and it's only expected to get warmer as we get closer to christmas. right now 53 degrees in philadelphia, good morning, welcome to "nbc 10 news today." i'm tracy davidson. >> i'm rosemary connors. i'm welcoming this. this is great. let's get more from meteorologist bill henley. good morning, bill. >> good morning. it's a rainy start for parts of the area. look at the pocono mountains, the view from blue mountain, a steady rainfall there. it's the northern and western suburbs and the mountains getting the first rainfall of the day. but eventually everybody's going to see some wet weather, even delaware and south jersey which right now is dry. we've had light showers move through philadelphia. that was the first round of showers, you can see the steader rainfall. into the mountains on the fresh snowpack they made. here are the heavier downpours, the showers that are on track for delaware and south jersey during the day. and the temperatures, no problem. 50s to start with for philadelphia, trenton and wilmington. and the coldest air is north and

west, reading at 43 degrees. certainly not cold for this time of year. we're going to see thech thes climb, the clouds at 7:00, the rain showers falling later this morning. 57 degrees. even though the rain comes down, the temperatures move up. 61 degrees. still climbing at 1:00 this afternoon. we'll go through the forecast neighborhood by neighborhood when i'm back. right now jessica boyington is watching your first alert traffic. >> a lot of ongoing construction, down the jersey shore on the atlantic city expressway, eastbound between the garden state parkway around exit 7 and smithville exit 5. watch for the two right-hand lanes blocked. that will be until 6:30 this morning. on 422 we're okay even through the construction eastbound from 29 to the schuylkill expressway, this is what's happening there, that's the eastbound lane so headed to the schuylkill we have 8 minutes, no problems around the trooper road area. but area bridges are doing okay. we do have a scheduled opening for burlington bristol for 5:50.

but the tacony palmyra is clear, ben and the walt is clear as well into philadelphia. >> happening today the department of justice will release details of its investigation into the philadelphia police department and its use of deadly force. katy zachry is live at police headquarters. what can you tell us? >> reporter: you might remember that police commissioner charles ramsey asked the department of justice to review his department's policing practices after there was an increase in officer-involved shootings. now, from that review came nearly 100 recommendationings from the district or from the u.s. attorney's office as well as the doj, to improve police practices in philadelphia. they were announced in march. and included things like improving deadly force training among officers and supervisors, updating the way officers take statements because right now they are typed rather than recorded. another recommendation was to improve the community's trust.

>> we also believe that there's ways to better have transparency by involving the commission and by making sure that there is accountability not just within the department but outside as well. >> reporter: earlier this year we asked the commissioner how long it would take to retrain the officers and rebuild based on the nearly 100 recommendations. at the time the timeline was unclear but we know for the last six to eight months they have been working on those recommendations and we'll hear specifically the improvements made coming up later this morning. and the next half hour you'll hear from commissioner charles ramsey. katy zachry, "nbc 10 news." >> thanks. philadelphia police continue to investigate the death of a 75-year-old man who was found in a center city hotel. nbc 10 was at the roadway in where detectives made several trips to haul away evidence. when police arrived around noon the man was found dead in a

guest room lying on his back with a cloth around his neck. sources tells us man was a successful psychiatrist and was married. we spoke to a man who works near the hotel. he is disturb bid the discovery. >> it makes you feel a little uneasy working so close to something like that. >> police have not made any arrests. they won't know the cause of death until autopsy is completed. >> a community in cape may county will come together to remember a teenager found dead in a home. friends and family will hold a candlelight vigil for nicole angstadt at the abandoned home where her body was found. she vanished on november 29. her death has been ruled a homicide. investigators believe it was not a random act of violence. her death investigation alleged the arrest of three men. the man serving life in prison for killing a philadelphia police officer is back in court and fighting for proper medical

care. he is suing the department of corrections for intentional medical neglect and malpractice. his lawyers say he wasn't given proper treatment. mumia spent 30 years on death row for killing officer faulkner. his death sentence was overturned, he is now serving a life sentence. three former fire members are aled to steal thousands. >> some was meant to support volunteer fire companies. the exchief and the company president and the former treasurer are all under arrest. >> gary, you got anything to say? >> police arrested bryce at his colwyn home, investigators say he lived there with the other two suspects. the three allegedly stole more than $52,000 from the fire department. >> donald trump is once again taking aim at hillary clinton. >> she lies about e-mails, she

