museum. dry right now. don't get used to it. we are tracking showers for some areas this morning. this is exactly 4:30 and 55 degrees outside. good morning. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with his first alert neighborhood forecast. a look at conditions right where you live. they will be different for everyone today. right, bill? >> not everyone will get the rain during the day today. everybody is starting off with clouds. this is the satellite and radar together, a few sprinkles to the north. it's what's coming from the southwest. it's moving towards d.c. right now. that's going to come into play later this morning and really this afternoon. that's when you'll see steadier rainfall for philadelphia, delaware and south jersey. farther to the north it's less likely that you'll see rain. it's what's going on right now, 55 degrees in philadelphia. 50 with just a light breeze in the suburbs. it's dropped into the 40s now in the lehigh valley. it's the lehigh valley will stay mostly cloudy during the day. this is easton, 47 degrees to start with.

52 at 7:00 and cloudy skies, 61 degrees at 10:00. it will be warmer in the lehigh valley than the rest of the area. we won't get the same kind of warmup weç saw yesterday or th bright sunshine. it will be cloudy skies and rain for philadelphia, the suburbs, new jersey, not so much the lehigh valley, delaware, that's where you'll see steadier rain during the day today. that's today. there's your seven-day forecast which shows we'll be drying out tomorrow. i'll take you through the futurecast hour by hour to show you when the rain will move in and when it will be moving out when i'm back in ten minutes. first, let's see how the roads are looking this morning. jessica boyington, your first alert traffic. >> we're watching the schuylkill expressway right now. this is around the vine street expressway. we're facing the entrance ramp to the vine. we're still blocked off there. the vine street expressway undergoing that construction, closing it eastbound and westbound in between the schuylkill and broad street. you can see some of that construction still active right there. forcing cars around the scene. no access to the vine right now. they looked like there were cars

there earlier, over the last 10 or 15 minutes or so. all of the ramps haven't re-opened. also construction to watch out for on passyunk avenue, east and westbound between 61st street and 28th street. that's reduced to two lanes. might be something that causes you a little bit of delay this morning. route 73 in voorhees, new jersey around cooper road. no problems around here. you can see not a lot of cars in the area. roads are dry so far. tracy? jessica, thanks. it's 4:32. distractions may be to blame for the deadly amtrak train derailment. today, federal investigators in washington will vote on a final report. nbc news learned investigators were saying the engineer did not have his full attention on the controls. matt delucia is live in center city with exactly what investigators think went wrong. walk us through. >> reporter: tracy, the attorneys for some of the victims and their families say the one thing they wanted to see from the gbeginning of this

investigation is accountability on the part of amtrak and train 188's engineer. the ntsb will be meeting later this morning to vote on that final report. a report from nbc news is citing from a source it was radio dispatch that distracted amtrak 188 engineer brandon bostian moments before it went off the rails last may. radio interference has always been a problem with trees. washington, d.c. rail safety expert says two things could have saved the eight lives that were lost, one, a second person helping in the locomotive and, two, positive train control. >> had there been positive train control along that route, this accident would have never occurred. >> unfortunately this provides interference and a distraction from the major cause of the accident, which was human error.

>> reporter: the ntsb is scheduled to vote on that final report later on this morning. that meeting is in washington but the attorneys for several passengers and the victims' families will watch the meeting on a video feed. several lawsuits have been filed against amtrak and that train's engineer. live in center city, matt delucia, nbc 10 news. and nbc 10 investigator mitch blocker will be in washington today for the meeting of the national transportation safety board. you can look for his report thiç afternoon on nbc 10 news and on the nbc 10 app. 4:34. back to court today for congressman chaka fattah as his federal corruption case heads into day two. prosecutors and defense lawyers laid out their strategies to the jury in opening statements yesterday. prosecutors said fattah took an illegal $1 million loan to fund his failing mayoral bid in 2007. the defense is putting the blame on two political consultants who have pleaded guilty in the case. as for fattah, he kept a smile

on his face. >> i want to say thank you to the voters and the citizens who supported me and for their prayers over these many, many years. >> four associates are also on trial with the congressman. a bucks county couple is behind bars on charges of beating their infant twin daughters. melissa and michael shales are accused of a pattern of abuse so severe the children could have died of their injuries. authorities say both babies had broken legs and other trauma. one of the girls is still in the hospital with a throat injury. a neighbor saw the baby and insisted the parents call 911. >> i said to her, she jumped out of her bed and she said to her  husband, what do i say? i said you need to help them the truth, what happened. he said the baby had cotton in her throat, so he put a pair of pliers down her throat to get the cotton out. >> the other twin and a 3-year-old is now in protective custody. happening today, philadelphia city council will hear from school superintendent

william hite about the next year's budget. the exile district has not planned to ask for an increase in funding but hite says the long-term picture carries a significant deficit. philly schools have a $2.8 billion spending plan for the next year that depends on more state funding. philadelphia's new fire commissioner will spend part of his first full day on the job helping to educate the public about first responders. fire commissioner adam thiel was sworn in yesterday morning. he'll help kick off national emergency medical services week. officials will use the occasion to encourage the public to avoid misusing ambulances and consider other alternatives when they have nonurgent medical issues. in decision 2016, chelsea clinton is returning to new jersey, as we get closer to the primary in that state. and soon you'll be able to see all of philadelphia's historic landmarks without stepping a foot outside. all you need is an internet connection.

