moving into our area. 4:30. 66 warm degrees outside. good friday morning. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast. talk about the rain and the warm temperatures, bill. >> an umbrella is a good idea. you won't need the heavy coat, not this morning. the temperatures are warm. it is just a light rainfall so far for most of the area. we're seeing showers in delaware and south jersey on the light side. there's one area that is coming down heavier. that one cell is moving off to the northeast, heading towards egg harbor right now. the rainfall is falling at a rate of an inch and a third an hour. that's a good clip, coming down fairly hard there. it's not going to last long. no flood threat there. 65 degrees in doylestown. the 60s, everybody is in the 60s this morning. roxborough, south philadelphia, northeast philadelphia, everybody's getting a warm start. we will see even warmer temperatures as the day goes on. to start with, be holding steady at 9:00. 67 degrees. the wind will beç increasing. that will maintain our temperatures on the warm side

even with clouds and a chance of showers. there should be breaks in those clouds and temperatures will climb into the upper 70s in philadelphia today. we'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. jessica boyington is watching first alert traffic. jessie? >> we're watching the schuylkill expressway right now. these are our cameras around montgomery drive where everything looks okay. so far, as you're headed eastbound right in here, this is the drive time for that. 13 minutes eastbound from the blue route to the vine street expressway, average speeds just into the 50s. but they are high 50s right here. no problems heading westbound towards the king of prussia mall area. no backups. construction on the betsy ross bridge eastbound ramp to rich monday street and that will be closed until may. definitely something you want to plan into your morning commute. if you're heading over into new jersey at any point or coming from new jersey as well, cinnaminson township, an accident investigation is under way due to an early accident scene around taylor lane.

there is joy and there were tears when a baby missing for more than five hours is reunited with his family overnight. police found the child and the woman they say took the infant from the king of prussia mall. right now, police have that woman in custody. she's waying to be charged. nbc 10's drew smith is live at the upper merion police station where he's following this investigation. drew, tell us more. >> reporter: i want to let you know what we know about this suspect so far. she has ties to the king of prussia area and they actually found her in tredyffrin township inside a home with this child who was unhurt. police are crediting help from the public and investigative work from their officers, first, for figuring out who the woman in surveillance video was and checking several locations where she was seen with this baby. police have not released the accused kidnaper's name but they don't believe she has any connection to the family. we watched that family wait for hours in agony at the police

department but that pain turned to joy around 10:30 when they found out the baby wasç safe. just before midnight when a mother had her baby in her arms again. listen to the baby's grandfather describe the relief. >> everybody is feeling glad, they're happy, the public and everybody, got involved. they thank the police officers and all for doing their job. >> reporter: police say the woman in custody here who is missing with this child for about four hours was actually showing off the child to her own family members. right now, though, the motive for this crime is unclear. live in upper merion police, drew smith, nbc 10 news. shoppers saw a very active scene outside king of prussia mall as police combed the parking lot for the baby. officers searched cars as they tried to leave the mall to check for the missing baby. our live team coverage continues with nbc 10's mrs. mr onique br.

>> reporter: i was one of those people who was stopped while leaving king of prussia mall just after 7:00. i asked police who was going on. they said a baby had been taken and they quickly searched the back seat of my car. look at the video. it shows all the chaos playing out here at the mall, moments after 7:00 when police were called to the scene. they were all over every exit. they had been here for about two hours when i ran into them. they were stopping cars, checking them thoroughly and waving customers on their way. skyforce 10 was also over the scene capturing the chaos. shoppers we spoke with were alarmed. >> we're just absolutely shocked that that would happen here. >> that was the sentiment of just about everybody we spoke with. police were southeastern walkeeh the mall, especially the food court area. two hours later, an amber alert

was broadcast on tv through the emergency alert system. for first philadelphia county, then chester and also montgomery county where the crime occurred and surrounding counties.4%thenr hours after the child was taken, the amber alert signal was sent via cell phone. state police do issue amber alerts when a child under 18 years of age is abducted and believed to be in imminent danger or seriously injured. as we all know, the baby was found safely and returned to the family. live for now outside king of prussia mall, monique braxton, nbc 10 news. >> to recap, this baby who was missing for more than five hours is back with his family. police are holding the woman they say took the infant from the king of prussia mall and we're expecting to learn more about the suspect and the charges she will be facing later this morning. stay with nbc 10 and the nbc 10 app for updates as we continue to get new information. 4:35. we have an update on the