5:38. warm on a first morning of winter and a bit damp too. you can see the clouds over center city. not much wind yet but like yesterday we'll see a

southwesterly breeze, so though we're getting a warm start we're in for a warm-up. northeast philadelphia has light rain, south-southwest winds at 6 miles an hour. look at the temperature. 56 degrees. 21 degrees warmer than yesterday at this time. for now it's dry along the coast. the showers are inland, in fact, they moved north and west. the heavier rain is just to the west and to the south. and these are the showers that will fill in so everybody's going to get rain but it's only going to be rain, even in the mountain, camelback this afternoon, 56 degrees. near 60 for fleetwood and pennsburg. you'll see showers this morning in abington, bordentown, breaks of sunshine later this afternoon. it will not be an all day rain but heavier at the shore for cape may and ventnor city. inland light showers and early this afternoon. then we'll be in the low 60s for wilmington, malvern, 63 degree this is afternoon. former weather to come. record temperatures, got the

details and the timing with the seven-day forecast when i'm back in 10 minutes. >> 5:40 on tuesday morning. and it's that time of day when people are starting to get out the door. >> we have you covered and when i say we i mean jessica boyington. >> we all do, though. we're on a blue route around germantown pike, the ramp, you can see no problems here, headed southbound or northbound. drive times are good to go. we can say the same for route 202 so we're still a little ahead of where we start to see that volume. another 20 minutes or so, that's what i'm going to say northbound from 30 to the schuylkill expressway. you see the average speeds are up. in philadelphia watch out for construction on richmond southbound between lehigh avenue and delaware avenue. that is on going. a scheduled opening for the burlington bristol bridge scheduled for 5:50. so another 10 minutes or so for that. the tacony palmyra and the ben

the case against embattled sergeant bowe bergdahl heads to court this morning in north carolina. the former p.o.w. will be arraigned on desertion charges, for walking off his post in afghanistan in 2009. he was later captured by the taliban. the taliban held bergdahl for nearly five years until he was released in 2014 in a prisoner exchange. >> 5:44. overseas six americans are dead, two hurt after a suicide attack in afghanistan. officials say the u.s. service men were going to a meeting with afghan leaders and while walking through the village a man drove into the group and detonated his suicide vest after a pentagon report that says security in afghanistan deteriorated. president obama still intends to reduce the number of american troops in afghanistan before he leaves office. critics say that could put u.s.

troops at greater risk. >> this was the deadliest attack on u.s. forces in afghanistan in more than two years. >> now to decision 2016, donald trump continues to blast hillary clinton for comments about him over the weekend. the republican presidential front-runner doubled down on his attack at a campaign event in michigan last night. trump called clinton a liar for saying that isis is using video of his comments to recruit militants. intelligence experts are siding with trump on this. the billionaire businessman demanded an apology. the campaign has tweeted hell no and then said this. >> the person that needs to apologize is donald trump for his hateful bithed rhetoric toward muslim americans. >> some believe that the war of words is a good thing for both because it lets them act like

white house nominees. hillary clinton is looking forward to becoming a grandmother for the second time. her daughter chelsea is expecting her second child. the announcement went out on twitter yesterday. chelsea is due next summer around the time of the democratic national convention in philadelphia. >> the republican presidential field is a little smaller this morning. senator lindsey graham announced that he's suspending his campaign. graham said it's not my time. analysts say he could not gain ground with gop voters and was doing poorly in most polls. with gram out the number is down to 13. >> turning to pennsylvania's budget battle. governor wolf is threatening to veto a short-term emergency spending package. governor's threat after most republicans rejected crucial pieces of a bipartisan budget deal to raise taxes to increase school aid and shrink a deficit. pennsylvania is now one of two states fighting over a budget

for the fiscal year that began july 1. a group of parents with students in the philadelphia schools are celebrating a victory, they won a suit against the department of education saying the department has acknowledged curriculum deficiencies in four philadelphia schools as a result of state budget cuts. advocates say more work needs to be done. >> that is the situation that has to be a wake-up call for every entity in this school system, it's one that was led by parents but it's got to be picked up by our city leadership and civic leaders and ultimately by our colleagues in harrisburg. >> the department has ordered the school district to create corrective action plans. the district released a statement in response to the latest developments that reads in part the findings highlight an issue that plagued all philadelphia public schools, a lack of resources due to reductions in revenues from the commonwealth of pennsylvania. >> mayor nutter will sign a bill

