forecast and meteorologist bill henley. >> i saw this coming. >> of course. >> the rain was in the forecast for days and it was right on schedule. rain is falling in philadelphia and the wind is really picking up too. that's a live view looking across the delaware from the adventure aquarium. steady, light rain from philadelphia. there are heavier down pours moving into chester and southern delaware county. they're also moving through delaware this morning. in fact, look at the heavy rainfall approaching dover right now. these bands of some heavier rainfall are going to come through with strong, gusty winds. in fact, the winds have topped out and come down a little bit. dover just minutes ago was reporting 47-mile-an-hour wind gusts. now it's 30-mile-an-hour wind gusts for dover and northeast philadelphia at the airport. a windy and wet morning. grab the sturdy umbrella. wind will still be blowing at 7:00, east, southeasterly winds at 22 miles an hour. the rain falling at 10:00 will start to taper off into parts of the area. sunshine breaking through as we

go into the afternoon hours. 70 degrees at 1:00 and climbing at that hour. jesse gary is live on the south street bridge in the rain and the wind. did you feel that wind increase this morning, jesse? >> reporter: yes, i did, bill. as a matter of fact, we've been checking the wind speeds. we'll do it again now. let's see. get wind. here we go. it's about 16, 17 miles per hour, 18. about 18 miles per hour right now, bill. steady, average wind but the rain has returned. you saw last time i had my hood down. now it's back up. look at my jacket. one side, the left side is soaking wet because that's the direction the rain is blowing from as opposed to the right side. you can see the spray coming off the truck on the schuylkill expressway. so the roadway is getting much more wet. you're going to have the pools of water on the roadway so you might want to slow down if you're headed out on this

commute. the main thing is the wind is blowing and the rain is coming down much harder right now. we will check conditions again in another 30 minutes. live in center city, jesse gary, "nbc 10 news." you saw from jesse's shot there that water starts to pool on the roadways, that could be dangerous. >> let's check in with "nbc 10" first alert traffic reporter, jessica boyington. seeing any problems? >> few accidents and a few minor delays. not seeing anything set back too much for drive times. it is still early. we don't have much speaking of volume. we are dealing with a scene out in white marsh actually in the process of being cleared out of the way. road obstruction. probably not going to set you back too much this morning. still seeing an accident in abington and as we take a look at the blue route right around the germantown -- the ramp from germantown pike, you can see, look at the roadways completely shiny covered in rain. southbound from the pa turnpike to to the schuylkill no

problems in red. just because we're seeing the green, everything is moving along fine give yourself extra time. northbound on the blue route as well from the schuylkill only a 4 minute trip as well. now to new information we have on breaking news that we're following overseas. the death toll from the bus explosion in somalia has now reached nine. the bus was carrying u.n. workers. the victims include two kenyans and seven somalis. somebody placed the bomb under the seat and det foe nated it with a row mow the control. we'll bring you more information as soon as we get it. also new from overnight, police are looking for the driver who slammed into several parked cars in philadelphia in the philadelphia neighborhood. this happened along horrick street in northeast philadelphia. this happened after 1:00 this the morning.

the driver swiped about four vehicles before the car's axle broke and then the driver ran from the scene. no one there was hurt. it is tebow time in philadelphia. the eagles are reportedly getting ready to sign tim tebow to a contract. the quarterback last played in the nfl two years ago. espn said he arrived in philadelphia yesterday and will commit to a one-year deal with the birds. we'll have a live report in our next half hour. social media in the meantime is buzzing. since news broke of the tebow signing, they did what? that was mom's reaction when i said they signed tim tebow. and dominique tweeted god bless chip kelly #tebowtime. members of a gloucester county church are showing support for their pastor who's accused of sexually assaulting a woman. yesterday the congregation came to the defense of bishop james simmons jr. a video posted to the website shows parishioners applauding after a sermon said simmons

helps people loves people, will be exonerated. police arrested him last week. they said he had a sexual relationship with a 17-year-old and lasted for four years. today grief counselors will be available at the st. joe's prep school because a 15-year-old collapsed saturday morning at the beginning of spring football workouts. he died at the hospital. doctors are trying to figure out what caused gillyard to

collapse. they said they will have special programming today so that students, faculty and staff can talk with professional counselors. over the weekend the prep released a statement. it says ryan was a great person and someone we're proud to have as part of our community. we will do whatever we can to support his family and friends, especially the members of the freshman class and the football team. >> this morning there is heightened security at delaware state university after three people were shot on campus over the weekend. there were two shootings at the school in dover on saturday night. they happened within hours of each other. violence first broke out at a cookout with hundreds of students. it started with fist fights and then led to gunfire. someone shot three people in the crowd. none of those victims are students. about five hours later a second shooting happened at an off campus apartment complex. no one was hurt in that incident. >> oh, my god. then there was the shooting. somebody fired three shots. that's terrible. >> this morning police are still looking for suspects in the case. some lanes on route 23 in chester county will close today for a bridge restoration project. valley forge road in schuylkill township will be closed between warhall drive and avery lane. there will be detours for drivers. penndot says the bridge is not