financial crisis in atlantic city. governor chris christie says the state is trying to rescue the people of ac from their local government. one week from today, three employees will cash their only paycheck for the month. atlantic city mayor don guardian says city lawmakers have the best interest of the people at heart. the city is in this situation because governor christie is withholding $33.5 million. christie fired back saying ac is spending two to three times more peres dent than any other city in new jersey. >> i'm not going to put the people of new jersey in the position of writing another blank check to atlantic city. >> we're not playing games. we're taking every recommendation seriously. >> christie says a state takeover of atlantic city and a measure to create alternative tax payments for casinos are the only solutions. a tragedy at a greyhound bus station. a gunman shot a state trooper at close range, killing him. the latest on the investigation.

thunderstorms will be with us during the day today. not an all-day rainfall. warm, that ill, here all day, 70s for allentown, reading and quakertown. into the middle 70s, trenton, mt. holly and doylestown. scattered showers and a chance of thunderstorms even at the shore. the winds blowing, 68 degrees in cape may. cooler in atlantic city thanks to that same wind. inland, you'll find 70s, 75 in dover. 77 this afternoon in philadelphia. seven-day when i'm back in ten. >> bill, 20 minutes before 5:00 right now. let's get you to work, especially if you travel the ben franklin bridge. we start there with first alert traffic reporter jessica boyington. jessica? >> we are starting on the ben franklin bridge right now. that's behind me. the base of the bridge we're looking at. this traffic right in here, all four lanes are open headed westbound over the span of the bridge. no backups, especially as you head towards the vine street expressway and into center city. once you get to center city, we do have construction, broad street between city hall and

baby boy from the king of prussia mall is in custody awaiting charges at a hearing. police found the child safe and sound last night at a home nearby. he's back with family members. switching gears now at 4:44, the villanova wildz cacats are march to victory in the ncaa tournament. they play oklahoma tomorrow. it's a trip of the lifetime for the team in search of a national championship. it's also one to remember for the fans. matt delucia is live in houston. matt, it's quite a pricey trip for those fans heading to the final four. tell us about that. >> absolutely, tracy. you know what, you get to the final four and it's all about the excitement. this is it, really, until you get to the championship. i talked with a couple fans who came in from philly. it's an experience you cannot pass up and one you really will never forget. we flew in yesterday and there were fans indeed, quite a few nova fans on our plane.

two other troopers also opened fire and killed the gunman. two women were hurt. dermyer was a former marine and was 37 years old. for a second night, severe weather slammed the south. the early spring storms brought heavy rain, hail and tornadoes to parts of tennessee, mississippi and alabama. here are some of the damage in alabama last night. the storm knocked down trees and power lines not far from huntsville. there was significant damage, no one was hurt. the national weather service will determine if the damage was indeed caused by a tornado. a tornado over the mississippi delta was caught on cell phone video. no one was hurt but heavy rains caused flooding and prompted evacuations throughout the state. today we'll get the government jobs report for march. analysts say companies may have added up to 200,000 jobs during the month. that would be a drop from the figures in february.ç analysts also expect the unemployment rate will stay at

4.9%. its lowest level since 2009. we'll have more on what to expect in today's jobs report from cnbc in about half an hour. the walnut lane bridge over wissahickon creek in philadelphia will be closed starting tonight. for a long-term construction project. workers will replace the deteriorating concrete bridge deck and sidewalks. the bridge is scheduled to re-open in september. what else should you know about the roads this morning? we find out from nbc 10 first alert traffic reporter jessica boyington. jessica? >> we are watching wet roads right now. this is just a little bit wet over 295 in west deptford township, new jersey at route 130. you can see a little bit shiny with light rain heading out the door there. southbound from the 42 freeway headed to the delaware memorial bridge, a 23-minute trip. no problems in either direction. average speeds into the 60s right now. if you're out in cinnaminson township, keeping it over in new jersey, there's still an

