breaking news, more than a dozen people are dead this morning after explosions in brussels. four explosions at the airport, several more at a nearby metro station. we've been following this breaking news for 2 1/2 hours now. we continue to get new information and pictures into our newsroom. >> i'm tracy davidson. >> i'm vai sikahema. we have complete coverage of the breaking news that we've been following. first, we'll get a quick check of weather and traffic. let's check in with meteorologist sheena parveen. >> it's a cold start. you want the jacket, maybe the heavy coat. 20s on map still, 25 in pottstown, 28 in allentown, 35 philadelphia. 24 in millville, 32 wilmington and dover at the moment. we'll stay cold like this until the sun comes up. once the sun comes up, temperatures start to climb. 9:00 a.m., low 40s. by lunch time, closer to 50 degrees. we'll take a look at the afternoon forecast plus a bigger
warmup, coming up. let's get a check of the roads with jessica boyington. >> a lot of the majors are not seeing annan crease in drive times. this is cottman avenue. 15 minutes from woodhaven road to the vine street expressway. average speeds dropping into the 50s. everything moving along nicely. checking in with the philadelphia international airport, there are some flights canceled because of the explosions at brussels airport. american airlines flight 751 arriving into philadelphia from brussels is canceled today. back to that breakingç new a terror attack in belgium, explosions send passengers running from the airport early this morning. >> there are reports of more then a dozen people dead. first there were explosions at the airport, then came explosions at a nearby metro station. >> katy zachry is live in the digital operations center. katy, what's the latest? >> i just checked in and nbc news is confirming at least 13 people dead in these explosions
throughout the city. let's just get right to new video we have for you that we've obtained from outside the airport morning, soon after 8:00 a.m. brussels time. this is the scene outside the airport. the brussels international airport. you can see smoke pouring out of the building and people running in panic. some clutching their luggage. an airport spokesperson says many were instructed to go to the tarmac area where first aid teams met them there and treated them. inside the airport, let's go to these pictures, really shows a gruesome scene. we've blurred out what appears to be several victims lying on the ground there. structures are toppled over, heavy rubble and debris strewn everywhere. we're told this happened in the airport's departure area around 8:00 a.m. brussels time. soon after this happened there was an explosion reported at a brussels train station. we're hearing the city's entire metro system has shut down. we're getting into the newsroom
pictures of passengers rushing out of the metro station through the dark and smoky train tunnels. we're also getting new video of patients being treated outside of one of the metro stations that was hit. that coming up at 6:30. reporting live from the digital operations center, katy zachry, nbc 10 news. >> we are watching new developments out of brussels and will bring you updates throughout the morning. also head to the nbc 10 app for any breaking information. at 6:04, we have new information about a story we first brought you last night at 11:00 as breaking news. a plane from philadelphia was diverted to boston because of a passenger with a medical condition. it was supposed to be going to dublin. first report said the plane was diverted for an unruly passenger. that was not the case. the woman was suffering from a medical condition. she was taken to the hospital for treatment. she faces no charges. the airline is working to get those stranded passengers to their destination that dublin. teachers wanted. the philadelphia school district
is looking to hire 800 new teachers and today the superintendent plans to talk to possible candidates. school superintendent william hite will host a career information session at school district headquarters this offia noon. the district plans to hire new teachers, counselors and nurses. the early deadline to apply is this friday. for more information, tap the nbc 10 app for a link to the school district's website.ç and a group of chester county parents are calling for the leaders of the coatesville area school district to step down. they gathered at a coatesville church last night. they say the school district is in crisis because of an increase in violence, failing grades and a mass exodus of teachers. they want the superintendent and assistant superintendent to resign. >> our sole purpose is to feel why we feel what we feel and do what we can to convince the school board she's not the proper fit for this community. >> the board of directioners
tells nbc 10 they firmly stand behind the superintendent and her team. doctors are treating a second case of bacterial meningitis in our area. the rutgers university student attends the new brunswick campus. they are notifying anyone who had close contact with the student so they can get started on antibiotics. they urge anyone with symptoms like a stiff neck or vomiting to see a doctor right away. now, you may recall a philadelphia high school student, jonathan briggs was a freshman at george washington carver high school of engineering and science. it's the city's first meningitis death this year. president obama met face to face with president raul castro on cuban soil yesterday. the president said there are serious differences between the countries on democracy and human rights but he pledged to move
forward with normalizing relations. >> for more than half a century, the sight of a u.s. president here in havana would have been unimaginable. but this is a new day. this is a neuva day between our two countries. >> president obama will address the cuban people during a speech on state-run television a little later today. and carnival cruise lines will start sailing to cuba on may 1st. agreements were signed yesterday approving the plan. this is just start part of the changes coming to the island as it starts to become a tourist destination. this marks the first time in more than oo years a cruise ship will pull into a cuban port. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, it is cold this morning. grab the jacket before you head out. feels like winter outside right now. so a cold start to your tuesday.
this afternoon we do warm up into the mid-50s. warmer than yesterday afternoon. then a bigger warmup comes tomorrowç and thursday. 70 degree temperatures return. by the end of the week, that's our next rain chance. showers in our friday forecast. i'll show you the easter forecast in a second. upper 20s in the lehigh valley, reading 29 degrees. philadelphia in the mid-30s, 31 glassboro, 32 in wilmington and dover. 24 in millville. it is a very cold start this morning. it will stay cold like this until the sun comes up. once that sun comes up, temperatures start climbing. by lunch time, close to 50 degrees today. this afternoon, topping out in the mid-50s. not as cold as yesterday afternoon and not as gusty. breezy but not nearly as windy. nice and dry. if you look back off towards the west, no rain heading this way. this morning we start off with freezing temperatures. our temperatures really warm up as we go into the next couple of days. by wednesday and thursday, 70

