kid getting shot. it's a shame. it's a shame. >> an 11-year-old girl walking home from school. the clues police have as they search for the gunmen. we begin this the surveillance video with a stranger leading two children away. >> it's a story you'll see only on 10 tonight. nbc 10 drew smith live outside the day cake re in philadelphia
outside the logan section. >> reporter: this all happened quickly. the grandmother pulled up and parked. one of her grand kids heading into this day care. two others waiting for a ride. nobody knows who this man was that approached them. a grandmother parked at the day care and began getting her grand kids out of the car. a man walked up and began talking to her. the day care director did not want to appear on camera but showed us this video. they've never seen him before. the video shows him walking away with two of the children. >> i was very scared. >> reporter: their mother spoke with us tonight. >> i don't know who this man is. no one knows who this man is. we don't know who he is now. >> reporter: normally someone who works to the day care drives two of the kids to an elementary
school. foster assumed this man worked for the day care. >> grandma said it's okay, so let me go. >> reporter: after the grandmother brought the youngest child inside, the group was walking in the wrong direction about a block away. she rushed up and grabbed them. the man left. the day care called police and now neighbors are on alert. >> now on i will be more vigilant. >> i'm glad they're all right. >> reporter: foster followed up with police again tonight. she's a little frustrated they didn't come down here to check out the surveillance video we just showed you. she did say they promised to patrol this area a little bit more. we also called this police district as well as detectives, but they said the person who is handle this case is not available. i'm drew smith, nbc 10 news. now to an 11-year-old girl shot while walking home from school. she's in the hospital but the shooter is still on the loose.
>> nbc 10 is live. what have you been able to find out about this? >> reporter: the 11-year-old girl spoke to detective from her hospital bed after suffering a gunshot wound to her right heel. she was on her way home when struck by the stray bullet. >> innocent kid getting shot. it's a shame. >> reporter: the 11-year-old victim was among the group of girls and a woman who ducked into a corner store. they ran from gunfire that seemed to surround them. the worker who asked not to be identified said she heard four gunshots and saw panic and fear come through her store. >> i was on the floor because i was scared gunshot trying to here. the kids running. very scared. they was running very fast and very scared. >> reporter: the 11-year-old girl talk off one of her shoes and found her foot bleeding.
stray bullet struck her foot. her children catch the school bus on the same corner. >> i'm frustrated. this is crazy. stop the violence. >> reporter: investigators recovered four shell casings. they say the gunmen was shooting at another man from across the street. he was last seen wearing a black skull cap and a black shirt with large dragon on the front. he took off running west. police are looking at surveillance video taken from one of the businesses. they're asking for more witnesses to come forward. nbc 10 news. new at 11:00, a philadelphia police officer is in the hospital. the victim of a hit and run. investigators say the officer was responded to reports of a person with a gun in the grace ferry neighborhood. that's when a man in car with two other passengers drove his vehicle toward the officer striking him. the officer suffered a broken leg and cuts to the head. the car and the passenger were
located but the suspect got away on foot. pennsylvania's budget stalemate could make it impossible for the poorest school districts to get another loan to stay open. standard and poors with drew its rating of a key state program that allows money to divert money to lenders instead reducing borrowers cost. pennsylvania can't prove it can repay anymore loans. if other agencies would follow suit, school districts would be cut off. some include redding, and beth le leham. this followed a beautiful day with another record high. >> what changes are in store now? >> the rain we still have around the area now will be moving out. visibility is reduced just in
the last few minutes as the last of the showers starts to come through. we have two bands. one over us now and the other out by harrisburg. you can see a little bit heavier rain. that's going to be coming through in the middle of the night. once that comes through, things will clear out and it's going to be a totally different kind of day tomorrow. look how warm it is. this time of night 67 degrees. we smash record high temperatures across much of the area in the philadelphia record. goes back to 1881. in allentown they beat the record by 8 degrees. that is just incredible. as we go into the morning hours, no fog. no pollution issues. breezy during the day. cooler but still not cold. i'll tell you when the cold air is coming with the seven day in a few minutes. president obama says the fight against isis continues to move forward with urgency.
