too. cloudy skies at 56 degrees by 11:00 this morning. as far as afternoon temperatures, it's going to be warmer but nowhere near the upper 60s, which is normally where our temperatures are this time of year. new jersey, 56 degrees with showers. a little bit cooler at the shore. 52 degrees. we'll get closer to the 60-degree mark in philadelphia today. don't forget your umbrella if you're headed out the door. got the futurecast to show you when the rain will arrive in your neighborhood when i'm back in ten minutes. let's get a check of traffic with jessica boyington. >> well, bill, we're watching 95 still. we had an earlier accident scene that was taking out some lanes on the left-hand side. a few vehicles involved there. now that's pretty much cleared and moved to the right-hand shoulder. of course, those delays remain. we have that southbound drive time from wood haven to the vine, 17 minutes. the p.a. turnpike still looking
okay. still in the green westbound or eastbound. no real increase in that drive time yet. at the most, it's going to take you 23 minutes if you're headed eastbound from valley forge to route 1. this is cherry hill, new jersey, on route 70. not a lot of cars in the area right now. mass transit on or close to schedule for the most part, vai. >> thank you, jessie. at least 14 people are dead, including a doctor, after an air strike in the syrian city of aleppo. fighting in this area has increased in the latst few days. doctors without border condemned the attack, saying it deprives people of essential care and hospitals are not targets. of course, stay with nbc 10 news and the nbc 10 app as we continue to monitor the situation for updates. it's 6:03. 52 degrees outside. we have new information about the robbery of a temple student overnight.
police now tell us the student came home to his frat house, went in through an unlocked back door, found a man rummaging in the kitchen. the student says he saw the butt of a gun sticking out of the man's pocket as the man asked him for pocket. the student said he didn't have any money. the man took his book bag and left. the student was not hurt. police are looking for the intruder. it is draft day in the nfl. the eagles are hoping their recent off-season moves will pay off. the birds traded up for the number-two draft pick overall. now they're looking to land a player that could be around for years. nbc 10's matt delucia is live for us at lincoln financial field. matt, eagles fans are anxiously awaiting the top pick. could be a quarterback. >> reporter: that is right, vai. anxious to say the least. yes, people are hoping that this will be someone who stays around for quite a while. a lot of the analyst, fans, and perhaps the eagles front office are a bit nervous about this, just hoping everything works out, and thinking about this as a gamble.
will all the moves that happened in the off-season pay off? the team has made it clear that they plan on selecting their next franchise quarterback. they will have the number two pick overall later tonight. it's widely anticipated that the eagles are looking at carson wentz, quarterback out of north dakota state. the first pick goes to the rams. they haven't really been looking at wentz. it's likely he'll be the new guy that everyone here will be counting on. sam bradford is still under contract, so we'll see when exactly wentz will take the field. with all the moving and shaking that has happened in recent weeks, fans just want something positive to look forward to. >> i think you got to get up in the draft if you can. you can't always trade up. it's not something easy to do. so if you can move up and you like the guy, you got to do it. >> it's always a risk moving up, but you've got to make moves to get trophies. >> reporter: got to make the moves. by the way, the last time the eagles had the number two pick in the draft was 1999. their selection, donovan mcnabb.
