sun coming up after 7:00 this morning, 51 degrees, look at the warm-up. up by 9 at 10:00, then in the 70s early this afternoon. and the temperature will be climbing. we'll go through the forecast, neighborhood by neighborhood when i'm back in 10 minutes. right now jessica boyington standing by with your first alert traffic. >> bill, we're keeping our eyes out, glassboro, new jersey for a water main break that's closing a major portion of 322 in both directions. pretty much from main street into delsy drive all lanes blocked due to that water main break. if you are trying to drive around the local area roadways you can take ellis street which wraps up this way, jump back on 322 that way, or if you don't need to be in glassboro and not going to rowan university or around the campus, you can take 55. i checked our cameras on 55 also. drive times are fine. for the 42 freeway new jersey around the new jersey turnpike in runnemede drive times great, 5 minutes north from 55 to the
walt whitman bridge, these lanes northbound are heading toward the philadelphia area, or to 295. so they are moving great. flying through the conshohocken curve now, all lanes in the green so good news there. eastbound from the blue route to the vine street expressway into the center city area a 12-minute trip. we'll have more drive times around the philadelphia area. p back now to our breaking news. a house fire in philadelphia that sent one person to the hospital and led to a dramatic dog rescue. nbc 10's monique braxton is live on the scene. >> reporter: chris, we've got new information for you. neighbors tell us the victim who was burned extensively here in this house fire is in his 40s, they say that he was burned on his face, chest and arms but he was communicating with firefighters as well as his neighbors. neighbors say the victim climbed out the second floor window with
one dog, then went back inside to rescue a second dog. their age is 15 and 17, very close to this victim, so the neighbors all understood why he wanted to rescue them. we do have video of one of the dogs, a pit bull boxer mixing resuscitated here at the scene. also new information for you at this hour, one adjacent home does have smoke and water damage. one of the firefighters in the last half hour did not think that it occurred but now we have confirmed the one house to the right of the gutted home did suffer smoke and water damage. those residents you see outside are being allowed back inside. the fire marshal is also here on the scene, he's inside the home. we're learning that the blaze appears to have begun in the rear of the home just outside the kitchen area. but the cause is still under investigation. back to the pets. we've been told that the red paws rescue group has come to
rescue both of those elderly dogs. and firefighters tell us that they have been on the scene for about two hours but their investigation with the fire marshal is just beginning. live in crescentville, monique braxton, "nbc 10 news." in washington a house committee wants to hear from the director of veterans affairs for this area, to answer allegations of corruption. a government report found senior v.a. officials wasted hundreds of thousands of dollars and abused their authority. the director of the philadelphia and wilmington v.a. is implicated in the scandal. the house committee on veterans affairs invited her to testify f. she doesn't show up the panel will vote on issuing a subpoena. >> convicted sex offender jerry sandusky will get to leave prison to attend an appeal hearing. the judge signed an order for him to travel from a state prison to the courthouse next thursday. sandusky is appealing his sentence claiming his attorney
was ineffective. he is currently serving up to 60 years after being convicted of more than 40 child sex abuse charges. the attorney general's office says it has called the appeal baseless. >> on to decision 2016 and still no decision from vice president joe biden on whether or not he'll run for president. biden spoke last night at a dinner for former vice president walter mondale. he didn't address questions whether he will run. earlier, though, biden did sound more mike a candidate when he took a jab at hillary clinton for saying she's proud to have the republicans as an enemy. >> i still have a lot of republican friends, i don't think my chief enemy is the republican party. >> if biden does announce a white house run he would be the fifth democrat in the race since jim webb dropped out yesterday as a democrat. >> chelsea clinton says she has no plans to run for political office in the future. that's what she told us during an exclusive interview the after a stop on her book tour in
philadelphia yesterday. she spoke with students at amy northwest middle school in roxborough about her book. then we asked her opinion on vice president biden's possible run against her mother and democratic front-runner hillary clinton. >> goodness, running for spt a big decision for anyone to make. certainly i believe the vice president has to make what he believes is the right choice for himself, his family and for our country. >> chelsea clinton went on to say she does believe her mother is the best candidate to lead our country at this time. >> don't blame the kids, a controversial statewide test in new jersey is shedding new light on just how ready students are for college. hear why critics give the test itself a failing grade. >> out of a jam. a new bill from pennsylvania lawmakers could help drivers get around faulty traffic lights. the plan to help motorists. >> a chilly start this morning but not as cold as it has been. we're going to see a warm-up

74 for fleet wood, bethlehem 73, camelback 73 and plenty of sunshine for abington, morristown, at the shore, cape may may top out at 69 but it's in the 70s for milford, avalon 71, and nothing but sunshine for philadelphia, berlin and wilmington all well in the 70s today. i'll show you how long that's going to last with the seven-day forecast when i'm back in ten minutes. >> 20 minutes until 6:00. time to check your ride to work. there is construction that could slow you down in one area. >> let's find out where it is. jessica boyington is watching that. >> we're checking out the new jersey turnpike right now where we do have construction on the northbound side between 322 and the black horse pike, only the left-hand lane closed that will be throughout the next half hour so. until about 6:00 a.m. so watch out for that. wood haven road around academy road all lanes moving so. we're good to go.