6:14. we're following breaking news. a deadly terror attack rocks brussels. nbc news reports at least 13 people are dead, following explosions at brussels international airport. the city's metro system is now shut down. authorities are telling everyone in the city to shelter in place. belgium's terror alert is now at its highest level. there are flights from philadelphia to belgium. all the flights into and out of brussels are now canceled. nbc 10's matt delucia is live at the philadelphia international airport right now. matt, are you noticing increased security there this morning?
>> vai and tracy, we have not noticed anything increased at this point. i have calls out to try and find out if there will be increased security or efforts here in the time being. let me step out of the way here. i can show you the international ticketing terminal here. i've been talking with passengers throughout the morning. people who are heading overseas if they are concern. we'll hear from one gentleman in just a moment. first i want to go ahead and show you that the situation here, we aren't seeing any direct impact but what we have heard is that airports throughout the world, they are reacting to this, british airports are increasing security and prime minister david cameron is convening the government's emergency committee. the britain official terrorist threat is severe right now, the second highest level. we also are hearing that in france, the government there is holding an emergency meeting to figure out what to do with the air travel there as well. as i mention, i've been talking
with folks here at philadelphia international airport. here's what one man had to say a short time ago. >> i think we're fine here. it can happen anywhere. i think we're fine. uáh$ere locally. but there is a flight that goes from before us lgs, belgium to philadelphia. that is canceled along with the other flights in and out of brussels this morning, american airlines flight 751 was scheduled to arrive at 1:30 this afternoon. that has been canceled we're waiting for more information, updates from the airport folks as far as whether or not security is going to be increasing. as i mentioned, i don't see increased security personnel. pretty much business as usual here in the international terminal. of course we'll keep you updated. for now i'm live at philadelphia

eyes on that. >> we are doing really great all across the board on a lot of the majors. we're starting to see some increases in volume but we don't have major incidents to report right now. here's route 42 around route 41 in deptford, new jersey, the northbound lanes in here, that's what's headed towards the philadelphia area. you can see to the walt whitman bridge, a five-minute trip to 65. no problems in the opposite direction if you're headed down the shore. 422 eastbound, maybe an increase of two minutes or so on the eastbound drive time from 29 to the schuylkill expressway. nothing that's setting anybody back too much. back over into new jersey on route 70, construction wn between 295 and west gait dri-- best westgate drive. some flights are canceled and all arriving and departing

by 7:00 a.m., wee should still be in the upper 20s. philadelphia area by 7:00 a.m., mid-30s. new jersey and delaware, mid-30s. this afternoon at the bus stop, more like the low to mid-50s. improvements, not nearly as windy either. as we get closer to lunch time for the rest of the area, around 50 degrees. for the afternoon, topping out at 56 degrees. a little breeze, not nearly as gusty as it was yesterday. nice and dry on satellite and radar. no rain heading your way until friday. this morning, we'll keep the freezing temperatures in the forecast until the sun comes up. staying cold. then we get that gradual warmup. saturdays return wednesday and thursday. the rain i was mentioning for friday, spring showers for you to end out the week. quickly clearing, though, just in time for your weekend, your easter weekend. by sunday, the mild temperatures return for easter. it does look dry sunday morning for the easter egg hunt. that's great news.

