brown will be there to gather personal belongings and paperwork to hand over to the district attorney. still no word on what caused this house fire in new castle overnight. sky force 10 was over the scene
last night. two people went to christiana hospital for smoke inhalation. we're still awaiting word on when a philadelphia woman will be charged with several crimes in connection with leaving her quadriplegic son in the woods. this morning nyia parler is still in the hospital in maryland. she left her son with no food, no water he's unable to speak so he couldn't call for help. one neighbor we talked to was stunned. >> i don't believe it's the same woman that i know. i see her and we speak, as neighbors we do but i never thought that it would come to a point where she would leave him out in the park like she did if that's the case. >> and that 21-year-old son is now recovering at children's hospital of philadelphia. we're told he could be released

seeing for much of the area this morning. clouds are coming in. every so often we have a glimpse with the moon that is rising this morning. the temperatures are holding steady. rain is starting to fall for areas to the north and to the west. it is rain now in lancaster, reading, and the allentown area getting some light rain. this will be moving into philadelphia in the early morning. later on in the afternoon clears out. might see a break for allentown, reading, and into lancaster county. to start with it's going to be rain. umbrellas at 8:00. a few showers in south jersey and delaware. the steadier rain moving into delaware wilmington trenton right around mid morning into the late morning hours. 10:00. 61 degrees in philadelphia clouds thinning out north and west at 2:00 while the rain is falling in wilmington and delaware. and in south jersey as well. showers, yes. grab an umbrella and

face charges that she dangled her son over a railing and dropped him into a cheetah exhibit in the zoo. the boy's parents went into the exhibit right away and got him out 15i68safely. the 2-year-old child is recovering from a leg injury. in colorado the month long process of choosing a jury in the movie theater trial could be finished today. the judge anticipates that they will get the pool down to 12 members. james holmes is charged in the 2012 massacre at a movie theater that killed 12 people and wounded 70. he has pleaded not guilty by reason of insanity. riders can expect tight security at this year's boston marathon. organizers expect 1 million people to run. they're asking spectators not to bring in back packs or coolers.
>> we've narrowed the risk but you work exceedingly hard to lower the risk. >> there's a no drone zone. they're prohibiting the use of drones anywhere near or on the course. the race will take place one day before the sentenceing section. starting next tuesday they'll take up whether to sentence him to life in prison or death. authorities are offering a $20,000 reward to more arrests in the kidnapping of the jewelry store employee in philadelphia. over the weekend atf agents arrested one suspect, khayree gay in a hotel parking lot in south carolina. detectives believe he and two other men grabbed the victim on april 4th. according to the police the men shoved her in their van, used a
stun gun on her and tried to get information about the store on jeweler's row. one of the two remaining suspects they're looking for has roots in philadelphia. >> we need tips. gangs from philadelphia. there are people we've talked to families we've talked to. >> they've interviewed many people in this case and are continue to investigate. police arrested steven rodriguez and daniel santos. they say rodriguez was driving a stolen pickup when he crashed into at least five cars and a fence when he crashed into a fence. >> apparently the person who was driving didn't know how to drive a truck with a trailer too good. did damage and took off. >> that was part of a three week stealing spree that started saturday. they broke into a lumber supply business in vineland and caused
up to $50,000. in north wild wood a section of the boardwalk will need to be repaired. it didn't take very long for crews to clear the area. they pulled the truck from the boards in a couple of hours. nobody was hurt. it's unclear exactly how long it will take to repair the damage. now your "nbc 10" first alert weather with meteorologist bill henley. >> clouds are moving into the area. we've got rain on the way for today. the temperatures are going to be staying on the mild side this morning but thanks to the clouds not going to be anywhere near as warm as what we saw yesterday afternoon when we topped out at 75 degrees. 6:00 in philadelphia 59 degrees. the rain will be coming down at 9:00. even in the lunchtime hour it should be tapering off.

news. there is a closure to tell you about on the vine street expressway eastbound. drivers in the philadelphia area. it is closed until 5:00 a.m. between the schuylkill and 76 and broad street. they're doing bridge repair work. finally moving into new jersey if you're driving along the 42 freeway, your drive times between route 55 headed towards the walt whitman bridge. it's now easier for people in northwest philadelphia to travel to places in the east. they launched the thruway bus service. you can take a bus to philadelphia and connect on amtrak to cities in the north and south. i get to ride in the pope mobile with him. that's how close i'm going to be

an alaska airlines flight had to make an emergency landing in seattle yesterday because a ramp worker fell asleep inside the cargo hold of the plane. shortly after taking off from seatac international, they heard a large banging. the airline found the ramp worker inside the cargo hold which is pressurized and temperature controlled. he appeared to be okay but went to the hospital as a precaution. happening today, an important vote by the senate foreign relations committee surrounding a nuclear deal with iran. the committee is expected to vote today on a deal that would give congress the power to reject that deal with iran. republicans are looking to build bipartisan support and a majority that would withstand a veto by president obama. democrats want to give the white house more room for negotiation. today a colleague will take over bob menendez's asset on that foreign relations committee.
he gave up that leadership post after he was indicted earlier this month on federal corruption charges. menendez used his office to help out a wealthy friend who gave him gifts and donations in return. yesterday menendez returned to congress since the first time before the indictment. now to south jersey where rowing police will debut their body cameras. it's costing the university $95,000. public safety leaders had been meeting with student groups. it's the first police agency at a new jersey college or agency to use the body cams. the camden county police department is working to get 100 body cameras for its officers as quickly as possible. they have been testing cameras from four different companies and is trying to get state and federal grant money to purchase them. last call for alcohol in pennsylvania is 2:00 a.m. now a philadelphia lawmaker
wants to make that 4:00 a.m. a state rep is introducing a measure to allow them to apply for a permit to lengthen it. the bar owners that we spoke to no surprise are interested in this. we have quite a good crowd at 2:00 a.m. >> i don't see any reason why the government should regulate it and not allow bars to stay open until after 2:00. >> the proposed bill would need to go through the statehouse and then be signed by the governor. it would affect more than philadelphia though. bars across the state could apply for the extension. pennsylvania lawmaker tom wolf says he supports the regulation to ban the sale of powdered alcohol. state drug and alcohol officials said on monday they worry the product could make it easier for minors to get the product.
a jersey shore couple is caught in the middle, literally. the state has ordered them to repay $10,000 in sandy relief money because of where their house is located. here's what we're talking about. their home is in bath river township, a coastal section of burlington county that's wedged between ocean and atlantic county. those counties are among the nine counties designated as hardest hit. next month they will go to a court to fight a state order to repay the money. it's a so-called resettlement grant the department of community affairs says they should not receive. the gomezs said they spent the money on repairs long ago and can hope the judge will make an exception in their case. >> this town suffered and we were left out. >> i feel i'm being discriminated against because of the county line. we got the same damage that everybody else did. >> a department of community