the president made the comments at the pentagon today whereskór met with national security council. he said isis lost 40% of land it once held in iraq. he also touted the success of recent actions of u.s. led coalition like more fire power and special operation forces. >> as we're relentless, we have to be smart targeting isil surgically with precision. >> the president also announced he is sending defense secretary carter to the middle east and secretary of state kerry. the fbi arrested a maryland man for providing material support to isis. he was charged in u.s. district court in baltimore with attempt to provide material support or resources to a designated organization. the fbi said he pretended to
sell printers on ebay to mask payments coming from an isis operative. u.s. government is calling for expanded online securities creating measures in the wake of the terror attack. long before tashfeen filed for a fiancee visa she expressed support for violent jihad in online posts. beau bergdahl, former prison of war will face court-martial. the taliban captured the sergeant in 2009 after he walked off the army post. he was held captive for nearly five years. the officer in charge of bergdahl's preliminary hearing recommended against a court-marti court-martial. a higher ranking officer overroad it. if convicted he could get life in prison. donald trump will be center stage in tomorrow's final date
of 2015 for the republican presidential candidates. it will take place at the venetian hotel in las vegas. chris christie returns to the main stage after a down card. a new poll shows donald trump's lead is growing nationwide. it has trump leading his republican rivals with 41%. ted cruz is the runner up with 14% followed by marco rubio at 10% and ben carson with 9%. as trump campaigns in las vegas tonight his physician is declaring the candidate is in excellent health. he released a letter. it states he's suffered no significant medical problems over the last 39 years and will be the healthiest individual ever elected to the presidency if he wins in 2016. bill cosby is firing back at seven of his accusers for defamation. he is suing the women claiming they knowingly published false
statements and accusations against him for financial gain. the women claim cosby defamed them but allowing his representatives to brand them as liars afterthey went public with allegations of rape and sexual misconduct. about 50 women have made accusations. he's never been charged with a crime. new information tonight on a story the nbc 10 investigators have been covering in delaware county for the last year. $88,000 in spending at the colwyn fire department has been questioned by the state auditor general. he says he's never seen this kind of unaccounting for spending. some of the expenses highlighted in a new audit and undocumented cash withdrawal of just over $10,000. unauthorized payments for more than $10,000 in property tax bills. earlier this month the fire companies board voted to suspend the company's deputy chief.

will hold a new opening for the queen lane apartments. the building is a mix of two story flats, walk up apartments and three story townhouses. take a look at this water. it's frustrating people in one bucks county neighborhood tonight. the people of halls township say the rusty water has been an issue for years. now the township is working on a temporary fix for the problem by flushing hold pipes. residents say the fix has created a new mess with sludge ending up in their homes. >> i have to bathe in it. i cook in it. i wash my clothes in it. it stains everything. i got a sludge in my pipes from it just sitting this there. >> township says it will be year before they line or replace all the old pipes. the money just isn't there. a former u.s. army major and his wife are scheduled to be sentenced tomorrow. john and carolyn jackson were convicted in july of child abuse. they tortured their three foster kids.
they broke their bones and de denied them medical treatment. they forced them hot sauce and wouldn't give them water. the kids had to drink from the toilet. the couple face many years in prison. police are concerned a gas station robber is getting more violent. there's been three gas station assaults in just a little more than a week. the most recent happened inside u.s. gas. police say the suspect punched the clerk several times. police are asking gas station owners to have two attendants on the clock if open after 9:00 at night. a bucks county community shares its grief over the death of a 14-year-old star football player. stephen king was hit and killed by car as he road his skateboard saturday night. today his friends and family gathered on the football field at central bucks high school to remember him. >> a great person.
the best person i've met in my entire life. i hope i can be more like he was. i think he was the best. >> kim was trying to cross the street on his skateboard with two friends when he was hit. the driver stopped and no charges have been filed. heads up tomorrow it's the last day the sign up for health insurance coverage. december 15th is the deadline to enroll in a new plan. if you would like to pass be prepared to pay up. the penalty is $695 or 2.5% of your income, which ever is higher. you'll see a lot of blue in the philadelphia skyline. it's an honor of the children's hospital of philadelphia. ben franklin bridge and other landmarks are going blue for the season of light. it's the community wide event to let child patients know they are cared for and loved.

just kind of wind but that's going to take a few days before that happens. we have still some showers around the area. 67 amazing degrees. more than 20 degrees above the normal high for this time of the year. still a wind out of south. that's 11 degrees warmer than this time last night. weav we're in the 60s just about everywhere else. these numbers are just amazing. if it was in the middle of the day it would still be amazing and close to record breaking. it's 11:00 at night. we're still temperatures like that. it won't be quite that warm when you get up in the morning. three days in a row of records. one today at 1881. the high during the day on tuesday, 62. our official high for the day may occur at midnight. now you can see the mild air starting to move out. here comes cold air for friday and especially over the weekend.
that's a legitimate cold blast that's coming. wind chills will be used. may get below freezing for the first time in philadelphia. here comes the mild air right back next week. look at this. the 23rd. christmas eve and christmas day. near record high temperatures possible, again. there are those last showers coming through philadelphia now and then this line of heavier showers. that's going to be coming through in next couple of hours. that's the last of it. we're going to be getting some drier air coming in behind it. the big part of that storm, going right up into canada. that's not coming here. we get some showers, and then we get some wind. unseasonably warm with the showers ending. 56 for the low. during the day it's not going to warm up a whole lot. that's still way above average. look at the wind gusts at 35 miles an hour. the seven, mild on wednesday and
thursday. despite the rain. rainy day on thursday. some of that could be heavy. we have some wind and colder weather coming in. cold blast saturday, saturday night. then a colder eagles game sunday before we start warming up again next week. here's a little holiday cheer in south philly tonight. philly charity honoring local organizations for those in need. nearly $2 million was awarded by phillies charities in 2015. that's a lot of charities. is it threes company for the division lead now? we'll show you how well he did. that is next.