that keeps comcast as philadelphia's cable service provider. the deal runs for 15 years, including a low cost plan for seniors and career technical training for young people. comcast is the parent company of nbc 10. there is a new push to make recreational marijuana legal in atlantic city. one new jersey state lawmaker mans to introduce legislation that would legalize recreational marijuana. he believes the move could be a way to attract tourists and reinvig gate the economy. the council president also supports that plan. >> 12 minutes before 6:00. we're getting a warm and a rainy start. clouds are over the city. we'll see some sunshine later today. but before the sunshine moves in, we're in for more rain. no sign of winter cold. first morning of winter starting

at 54 degrees, 10 degrees warmer than yesterday. you see it's a little damp in south philadelphia, you can see lincoln financial field they turned on the light for us. a view of the rain moving back in. right now taking a break. warm, even where the rain is steadier nart and west. fair meadow farm, phoenixville at 52. cloudy skies, mostly cloudy this morning. we could see late sunshine this afternoon. you can see the tail end of the system to the west. but lining up to the south those are heavy downpours. and some of those downpours will be destined for delaware and south jersey which at this time is the dry. the first wet weather of the day is steady and allentown and into the pocono mountains where they had freshly made snow. rain will be returning again tomorrow and probably see more rainfall. by 11:00 less than a quarter inch on the ground but

approaching half an inch in south jersey. just over a quarter inch in philadelphia with rain tapering off and the temperatures coming up. we will see 60s. here it is, the end of december, close to record temperatures today, into the record books starting tomorrow. the record stom 66, we'll twoorm 68. the record for month of december is 73. i think we'll top that. 75 degrees for thursday and warm on friday. christmas day 67 degrees. one degree short of the record. this weekend the temperatures up and down. down to start with on saturday, back in the 60s sunday. >> all right, bill. 10 minutes benefit 6:00. let's get you to work on this tuesday borning. jessica boyington is keeping an eye on the cameras. what are you seeing on the

schuylkill? >> right around the ksh curve now we're doing great. so eastbound from the blue route, 12 minutes and you can see our cameras whether you're headed east or westbound so problems all lanes moving along nicely but we have that scheduled opening for the burlington crystal bridge. we're in the process of that, no problem for the ben franklin, the whitman is doing great. in south jersey right near atlantic city expressway we've seen the garden state parkway. we have ongoing construction two right lanes will be blocked. another 40 minutes for that. >> amtrak is facing fresh lawsuits in that train derailment last spring. the suit filed claimed that the accident could have been avoided if amtrak had taken proper safety measures. new technology is now in place.

8:30 p.m. eastern time. it delivered six communications satellites into orbit before successfully landing back on earth. this is space-x's first mission since the failed mission in june when a supply ship was destroyed shortly after takeoff. tonight is bowl night for temple's football team to take on toledo in the boca raton bowl. you're looking at the owls arriving on friday. temple is coming off of a 10-win season and second place in the conference. toledo won nine games. a fun fact it's being played at florida atlantic university also home to the owls so temple should fit right in. >> we're getting a look at the proposed main stadium for the 2020 summer olympics in tokyo. officials say the project will feature a lot of natural elements, wood and greenery, construction will cost about $1.23 billion. officials say the stadium should

square. mayor-elect jim kenney dressed up as buddy the elf. he had help from santa claus. a group of men often overlooked by society is gaining national attention at the white house. >> atlanta-based choir made up of homeless men was invited to sing. ♪ >> those voices were heard through the east wing last night. the choir practices twice a week at the shelter that these men call home. they perform locally but this year the director pushed to get the group to washington, d.c. and he did. >> i was brought up to believe if the somebody needs your help, you help them and i hope that people will recognize that in these men. >> it was everything i hoped for. it was everything i dreamed of. >> these men without a home of their own lifted their voices together in the house that

the rain unfortunately falling in that freshly made snow in the pocono mountains, this is a rainy scene from blue mountain, the entire area the pocono mountains seeing the rain. here is the heavier rain to the south that's going to move in for this afternoon. we have seen some raindrops fall in philadelphia as the first band moved through. the steadier rainfall, allentown and lancaster, and a few showers for chester county too. the rain to the south will be sweeping into philadelphia, delaware and south jersey. and the temperatures even though we'll get rain will warm up. 55 degrees right now. no sign of the 20s which we normally see. on the first day of winter. it's 50 in south philadelphia and roxborough has seen light showers at 52. rain will return, showers this morning. later this morning will be steadier, 54 degrees at 8:00. by 11:00, 58 degrees. and then into the 60s as the rain comes to an end early this afternoon. with some breaks of sunshine. most likelyin