you'll remember he was met with a lot of booing. we'll see if the pick tonight can work out for the birds. live at the linc this morning, i'm matt delucia, nbc 10 news. >> matt, thank you. tracy, you want to join me on the wentz wagon? that's going to be our guy. >> okay. >> don't miss our draft special tonight at 7:00. john clark is at the draft in chicago. we'll give you exclusive access you can get only from nbc 10 because we are your official eagles station. it is 6:06. we have new information about the suspected sabotage at verizon facilities. the company is now reporting dozens of cases that have cut off service to thousands of customers, including some in pennsylvania, new jersey, and delaware. the company reports 57 incidents over the past two weeks, mostly involving severed cables. 17 cases happened in new jersey, ten in pennsylvania, and in delaware three happened in just
one day. verizon says the number of these cases has doubled since thousands of workers went on strike. union leaders blame the issue on verizon's network maintenance and wear and tear. and from our delaware bureau, a 14-year-old died after an accident on north dupont highway near basin road. delaware state police say the victim was killed while crossing the street. according to police, tyler spawn was not in the crosswalk when he was hit. he later died at the hospital. the driver did stop and investigators do not expect to file charges. counselors will be available to students at george reed middle school this morning. philadelphia police want you to take a look at this video as they try to track down the woman who threw hot coffee at another woman's face. the two started arguing around 9:00 on monday morning outside the starbucks on arch street in center city. after the woman threw the coffee, she punched the other woman. police say the attacker is the one wearing pink pants and
holding a pink bag. clouds are moving in. you'll see a little limited sunshine during the morning hours, but look at wildwood. already mostly cloudy with rain that will be developing this morning. like yesterday, we're still seeing those winds easterly at 15 miles an hour in wildwood. not quite as strong in philadelphia. just enough to keep things chilly today. you may notice that on the seven-day forecast today will not be the only chilly day. it stays with us tomorrow. you see some thin spots in the cloud cover, a little bit of limited sunshine, but this is going to get rid of the sane. the rain is already moving into portions of delaware. just some very light rain shower activity in southern delaware. sussex county has seen a few sprinkles. really nothing more than that just yet. that changes as the morning goes on. here's the futurecast. at 8:30 this morning, rain in
central delaware and southern delaware, inchi ining towards s jersey. it will be falling in cape may as we go into the 11:00 hour. in philadelphia, light rainfall starting late this morning. look how the showers stay with us into the afternoon. we could see some moderate showers, but mainly it's going to be light rainfall that continues into the afternoon and evening hours. that's going to combine to keep all of the neighborhoods chillier today. 58 degrees this afternoon for south philadelphia. look at the pennsylvania suburbs. 57 in lansdale. in the lehigh valley, just 57 degrees with showers developing as we go into the afternoon. south jersey, hamilton township, a little farther to the north, should reach into the low 60s before the rain starts. once the rain does start, that's going to limit the temperatures, in fact bring them down a little bit this afternoon. at the jersey shore, wildwood, 55 degrees. for delaware, dover also 55 degrees. up to 56 degrees in wilmington. that's what's going on today. there's the seven day. when i come back in ten minutes,

prison for conspiracy to grow marijuana. toward the end of his sentence, he was one of several chosen for this culinary program. a unique partnership the bureau of prisons has forged with philabundan philabundance. for 14 weeks, cramer worked alongside others who needed a jump start to a job and help transitioning back to society. >> your country has literally just said, you violated our lays and we're going to punish you. now they're saying, all right, let's let bygones be bygones. here's the keys to a car and go make yourself ready to get back to the world. it was amazing. >> reporter: the inmates come from the federal corrections institute at ft. dix. the decision to let them drive themselves was not made lightly. >> we look at their disciplinary record, when they're getting released. we look at how effectively they programmed while they were incarcerated. public safety is our number one

this is at least a five to six-minute trip. we're at four minutes now from route 55 headed northbound to philadelphia. we're still seeing these delays on 95. this is around cottman avenue. headed southbound we're approaching an accident scene. it's already been pretty much cleared. about a 21-minute drive time here southbound from wood haven road to the vine street expressway. we're all in the green ten minutes north or southbound to the schuylkill expressway. clouds are moving in. you may see a little bit of limited sunshine. we'll see any light fog disappear. this is a view from conshohocken. that changes later this morning. the seven-day forecast at the bh bottom of the screen shows is a number of chances coming our way for rainfall. today and tomorrow in
particular. 51 degrees. the temperatures climbing in philadelphia. still looking at 40s for the lehigh valley. the jersey shore is a little chillier. at the shore, 43 degrees. delaware is 48. the pennsylvania suburbs have dropped into the low 40s. south jersey looking at low 40s. these temperatures will be climbing, but they will peak once the rain moves in. for philadelphia, that's early this afternoon. 57 degrees. the rain will actually drop temperatures later today. same story in the pennsylvania suburbs. temperatures climbing until the rain starts falling. then low 50s later this afternoon. a cloudy start in the lehigh valley. into the middle 50s at 1:00. the rain brings the numbers down to 51 degrees later on. for delaware, the rain starts earlier. it's coming up from the southwest. so that will limit temperatures into the low to mid-50s during the day. the jersey shore, 57 at 1:00. rain brungs that down to 52 degrees late this afternoon.