structurally efficient enough for the nearly 20,000 drivers to use it daily. over the next eight months contractors will remove deteriorated beams and replace them with concrete beams. >> i just adapt. i didn't know it was going to be closed until you told me a little while ago. the truth of the matter is if you live in the area you adapt. like anything else if it needs to be done it needs to be done. >> this by the way, is the last of three bridges to be done under a $3.4 million state transportation project. montgomery county the red cross is helping five families after fire ripped through a neighborhood in norris town. a viewer sent us this video as it burned along row homes on cone street. this was yesterday. officials have not ruled on an official cause of this fire but neighbors tell us an unattended grill could be to blame. >> you always have to appreciate every single day you wake up because in the blink of an eye you could lose everything you know? i feel really really bad for them. >> luckily no one was hurt during the fire. now your "nbc 10" first

alert weather with meteorologist bill henley. eight minutes after 5:00. the rain really coming down and the wind has ramped up. gusty wind and wet conditions will stay with us this morning, but this afternoon breaks of sunshine. we could see some heavy downpours this morning leading to localized flooding in the areas with poor drainage. this evening after we get a break from the storms this afternoon, evening thunderstorms are possible. those could turn severe. right now rain and 40 degrees in mount pocono. it's 49 in trenton with rain falling in dover. near 60 degrees. the temperatures will be climbing this afternoon. this is what we have to deal with first thing this morning. a live view from here at the "nbc 10" studios. gusty wind and wet weather. it extends to the jersey shore. look at the rain just coming down on beach avenue. the view from the marquis de lafayette hotel. this is the line of showers pushing into the area lancaster

into burks county. chester, delaware and south jersey and across delaware where the winds have just picked up again in dover. winds gusting to 32 miles an hour. philadelphia international now has 35-mile-an-hour winds. the winds will die down. once the first batch of rain moves through the area. 8:00 this morning, the rain is still coming down. there it goes. tail end at 10:00 this morning. we will be in for some breaks of sunshine. and look at the temperatures. 70s this afternoon. that heat may fuel some late-day storms. this evening a possibility of showers and thunderstorms. this may delay or cause problems with t-ball practice. there's the potential for not only some heavy rain but damaging winds and possibly even some hail as it moves through this evening. slight risk of severe weather during the 8:00 hour and then by 9:00 the rain starts to settle down and move out. until then keep that umbrella handy. this morning, windy and wet.

>> at 5:13 on this monday here is a live look at the first alert radar showing the showers coming through right now. meteorologist bill henley tells us that the rain is going to get heavier during the morning commute so keep that in mind. a live look at i-95 at the gerrard point bridge in south philadelphia. traffic moving along just fine. again, be sure to give yourself a few extra minutes because it is going to be a messy ride this morning. people paid tribute to the victims of the oklahoma city bombing 20 years later. yesterday marked the anniversary of the attack on the federal building that left 168 people dead and hundreds others injured. at a somber ceremony family members read the names of those killed and observed a moment of silence for each life lost. president obama expressed his condolences to families of the victims. so did bill clinton who was in office at the time of the bombing. >> had to choose far sighted love over blind hatred. you had to choose to redeem your

terrible losses by beginning again. >> the bombing was an act of domestic terrorism. timothy mcveigh was executed for the crime in 2001. his accomplice terry nichols, was sentenced to multiple life terms. happening today, fbi officials will announce arrests following a terrorism investigation into youths who travel offer try to travel to syria. the u.s. attorney's office says the arrests were made yesterday in minneapolis and san diego going on to say there's no threat to public safety. police in central pennsylvania are trying to learn more about the relationship among three people found dead in a motel room. the bodies of two men and a woman were found yesterday morning in springettsbury township. they're calling it a double murder/suicide. a worker said a customer reported hearing five gunshots a short break followed by three more rounds. although investigators don't

know a motive yet, police believe the shooter was one of the men. a new program is helping parents decide when it's time to take your child to the emergency room. keystone first held workshops for parents called for your kids' care at the west philadelphia ymca yesterday. experts say it is sometimes hard to know just when your child needs medical care. >> in the class we give a flow chart of when to call the doctor when to go to the emergency room or when to call the 24-hour hotline. >> keystone first says pediatric er visits have dropped 25% in the first year of the program. that means member insurance costs also went down. from our delaware bureau chefs served up a great dish. the event helped meals on wheels bring meals to thousands of home