drive times around the philadelphia area, 95 south from wood haven to the vine street expressway a 13 minute trip. no increase in the drive time yet. i'm going to give that a half hour or so. for the schuylkill expressway, eastbound into the center city area, the blue route to the vine 12 minutes, currently no problems on the blue route. i'll come back with another check on morning traffic. 20 minutes before 6:00. a western pennsylvania couple shot at a pittsburgh mall are suing the mall's owners. a total of three people were shot inside the macy's at monroeville mall in allegheny county last february. the lawsuit claims that mall owners ignored warnings about increased violence and gang activity in the area. the couple claims there wasn't enough security or surveillance cameras. the company is not commenting on the lawsuit. >> what's the plan now? we'll soon find out what kathleen kane will do after her law license is suspended which is happening today. we'll tell you how she will announce those plans and why some are saying it won't be

students in new jersey are performing at or above grade level. four out of ten. that's according to the results of the state's parcc test. the test was criticized being too confusing and too long when the state adopted it last year. the results of the first round of the test show that about 60% of new jersey students are below grade level expectations for a college bound student. those results are generally in line with expectations and with the results of other states. education officials admit they show lots of room for improvement. >> we must not retreat from this commitment as we begin to see much more clearly the work that remains before us. >> the state is making adjustments to the 2016 parcc test. that test will be shorter, students at school districts should begin receiving individual results next month. >> last month pennsylvania and delaware released results after bringing their tests up to common core standards.
in pennsylvania the number of students who opted out tripled last school year. scours who took the test dropped 31% in math and 9% in english. in delaware, scores also slipped, barely half of delaware student who is tested are proficient in english, less than 40% score proficiently in math. pennsylvania lawmakers are pushing for a bill to allow vehicles to go through red lights when sensors fail. the house voted in favor of the measure. if approved by the senate drivers would be allowed to proceed carefully through intersections after they stop if they are caught at a light that won't turn green. >> happening today, secretary of state john kerry is headed overseas to try to calm the mideast crisis on two fronts. kerry will meet with leaders and officials from israel, the palestinian authority, and russia. some of those meetings will be held in europe. kerry is trying to restart talks between the israelis and the palestinians who engaged in deadly violence over the last
month. it's unclear if he will also try to convince russia to stop supporting the syrian government. >> congressman paul ryan says he will run for house speak fer the republican party unites behind him. >> if you can agree to these requests and if i can truly be a unifying figure then i will gladly serve. >> ryan outlined his conditions for taking the job last night. in addition to calling for the party to unify he stressed he would not give up time with his family if elected speaker. ryan gave republicans until the end of the week to decide if they can agree to his terms. >> today we could learn the plans of pennsylvania's top prosecutor kathleen kane's law license will be suspended the end of today. kane says she is preparing an e-mail for her staff that will also be made public and that will include what duties she intends to perform after the suspension. the state supreme court put kane's license on indefinite temporary suspension last month.
the court then delayed the suspension for 30 days which runs out today. meantime, some are calling for kane to be kicked out of office a line in the constitution lets the governor of -- or lets the governor call for a senate hearing for kane to be impeached so long as there is reasonable cause. >> we're way naft which crimes, there's miss plin board action, we're past the reasonable cause. >> and governor tom wolf has called for kane to step down. she is charged with perjury and conspiracy for allegedly leaking secret grand jury information. she denies wrong doing. >> happening today new york teenager beaten in a church is expected to testify against his sister and another. police say the 17-year-old and his 19-year-old brother were beaten by their parents, sister and other church members earlier this m. lucas died. christopher was in the hospital for days, all the defendants pleaded not guilty.
>> a florida police department is promising a thorough and independent investigation into a police involved shooting that left a local musician dead. a plain clothes officer shot and killed corey jones sunday morning. his family says his car was broken down and he was having car trouble at the time and officer who was serving that area for burglaries confronted jones who they stay was armed, jones was armed because he worked as a housing authority inspector and carried a pistol for protection. his family wants answers. >> i'm pleading to you for help. help our family. we thank god for this privilege that we get a chance to speak. >> the family has hired the same civil rights attorney who represented the family of trayvon martin. >> police in new mexico say a 4-year-old girl who was shot and killed on tuesday was the victim of road rage. the girl's father said a car pulled up beside them and
someone started shooting. the cars were cutting each other off. the investigation has been difficult because witnesses are giving differentp descriptions of the other vehicle involved. >> we are in desperate need of information to help us resolve the conflicting information we're getting right now. >> the chief says they have absolutely no information about the shooter. >> later today we could learn the official cause of this fire at a transmission shop in memphis, tennessee. firefighters finally put out the huge flames and smoke last night. no one was injured. tennessee has been dealing with a spring of fires helped along by dry weather. >> a florida man is recovering after he was bitten by a shark. peter wa was surfing when he says a spinner shark bit him on the foot. he thinks it was about five feet long. kern was able to swim back to shore where life guards treated him. >> looking at my foot and i could feel it gushing blood.
