clouds pushing through the area. actually spotted a few snow flurries in the radar but the air is very dry at the surface. as the flurries come down, they're evaporating. the wind taking a break right now. there's going to be a steady breeze blowing. there's a 12-mile-an-hour wind in philadelphia and wilmington. it niece the teens and 20s. the temperatures, 28 and doylestown is right at the freezing mark in philadelphia. south philadelphia and roxborough just a little bit colder. so everybody's got the chill this morning. with the wind blowing, those clouds that are moving through the area will keep on going. but don't look for a big warmup. a minimal warmup with sunshine by 10:00 this morning. 32 degrees. 35, just above freezing at 1:00 this afternoon. winds at 13 miles an hour. i'll go through the forecast, neighborhood by neighborhood when i'm back in ten minutes. in the meantime jessica
boyington has a look at your first alert traffic. jessie. >> you want to pay attention right now. in malaga, route 55 here, tall traffic being blocked on the northbound side. right now they're allowing traffic by the scene. in vineland on route 47, a fatal accident scene. northbound around garden road. all lanes are closed and detoured right now. you want to follow that detour around and you'll be fine. otherwise you can take 55. here's delran township. an overturned vehicle. all lanes are closed and detoured around the scene there as well. mass transit is doing good. we'll end it on a good news. patco, dart, new jersey and amtrak. a man was shot while police say he was sitting in his car.
nbc's drew smith is live on the scene this morning. drew, tell us what happened. >> we just got a new update from a police supervisor. he said he got out, walked here on this sidewalk. a 31-year-old died when somebody came up to him and shot him six times. you can see police are still out here investigating at this hour. the shooter ran away down delancy street here. police got here around 11:00. they rushed the man with gunshot wounds to the back and legs to the hospital. the 31-year-old lives a few blocks away from the shooting scene. police are not sure what motivated this crime but the evidence points to it being a targeted shooting. there's a gas station out here, several businesses and homes, and we're told there were a number of witnesses to the shooting. the chief inspect ter told me they have realtime cameras here that keep an eye on the crime, so they have video of the incident. they're reviewing that, seeing
if they can track down the man responsible for the shooting death of a 31-year-old man here. we're live in philadelphia, "nbc 10 news." >> thank you. only on nbc 10, a man talks about an attack and injuries he suffered from a accomplish. ted life says police brought him in for questioning and he was assaults on the way out. according to security cameras they kicked his leg and put him in the back of a police car and left him on a random street. life says he continues to wuk with a limp and it's affected his work and personal life. the fraternal order of police say the officer is innocent. >> there's nothing that leads me to believe that any of this is true. >> the didn't has suspended o'donnell for 30 days with intent to dismiss him. the woman sentenced for an attack on gay couple has
requested a resensing. yesterday kathryn knott's attorney has asked for a resensing. she's currently serving five months in prison for the attack. her attorney is requesting jail time. >> i'm asking the judge now that my client sits in a jail cell and sits has had a test, can he consider an alternative. >> it could consider community service in an lgbt community. a judge sentenced to others to probation. this morning more than a million dollars worth of heroin is off the streets. authorities recorded this video of david p pe cha yeo hiding drs

state lawmakers announced plan to get city finances under control. they call it a cooperative working agreement. it will give them vast authority to work off the debt. the state senate describes its as an intervention real estate than a takeover. they want to reopen the investigation into the deaths of
a prominent couple. they're part of a group called friends of john and joyce sheridan. they ordered the death certificates be changed and case reopened. they find john sheridan killed his wife and then killed himself. family and friends questions the autopsy. john sheridan was the ceo at cooper health systems. >> president obama will visit cuba next month. the white house will make a formal announcement today. this is the president meeting with cuban leader raul castro last year in new york. the countries announced in 2014 they would normalize relations following 50 years without diplomatic ties. the last sitting president to visit was calvin coolidge in 1928. president obama will not attend the funeral saturday for justice antonin scalia. instead he'll pay his respects
on friday when scalia lies in repose at the supreme court. vice president biden will attend if t funeral at the basilica. president obama expects the senate to vote on the nomination. two cities have unveiled their bids to host the 2024 olymp olympics. yesterday the paris committee unveiled its slogan, "the power of dreams." meantime leaders in rome made similar bids. they're banging on the city's historic backdrop to bringet there. los angeles and budapest are also making a bid for the olympics. the vote for the host city will happen in september. 5:48, and it is colder this
morning. the wind is blowing and we're seeing some clouds blow through the area. we'll see a good deal of sunshine today but i'm not expecting a big warmup. right now, 32 degrees in philadelphia. chill is in the air and that's about it. nothing falling from the sky in penn's landing but i have spotted a few flurries on the radar. that's it. 30 in pottstown. 32 at the freezing mark. blue bell is down to 30 degrees. lafayette hill and eagle's ville. a cold start for pottstown at 29 degrees. it's going to be a colder day. you can see the clouds starting to break up farther north and west. we'll see some sunshine after these clouds move through this morning. this is all that's showing up on the radar. you might see a flurry or two briefly and we'll be dryer. sunshine today, futurecast showing through the afternoon, mostly sunny skies. then to the west, clouds will