we continue to follow breaking news out of belgium this morning. terror attacks there, a series of blasts across brussels starting at the airport around 3:30 this morning our time. airport employees are now saying the first explosion took place near a counter where customers pay for overweight baggage. the second blast was near a starbucks. after that, blasts reported at subway stations in brussels. 13 people reported dead. brussels airport has been reported closed. an overnight flight from philadelphia did arrive in brussels early this morning. we will continue to follow this situation in our coverage including what is going on at the philadelphia international airport. we'll have that coming up.

scene happened right before the commodore barry bridge. big delays block the left-hand lane around the commodore barry bridge with police activity on the scene. checking in with the philadelphia international airport, no major delays at the airport right now. we do have flight cancellations. arriving and departing flights in or out of brussels, american airlines flight destined for philadelphia from brusselss, american airlines flight 751 has been canceled. dozens injured after a series of blast in brussels. >> we've been using every resource at our disposal. septa police tweeted this out, brusselsç attack reinforces th need to look up, speak up and see something, say something. call 911 if you see anything suspicious. nbc 10's katy zachry meanwhile is live for us this morning in the digital operations center.
katy, you've been watching this all morning. what do we know so far? >> a lot of information, pictures, video coming into our newsroom every few minutes. there are widespread reports that about a dozen people, maybe even more, are dead throughout brussels. let's go to our social media aspect. we'll start with pictures that we pulled from social media. this is actually one from the ap. it shows you inside the airport. and the scene that played out there. we had to blur some of the bloodshed because there were victims who were lie on the floor. this is video showing people in a panic rushing out of the airport that was on fire. two explosions went off at 8:00 a.m. in the airport. scenes from a nearby metro station where at least one explosion was reported after the airport explosions. you can see emergency crews outside that metro station tending to victims. the city of brussels are in lockdown. police are telling people not to leave their homes or offices. with regard to the airport explosions, the ones that
happened around 8:00 this morning brussels time happened in the departure area where people were getting in, getting their luggage and baggage checked. we heard from witnesses throughout the morning who made it to safety. here's one man describing what he saw. >> it was first with a small explosion. and a few seconds later, a very big explosion. and there was a lot of smoke and completely destroyed, sprinklers spraying and so on. some people laying down. >> as a result of what happened, the brussels international airport is shut down. the airport did issue an alert that operations are canceled until, at the earliest, 6:00 a.m. brussels time tomorrow. another area that is shut down,
the entire metro system. the french/belgian border is closed as well. reporting live in the digital operations center, katy zachry, nbc 10 news. couldn't on nbc 10 and the nbc 10 app as the situation in brussels continues to develop. we'll let you know on air and online as soon as there are any new developments in brussels this morning and of course throughout the day. >> it's 6:35. now to other news. we have new information in the bill cosby case. more than a half dozen women who are suing the comedian scored a legal victory. a federal judge in philadelphia ruled in their favor aboutç letting them see legal documents from a previous case. that case involved andrea constand. the temple university pro-wempl who sued cosby in 1995. constand settled a civil lawsuit in the case. several women are suing cosby for defamation. from our jersey shore bureau, atlantic city on the brink of bankruptcy plans to shut down city hall from april
8th to early may. closing city government would mean no pay for employees. city services like trash pickup would grind to a halt. the mayor says vital operations such as police and fire will continue. those personnel will be working for no pay. we spoke to a city volunteer at city hall who told us workers are afraid of missing a paycheck. >> i think three weeks we can take it, but after that, i think it's really bad. >> i'm worried about people who have mortgages, people who pay rent and have children. >> now all employees would get back pay once new tax revenue starts flowing into the city. state lawmakers are offering atlantic city a financial bailout but only if the city agrees to a stay takeover b. 6:36. decision 2016. more contests on tap in the presidential races. >> candidates down in the delegate count are hoping to make up some ground. this maps shows which state has
primaries today. the democrats caucus in idaho. there's also a republican caucus in american samoa. this election season is leading to party switching by voters. >> yes, pennsylvania voters are changing party affiliations. state election figures show more than 60,000 people switch from democrat to republican since the beginning of the year. that's about twice the number who have gone the other way. we found donald trump is sometimes a motivator in this. two local voters with trump in mind are turning republican for different reasons. >> i like his brashness. i like that he's a successful businessman. i think he'll do great for this country. >> i've been a liberal voter my entire life. and he just suddenly became more terrifying to me than whoever they were nominating on the democratic side. >> independents are also switching to a party affiliation so they can vote in the primary.