it is going to stay cooler at the shore too. the first showers arriving later this morning. there's the rain. it's a line of rain that's pushing towards our area. delaware and south jersey will see it before philadelphia and trenton. but it is going to be falling as we go into the afternoon. not expecting a lot of rainfall. just enough to mess up your car wash and cause umbrellas to go up during the afternoon hours. that's 2:00 this afternoon. look at westchester. 0.05 inches. a little more due into the shore area. by late this afternoon, that's 6:30, egg harbor could be closing in on 0.25 inches of rain. just 0.1 inches of rain in philadelphia. it's not going to be a lot of rain or steady. on and off this afternoon. once it moves in, you want to keep that umbrella handy. you may need it again tomorrow. 55 degrees tomorrow afternoon. saturday we get a break, see some sunshine. 63 the high. it turns chillier for sunday. the blue cross broad street run will start off in the 40s.
there's a chance of some showers later in the morning. really a better chance of those showers moving in on sun afternoon. a little bit warmer on monday. still a chance of a shower. it's a trend that is going to continue into tuesday and wednesday. wednesday afternoon, 70 degrees. notice a chance of showers for wednesday, thursday, and friday. finally drying out on saturday and warming up to 73 degrees. tracy, vai? >> all right, bill. just enough rain to mess up your hair this afternoon. donald trump is getting ready for the indiana primary with a familiar face to basketball fans in that hoops crazy state. >> the general endorses trump. we'll explain how bobby knight came out in support of the republican front runner. plus, taking a bite out of crime in wilmington. how the city's efforts to curb criminals will be under the microscope today.
with five primary wins under his belt this week, donald trump is gearing up for next tuesday's contest in indiana. he had help on the campaign trail yesterday from hoosier state legend bobby knight. the former indiana head basketball coach joined trump at a rally last night in indianapolis. the event capped a day that started out with trump's first major foreign policy speech in washington, d.c. and months after ending her presidential bid, carly fiorina is back in the spotlight. ted cruz has chosen fiorina to be his running mate, even though he's far behind donald trump in the delegate count. cruz credited fiorina with standing up to the gop front runner during one of the early debates. out of the democrats, bernie sanders' campaign is laying off hundreds of staffers. however, the campaign insists the move to downsize is not a reaction to sanders' losses in four states on tuesday. a spokesperson says with 80% of the contest behind them, they no longer need as many staffers.

it will be continuing saturday starting at 6:00 a.m. until monday at 6:00 a.m. it will be closed that entire time. the rest of the area bridges are okay. we just look eed at the burlingn bristol, that is still clear this morning. the u.s. government is unveiling a new tool helping the millions of people struggling to pay their student loans. pamela osborne is live in our digital operations center. tell us about this new website. >> tracy, good morning. the changes we're seeing from this website could help ease the burden on more than 40 million americans with federal loan debt. altogether, the amount of debt they're carrying is crushing. we're talking about $1.3 trillion. that's according to the federal government. with the cost of education rising and interest kicking in, it's been very difficult for some people to juggle those payments and their day-to-day living expenses. in fact, one of seven borrowers defaults on their loans within three years. that's why the department of
education has launched this website to help people find loan repayment options that work for them. included is a pay as you earn program, which caps the monthly payments at 10% of your income. the obama administration has been working to make college more affordable and more accessible. these new measures will also aim to improve how the credit reporting industry takes loan repayments into account. reporting live in the digital operations center, i'm pamela osborne, nbc 10 news. happening today, wilmington city council will review the city's efforts to fight crime. the council has been meeting quarterly to review the recommendations of the state crime commission and the progress the police department is making in meeting those goals. among the recommendations is fully staffing the police department, accurately tracking crime, and improving relationships with other agencies. city council is encouraging residents to participate to hear what police are doing to reduce violent crime and how they can help with those efforts. and three girls are
suspended after a fight inside a wilmington high school left a girl dead. >> willingn tomington's police says charges are coming in the death of amy joyner francis. lisa sawyer's son ty died as a result of a fight at a party in middletown a year ago. the person ty fought was never charged because prosecutors say ty agreed to the fight. that falls under the state's mutual combatant law. his mom says that law needs to change. >> kids are out of control nowadays. it's because there's no -- they don't face consequences for what that i do. this law is part of the reason for that. we're learning more about the death of a child in bucks county that investigators say is one of the worst child abuse cases they have ever seen. police in falls township arrested and charged a mother with kicking her 2-year-old daughter repeatedly in the head, chest, and back.
