or recharging, do business travel on your terms. acela. take off. officers under attack. this video was taken outside an allentown school. hear what happened and how the officers are doing this morning. and keeping students and teachers safe from each other. that's the goal of an annual school summit happening today in delaware county. we'll take you there for a preview. and we're waking up to much cooler temperatures but it's still warmer than normal for late october, just ahead what you can expect for your day and for the halloween weekend. good morning. this is "nbc 10 news today." i'm katy zachry. thanks for joining us. let's get to meteorologist bill henley with a look at the first
alert forecast. >> good morning. as we saw in the live picture the wind is blowing but it's the direction that's going to make a big difference in our weather, those are northwest winds, a 7-mile-an-hour breeze in philadelphia bringing in cooler air. we're not seeing the 60s we had yesterday. 40s and 50s to start with. millville in the low 40s at 43 degrees. so a chillier morning but we'll see bright sunshine and look at the temperatures. 6:00, 49, the westerly wind not a big warm-up. no warm-up by 9:00. by lunch time in the middle 50s, a cooler day overall. some spots chillier than others. right now jessica boyington has first alert traffic. >> we're watching the vine street expressway which is our biggest problem right now in the 4:00 hour. we do have that closed, what you can see especially with the police activity on the eastbound side for ongoing construction between broad street and the schuylkill expressway.
it has been reopening early so we'll keep you updated on that the next hour. the rest of the drive times no problems, heading into the center city area 95 and the schuylkill expressway the drive times haven't budged. the blue route southbound from the schuylkill to 95 only 15 minutes and so far mass transit is great this morning. i'll have another update in the next ten minutes. new from overnight a man is in stable condition after police say he was shot in the neck in philadelphia's brewerytown neighborhood. nbc 10 was at 29th and girard as officers gathered evidence. the victim told police the shooter wearing a hooded sweatshirt approached and opened fire. police are looking for the gunman. four police officers hurt in a confrontation with students outside of a high school in allentown are out of the hospital this morning. this is cell phone video that was posted. it happened outside allen high school. police tell us the officers were responding to a group of up to
200 teens fighting in the streets. they tried to break up the fight but the officers quickly became targets and were attacked. at one point a female officer was tackled to the ground and at least one teenager began hitting her. take a look. >> police tell us they took three juveniles into custody. detectives hope to use videos posted on line like you saw to identify even more of the suspects involved. happening today, the 15th annual safe school summit, this year's gathering designed to protect teachers and the students they educate from inappropriate relationships. nbc 10's matt delucia is live this morning, they are working to prevent crimes that we often report on. >> reporter: that's right, katy. you think of bad things happening between students like bullying or fighting but today
the focus will turn to the teachers and how they interact with the students. this morning the d.a.'s office along with county council members will be part of this safe school summit, an annual event. this year they will talk about what is appropriate and what is not when it comes to talking with students and how to avoid getting into something that they should not. i spoke with the district attorney yesterday and he tells me this is something big enough to warrant one of these major learning sessions. he is investigated teachers in the past and would rather not have them be the focus of investigations. one councilman tells me this is a problem that's only getting more serious with advances in technology. hear how he wants to put a stop to this problem, that coming up when we see you in about 30 minutes. live in media, delaware county, matt delucia, "nbc 10 news." >> happening today a suburban cab driver accused of shooting his boss is expected in court.
