bullies. school layoff changes. some pennsylvania lawmakers wants the state's public schools to move way from using seniority to eliminate teaching jobs. she's back. mary lee, the great white shark must be fond of the jersey shore because after months of being away she's back in the waters off atlantic city. good morning. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with his first alert neighborhood forecast. conditions right where you live which is great about the neighborhood forecast. conditions are different across the area, right, bill? >> 57 degrees right now in philadelphia. much cooler in the suburbs. in new jersey, interior new jersey is 56 degrees. the lehigh valley has dropped into the 40s. clouds are starting to move into the area. so far, most of these locations are completely dri. ju just a few isolated showers late this morning and this afternoon. it will limit the warmup today. the rain is to the south with a
few sprinkles moving through new jersey right now. an a few more that have just entered into new castle county and delaware, very light showers moving through newark and heading towards wilmington at this hour. that's what's happening right now. a look at the futurecast to show you when you're most likely to run into wet weather. that's when i'm back in ten minutes. first let's check in with katy zachry with your first alert traffic. >> good morning, bill. things on your radar look pretty good and things on my cameras look good. a live look outside at 76 where i am seeing slight increase in volume along 76, the schuylkill expressway. both through the south philadelphia area and then out of philadelphia toward montgomery county. but no tie-ups there, just a little extra volume to tell you about. construction that was on 76 between conshohocken and the exit for 476 northbound has since cleared. our graphic is still waking up as you can tell. it's not quite uniform. that was just to show you and
illustrate the vine street expressway is closed right now between 95 and 76 and it should re-open around 5:00 a.m. once that construction lifts. taking a look outside at our drive times on some of the pennsylvania majors, 76 i told you, i'm seeing slight extra volume but nothing to slow you down. 95 is looking good and the blue route, free and clear of any issues there. taking a live look outside in the allentown area, 78 at cedar crest boulevard is looking pretty good. new information on breaking news we're following for you out of germany. at least one person is dead in an attack at aç train station near munich. authorities say the suspect went after passengers with a knife, stabbing them. one person is dead, at least three other people are being treated for injuries. the man was quickly arrested. witnesses say he shouted "god is great" in arabic. while the motivation is not clear yet, german authorities are on alert for possible lone wolf terror attacks.
three high school students from wilmington are charged in the death of a classmate. the tragedy is serving as a rallying cry to battle school bullying. nbc 10's matt delucia is live at wilmington police headquarters to explain. matt? >> prosecutors say the attack against 16-year-old amy joyner-francis was planned, that she was hit in the head and torso repeatedly with a closed fist. all three suspects are under the age of 18. prosecutors say that only one of them hit the victim. she is facing a charge of criminally negligent homicide. the two others face criminal conspiracy charges. prosecutors are hoping to try that one suspect, a 16-year-old as an adult. if convicted she could spend up to eight years in prison. the other two are expected to be tried as juveniles. amy joyner-francis, she died after that fight in the girls bathroom at howard high school last month. now wilmington councilwoman and family friend, sherri dorsey walker says there is a lot to be learned from what happened. >> we also need to be mind until
of the fact that these are girls who did this, young ladies who there are people in the community doing different things and saying different things about them. we as a community need to recognize and realize what are we doing to make a difference in the lives of our young people? >> reporter: in a statement, the superintendent says the school district will follow through with necessary actions for the students involved in the incident based on the school district's code of conduct. now, it's important to note prosecutors tell us the medical examiner found amy had a pre-existing heart condition. that is how she died but the physical and emotional stress of the attack contributed to her death. we are not naming the three suspects because they are under the age of 18. coming up at 5:00, what that councilwoman says community and political leaders are doing that is really not enough. she's calling on them to take more action against bullying. live in wilmington, matt delucia, nbc 10 news. 4:34. 57 degrees outside on this
tuesday morning. today in harrisburg, an aide to former pennsylvania governor ed rendell plans to plead guilty to federal wire fraud charges. authorities say john esty will admit he arranged to pocket thousands of dollars from campaign contributions which turned out to be a fake company set up by an fbi corruption sting. court documen-- he faces up to s in prison. police are checking reports that a 14-year-old girl was sexually assaulted at a high school in west philadelphia. authorities say a girl told them a male assaulted her at sayer high school on friday. a south jersey man was held on $1 million in in connection with the shooting death of his cousin outside a camden funeral home. victor rodriguez is charged with being an accomplice in the murder of jonathan vazquez.