investigators say 24-year-old kayla moore was a stay-at-home mom who may have snapped under pressure. neighbors watched on monday as medics rushed moore's daughter athena into an ambulance. the child died at the hospital. >> the baby had kind of like bruises on her face and she was not responsive. it didn't look good. >> detectives don't know exactly what sparked the beating, but they say that the child was known to throw tantrums. they say the mom should have reached out for help, and this morning they're urging other stressed out parents to get help as well. it's 6:35. philadelphia city leaders and community groups are taking steps toward making you safer on the schuylkill river trail. there have been several attacks along the popular trail recently, so philadelphia created a trail watch program and is now training people to be more vigilant as they bike or run. >> begin with the basics. the basics are gender, age, number of individuals. >> anthony murphy with town
watch integrated services led the first session of training for the schuylkill river trail watch at city hall last night. organizers want joggers, walkers, and cyclists to be on the lookout for suspicious people or things. then they can report them using new emergency mile markers on light posts. >> mile markers itself makes it easier for you as an individual to pick up your phone and say, i'm here, which now tells the police where you are. >> you may see members of the new trail watch group sometime in june. they'll be wearing purple shirts as they use the trail. you'll be seeing gray skies for most of the day, but we're getting a little bit of color. a red sky this morning. we've got showers that are moving into the area. completely dry right now. still a few breaks in the clouds, but that's not going to last. look at the cooldown. 51 degrees in philadelphia. that's a little chillier than yesterday. clouds move in, the temperatures will climb in spite of that. we're just not going to see a
warmup today. by early afternoon, that's when the rain arrives and that's going to start to bring temperatures down during the late afternoon hours. a little bit of sunshine for the suburbs this morning. that fades. by 11:00, 54 degrees. what about the lehigh valley? a nice warmup there in spite of the clouds moving in. we're starting off with showers. 56 degrees at 1:00 this afternoon. then the rain this afternoon will keep things cooler through the afternoon hours. south jersey, you'll need your umbrella too. not to start with but later in the morning and this afternoon. showers will be on and off. a little bit cooler at the shore. the winds coming right off that chilly ocean. 52 degrees at 3:00 with rain. first of the rain, we might see a few sprinkles this morning at the jersey shore. likely to get showers into the afternoon. for delaware, carry an umbrella. a few rain drops later this morning. that's 55 degrees.

look like right now? >> i would love the drive over in north dakota. get everywhere in three seconds flat. that's why i drive like i'm from new jersey. we won't talk about that. we're going to start on the schuylkill. jersey drivers here getting angry about the schuylkill around city avenue. some delays headed westbound, as you can see. average speeds into the 40s right now. we are seeing those delays on 422 as well. headed eastbound towards the schuylkill expressway, that's where it usually jams up. a 13-minute trip from 29 to the schuylkill. speeds dropping into the 30s there. on the garden state parkway, this might be what it looks like in north dakota, actually. toll plaza, no problems in either directions. not a lot of people heading down to the shore, at least right now. everybody moving great through the toll plaza. even through the work zone over here, we have only one lane coming out of the toll plaza. again, no backups right there. more updates in the next ten. 20 minutes before 7:00 right now. nbc 10 is working for you when it comes to your consumer complaints.
her gas bill kept growing. >> i frequently called south jersey gas questioning. i've never been comfortable with the answers i received. >> she tells us her bills were based on estimates, but how she says the gas company got those estimates troubled her. >> they estimated the bill on people that lived previously here before me. >> the previous owners haven't lived here for more than two decades. >> i've lived here 23 years. >> we sat down with mccuen to take a closer look at her bills. mccuen pressed the gas company for more information about her account. that's when she found out south jersey gas owed her cash. >> turned out i had $1,934.14. >> mccuen says she was promised a check within four to six weeks. it never came. >> i called again and was promised i'd get the check in ten days. >> again, no check. just a lot of frustration. >> that's why i reached out to you. >> nbc 10 responds got involved. we called and e-mailed south jersey gas. the company declined an on-camera interview, citing its

it is umbrella time. the rain will be moving in on and off this afternoon. there's still a possibility of some scattered showers this evening. the streets will be a bit damp if you're heading out, but it's not going to be heavy rain in the area. there will be some periods when we're just looking at cloudy skies. here come the clouds. this is the line of wet weather, even some thunderstorms in there moving through west virginia. not likely to see thunderstorms in our area, but we could see some moderate showers at times enter the picture for us. right now t dry with delaware expecting to get the first rain of the day. then quickly moving into south jersey as well. see it on the futurecast. this is 10:00 this morning. there you can see some light rain. as we go into the noontime hour, the rain is making progress. cape may getting light rainfall, moving into newcastle county and delaware. philadelphia, it's going to be raining this afternoon. that's really going to bring the
temperatures down during the afternoon hours. we'll likely peak as far as the temperatures are concern the in the early afternoon. as you can see on the seven day at the bottom of the screen, it's going to stay chilly not just today but again tomorrow. the ten-day outlook, 50s for today. a little bit cooler tomorrow. we'll still see that wind coming in off the ocean. clouds and a chance of showers for friday. we get a break from the rain on saturday. the rain has the day off, but it's back for sunday. in fact, the blue cross broad street run could see some showers late in the race. cloudy to tart with and a chilly 48 degrees. just a chance of showers at 10:00. really a better chance of showers coming in during the afternoon. still a possibility of showers on monday. a little bit of sunshine breaking through. we'll start a warming trend that continues next week. for tuesday afternoon, 66. 70 on wednesday. the chance of showers returns for wednesday, thursday, and friday. they're finally out of here next saturday, 73 degrees. the ten-day outlook.

