a twist of mangled metal and scattered debris. we're following an investigation into a deadly crash in chester. this morning, two drivers are dead. we've got a live report just ahead. and house to will converge on delaware today to pay their respects to beau biden. three days of memorials are planned for the former attorney general and son of vice president joe biden. plus cloudy and cool outside. the rain has eased up but we still have a chance of showers in the area. good morning, welcome to "nbc 10 news today" i'm vai sikahema. >> and i'm tracy davidson. still cool outside. let's get details with meteorologist brittney shipp. that's right. cool and cloudy, but things are going to improve. we have a great looking seven-day forecast including a nice weekend. a live look out, the clouds depend where is you are, a few

areas see rainfall mainly confined to new castle county. we have a weather disturbance to the south bringing us showers. as we head through the rest of today, not too crazy like we saw earlier in the week. 56 in trenton, 56 in wrightstown, 50 degrees in shenandoah. temperatures this morning, oxford at 57, 58 in avalon. and today, our temperatures will range between 63 and 66 degrees, cloudy and cool with that chance of stray showers and wind speeds shifting out of the northeast at 10 miles per hour. that's giving us cooler and drier air. i am tracking warmer weather heading into the weekend. i'll get the details in the full forecast. for now, we'll check in with nbc10 "first alert" reporter katy zachry. >> good morning, brittney. much of the overnight construction and road work on the area roadways is clearing. a live look at 95 at casper avenue. this is the northbound side.

we're seeing very little volume. just a little more volume on the southbound side if you're headed towards center city philadelphia. southbound between woodhaven and the vine street expressway. 76 eastbound between the blue route and the vine about 12 minutes. and 476 southbound between 76 and 95 it will take you 15 minutes. all looking really good right now. your majors in pennsylvania new jersey and delaware. we'll take a look at new jersey drive times in a bit, but first, the area bridge the ben the betsy, the walt all free of any problems. tracy. it's 5:02 a high-speed head-on crash in chester county we're talking about killed two men happened on 2nd street just after 1:00 this morning. matt, a witness saw this happen. tell us more. >> reporter: yeah he said it was very tough to watch, tracy. we'll get to that in a moment. first off, 2nd street has

reopened out here. not fire department has just come back on scene. they shut down this road momentarily, you can see that behind me just to finish cleaning up. they even hoped up one of the hydrants in the distance. of course, you have a lot of fuel and oil spilled as a result of this. just making sure that the roads are safe for everyone to travel on. again, 2nd street is shut down again, momentarily until that cleanup is done. it happened in the center lane here. both cars going in opposite direction. one car trying to turn on pusey street. and the other was trying to pass a truck. a witness tells us he heard screeching tires looked out his window and sought crash. both cars hit head on. the witness said the red car was clearly going very fast at the time. and both men died at the scene. a witness said he tried to come out here and save the lives of two men he called it a very disturbing sight and one that could have easily have been prevented. >> heart-stopping you hear the

screeches, you automatically know this is what it was. i was looking out my window so i quickly jerked my head, and you could see the cars hitting and flying. >> reporter: and the mayor of chester was also out here earlier this morning. again, the cleanup has been under way out here on this busy stretch of 2nd street. for the better part of four hours now. again, you see the fire department out here. again, they just got out here about five minutes ago. they finished cleaning up here. they've got a leaf blower right in that spot is where the crash happened. 2nd street once again, we'll pass that along in chester, matt delucia, "nbc10 news." this morning, remembering beau biden. the public gets its first hand to say good-bye to delaware former attorney general. he was 46 years old. biden will lie in honor in dover

between 1:00 and 5:00 this afternoon. a procession from wilmington to the state house will start at noon. if you plan to go to dover today be prepared. the roads around the state capitol building will be closed starting at 11:30 this morning. and tomorrow two public viewing at st. anthony of padua catholic church in wilmington from 1:00 to 4:00 and then 6:00 to 9:00 at night. tomorrow, the funeral mass will be held and barack obama is expected to deliver the eulogy. the new jersey state trooper killed when his cruiser hit a deer last weekend. governor chris christie signed an executive bill for flags to fly at half-staff for trooper anthony raspa. police say raspa and his partner were patrolling when the car hit a deer. no other vehicles were involved.