now your first alert weather with meteorologist bill henley. >> a cool start this morning but not all this chilly compared to yesterday. 57 degrees in philadelphia. some of the suburbs where skies have a few breaks in the clouds, the temperatures are a bit cooler there. delaware is mostly cloudy at 57 degrees. it's definitely warmer this morning for the jersey shore and southç jersey where the temperatures have warmed into the 50s. we'll never get that cool. upper township, 57 degrees. 55 degrees at summer's point. lots of clouds. a few showers, too. you can see the showers adjust to the north in atlantic city. the showers are on the move heading to the east. the scattered showers are actually more likely later this morning and this afternoon. there you can see the clouds in philadelphia. a few rain drops in wilmington, too, coming off of the showers that are much more impressive to our southwest. some of these will be moving in during the day. the best chance of umbrellas will be later this morning and into the afternoon. most of the area is dry. lehigh valley, much of the
suburbs, philadelphia into south jersey. but there will be some scattered showers back in new castle county and into salem county and new jersey. those showers will be slowly moving through the area in the lunch time hour. there's a chance you'll run into a few rain drops at noontime and early this afternoon. as we go into the later afternoon hours and evening hours, it's likely to be dry. it may not be our only chance of seeing showers this week. really a better chance coming at the end of the week. for today, mostly cloudy skies and occasional light showers. temperatures in the 50s this afternoon for philadelphia, the suburbs and the lehigh valley. and to the south/south jersey, morning showers and then those showers late this morning and earl i this afternoon. haddonfield, 57. wildwood just 56 degrees this afternoon. and dover, dewey beach, wilmington, all staying in the 50s today. there's warmer weather ahead. you may have noticed it with the seven-day forecast at the bottom of the screen. it will be back tomorrow. take a closer look at that when
i come back with the ten-day outlook. tracy? >> all right, bill, 20 minutes before 5:00. let's get you to work. vine street expressway which had been closed overnight for construction on the overhead bridges now re-opened, right, katy? >> this is part of a long-term construction project, we know intermittently we've been telling you about vine closures throughout the morning. i'm watching it. it just re-opened as i was coming out here. all access points are not open on the vine but for the most part, three out of the four ramps that get you on to the vine are open. you can see light traffic on the vine right now. that's good news for drivers who are heading through center city philadelphia. taking a live look at our drive times on 95 in and around the wilmington, delaware area. if you're headed 295 and 495 southbound. the ben, the betsy, the walt, burlington bristol, all free and clear of any issues.

to do when he walks back into that locker room. i'm sure he's done that. he's a standup guy. >> bradford and his agent tried but failed to force a trade during the week the birds drafted qb carson wentz. now to the roads. let's check conditions along the 42 freeway in south jersey. first alert traffic reporter katy zachry is looking there. >> we know the 42 freeway, especially between route 55 and the walt whitman for all of those commuters heading up to philadelphia and areas beyond can get really stacked during the morning commute. right now it's a great time to get up and out the door if you want to make that drive. the 42 freeway northbound in that stretch it will only take you about five minutes. southbound traffic you can see very light on the 42 freeway right at route 41. new jersey roads are looking good. when i see you in a little bit, i'll take a look at drive times on 295. moving our camera to center city philadelphia, the vine street expressway for the most part has re-opened overnight construction closed this stretch between 95 and 76.