five before 7:00. the penn relays start today and run through saturday. the annual event brings together high school, college, and pro athletes to compete in the country's oldest and largest track and field meet. and it is draft day in the nfl. the eagles have the number two pick overall. they're hoping to land a future franchise quarterback.
nbc 10's matt delucia is live at the linc if south philly. >> reporter: people have been calling this whole thing a gamble. will the second overall pick be worth it for the birds? this is the guy that people are looking at. the team has made it clear they plan on selecting their next franchise quarterback. they have that number two spot. it's widely anticipated the eagles are looking at carson wentz, quarterback out of north dakota state. the first pick goes to the rams. they haven't really been looking at wentz, so it's likely he will be the new guy everyone here will be counting on. you still have sam bradford still under contract with the birds. we'll see when wentz will take the field. comcast sportsnet spoke with us last night saying you've got to be patient. fans aren't going to want to be patient, but you have to let him sit and learn behind a veteran like sam bradford. really, with all the moving and shaking that has gone on this off-season, the eagles really did put a lot at stake.
there's been criticism, questions. the fans are just looking for something they can look forward to, hoping for a championship finally. another note, this year's nfl draft is being held in chicago. it was last year as well. espn now reporting that next year's draft could be held right here in the beautiful city of brotherly love, philadelphia. it appears that philly and los angeles are the top spots for the draft next year. we'll see what happens. we'll see if we can get some more wins out here at the linc next season. live outside the linc in south philly, i'm matt delucia. three minutes before 7:00. new this morning, the government just launched a new website to help student loan borrowers pay our their debt. >> nbc 10's pamela osborne is in the digital operations center to tell us more about it. >> tracy, vai, good morning to you. good morning to everyone at home. this is really going to help put some of the power back in the hands of the more than 40 million americans working to pay
off federal loan debt. this is a look at that website. it was designed to help people find loan repayment options that worked for them. one of them, a pay as you earn program, which cams monthly payments at 10% of your income. the government says student loan debt tops $1.3 trillion. these new efforts are a joint effort from three government agencies aiming to protect and support student loan borrowers. reporting live from the digital operations center, i'm pamela osborne, nbc 10 news. good morning, everyone. jessica boyington with a check on your first alert traffic. we're watching the platt bridge. we have an accident eastbound here. so coming off 95 and headed toward penn rose avenue or 26th street. that's over into the right lane. the flashers are on there. police activity not on the scene yet. we have a little bit of a backup at least past the mid span of the bridge. i did just see a police officer head westbound this way. he stopped here for a minute and realized he had to keep going.
probably going to turn around at the bottom of the bridge and come back this way. so obviously big delays there in either direction because of that. mostly right now we're watching that eastbound delay coming off 95. also some delays on the walt whitman bridge because of that construction headed eastbound into new jersey. the right lane is closed. a chilly morning. 42 degrees in the pennsylvania suburbs. in delaware, a little bit of sunshine. the temperatures have started to climb. 53 degrees at 9:00. clouds will be moving in. yes, we have a rainy day ahead. the rain is still hours away. by lunchtime, the rain will be falling in philadelphia. it arrives in delaware and new jersey ahead of schedule for e compared to the rest of the area. as far as the radar is concerned, the satellite shows the clouds are moving in. the rain, that line of showers is moving through virginia, west virginia, and the ohio valley.
