degrees. mount pocono at 49, 49 in trenton. a nice start this morning. clear skies. sunshine will be bright. but wooep we'll be waiting for it at 6:00. 9:00, 55 and near 70 degrees at lunch time. got your neighborhood by neighborhood forecast when i'm back in ten minutes. jessica. >> bill, we're starting off with our cameras that are on the schuylkill expressway. facing the vine street expressway where you can see we have crew in the area blocking all access. we have the ongoing work on the vine street expressway closing it between the schuylkill in both directions and broad street. so watch out for that. that will be scheduled there until about 5:00 this morning. the last few days has been cleaning up early. for the area bridges, currently the tacony palmyra bridge is closed and on standby for an opening for a ship. we had a 4:10 opening so we're about 20 minutes out of that schedule right now. no problem on the betsy ross

bridge, that's your alternate. no problems on the walt as well. out in glassboro, new jersey, also today watch 322 in both directions, pretty much closed in this stretch from main street into route 47, so all lanes closed and detoured. you can take 55 in this direction. ellis street in here, and head to 322 and be fine. >> let's take to you breaking news out of philadelphia's crescentville section. we're seeing this video for the first time at the same time you are. one person was injured in a house fire at geneva and rising sun avenues. no word on the person's condition. firefighters also rescued two dogs from the home. we have video of firefighters actually resuscitating one of those dogs with oxygen. we're giving that video cut for you. we'll show it as soon as we can. monique braxton is on the way there to the scene to gather more information. >> and this is new from overnight. everyone thankfully made it out

of a house fire in montgomery county. it broke out after midnight and nbc 10 viewer sent us this cell phone video showing smoke coming from the home in lansdale. investigators have not determined a cause of that fire. today we could learn the plans for pennsylvania's top prosecutor. >> kathleen kane's law license will be suspended at the end of today. kane says she is preparing an e-mail for staff that will ultimately be made public and will include what duties she intends to perform after the suspension. the state supreme court put her license on indefinite temporary suspension. the court delayed the suspension for 30 days. meantime, some are calling for kane to be kicked out of office. plitttal activist says a line in the constitution left the governor call a senate hearing for kane to be impeached as long as there is reasonable cause. >> we're way past that, there's

crimes, discipline board action she has been suspended. we're way past reasonable cause. >> governor wolf has call forward kane to step down. kane is charged with perjury and conspiracy for allegedly leaking secret grand jury information. she denies wrong doing. >> from the jersey shore bureau now, the man who police say and who was apparently caught on video punching out a homeless woman in a park in atlantic city will face more charges. we're going to show you this video again but also give you the warning again you may find this, you probably should find this video disturbing. it went viral over the weekend. >> bing. >> police say ivan hunter assaulted the woman and then attacked a police officer during a strip search after he was taken to jail. the woman has severe head trauma. she had to go to the hospital. nbc 10 caught up with another

woman who said she is hunter's girlfriend, she defended him telling us that he was provoked to do what he did there. >> so it had to be somebody else getting hit for him to do that. i don't think it's fair for him to be locked up like that. >> he faces charges of aggravated assault and assault on an officer. the atlantic county jail is classifying him as a high security inmate. >> it's 4:35. a western pennsylvania couple shot at a pittsburgh mall is suing the mall's owner. three were shot inside the macy's last february. the lawsuit claims that mall owners ignored warnings about increased violence and gang activity in the area. the couple claims there wasn't enough security or surveillance cameras. the company is not commenting on the lawsuit. a city council committee in philadelphia will hold a public hearing on the galleried neighborhood improvement district in center city. the committee could approve a

plan for that neighborhood around gallery at market east. it will also hear from businesses that could be affected by this makeover project. earlier this year the city reached agreement with developers to turn the gallery into an outlet mall. >> four out of every ten students in new jersey are performing at or above grade level. that's according to the results of the state's parcc test. the test was criticized as being too confusing and too long when the state adopted it. the state wide result shows that about 60% of new jersey students are below grade level. expectations for a college bound student. the results are generally in line with expectations and with the results of other states but education officials admit there is a lot of room for improvement. >> we must not retreat from this commitment as we begin to see much more clearly the work that remains before us. >> the state is making adjustments to the 2016 test.

officials say that test will be shorter than the exam in the spring, students in school districts should begin receiving their individual results next month. last month pennsylvania and delaware released results after bringing their tests up to common core standards. in pennsylvania the number of students who opted out of the state test tripled last school year. the scores from student who is took the test dropped 31% in math and 9% in english. in delaware, scores also slipped, barely half of delaware students who tested are proficient in english language arts and less than 40% score proficiently in math. work is under way at the jersey shore to remove the house that was submerged after that powerful storm. >> we remember the video of that floating through the bay. check out the scene from sky force 10 after the storm. just ahead we'll update you on the progress crews are making. plus this.