police say last friday ozzie clark shot his boss inside the taxi company in north hills. the dispute was over money he felt he was owed. after the shooting clark would not let anyone call 911 until someone wrote him a check for the money he felt he was owed. he theft scene but did not get far before police caught up with him. his boss is expected to be okay. and a major scare as children were at football practice in atlantic county last night. a man sitting in the stands was hit by a bullet. police were called to jokers football field around 7:30 last night. at last check the man hit was in stable condition. police are looking for the person who fired that shot. 16 cell phone stores have been robbed in philadelphia since july. police are hoping you recognize the people you see in this surveillance video. officers think the robberies may be connected because they are similar. an appeals hearing for former penn state coach jerry sandusky
thrust someone else in the spotlight. pennsylvania attorney kathleen kane. the judge has given kane one week to provide information she may have about a possible leak in the case by state prosecutors and a grand jury judge. sandusky's lawyers are arguing there were leaks in the case and if the grand jury process was not fair when the charges against sandusky should be dismissed. he was convicted in 2012 of 45 counts of child sexual abuse and is serving a 30 to 60-year sentence. army crews working to recover a run away military blimp that crashed in north central pennsylvania took aim at the crippled aircraft. military crews fired shots to deflate it. the air and missile defense command say they were able to find all of the special radar equipment on board. but officials say it could be weeks before we remove the blimp. >> the thing is it's big, right. it's big and we're in really
rough terrain. the fact of the matter it's a v-shaped ravine full of trees with a stream running through it. >> crews have been able to remove the torn off tail section. investigators are trying to figure out what caused the blimp to break free from its station in maryland. changing gears, look at this. the link is all decked out in cherry and white. this is from our eagle's nest, this weekend we call it the owl's nest camera in honor of temp temple. most of philadelphia is consumed with owl fever. long before kickoff things were in place for the game, espn's college game day show is broadcasting live from owl city. the set is up and ready for tomorrow morning on independence mall. the show begins at 9:00 a.m. and even if you are not filled with owl or irish pride if you are old city or around the area it could affect you. market street from fifth to eighth streets are shut down,
that until mid kay sunday and septa is adding more trains. fans are flocking to the area already. >> my wife went to temple. one of my daughters went to temple. >> we had those games booked for six or eight months ago before temple was on the radar. expect a lot of fans from both sides. nort dame is a 10-point faf writ a big fan base and temple is undefeated, the best season start ever for the owls. the game is sold out. coming up, you're going to hear from temple coach matt rhule and some players. eight minutes after 4:00. a cooler day to start with, the temperatures lower but we're still above normal for this time of year. a nice breeze blowing during the day is going to continue to keep the temperatures down. and this weekend will it be a trick or a treat? well, looks like it's going to be a halloween treat with dry conditions for
trick-or-treaters. right now 48 degrees in reading, 54 in philadelphia, we're in the 60s at this hour yesterday. 57 degrees in cape may. clear skies, a little bit you need that jacket. maybe this afternoon but you also need sunglasses. no clouds around this morning, completely clear during the day. no activity on the radar screen. later in the weekend there is a chance we could see an isolated shower. most likely we'll see any activity so steer well clear of us. that includes today. cooler, 50s for fleet wood, pennsburg and bethlehem. a breeze out of the northwest will keep new hope, bordentown, in the upper 50s and low 60s. and you'll see sunshine at the shore. 61 in millville, right up to 60 degrees for ventnor city and milford will warm to 60. sunshine, bright, we were in the 70s yesterday. we'll be struggling to get near 60 degrees in woodstown,
thorndale and philadelphia. sunshine today a look at the weekend. there will be some clouds moving in and there is something else you have to think about. changing back the clocks. don't forget to turn back the end of that evil day lights saving time that has stolen an hour from people who have to work the morning shift. we get it back this weekend. dial that clock back. you are supposed to do it early in the morning but you can do it on saturday night and into sunday morning. >> i love when bill ad libs. thank you, bill. now let's take a look at the roads. i think we're starting without the 42 freeway. >> we're going to do a check on new jersey roads starting with 42. correct. and right around the new jersey turnpike in runnemede. moving along nicely. a little blurry because it's so dark. northbound or 295 no problems, you can see the drive time great. a 5 minute trip north from 55 up to the bridge, the rest of the area bridges this morning are still in the clear.
we have no problems on the tacony palmyra, the betsy ross or the ben franklin. watch for construction, something we're used to for some time. ongoing construction now on the new jersey turnpike southbound to 195, that exit ramp is closed right now. and that's going to be there until about the end of november. katy. >> thanks, jessica. beginning today in lehigh county you'll have two new spots to drop off unused expired medications. county and health officials will announce the placement of the drop boxes at two lehigh valley locations. you can use the boxes to dispose of unused prescriptions and over-the-counter meds. officials say it's unsafe to simply throw out the medication or flush them down the toy lext we've learned about a shortage of life saving medication for kids with severe allergies. >> it's the difference between life and death to not have access to one i can't imagine. >> next, the reason there is an

breaking news from overnight, the senate has approve add two-year budget and debt deal that averts a national default. that bill is on the way on its way to president obama. senators worked into the wee hours of this morning and in the last hour they voted to approve the budget bill. the house passed it wednesday. president obama negotiated the bipartisan deal with top congressional leaders. it sets the budget through march
2017 and averts a threatened government shutdown. >> in the house of representatives, has a new speak ir. yesterday lawmakers officially approved congressman paul ryan, the wisconsin congressman takes over for john boehner. ryan says he hopes to unify a sometimes fractured republican party. >> i'm not interested in laying blame. we are not settling scores. we are wiping the slate clean. >> you'll remember ryan was mitt romney's running mate in the 2012 presidential election. he was first elected to the house in 1998 when he was just 28 years old. now at 45 years old he is the youngest speaker in nearly 150 years. turning to decision 2016. there are calls for new jersey governor chris christie to drop out of the race for president. after the debate wednesday night. here is one exchange that christie had with cnbc moderator john harwood.