accident investigation under way. watch for police activity. on 130 northbound, right around taylor's lane, all lanes are closed and detoured from around the scene right now. some construction to watch for on the white horse pike, one lane is open in each direction between spring garden and fleming pike. that's scheduled through may. additionally, we have more construction on the white horse pike ending around 5:00 this morning around summerdale road. there will be lane restrictions when you drive through. now your nbc 10 first alert weather with meteorologist bill henley. >> a rainy start this morning in parts of the area. the chance of showers is going to be with us on and off during the day today. warm winds will be blowing through the day. we're starting to see that wind here at the nbc 10 studios. overhead, the clouds are in most of the area. the showers in just a few spots. one of those spots is philadelphia international. look at the temperature. the normal temperature this time of year is 39 degrees for a low.

we're close to 30 degreesç warr than that this morning. 16 degrees warmer than yesterday. live view, pretty quiet looking. a clear view of boathouse row. no sign of any heavy downpours there. but we could see some of that during the day. 60s from doylestown to wilmington, northeast philadelphia, even at the shore, the temperatures are in the 60s and in chester county, brandywine, at the airport, west chester, chadds ford, all in the 60s to start with. a warm, cloudy and somewhat damp start. the first round of showers not very impressive this morning. the next is lining up to the west. there you can see the spotty light, mainly light showers in delaware and south jersey. they've already started to thin out in upper camden and gloucester county. the showers are going to be on and off this morning. and this afternoon. the next line of showers is to the west. you can see them moving into western pennsylvania, into the south and virginia and north carolina. so grab an umbrella. you won't need it all day.

we'll see occasional scattered showers this morning. then later this morning into the 11:00 hour, could get another round of downpours moving through delaware and south jersey. we could see heavy downpours this afternoon with a chance of thunderstorms. showers, windy and warm. 70s today. middle to upper 70s this afternoon with winds gusting to 35 miles an hour. but the winds shift over the weekend. we'll say so long to the 70s and tomorrow not bad, 60 degrees. there's a chance of rain showers, mostly cloudy day and breezy day on saturday. but very cold winds will be blowing on sunday. 30s in the morning, 40s in the afternoon. subtraukt ten from those numbers for the wind chills which will be strong. winds gusting to 50 miles an hour. look at the temperature. 67 degrees. it won't last. back into the cold zone with sunshine on tuesday. 33 in the morning, 46 in the afternoon. it will drop into the 20s

we have a lot of construction projects to talk about. we'll cover those in center city when i come back at 5:00. community members in west philadelphia want city officials to improve the poor conditions in which they live. neighbors, parents and teachers toured the streets with those officials yesterday to highlight the urban blight. they say one of the biggest issues is the crumbling streets. members of action united pushed for commitments to improve the neighborhoods. now to decision 2016. create your own presidential campaign tv ad. yesterday, the national constitution center unveiled an online version of it's ad-o-matic. you can do it online from your home. this is video of the actual exhibit. do it either in person or online, create a custom ad with yourself as a candidate. you can go one of two ways with it. >> you can yourself star and create your own campaign commercial, either a positive ad about yourself or negative ad attacking yourself.

police in oregon got the unusual call to rescue the deer who wedged itself between branches on wednesday. two officers used a carjack to pry the branchs apart so the animal could free itself. >> those are tree trunks. >> yes, right. some of us know when you're doing live tv anything can happen. though, this, i wouldn't have been able to handle this. >> a reporter inç australia goa surprise when a parrot landed on her. check it out. >> aaah! i can't get it off me. oh, my god, oh, my god. it's not funny, guys, it's not funny. >> no, it's funny. >> her photographer took a few minutes to capture the scene on tape and then helped remove the bird from her shoulder. that's what photographers do. they try to get it on tape. >> hold a second. i'll help you in a second. >> stay right there. don't move.

it's okay. there's more to the story. the news station put this clip on tv and a viewer watching realized it was her friend's bird. the parrot had escaped the day before. they didn't know that. the reporter later reunited lola with its relieved owner. >> i can see our photographers doing the same thing, we'll help you in a second, let's just make sure we get the shot.