good morning, everyone. jessica boyington with your first alert traffic. right now we're watching 95. we're headed through the work zone here right around cottman avenue. no problems or big delays in either directions even in the work zone area. we're at a 13-minute drive time headed southbound from woodhaven road to the vine street expressway. those speeds still into the 60s as well. moving over into delaware, route 13 the on ramp to 295 southbound is closed for ongoing construction and staying in

delaware on 95. looking okay here as well, you can see northbound or southbound, we are still at an 11-minute trip at the most from 295 to 495. average speeds into the 60s as well. here's moving over into new jersey around pennsauken on the white horse pike and collingswood circle. now your nbc 10 first alert weather with meteorologist bill henley. >> 55 degrees, 4:40 is the time. clouds are here. we're waiting for some rain. this is frawley stadium and wilmington. dark right now. they should have the infield covered. there's rain on the way and they have a game tonight at 6:35. there's a chance they'll get the game in as the rain will be mainly falling late this morning and into the afternoon. by later today, we should be drying out. cooling down, 55 degrees. it is warmer this morning and it has dropped into the 40s for south jersey and the lehigh valley, 47 degrees. delaware right now is at 53

degrees, for wilmington, upper 40s in greenville at 48 degrees. we're getting a cool start, not a cold start. this is typical temperatures for this time of year. it is dry but clouds are here and here comes the rain. that's light rain that's moving into the d.c. area. a few sprinklesç passing northwest of our area. these showers will be increasing as we go into the afternoon hours. this is lunch time. look at the light rainfall for philadelphia, into delaware and south jersey. it's going to try to reach to the north. it will have trouble. most of the day, allentown, berks county, reading will stay dry today. harrisburg will be out of the rain. it is a steady, light rain for trenton, philadelphia, wilmington and dover to the south. that's at 2:00 this afternoon. that's when we'll see the steadiest rain. by 6:00 this evening, it's starting to dry up, a few sprinkles. wilmington, i think they'll get that game in today. here's how it breaks down hour by hour. philadelphia, cloudy to start with. 61 degrees by 11:00. that rain moving in during the

people from around the world to see philadelphia in a whole new way. the city of partnering with google to capture images of hundreds of miles of trails, parks and cultural attractions. staff from philadelphia parks and rec will be borrowing google's trekker camera equipment. they'll take pictures and send them to google to be included in the google street view maps. now to decision 2016. democratic white house candidate hillary clinton and bernie sanders face off today in the kentucky and oregon primaries. last night senator sanders held a town hall and rally in san juan, puerto rico. sanders called on the federal reserve to help restructure the u.s. territory's debt which now stands at $72 billion. he also blasted u.s. investors who want budget cuts on the islanded to help them recover their money. >> we are seeing vulture funds on wall street demanding, billionaires on wall street, demanding that puerto rico fire teachers, close schools, cut

pensions and abolish the minimum wage. >> puerto rico's democratic caucus is june 5th. today hillary clinton's daughter will hit the campaign trail in north jersey. chelsea clinton is scheduled to attend two events in monmouth county. polls show hillary clinton leading bernie sanders in new jersey. donald trump will be in mercer county on thursday. the presumptive republican presidential nominee will join new jersey governor chris christie for a fund-raiser to pay down christie's campaign debt. today is the last day to register for the june 7th primary in new jersey, also the last time voters can switch their political party affiliation. today for the first time, the eagles present and future quarterbacks will meet on the field. veteran sam bradford and rookie carson wentz are scheduled to work out with the rest of the birds at the nova care complex. bradford missed part of the voluntary practice while he was trying to work out a trade that never materialized.

5:00 hour or so. it looks like we're just getting on schedu&. police officers just getting to the scene, probably to remove this road block in the next couple of minutes or so. we'll probably be out here for another 15 minutes or so. also watching some construction on the pa turnpike eastbound between norristown and ft. washington. the left and center lanes are closed westbound and eastbound. 23 minutes from valley forge to route 1. more updates when i'm back in the next ten. now your nbc 10 first alert weather with meteorologist bill henley. >> jessica is talking about september. i'm just trying to get through today, which is cloudy right now but dry. you'll have no problems for the next few hours. then this afternoon, that's when you'll need the rain gear. maybe you noticed it with the seven-day forecast. we will see rain today, completely dry right now in cape may. that's a live view from the marquis de lafayette hotel, beach avenue will get rain.

