forecast. we're getting used to this. it's 4:30. good morning. i'm tracy davidson. let's get to bill henley with his first alert neighborhood forecast. a look at conditions right where you live. bill? >> tracy, we're back in the same kind of pattern that we had yesterday. lots of clouds. a little bit of drizzle and mist. 48 degrees right now in the lehigh valley. those temperatures will be holding pretty steady this morning into this afternoon. that's right now. the afternoon high temperatures will climb into the upper 50s today. occasional light showers are possible in new jersey. 56 degrees in interior new jersey. just a little chillier at the shore. the winds continue to bring in the clouds and some drizzle and spots of showers this afternoon. you'll see them in philadelphia too. 58 degrees. most of the day, it's just going to be cloudy. we're not looking at a lot of rainfall for today. that changes tomorrow. you can see it in the seven-day forecast at the bottom of the screen. back with the futurecast to track those showers for
tomorrow. right now, jessica boyington has first alert traffic. >> we're watching the blue route, and there's a lot of construction around this area. you can see we're losing the right-hand shoulder. one lane getting through. no big backups now, but that's because there's not a lot of cars out on the roadways yet. so you can see with this ongoing construction may be here for quite some time. there's more construction with three lanes closed on the 42 freeway over in new jersey headed southbound between 295 and creek road. so about a lane getting by there. no big backups because of that. this is route 73 right near the new jersey turnpike. if you're headed southbound, you may pass this. just watch out here because this car actually is empty. it's been there since about 11:00 in the morning yesterday. so there was an accident there around that time yesterday morning. this vehicle has been sitting here for a little bit. there will be no lights on, no flashers, nothing to really warn you that this vehicle is here over into the right-hand
shoulder. the southbound traffic moving past. just use caution. tracy? >> jessica, thanks. it's 4:32. we continue to follow developments in the serarch for an escaped inmate. arthur buckel escaped, police thinking he moved north. pam, police searched all night. now they're keeping a close eye on area schools. tell us about that. >> reporter: that's right, tracy. i just checked in with police. we know that they will have officers at schools throughout the township today as a precaution. officers from several different departments spent the night searching for arthur buckel. they also spent the night looking into reports of suspicious activity. overnight we heard there were reports of shots fired near long boat and starboard avenues. i just talked to police. they said they did check it out and those reports turned out to be unfounded.
meantime, neighbors have been expressing their concern and taking it upon themselves to update one another on what they see or hear, using a community page on facebook. this is why they're afraid. it's been two days now since 38-year-old arthur buckel escaped from a unit of bayside state prison. yesterday he showed up at a cvs store on west bay avenue. these are surveillance pictures of buckel at that store. as a precaution, all schools were put on lockdown yesterday. prior to that, police found a stolen vehicle that they believe buckel had been using, but police have not caught up with him yet. residents in the area say they're terrified. >> i locked all my doors. i put my alarm on. i'm looking out every window, waiting to know if somebody's going to knock on my door, break in my window, or try and get in my basement. >> reporter: buckel was in prison on burglary and aggravated assault charges. he was 19 days away from parole.
he is 5'9", 180 pounds. he has a tattoo under his left eye. if you see him, you should call police right away. i should also mention once again that schools are open again today, but police plan to have officers at every single location until they're able to get buckel back in their custody. reporting live this morning, i'm pamela osborne, nbc 10 news. 4:34 right now. today, new jersey state lawmakers will face off on how to handle the financial crisis in atlantic city. the lower house will vote on a bill backed by assembly speaker. even if it passes, senate president steve sweeny vows not to put it up for a vote in the senate. sweeny is pushing his own bill, which gives atlantic city 130 days to stabilize its finances compared to the two years under the assembly bill. we'll have results of today's house vote on nbc 10 later this afternoon and on the nbc 10 app.