raspa's partner was hurt but is expected to be okay. live in prison without parole. a judge handed down that sentence for the man convicted of murdering philadelphia police officer moses walker. rafael jones killed officer walker in court. the officer's mother called jones an animal. jones shot officer walker in august 2012 while walker was headed home from new york in north philadelphia. after yesterday's sentencing officer walker's mother led a prayer circle outside the courthouse in center city. she said she was not surprised that her son's killer showed no remorse. >> i know from his history that he's had an animal so i expected that but i knew justice was going to be served you know. i just wished that punishment fit the crime. >> jones' co-defendant chance mcfarland accepted a 20 to 30-year plea deal in exchange for his testimony against jones. the jessica padgett murder case will take the next step

towards her killer gregory graf is charged with killing his ten daughter and abuse her corpse. graf's lawyers are preparing an insanity defense. police found her body behind a shed on graf's property last november. she was last seen leaving her job at a northampton day care. yesterday, a bucks county jury found marcel johnson guilty of murdering a pregnant woman and her 4-year-old daughter. investigators discovered the victims after responding to a fire in bristol township in 2013. prosecutors say johnson set the fire to destroy the evidence. he could face the death penalty at sentencing. we have new information on a deadly tour bus crash in the poconos this morning and what caused it. investigators say the tractor trailer that you see here crossing the oncoming lanes i-80

outside. happening today, philadelphia city leaders will reveal details about plans to expand philadelphia international airport. the city wants to buy a 27-acre property known as the philadelphia plaza in tinicum township. they will focus on what residents expect as the project moves forward. nearby residents had been fighting expansion saying it will diminish their property value. >> announcer: now your nbc10 "first alert" weather with meteorologist brittney shipp. good morning. we're seeing a few sprinkles as we head into the relevant of your morning. a chance of light showers will stick with us over the next few hours so right now, just mainly confined to new castle county. and you can see most of that moisture is situated to the south of us. we'll continue to see the sprinkles and stray showers moving into the parts of the area as we go into the morning hours. the current temperatures in themy 50s.

horsham, 58 degrees, in philadelphia, 56. washington township 58 in wilmington. same thing allentown. low 50s in pocono mountains. and along the shore, temperatures are 58 degrees. with the wind direction shifting out of the north east aft 10 miles per hour for today. we'll also see cloudy conditions and chilly conditions and the highs around the area will be in the mid-60s for filled. mid-60s in the poconos. 63 degrees the high today. atlantic city. and 65 in wildwood. that's still well below average. we should be close to 80 degrees for this time of year. take a look at what happens on friday because it's slowly getting closer to our average. i'll have the seven-day forecast coming up in ten minutes. when she's not out following breaking news katy zachry in the studios. >> thank you, it's good to be

new surveillance video shows a car just missing people on the sidewalk seconds before it plowed into a gas meter in delaware county. watch as it loses control, runs up on the sidewalk crashes into

a pizzeria in upper darby. there's a guy sitting on a bench that the car just misses by inches. the driver had just left traffic court where he was charged with careless driving. no one was hurt in the crash, but it triggered a gas leak. peco crews have been trying to restore service. decision 2016. a democrat run for president now, he's lincoln chafee. he called for an overhaul of u.s. foreign policies. >> without a doubt, we have prodigious work to be done in africa. we have to change our thinking and find a way to wage peace. >> chafee joins three other democrats who declared their candidacy, hillary clinton,

bernie sanders and martin o'malley. on the republican side there are nine declared candidates senators ted cruz rand paul marco rubio and lindsey graham. rick santorum dr. ben carson and carly fiorina, mike huckabee and george pataki. the number of labs that may have received live anthrax is growing. yesterday, the pentagon announced that it mistakenly sent live anthrax to twice what they announced last week. the labs in delaware received and authorities say there is no risk to the general public. chester heights, delaware county, city council approved the wawa. the expansion includes a 98,000 square foot building a multilevel parking garage. and delaware drivers could soon