bound citizens. delaware native tim furlong emceed the event. >> why does that not shock me tim near food. a two-mile hiking trail opens today. it will connect phoenixville to the schuylkill river trail, a 26 mile path that stretches all the way to philadelphia. officials say the trail serves as a recreation and transportation path that connects the local community to its neighboring towns. when it's finished the schuylkill river trail will travel 130 miles along the river from potsville to the city. a ribbon cutting ceremony is scheduled for 4:00 today in phoenixville. public hearings on septa's 2016 budget begin this week. septa is holding two public hearings in each of the five counties where the transit service operates. officials say public comments will be considered before the budget proposal goes to the septa board for a vote. for a complete list of the public meetings and some more comments on them head to or get the information

on the "nbc 10 news" app. speaking of septa, let's get some help for those of you traveling mass transit and on the roads. >> what's going on out there, jessica? >> we'll check in with mass transit. first, an accident i got word of on route 1 southbound between ridge avenue and the schuylkill expressway eastbound. that's taking out the center lane and police activity on the scene trying to get that cleaned up. we're looking for that incident in our cameras right now. we'll have that for you in a few minutes. on the schuylkill expressway on montgomery drive, hard to see through the lens as it's covered in rain drops. westbound, eastbound, both lanes moving along fine. a little bit slippery for this morning's commute. we still are dealing with an accident, been out there for quite some time abington old york road. mass transit looking just fine. septa, new jersey transit, patco moving on time with no delays. now your "nbc 10" first

alert weather with meteorologist bill henley. >> dry weekend but that has certainly changed this morning. a steady rain and gusty winds. live view from center city. the winds now gusting to 35 miles an hour in philadelphia. close to 40-mile-an-hour winds right now in dover. it's going to be a messy morning with rain coming down some heavy downpours. localized flooding is possible. the areas with poor drainage the result of heavier bands of some showers. you see some scattered heaviness into central delaware. the he have had iavier rainfall further south. this will move into south jersey. notice it is starting to clear in d.c. it won't be an all-day rainfall for us. we'll get breaks of sunshine. look at the thinning of clouds. that will heat things up this afternoon and that will give us a possibility of severe weather with this line of showers and thunderstorms coming through this evening. so a lot going on today. getting a windy and wet start.

heavier rain to start with will taper off. sunshine this afternoon. that will warm the temperatures into the 70s and then storms roll through during the evening hours and those could turn severe. by tomorrow though, the rain is out of here. the wind will clear the skies. 68 degrees tomorrow afternoon after morning low of 50 degrees. sunshine will take a break at times. later on wednesday there's a chance of a shower. bit breezy wednesday. back up to 68 wednesday afternoon then turning cooler with the wind still blowing on thursday. sunshine clouds for friday. partly sunny and 58 degrees friday afternoon. a chance of showers still on the cool side for saturday but with sunshine we'll squeak into the lower 60s sunday joompt thank you, bill. decision 2016. deadline you need to know about if you want to cast your vote in the may primary election. plus credit card security. one company making it as simple as swiping your finger. we'll show you how it works coming up.

morning. he'll have his first alert forecast coming up in a few moments. discover has a new feature. it allows customers to freeze their card if it goes missing. no purchases, balance transfers can be made until the card is found. once the card is located you can unfreeze the account. cardholders can freeze their accounts using discover's mobile app or the website. and google is changing the way that it recommends websites when searching on smart phones. starting this week it will list mobile friendly sites first. the changes won't affect searches on desktop or laptop computers. this week comcast and time warner could meet with the justice department to discuss the further merger. landon has the business headlines this morning. good morning, landon. >> hey, rosemary. good morning to you. sources close to the matter tell cnbc comcast and time warner

cable will meet with the justice department to discuss the $45 billion merger which was announced a year ago. regulators are concerned that the deal with give too much combined control over the broadband internet market. comcast has argued the bill doesn't give it an unfair advantage. comcast is the parent of nbc universal. turning to the market futures went to a higher level. the dow and nasdaq had their worse week in about a month. it's a very busy week ahead in earnings. they're set to report results. falling 240 points friday the dow. the nasdaq closing 76 to 4932. rosemary, back over to you. >> landon dowdy, thank you. now "nbc 10" first alert weather. it is a rainy start and windy as well. winds have already gusted to

10" for all of the eagles' action. good morning, this is "nbc 10 news today." i'm rosemary connors. >> i'm vai sick can hekahema. bill henley saw the rain coming. yeah we were talking about it over the weekend. heavier downpours and that's what we're seeing now. the heavier rainfall is moving up from the south. it is falling in center 12icity. that's the dreary view. northeast philadelphia the first alert radar showing it extend into montgomery county. the rainfall will be heavy at times this morning. then you get periods of lighter rainfall but look to the south and that's more heavy rainfall that's moving through new castle county in delaware. the dover area most of kent county is seeing the heavier rainfall. crossing delaware bay into cumberland county this morning. look to the west. you can see it's already drawing