20 minutes before 5:00. what a beautiful day ahead. right now 53 degrees in philadelphia. we're starting out warmer. this is 7 degrees warmer than yesterday at this time. it's just a little bit of a breeze out of the west-southwest at 6 miles an hour. 40s and 50s right now. there are a range of temperatures, 54 in camden at spruce street. it's 49 farther to the north in camden and haddonfield at 45 and

in the upper 40s right now for glendora and voorhees. there is a chill in the air so if you have to spend time outside you still need the jacket. clouds are staying to the north. sunny skies and a quick warm-up as the day goes on we'll see temperatures into the 70s for most spots. mount pocono close to 70 today. more sunshine today for allentown, 75 and 74 in reading and quakertown. nothing but sunshine for doylestown, trenton, mount holly, norristown 75. vineland up to 75. rehobeth and atlantic city top out at 71 degrees. sunshine, 76 for philadelphia. september-like temperatures for westchester and wilmington. the weekend we're looking at 60s and come sunday there's a chance of showers. and there is a good possibility we'll see temperatures in the 30s over the weekend as well. the timing of that with the seven-day forecast when i'm back in 10 minutes.

mideast crisis on two fronts. he will meet with leaders from israel, the palestinian authority and russia. he will try to restart talks between the israelis and palestinians, who engaged in deadly violence the last month. is unclear if he'll also try to convince russia to stop supporting the syrian government. more death and violence is plaguing palestinians and israelis in the west bank. yesterday a palestinian ran down an israeli with his truck. another palestinian who stabbed an israeli solder was shot dead. nine israelis and 42 palestinians died in the latest round of violence. >> koungman paul ryan says he will run for house speaker if the republican party unites behind him. >> if you can agree to these requests, and if i can truly be a unifying figure, then i'll gladly serve. >> ryan outlined his conditions for taking that job last night.

in addition to calling for the party to unify behind him, he stressed that he will not give up time with his family. if elected speaker. ryan gave republicans until the end of this week to decide whether they can agree to those terms. a florida police department is promising a thorough and independent investigation into a police involved shooting that left a local musician dead. a plain clothes officer killed corey jones. two officers were surveying for burglaries when they confronted jones who was armed. jones worked as a housing authority inspector and carried a pistol. his family wants answers. >> pleading to you for help, help our family. we thank god. >> the family hired the same civil rights attorney who represented the family of trayvon martin. >> 4:47. a florida man is recovering after a shark bit him. peter kurn was surfing when he

says the spinner shark bit him on the foot. he thinks the shark was about five feet long. he was able to swim back to shore where life guards took care of him. >> i'm looking at my foot and feel it pulsing gushing blood. then yeah, i had a bunch of adrenalin so i ran up to try to get help. >> doctors expect him to make a full recovery. >> a change in breast cancer screening guidelines is causing some confusion. the american cancer society now says screen later and less often. among the changes you need to know they say women should start getting annual mammograms at 45 instead of 40, then they should switch to every other year at age 55. also clinical breast exams are no longer recommended. >> the life saving potential of early detection really is found in regular mammography. that's the test that can find a cancer before anybody can feel it. >> the american cancer society says this advice applies

specifically to women with an average breast cancer risk but some oncologists criticizing they don't provide enough clarity. >> you all remember the house that floated down the bay during the heavy storms a couple weeks ago. sky force 10 flew above as crews worked to remove that damaged house. in cape may county. it's sitting in the grassy sound channel for almost three weeks now. the house collapsed during stormy weather, floated downstream and settled in this spot. that's a problem because this spot is popular for fishing and boating and obviously debris in the water could lead to dangers. one neighbor said they wished the state would fix the house which was damaged by the floating home. >> very frustrated. don't know who's going to do what. everyone i turn no one is responsible. >> i did a bad job of delivering that. that man's house was damaged by the home that was floating down