the mid-50s. a little bit warmer than yesterday and not nearly as gusty. a little breezy but not nearly as windy. satellite and radar, try and we'll see like this. nothing heading our way until thelç showers by the end of the week. 70s return as we go into the middle of the week and thursday, then the rain comes. there you see it friday, some showers as we end out the week. don't forget your umbrella on friday. we clear out going into the weekend. easter weekend. temperatures do start to get mild as we go into sunday. it's looking nice and dry for the easter egg hunt. sun and clouds, not as cold. we look at wednesday and thursday, 70 degrees wednesday, 73 on thursday. that's a beautiful forecast. get out and enjoy it. cooler saturday, around 60 degrees. by sunday, 67 for your easter.

6:45. breaking news. at least 13 people are dead in terror attacks in brussels. nbc news reporting four explosions rocked brussels international airport. another blast at a subway station shut down the city's metro system. authorities are telling everyone in brussels to shelter in place. paris, london and other cities in europe tightened their airport security. this new information right now, two sources are selling nbc news that at least one and possibly multiple suicide bombers were involved in the attack. the attacks apparently include who at the airport, additional attacks at a train station. locally septa's police chief tweeted that passengers should call 911 if they see anything suspicious. and there are also flights from philadelphia to belgium. all flights to and from the brussels airport are now canceled. >> nbc 10's matt delucia is live at philadelphia international airport talking to passengers. matt, what are they telling you?
>> tracy and vai, some of them have international flights and they're not cancelling their plans. what we can tell you, we have calls out to the folks here at the airport, officials trying to find out if there's going to be increased security as a result of what's happening overseas. so far we have not heard anything back yet. i can tell you that the new york police department, the nypd is telling nbc news they are in the process of ramping up security for mass transit, bridges and tunnelsç as well as city landmarks. as tracy and vai just mentioned there's a flight from brussels to philadelphia, american airlines flight 751. that flight has been canceled as have all the flights in and out of brussels this morning. again, we've been talking with some of the passengers out here, american airlines, though, releasing this statement, first off saying we are aware of an incident at the brussels airport departure hall and are taking care of customers, employees and

throughout your day. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, a cold start this morning. we still have 20s and 30s on the map to start you off with. you'll want the jacket but we see a lot of sunshine now developing. big warmup in the forecast. 71s over the nes returning. no showers until the end of the week. rain by friday. 28 degrees in allentown, 29 in reading. still mid-20s in pottstown, philadelphia 35 degrees, trenton and bensalem both at freezing. wilmington and dover at 32 degrees this morning, 31 glassboro, 24 in millville this afternoon. they're warmer than yesterday. we should be around the mid-50s. tomorrow and thursday, look at that warmup. 70, 73 degrees. by friday, that's our next rain chance. we'll be dropping back down into the mid-60s. the showers will be here with it, too. for today, by lunch time, temperatures should be right around 50 degrees through the afternoon. we stay nice and dry.

deadly explosions, sources tell nbc news that at least one, possibly multiple suicide bombers were involved in the attack. the attacks include several explosions at the brussels international airport around 8:00 this morning brussels time. happened in the departure area. there are casualties there at the airport. there was at least one additional explosion at a train station near the airport after the series of airport explosions. a total of 13 people have so far been confirmed dead by nbc news. the belgian prime minister has said very recently, quote, what we feared has happened. there are many dead, many injured. stay with nbc 10 for continuing coverage on this developing story throughout the morning and the rest of the day. reporting live from the digital operations center, katy zachry, nbc 10. nbc 10's matt delucia is talking with passengers at philadelphia international airport. what's their concern? they have to be concerned this morning. >> well, vai and tracy, some of
them say they are a little bit concerned but are continue on with their travel. i haven't talked with anybody who is cancelling plans as a result of these attacks in brussels. i've been checking in with local agencies throughout the country. septa police tweeted that the brussels attack reinforces the need to look up, speak up and say something. call 911 if you see anything suspicious. something from the d.c. metro, the metro transit, no known specific offer credible threat to the metro at this time. they will be having addi.91 canine sweeps and patrols this morning as a precaution. also in new york, the nypd telling nbc news they are in the process of ramping up security for mass transit, bridges and tunnels as well as city landmarks. as you're looking at philadelphia international airport, again, we have not seen any noticeable signs of increased security. we're working on trying to get official confirmation from anyone here at the airport as to if anything will be stepped up later on today. live at philadelphia international airport, matt delucia, nbc 10 news.