in burlington county, authorities have charged a man with putting a hidden camera until the woman's bathroom of a business where he worked. police responded to a complaint at davita dialysis center. officers found a video recorder hidden in the women's employee restroom. after an investigation, mt. laurel police arrested david lev ridge and charged him with invasion of privacy. he's been fired and it being held at the burlington county jail. a pennsylvania state health department report shows there's still a huge backlog of mounting evidence from sexual assault cases despite a new law designed to speed up the process. a survey of police agencies at the end of 2015 showed more than 1800 rape kits in pennsylvania had been sitting untested for more than a year. the largest backlog in the state is here in philadelphia with nearly 1300 kits untested. a law passed last year revamped

northeasterly winds, which we've had for days. the pattern of the weather is stalled. that's going to keep us cool. still a chance of an isolated shower, but mainly it's just going to be cloudy in the pennsylvania suburbs. 46 degrees right now. 49 degrees at 10:00. then by lunchtime, barely into the 50s. for the lehigh valley, mainly cloudy skies. the winds not quite as strong as farther to the south and closer to the shore. that's a nine-mile wind at lunchtime. 54 degrees at 2:00 this afternoon. for the south jersey area, yes, you could see a spotty shower, but mainly it's going to be cloudy. 52 degrees at noontime. a little bit warmer but not by much at 2:00 this afternoon. in delaware, yes -- or south jersey at the shore, this is where you're more likely to see a scattered shower. most of the day it's going to be cloudy and cool. here's delaware. 53 degrees at lunchtime.

it's 4:44. 50 degrees outside. in decision 2016, now donald trump is the likely republican nominee. attention is turning to who he may choose as a running mate. nbc 10's vai sikahema is live in the digital operations center with a look at the possibilities. vai, walk us through. >> good morning. the new york businessman is offering some clues about who he's likely to select to join him on the republican ticket. trump told msnbc's "morning joe" yesterday that he'll probably choose someone with political experience who can help him get legislation passed. tru trump, however, did not give any names. here are a look at some people that could meet the cryer it ya. ohio governor john kasich could put him home state in trump's column. the backeye state has backed the
winning candidate in every election since 1964. a spokesman for governor kasich told "the new york times" there was, quote, no chance kasich would be interested in being trump's vp. two other former candidates could fit the bill for trump. senator marco rubio could help trump win the all-important state of florida. former texas governor rick perry could help trump win the lone star state, 48 electoral votes. perry endorsed ted cruz during the campaign. one possible contender comes from here in our area. new jersey governor chris christie was one of the first high-profile politicians to endorse trump. it could be the sort of resume trump is looking for. he may also be an a.g. candidate. joe biden had this to say when asked about trump becoming the likely gop nominee.
>> [ inaudible ]. >> the vice president made that joke while meeting with a delegation at the state department. he went on to say he had nothing really serious to say about trump. mr. biden did not respond to a question about whether he had any regrets about not running for president himself. i'm live in the digital operations center. tracy, i'll join you at the top of the hour. >> see you at 5:00. now, on the democratic side, hillary clinton is starting to pivot toward the general election. clinton is inching closer to clinching the nomination despite a loss in tuesday's indiana primary. and bernie sanders says he will continue to fight all the way to the democratic national convention, which as you know will be happening right here in philadelphia over the summer. dnc organizers held a forum last night to answer questions about how to become one of the 10,000 volunteers needed for the convention. convention planners say they're
communicating with both hillary clinton and bernie sanders' campaigns. >> we talk with both campaigns every day. similar to 2008 when we talked to both campaigns. we're in a logistical phase now. it's important to have their input and to connect and contact them so they both come to town. >> the convention begins july 25th. 4:47. happening today, former cleveland browns quarterback johnny manziel is scheduled to appear in court on a domestic violence charge. yesterday, manziel turned himself in, posted bond, then walked free. last month a grand jury indicted him in connection with a confrontation with his then-girlfriend. she claims manziel forced her into a car and hit her when she tried to get out. a store in kentucky is sweating the details when its customers hand over the cash. the store has banned sweaty
money. customers sometimes reach into their shoes, sock, or even their bra to collect their cash then hand over sweaty bills. a new sign on the door warns customers that cashiers will no longer accept, quote, boob or sock money. >> they dig deep into their not-pockets to bring nasty money we don't want to accept anymore. >> the manager says customers are getting a good laugh at the sign on the door, and the store has seen an increase in business from people swinging by just to read the sign and take pictures. let's check your ride to work on this thursday morning. first alert traffic reporter jessica boyington has you covered. looking at the conditions along the schuylkill expressway right now. >> well, we are running into an accident problem here on the schuylkill. this is eastbound approaching the vine street expressway off ramp. that's blocked right now. you can see we have some road flares out. just beyond our camera right here, you can see over on the road it's flashing lights.
