bright sunshine. 52 degrees at 7:00. by 10:00, up to 60 and 66 degrees at 1:00 this afternoon. neighborhood by neighborhood forecast when i'm back in ten. let's check in with katy zachry. >> it looks like it's going to be a good day for most of our area. if you're headed outside getting on the road morning commute you should have a good drive ahead of you. look at 95 on girard avenue. give it an hour hour and a half things will get really stacked up. things looking really good. drive time 13 minutes in both directions between woodhaven and the vine street expressway. speaking of the vine street expressway we had a closure between broad street and the exits of 76. that has reopened. it's clearing now. no more detours in place from the 5:00 area on. in the ogontz area from west nedro on there is a closure.
the turnpike and 42 freeway free and clear of any issues. we'll look at your drive times when we return. more on the fire you referenced in the ogontz area this is new overnight. a philadelphia man is facing charges. he started this fire in ogontz. one man is being taken to the hospital for smoke inhalation. the victim and the suspect were renting rooms inside that house. "nbc 10" has learned the driver who police believe ran over and killed a 4-year-old boy and then took off is preparing to turn herself in. "nbc 10's" matt delucia is live in philadelphia police headquarters this morning. matt, neighbors who live near that boy want justice and that process may actually start happening today, right? >> reporter: that is right, chris. the driver's attorney contacted them and they're arranging for this woman to turn herself in at some point today. >> she want her child back. you know like it's sad.
it's sad. >> reporter: neighbors who live near 57th and litchfield street in south philadelphia say they feel for the family of 4-year-old abdul wilson. monday evening he ran into the street and was hit by an oncoming car. the driver ran over him before leaving him to die. >> could have got out of the car and, you know you didn't have to run like that and then keep running over a 4-year-old little boy. >> reporter: the surveillance video of the impact is too graphic to show but you can see the black ford edge candles flickered at the corner where a vigil was held last night. >> this family needs closure. >> reporter: as detectives tracked down that very same car in a parking garage near love park. 6-year-old noah said he misses his friend. >> i was crying last night because -- because -- because i
miss him. >> reporter: now investigators have plenty of questions for the driver of this suv. so do the victim's family members and neighbors. >> if you hit him and you seen you hit him, why didn't you pull over and stop? you supposed to stop and help that little boy. >> reporter: that suv was a rental car which was found around 9:00 last night. it was taken to the police impound lot. again, the driver is expected to turn herself in at some point today. coming up at 5:30 police say this could have happened to any child and the warning they're giving to drivers and parents this morning. live in police headquarters, i'm matt delucia, "nbc 10 news." >> matt, thanks. the mayor's office also announced a $10,000 for another hit and run involving a child. police say a white acura hit jeff self fifteen rivera and her 2-year-old son as they were crossing the street in kensington. police captured video of that car driving away. weel checked and both mother and son are still in critical
condition. today a former police officer in delaware county accused of murdering his ex-girlfriend will appear in court for the first time. steven roznikowski, a former officer in colwyn is said to be arraigned. he's said to have shot his ex-girlfriend and her daughter. morrow died and the daughter survived. morrow shot and wounded rozniakowski. morrow had rozniakowski served with a protection from abuse order. investigators are tracking more leads after a caught on camera beating left a homeless man clinging for life. the sister of robert barnes snapped this picture of him. surveillance video shows a group of six or seven people attacking barnes on april 7th beating him outside a gas station in olny. the sister says her 51-year-old
brother choose life on the street. he's still deeply loved. >> loving family. he was an uncle, a brother a nephew. we love him. didn't make him any different of a person because he was homeless. >> so far two people have been arrested in connection with that case. contrary to earlier reports, police say there's no evidence that barnes did anything to provoke the beating. the philadelphia man who found a disabled man abandoned in the woods said god led him to make that discovery. fits roy anderson said he walked into the woods last friday to take a picture of some deer passing through the area. that's when he found an empty wheelchair and saw something wrapped in a black ket. when he nudged it with his foot he said something moved. he called police to unwrap the blanket to find a 21-year-old quadriplegic lying there with a bible on his chest. anderson credits god. >> if it wasn't for god, that
young man wouldn't be alive today. >> police say the man's mother nyia parler left him in the woods to die. she is in a hospital in maryland. police are planning to charge her with attempted murder. 5:07. more on the courthouse shooter case. a jury for the trial could come from a pool of more than 500 people. prosecutors want to mail potential jurors a questionnaire. he shot and killed his former daughter-in-law and friend before he died in a police shootout. the doctor who's charged in the corruption case involving new jersey senator bob menendez is facing more trouble in florida. they indicted dr. solomon melgin in a fraud scheme. menendez denied charges that he
accepted money from melgin. the pennsylvania district attorney's association is challenging the policy saying it violates elements of the state constitution. governor wolf announced the moratorium in february after calling the current system error prone and expensive. we did some checking and only three people have been executed in pennsylvania since 1976. 185 people are currently on death row in the state. today is april 15th. tax day. if you haven't filed those taxes yet, there's only just a few hours remaining before it's too late and you'll be penalized. anyone who hasn't filed taxes this year has until midnight tonight. there's the countdown clock. less than 19 hours. if you need some extra time you may be able to get an automatic extension if you file a form 4868. that's an extension of more time to file not more time to pay.