pay more in vehicle fees. a bill to raise those fees is headed to the senate for a vote after it was approved by a committee yesterday. the tax on car sales will go up so will be the penalty for license fees and renewals. if approved the increases will take in effect in november. let's check the roads. we're just getting information about a problem on the new jersey turnpike. >> let's get more details from katy zachry. >> skyforce 10 we're told just launched to give you a better angle. exit 7 in the bordentown area. we understand there's an overturned truck that is on fire right now. so it sounds like it's tying up traffic considerably in both directions. again the accident is happening on the southbound lanes near exit 7 in bordentown. we'll get you that visual shot from above as soon as we can.

this is in plymouth township in pennsylvania jefferson street at fairfield road. hazardous road conditions. they've been out there for the last hour. crews are out there trying to clean it up. bridges are great and i'll check out mass transit in a bit. >> announcer: now your nbc10 "first alert" weather with meteorologist brittney shipp. good morning on this thursday, we're going to see a cloudy and chilly days. plus showers back in the forecast once again today. i'm also tracking brighter conditions for the weekend. so temperatures will push into the high 70s. back to average for us. we will also see, as we take a look outside right now, cloudy skies for us right now in philadelphia. no rain coming down, that's closer to new castle county. 58 degrees in philadelphia. out of the east-northeast at 9 miles an hour winds. you'll notice the northeasterly flow 60 degrees. in the poconos. allentown, 55 56 in

westchester. so you notice the temperatures are similar due to that wind direction. 58 in atlantic city. and temperatures in dover at 59 degrees. we're then tracking the temperatures closely. yesterday at 70 degrees. today, 65. and 73 and then by saturday we go into the high 70s. the average for this time of year is 79 degrees. so we're slowly getting back to average. the radar shot shows us a little to the south of us. we'll see a little more moving in and for new castle county we're seeing a few scattered showers but in the past few hours these showers have moved to the north and moving through wilmington at this time. and the showers heading into the rest of the morning hours, 8:00 9:00 in the morning, still dealing with a chance of stray showers. once again, towards the evening, more of those little stray showers will move up. temperatures today will stay on the chilly side. that means if you're heading out

to the game tonight, we'll see cooler condition. we'll see a wind at 10 miles an hour. and then by 9:00 p.m., 59 degrees. 65 today, but high 70s by the weekend. and not latest on the fifa soccer scandal. this morning, a former fifa vice president says he fears for his life. jack warner went on tv in trinidad last night saying he never took bribes and will prove a connection between fifa and his nation's elections in 2010. fifa president sepp blatter resigned tuesday after 14 top officials were indicted on corruption charges. and you're looking at american pharoah he'll have the number 5 post position in the field of eight for saturday's belmont stakes. the triple crown is on the line. american pharoah won the derby and the preakness. he will try to become horse

and it's just about 5:30. a live look at boathouse row on kelly drive where there are now outdoor public wi-fi hot spots along there for pedestrians utilizing kelly drive. a lot of people walking. probably better tomorrow than today. comcast at nbc teamed up with boathouse row homes to add wi-fi to the area. harvard university received the largest donation in its history. prominent wall street investor john paulson donated $400 million to the university. the school will be renamed after paulson. he's a 1980 graduate of harvard's business school. he's a founder paulson and company. it's 5:24 visa is taking steps to protect its customers personal data. landon dowdy is here with details with cnbc business.

meteorologist brittney shipp. >> it's always perfect timing as we head to the end of the week and into the weekend and making friday night and saturday plans. you'll see cloudy and cool conditions for tonight's game as well. low 60s. make sure you bring a light jacket if you head out. 58 in philadelphia 56 in washington township. temperatures in the poconos in the low 50s. 59 degrees currently in beach haven and 59 in dover. a closer look at the scattered showers that we'll see out there the morning hours and these are light pesky showers. that have just coming in the past couple of days. that's where we're getting the stray showers from. but the our temperatures over the next eight hours will be in the high 50s. 61 by 10:00 a.m. and 1:00 64. temperatures will only stay between 63 and 66 degrees. well below average. i'm tracking t