the channel and he wants the state to reimburse him. it's costing the state between 150 and $175,000 to demolish the home. crews expect to the take another day or so to finish the job. 10 minutes before 5:00. and we are in for a nice sunny day. at this hour the temperatures still coming down. a clear view from philadelphia, 53 degrees currently with a light breeze. 53 that's 5 degrees warmer than yesterday and it's warmer at the shore and it's going to be a beautiful day with temperatures in the 70s for most points along the coast. wind chill was a problem monday morning. not this morning. 6 miles an hour and the temperatures are warmer too. we're completely dry today, nearest cold front moving through the midwest, illinois, indiana, that's going to pass to our north. so a streak of dry weather will continue into the weekend. maybe not through the weekend.

mostly sunny today, mild 70s, september like weather again tomorrow. the seven-day forecast, 76 for two days in a row. that's pretty good this time of year. our normal high is 67, and we will be below that for friday. what a turn around. 62 after a morning low of 50 degrees. and colder saturday morning. 38 degrees. it's sunday that we'll see clouds building and a chance of rain showers, 66 sunday, then we'll be drying without temperatures in the 60s monday, but turning chillier tuesday. >> all right, bill. 9 minutes before 5:00. out the door this morning get you to work. check the vine street expressway. >> we'll see how things are shaping up with jessica boyington. >> we have good news here. we did pick up the construction work early, we had the vine street expressway earlier closed east and westbound between broad street and the schuylkill expressway. these are our cameras from 24th street. you can see vehicles on them so all you have to do at this point

is watch out for crews cleaning up in the area. if the you're heading out the door in glassboro this morning on route 322, watch out both directions are closed from the water main break from this point around main street to route 47. your best bet to get around if the you take a highway you don't have to drive through glassboro. take route 55 but take ellis street also to route 322 and pass underneath, follow the local detours if you are trying to get around. for the bridges watch for delays at the tacony palmyra bridge, we did have a 4:10 opening, going to assume it's closed by now but looking in my camera seeing delays behind the toll plaza. for the betsy ross and the walt whitman they are doing great. just ahead, fall fire danger. new this morning next at 5:00, the change of seasons means keeping a watchful eye across miles of forest in south jersey. behind the scenes as crews gear up to fight fall forest fires.

4:55. back to the scene of breaking news in philadelphia's crescentville neighborhood. a row of homes here, one caught fire early this morning and a person was injured in that fire as our photo journalist zooms in. this is at geneva and rising sun avenues. no word on the victim's condition. we know that firefighters also rescued two dogs from the home. monique braxton is there now and we'll go live to her in a few minutes for more information on that fire and the rescues. decision 2016, the democratic presidential field is smaller this morning after former senator jim webb announced he is dropping out.

he made the announcement yesterday. he is frustrated with the democrat party leadership. webb kept alive the chance that he will run as an independent candidate. >> how i remain as a voice, will depend on what kind of support i'm shown in the coming weeks as i meet with people from all sides of america's political landscape. i intend to do that. i feel strongly that if i were nominated that we would win. >> webb added he is through with democratic debates and fund-raisers. >> on the republican side, donald trump is hinting on social media that former president bill clinton, the husband of the main democratic front-runner is endorsing him. endorsing trump. this instagram post went up yesterday, the tag says bill clinton wants to make america great again, it includes a video with clips of clinton supposedly talking about trump. >> he's a master brander and the most interesting character out there.

and there is a macho appeal to saying i make things happen, vote for me. >> acouhe also added that the t about branding is that you can be fact free. chelsea clinton says she has no plans to run for political office in the future. that's what she told nbc 10 during an exclusive interview after her stop on a book tour in philadelphia. she spoke with students at northwest middle school in roxborough about her book called "it's your world." we asked her opinion on joe biden's possible presidential run and hillary clinton. >> goodness, running for president is a big decision for anyone to make. so certainly i believe the vice president has to make what he believes is the right choice for himself, for his family and for our country. >> chelsea went on to say she believes her mom is the best candidate to lead our country at this time. her book tour continues today in