that's because there's a police officer there on scene as well. just watched somebody walking around there. they do have this all blocked off right now. the access from the schuylkill expressway eastbound to the vine street expressway eastbound is going to be compromised this morning. also on the schuylkill, the westbound off ramp will be closed until 6:00 this morning. the p.a. turnpike is doing okay for the most part. westbound or eastbound, we have a 23-minute drive time from route 1 to valley forge with speeds into the 60s. moving into new jersey, we're still watching those three lanes closed on the 42 freeway. no big delays yet. again, that's headed southbound, so away from philadelphia. no big delays there. cloudy, cool, and dreary once again. our temperature right now, 50 degrees here at nbc 10. live view from wilmington, where the clouds are overhead, but
there are not too many showers around. most of the day we'll be shower free. but there is a chance of rainfall this afternoon and especially tomorrow. you'll see it with the seven-day forecast. today we'll see plenty of clouds. after a cool start, we're in for a cool day today. pennsylvania suburbs, 46 degrees. philadelphia is at 50 degrees. in delaware, that 50 degrees. still a cooler spot to be found. odessa at 49 degrees. there you can see the clouds over delaware. a bit thicker in southern delaware and into new jersey. notice there's no rainfall. a little bit of misty. a brief shower possible this afternoon. it's tomorrow that we'll see the heavier rain as we're moving into the weekend. it's part of the system spinning to the south. it's going to be moving to our south and heading up the coast for tomorrow. that's going to bring us the heavy rainfall, especially tomorrow morning. this is 8:00 tomorrow morning.
our futurecast, what a difference a day will make. steady rainfall and some potential for some heavy rainfall as we go through the morning. those storms streaming around the low pressure to the south. the onshore flow will keep us wet through the morning. by afternoon, we'll start to dry out. that's 2:00 in the afternoon. what a difference. mainly dry friday evening. it's the weekend that still could see a shower on saturday, but there may be some late-daybreaks of sunshine. mother's day, sunday, that's finally looking dry. dreary weather today and tomorrow. some improvement on saturday. just in time for mother's day, 72 degrees. there's a chance of a shower on monday. 76 degrees. a big warmup tuesday, wednesday, and thursday. potentially into the 80s. still a chance of a shower on wednesday and into thursday. summer-like storms are possible. then a little cooler with a chance of a shower. we'll see some sunshine too next

we'll have updates for you on this when i come back and more construction in the area around the 5:00 hour. five minutes before 5:00. today engineer safety advocates and community leaders will join the governor for a day long meeting on safety for bikers and walkers. the 2016 walkable, bikable summit starts this morning in dover. the goal is to improve pedestrian safety. delaware ranks near the top in the country for being bicycle friendly but near the bottom for pedestrian safety. today the montgomery county bike share program returns, and it covers more area than last year. officials expanded it to north town farm park. last year was the first year for the program. you can rent a bike for $5 an hour or $25 a day. from our trenton bureau, the mayor and leaders at the police department are calling on the community to help curb gun violence. yesterday the city's mayor and police director asked residents to step up and help reduce violent crime.
in recent weeks, there's been a surge in violence in trenton that includes two murders. one victim was 16 years old. leaders are asking parents to be involved in their children's lives. police promise they will pull their weight as well. >> every individual officer within the trenton police department, regardless of their duty, regardless of their rank, will don the uniform and be put out on the street and engage in patrol activities. >> just hours after that briefing on violent crime, a shooting sent two women to the hospital in a trenton neighborhood. a solemn ceremony in old city honored police officers and firefighters who gave their lives in the line of duty. ♪ fellow officers remembered officer walter dewitt iii. his name was recently added to the memorial. the officer died last year from complications related to an
injury he suffered on patrol in 1995. >> to get the phone call from my mom telling my dad is in icu. it's torn me apart. >> the family members of other fallen first responders placed flowers on memorial plaques honoring their loved ones. three minutes before 5:00 right now. this morning, we're hearing from a temple university lacrosse player who was nearly killed in a hit-and-run last year. >> now she's set to walk at her long-awaited graduation. nbc 10 was on the school's campus last night as rachel hall was honored as a graduating student-athlete. hall was run down on her bike in the middle of finals last april. she was ginn only a 20% chance of survival. she powered through grueling rehab, severe head trauma p and a badly broken leg. now she's finally graduating. >> it feels great to finally be with my friends, graduating and