which is the vine street expressway, to traffic. as you can see, most lanes are open still in the distance we're seeing some traffic signals, police and construction vehicles. specifically 76, the traffic from the schuylkill expressway coming east. you can't access the vine from 76 eastbound. if you're headed westbound, you can access that ramp right there. i will let you know when all access points of the vine re-open. speaking of the schuylyill expressway, we did have overnight construction around conshohocken. that has since cleared. and your westbound drive as you're headed out from center city philadelphia to the blue route is about 11 minutes. the blue route is looking really good this morning as well. now your nbc 10 first alert weather with meteorologist bill henley. >> 11 minutes before 5:00. a school start and mostly cloudy start. a few scattered light showers moving through the wilmington area with clouds in places, not as chilly as it was yesterday for new jersey, delaware and philadelphia.
clouds on the increase at some of the suburbs. 48 degrees. a few breaks in the clouds. delaware, 47 degrees. not much cooler in newark at 55 and odessa is 57 degrees at this hour. clouds, they're hanging in there. a few isolated showers, very light showers to start the day. that shower threat is going to be with us, though, as we go into the late morning and afternoon hours. you can see the light rain that's heading right up 95 past newark and into the wilmington area. southern wilmington getting some of the rain drops in salem county in new jersey also seeing some of the showers. those are streaming into the area, part of the system that's going to keep us mostly cloudy through the day and give us a few scattered showers. in the lehigh valley, bethlehem, easton only in the upper 50s this afternoon. keep an umbrella handy for the suburbs. newtown, phoenixville and west chester, won't be an all-day rainfall. what showers we do see develop will only be light rainfall during the day.
for philadelphia, nowhere near the 70s that we saw yesterday. in fact, mount airy, 56 degrees this afternoon and scattered showers this morning to start with, light isolated showers in haddonfield, glassboro this afternoon, 57 degrees with a chance of late morning and midday showers. and at the shore, too, clouds will be hanging in there for atlantic city and galloway, avalon 56 degrees the high temperature and back to delaware, wilmington in the 50s with rehoboth beach seeing some of the showers continuing into the afternoon hours. at least the possibility will continue into the afternoon hours. the futurecast shows the scattered, light showers moving back into the area. very light even at 2:00 this afternoon. by the evening commute, that next round of showers is out of here. ten-day outwelcome for today, a cool one, upper 50s this afternoon, back to the 70s tomorrow. still be clouds around tomorrow. breaks of sunshine. we could see a late-day shower

i'm katy zachry with a check of the roads. for montgomery county drivers, there's an obstruction reported arlingham road and sunnybrook road. i'll let you know when all of the ramps to vine street expressway open up, coming up in a live report. you may have noticed gas prices creeping up as we head towards the busy driving season. in the past month, a price for regular unleaded went up 20 cents in pennsylvania, 26 cents in delaware and 21 cents in jersey. some of the increase has to do with refineries switching over to make summer gasoline, which is different than what we use in the winter. >> summer blends have to be blended with other ingredients so they won't evaporate. these tend to be more expensive. >> gas prices did stabilize in the garden state last week and
new jersey gas prices remain some of the lowest in the country. that has to do with state taxes. pennsylvania governor tom wolf says he plans to veto a new bill.ç seeking to change the layoff process at public schools. the pennsylvania senate passed a bill requiring school districts making layoffs to first cut underperforming teachers. the bill would change the seniority-based system that's currently in place. the issue should be settled by individual districts through negotiations with teachers' u uni unions. monarch butterflies are in danger but bucks county community college and peco are three habitats in newtown will be renovated. peco is giving the community college $10,000 for the conservation project at tyler state park. monarch butterflies are the only insect that migrate 2,500 miles a year to a warmer climate for
hibernation. and she's back. mary lee, the great white shark has returned to the water off atlantic city. researchers have been monitoring the 3,400 pound shark's movements ever since they tagged her in cape cod back in 2012. she's made several trips to new jersey over the past year but she hasn't been seen in the area for the last six months until she surfaced on friday, 40 miles off the coast of atlantic city. mary lee has her own twitter account. she actually tweets, too. it's kind of interesting. we know where the winning powerball ticket was sold but we still don't know who bought that ticket. >> the winner spent six bucks on two cash tickets and picked his or her own numbers at this isn'ten is in tre-- 7-eleven in trenton. >> we get about 900 people a
