get to "first alert" meteorologist brittney shipp. >> it's always perfect timing as we head to the end of the week and into the weekend and making friday night and saturday plans. you'll see cloudy and cool conditions for tonight's game as well. low 60s. make sure you bring a light jacket if you head out. 58 in philadelphia 56 in washington township. temperatures in the poconos in the low 50s. 59 degrees currently in beach haven and 59 in dover. a closer look at the scattered showers that we'll see out there the morning hours and these are light pesky showers. that have just coming in the past couple of days. that's where we're getting the stray showers from. but the our temperatures over the next eight hours will be in the high 50s. 61 by 10:00 a.m. and 1:00 64. temperatures will only stay between 63 and 66 degrees. well below average. i'm tracking those warmer
conditions in my full forecast. i'll have those in ten minutes. now, let's check in with nbc10 "first alert" traffic reporter katy zachry. good morning, brittney. in the last ten minutes it's become a busy morning in pennsylvania and the majors. starting out with the crash that happened along 76 westbound as you approach gulf mills. you can see a lot of traffic as they approach this accident 76 westbound approaching gulph mills, and from the looking of it i will say it's affecting your commute along 76. moving into new jersey on a major new jersey turnpike southbound. near exit 7. this is in the bordentown area. there's an overturned truck that subsequently caught on fire. it's messing things up. you can take 295 around it. we'll have that for you shortly.
2nd street is reopened after a deadly head-on crash the impact crumbled the cars and killed both drivers. witnesses say they were speeding. nbc10's matt delucia was live on the scene. matt witnesses are telling us what they saw. >> reporter: tracy, right here is where it happened on 2nd street. the fire department was out here just trying to clean up the fuel and oil out here. so the fire department just left about two minutes ago, i would say, because they have shut down this road here. 2nd street. now you can see cars are moving in both directions. this is reopened now. both cars that were involved in this crash, they were going in opposite direction. one car trying to turn on pusey street. the other was trying to pass a truck. the witnesses tell us they heard the screeching tires, he looked out the windows and saw the crash happen. the witnesses said the red car was clearly going very fast at the time.
both men died here at the scene. the witness said he tried to save the lives of these two men. called this a disturbing sight and one that could have been prevented. >> me personally he wants to come out of this -- like come out. after a while, me talking, i just asked other lady talk to him, try to keep him with me. by the time i went up there is no more. >> reporter: clearly an emotional sight out here. the police say investigators were out here a little bit earlier. they wrapped up you can see part of one vehicle out here a headlight still out there on the roadway. again, second street reopened now. once again, the mayor as out here a little bit earlier. at this point, ramping up out here on second street those two
cars about an hour to an hour and a half ago. at this point, two men died out here earlier in the morning and the investigation continues. live in chester, matt delucia, "nbc10 news." remembering beau biden. the public gets its first chance to say good-bye to delaware's attorney general. beau biden died saturday of brain cancer. he was 26 years old. he will lie in honor from 1:00 to 4:00 this afternoon. and then a procession will start around noon time. if you're going to dover today be prepared. roads around the state capitol will be closed by 11:30 this morning. tomorrow there will be two public viewings for beau biden at st. anthony of padua church in wilmington and tomorrow will be the funeral mass and president obama will give the
eulogy. police crews hit and killed a man in chester. skyforce 10 was over the scene. investigators say a 25-year-old was riding a bike around 9:00 last night when he was hit. the delaware county d.a.'s office is investigating. in bucks county a woman is in jail charged in a child sex crime investigation. yesterday, police arrested tina mousley at her home in oakford where the alleged crime happened. a judge arraigned her on charges of corrupting minors. police say she gave a 13-year-old boy and an 11-year-old girl alcohol and condoms and then urged them to have sex as she shot video of it. neighbors tell us they're shocked. >> i have three kids in this naked, it's amazing. shocking to hear that. >> she's being held in the bucks county jail. >> happening today, firefighters and the red cross trying to hand
out dozens of smoke detectors this after three suspicious fires ripped through homes. the most recent fire struck bicley place late tuesday night. an arson task force is investigating these fires. the red cross is helping more than two dozen people who were forced out of their homes. school funding and school recognition. >> philadelphia city council will take up both of those issues later this morning. the lawmakers will honor the st. laurentius school. it was the first polish speaking catholic church in philadelphia. clark was credited with helping save the school from demolition. also today, school officials will call on city council to get their priorities straight when it comes to school funding. the principal is expected to testify against a deal that
would spend millions of dollars on lands for a new prison. the school district faces an $80 million deficit for the next school year. jobs in jersey. we'll tell you about hundreds of positions up for grabs. this morning, the retail destination in the works and what you need to know to submit your application. and here's a beautiful picture of a lovely morning. cloudy skies for us. we'll see temperatures below average, cloudy and chilly on this thursday but warmer weather is on the way. i'll have the details in the forecast.