volume on the roads but no issues with any majors. new accident montgomery county. hatfield township. be aware of that. in the ogontz area we're following fire activity that you'll want to avoid. it's on west nedro and 16th street. it looks like it will be out there for some time. drive times on the 42 freeway going between route 55 and the walt whitman bridge it will take you four or five minutes in both directions. finally taking a live look along route 73 and 295, no issues to report there. rosemary. >> thanks, katy. we've been telling you how hotels and private homes in philadelphia are already booked ahead of pope francis's visit this fall. well now homeowners at the shore are hoping to cash in on the record crowd. this morning we take a look at the prices for a beach side stay during the world meeting of families. plus -- >> we need to force them to
capitalize. bob eltringham is listing his 3 bedroom condo in wildwood crest for $3,000 for a week. he told us he's never had much luck renting out his condo during september but this year could be different. >> to me personally to the whole area it's a nice little boost to the economy around here. >> we found several online rental ads aimed at papal visitors. one listed a three bedroom condo at north wildwood for $10,000 a week. as we get closer to the pope's visit and world meeting of families stay up to date with the "nbc 10" app plus the latest breaking news when it happens. 5:15 now. president obama is allowing congress to express its concern about forming an international agreement with iran to limit its nuclear program. both houses of congress are now likely to compromise legislation that would empower them to reject a nuclear pact. that bill is expected to come before the senate as soon as next week.
and this morning, cuba is no longer on the u.s. list ofs nations that sponsor terrorism. president obama decided to take cuba off that list. analysts see this as another way to restore diplomatic relations between the u.s. and cuba. lawmakers have until june to block it. some republicans run being for president are criticizing the president's move on cuba. senator marco rubio released a statement calling the president's decision quote, terrible. senator ted cruz of texas said the american people need more than a promise of future change. by the way, senator rand paul of kep tucky is also seeking the gop nomination for president. another possible candidate is making headlines in new hampshire. new jersey governor chris christie is there outlining his ideas on reforming social security. christie proposed an incomes cap on benefits and raises the age for eligibility. >> washington is still not dealing with this problem.
fair and accurately, washington is afraid to have an honest conversation about social security medicare and medicaid with the people of our country. >> governor christie hinted that his appearance in new hampshire could lead to an official campaign. a recent poll from rutger's university and the eagle ton inchesstitute of politics asked if governor christie would make a good president. 69% said no. that's 10 points higher since voters were asked the same question in february. nbc's matt lauer is talking exclusively to chris christie during his visit to new hampshire. a portion will air tonight on "nbc nightly news" and the rest will air tomorrow morning on the "today" show. on the democratic side of the race hillary clinton will campaign in iowa. yesterday she stopped at a coffee shop in monticello, iowa for conversation. she sat down with community college students and teachers for an education forum, part of
what she calls a listening tour. leaders in chester county have tabled their decision on a controversial plan that would bring a gas pipeline through west goshen township. sunoco wants to build a pump station to pump propane and ethane. neighbors fought the plan over safety concerns. sunoco decided to build a new one. the township attorneys have recommended supervises approve the agreement. they tabled it until may because they were unable to reach a decision last night. happening today, street crews plan to start work on a repaving project in north philadelphia. a pretty aggressive one. construction will begin along the germantown corridor between cam bring a and cumberland street. it calls for a new asphalt road surface, concrete curbs and sidewalks and bike racks. work is expected to be finished in october.
>> sounds like it will be great when it's done. probably going to cause some delays out there. >> any time you have anything like that long term it will cause a bit of a headache out there for people. hopefully they have good detours. "nbc 10's" katy zachry is watching all of the roads. >> we have a similar long term construction project along the vine street expressway. that was lifted at 5:00 a.m. moving into delaware, live look at 495 right at philadelphia pike. very little volume on delaware roads. i've been watching some of the overnight construction projects. they should be clearing if they haven't already cleared. drive timings in delaware between 295 and 495 10 minutes there. delaware drivers looking good. accident montgomery county. hatfield township between north broadway. i'll keep my eye on it. in the ogontz area there is fire activity at west nedro avenue and 16th stleet.