>> in government -- no, john, you want me to answer or do you want to answer? i got to tell you the truth. even in new jersey what you're doing is called rude. >> he did get a lot of laughs. yesterday "the new york times" editorial board called for christie to drop out of the race. the headline said governor christie, time to go home. it said new jersey is in trouble and his presidential run is nothing more than a vanity project. in response christie tweeted, can't read the article because i don't have a subscription. but i can tell you i'm not going anywhere. in true governor christie form. vice president joe biden may not be making a run for the democratic nomination but he is exercising some influence on the party and the race. aides say biden met with bernie sanders at the vice president's residence. the two talked for about an hour. biden reportedly also spoke with hillary clinton by phone last
week. and new partnerships we will rather expand the hotel space and attractions available to delegates coming to the convention in philadelphia. the dnc has joined with the philadelphia convention and visitors bureau and the valley forge tourism and convention board to tackle options. more than 35,000 are expected for the convention next year. >> and ft. lauderdale's airport is back open after a plane caught fire. passengers on board another flight recorded this video. from that video you can see the plane surrounded by foam that crews used to put out the flames. an engine caught fire was the flight was getting ready to take off. one passenger was seriously burned. about a dozen others have minor injuries from sliding down chutes they used during the evacuati evacuation. >> what goes through your mind
is i mean, is this going to consume or not. >> scary there. federal investigators still aren't sure what sparked the fire. >> newly released video shows bullets flying as bikers ran for cover during a deadly brawl in waco, texas. what you're watching took place in may. nine people were killed when two rival bike gangs clashed on the patio of this restaurant. authorities charged 177 people after the shoot-out. and it's an injection that can save your life if you are having a severe allergic reaction. but now there is an epipen shortage because of a recall from a competing brand. nbc 10's randy gyllenhaal explains why this is a frustrating time. >> dressing up as a power ranger this year but he won't get to eat any of the candy he scoops up. >> what do you do when you get candy you can't eat? >> either throw it away, give it to my mom.

in the mountains 39 degrees so down to 46 right now in quakertown. and 40s and lower to middle 50s in delaware and in south jersey, millville 44. beach haven is 55 degrees right now. we will see lots of sunshine. there are a few scattered clouds at the shore. no rain with those clouds. and looks like it's going to be nice for most of the weekend. there could be a few extra clouds around on sunday. but today, sunny sky. a bit breezy, northwest winds help to keep our temperatures lower this afternoon. compared to yesterday. and it's going to get colder tomorrow morning. but tomorrow afternoon, saturday, sunshine. right back in the upper 50s to near 60 degrees. stunned, partly sunny, 66. i've got a shower in there. there is a slight chance of a shower. scattered around on sunday. might be able to remove that, we've got new data coming in later this morning so stay tuned for that. monday is a different story, however. there will be some wet weather around on monday.
you'll see the seven-day forecast coming up in the next half hour. >> thank you, bill. and let's get a check of the roads with first alert traffic reporter jessica boyington. we're taking a look at the schuylkill expressway. >> the schuylkill expressway, this is the time of day we like to look at the schuylkill with not a lot of cars and vehicles. looking great eastbound drive time from the blue truitt the vine street expressway 13 minutes, watch for inactive work zones taking out space. all lanes are open, no problems into center city. and if you're on 95 we have ongoing construction. the westbound on ramp to 95 northbound is closed this morning with that construction. we're going to check win the p.a. turnpike also, take a fly down there, you can see all of the cars are green, moving along nicely. westbound, eastbound, 23 minutes from route 1 to valley forge, watch out for construction westbound on p.a. turnpike between delaware valley and street road. >> it could have ended in

takes on notre dame at 8:00 tomorrow night. >> a little philadelphia boy is on the mend after what his family believes was a case of devine intervention. the 3-year-old walked away after falling two stories out of a window and landing right on a picture of the last supper of christ. his family sent us a photo of the picture he landed on outside the home in point breeze when the boy pushed through the window. the family calls it a miracle. we're not sure why the picture was outside the house but they moved it back inside as a result of what happened. >> and next, meet delaware's bionic boy. you've got to hear how he built this mechanical hand after a trip to his local library. your clever moves won't stop the cold and flu.