forecast coming up in ten minutes. 20 minutes before 6:00 a.m. this thursday we've got trouble spots both in new jersey and pennsylvania. >> two major trouble spots. nbc10's "first alert" traffic reporter katy zachry is watching both. >> this is the new jersey turnpike just south of the exit 7. you can see there is an overturned tractor trailer in the left-hand lane. it was on fire. clearly the fire has been put out. all of the traffic is being diverted into the center and right-hand lane as we can see. traffic is getting by. and you can see that crews are clearly -- they have some cones around this area. traffic and some emergency vehicles on the scene. traffic, southbound on the new jersey turnpike and bordentown it's get big. let's go to mike and i want to show you another mess there on

skyforce 10 is watching hovering over breaking news in the new jersey turnpike. this is a box truck that overturned and then caught fire on the southbound fire near exit 7 in bordentown burlington county. there's no word there if anyone there is hurt. we're making phone calls to continue to follow this story. katy zachry will have a traffic update coming up in just a moment. happening today, philadelphia mayor nutter will hit the road to discuss the deadly amtrak derailment. the mayor will be part of a discussion group that will include transportation secretary ray lahood. and also thomas carper who will talk about the economic impact on the train service in the northeast corridor. the amtrak killed eight passengers and injured more than 200 passengers. on tuesday, a congressional panel gave the ntsb two weeks to answer questions about the derailment including whether the engineer was using his cell phone just before the train left
the tracks. stopping violence to save their children. a local group of mothers is leading that nationwide cause as they go to washington today. the group known as mothers in charge and dorothy johnson's son who lost her son to gun violence. tomorrow lawmakers will consider labeling homicide as a public health epidemic. on saturday chapters across the country will hold an anti-violence rally at the lincoln memorial. 31 recruits will join the police academic as they get their badges today. the department of transportation will discuss new technology for reducing alcohol impaired crashes. it will unveil a driver alcohol detection system along with future development and advances.
the d.o.t. says nearly 10,000 people are killed annually in accidents related to alcohol. also happening in d.c. the washington monument will reopen. it was closed several years after being damaged in the 2011 earthquake and reopened last year and quickly closed again because of elevator issues. the elevator car was realigned and the electric system is now running properly. more than 100 delinquent properties in philadelphia are about to hit the auction block. the city hope this can generate revenue and put the property back on the tax roll. opening bids range from $2500 to $53,000 but there say catch. >> person has to redevelop the property within 18 months. the properties do not get redeveloped then there's a reversal it goes back to the city of philadelphia for future purchase. >> all bidders must be prequalified on auction day.

55 in allentown. 55 in pottstown. 56 in westchester. 58 currently in wilmington. and temperatures in stone harbor at 58 degrees as well. for dover at 59 degrees. and 58 in wilmington. our average for this time of year, 79 we're going to head back to that average as we get closer to the weekend. yesterday, we were only 70 degrees. mid-60s today. 73 friday. 77 degrees to kick off the weekend. the weekend looking really good with a mix of sun and clouds on saturday. radar shows to the south of us that is bringing us scattered showers out there parts of new castle county this morning. heading into the rest of today, we are going to see a chance of showers lingering for us into your late morning hours. by 9:00 a.m., light showers in toms river. same thing millville, atlantic city. that's going to go through.
and then in the evening hours. and we'll see is clearing and then a nice end to your work week. 55 degrees in philadelphia 63 will be the high in atlantic city. and the seven-day forecast shows the temperatures today in the mid-60s. by tomorrow, mild and 73. 77 as we head into saturday. and by sunday 79 degrees with a mix of sun and clouds. we track more showers heading into monday and tuesday next week. 10 minutes before 6:00 and there are some major problems on the road you should know about before you head out. >> yeah crashes include keeping katy zachry super busy. >> i do have an update a positive update to the one in pennsylvania. but we want to start with the one more serious in new jersey. we're going to pull out and you can see this overturned semi truck that happened about a half hour ago subsequently caught on fire. this is on the new jersey turnpike southbound. just south of the exit 7 exchange. and you can see traffic is not being aloud in the left-hand lane.
it's being diverted to the right and center lanes, the new jersey turnpike southbound. so it is getting by. if you want to go to my map, though, i'll show you an alternate. the best alternate around that is 295. you can take 295 around that. traffic is still getting by. fortunately, i'll let you know when that is completely clear. from the looks of it it doesn't look like it's going to be clear for some time. moving back into pennsylvania i have good news. along the schuylkill expressway westbound there was a multivehicle accident. that has since cleared. your drive times have cleared westbound between the vine street expressway and new jersey turnpike it's going to take about 20 minutes, tracy. happening today, the archbishop will join 100 adults for what is being called a chat with dechaput.

police in texas are responding to a man who was threatening to kill himself, and when he set his car on fire jurisdiction himself and two police officers in the process. the entire ordeal was captured on dash cam. we want to waurnrn you, video is graphic. once he gets to the car, the car explodes. the officer is thrown bag,
covered in flames as he manages to get out of the car. officers say the man had a lighter in his hand and said quote, i think i'm going to set the car on fire. they're recovering from injuries. and a housing project in the east kensington neighborhood. the st. francis villa will consist of 41 bedroom apartment units. the building is expected to be completed sometime next spring. the newest shopping destinations needs workers to staff its stores. 90 new stores were opened this summer in gloucester in blackwood. the outlets plan to hire 800 workers. employers are holding a job fair next friday at the blackwood campus. the out-li scheduled to open august 13th. gambling in the garden state could be moving northward. yesterday, they showed off a blueprint. the hard rock casino would sit near the meadowlands about seven
miles outside of new york city. the casino will generate $400 million in tax revenue for the state. developers say if atlantic city loses its monopoly in gaming the hard rock could be open sometime next summer. and they say it would lure people to north jersey who now choose to go to casinos in other states. opponents say the last thing they need is new debtcompetition within new jersey. >> we believe within my heart this is good for the state of new jersey. >> i'm not happy. i think the focus should still be atlantic city. >> it would have to be changed to allow gambling outside of atlantic city. earlier, new jersey lawmakers introduced a bill on the november ballot allowing voters to decide if up to three casinos should be permitted in the northern part of their state. three minutes before 6:00 gamblers in pennsylvania may soon be able to place their bets