the steadier rainfall is destined for new jersey and delaware today. but philadelphia, the suburbs you'll get rain, too. what we're not getting is the cold start, the record low temperatures we saw yesterday this morning. now there's just the normal spring chill in the air. south jersey at 49 degrees, 50 degrees currently in the suburbs and 55 in philadelphia. at the shore where the clouds are in place right now, not so bad. 56 degrees at ocean city. it's dropped into the upper 40s for may's landing and mullica township. not much cooler inland this morning. this afternoon, well, not really much warmer. cloudy skies for the lehigh valley. this is the airy athat will most likely stay dry today. showers staying to the south for most of the day. you might see a sprinkle but that's about it. light showers for the suburbs, west chester, phoenixville, newtown. light rainfall and low 60s this afternoon for the suburbs. philadelphia will get some rain, clouds hanging in there, low to

mid-60s this afternoon. light rainfall in philadelphia. in new jersey, steadier rain. this is where we could see a quarter to a third of an inch of rainfall. that steady rain extends to the jersey shore. look at the temperatures today. middle 60s for avalon, 64 degrees this afternoon. and in delaware, yes, rain moving in late this morning. that's when the first rain drops will fall. this afternoon, that's when we'll see steadier rain. then it shuts off by early this evening we'll start to dry out. here's the satellite and radar. a few sprinkles trying to move into southern chester county. that may not be reaching the ground. this is. it has a ways to go before it moves into philadelphia. that rainfall will be taking over during the late morning and into the afternoon hours. as far as precipitation amounts, it doesn't look all that impressive. less than a quarter inch in philadelphia, approaching a quarter inch in south jersey and just over that mark in

wilmington. that's by 7:30 this evening. yes, we'll have rain on the way today. it's gone by tomorrow. look at the warmup, 69 degrees. we have sunshine in the afternoon and even warmer for thursday and friday with sunny skies, 76 degrees on friday. unfortunately the weekend is looking damp on saturday. the rain will be moving in during the day. may be dry to start with on saturday. 66 degrees saturday. low 70s, a showerç in the morng and then some sunshine in the afternoon. more rain ahead for tuesday and wednesday. i think the garden has found the keys to the weather. sunshine will be back for wednesday and thursday. that thing will be growing like crazy, tracy. >> yes. the lawn and the flowers. >> yes. >> thanks, bill. we're following breaking news out of philadelphia right now where an officer is now in the hospital after she was involved in a crash. ahead on nbc 10 news at 5:00, we're live at the scene of the crash with an update on exactly what happened. and this picture of a newborn bison in the back of an

200-mile race at dover on saturday. the newest race in the series, debuts at pocono on saturday, june 4th. today's celebration will include nascar drivers taking a noontime parade lap in center city. they'll also be tasting cheese steaks in south philly and appearing in xfinity live and tonight's phillies game. a new start, a new state-of-the-art crime center. it shows where officers are deployed. with the help of new software, officers may see who may be closer to the call. it also maps out crime investigations. >> what it means to us is having situational awareness for the officers on the street. we believe we're moving into the 21st century with this technology, something we had been lacking for a while. >> the new crime center costs $750,000. a sad end to a story of an apparent misunderstanding at yellow stone park.

a man and his son visiting from another country pulled up to a ranger station with this baby bison in the vehicle. the pair apparently thought the wild animal was too cold. they were ticketed for getting too close to a wild animal and rangers tried to reunite the animal with the herd but failed, so it had to be euthanized. they say give them room, use your zoom, stay far , far away. operators of the cape may whale watch and research center say they're seeing more dolphins than usual for this time of year. one paddle boarder recorded this close encounter. they surrounded him for several hours after of avalon's 44th street beach thursday morning. he spotted at least 30 dolphins. the encounter was unique. dolphins seemed to be jockeying for position underneath his board. >> i did my best to try to stay out of their way and be

respectful to their space. >> experts say the mammals are arriving from warmer southern waters. he says if you're ever approached by dolphins like this, it's crucial that you don't try to get in the water with them. >> right. just watch them. i mean, i could watch them for hours. >> if you're out there that far paddle boarding would you be able to tell the difference between a doll fin and a shark? >> no. >> because i wouldn't. >> no. i'd just head towards shore as quickly as possible. >> the last thing i'd do is get in the water and want to swim with them. >> no. you're watching nbc 10 news. degrees. for philadelphia, we're starting out at 55 degrees. look at the warmup, held down the temperatures because of the light rain that will be falling into philadelphia and the suburbs. steadier rainfall for new jersey. even at the jersey shore, 61 degrees in interior new jersey. the shore at 64. the lehigh valley, though, avoiding the rainfall for most of the day today. see the temperatures in the low 60s this afternoon. seven-day is having problems. no, it's updating. we'll get you the latest seven-day forecast when i'm back in ten minutes. jessica boyington has your first alert traffic. >> we're watching the schuylkill expressway through center city, right near the vine street expressway it looks like we're clearing out these construction zones right now. actually exactly at this moment. we just had construction designs blocking off the on ramp to the vine street expressway, it was closed this morning westbound and eastbound in between broad street and the schuylkill. looks like they're removing this right now. the vine street expressway in the next couple minutes or so should be back open to traffic. right now this is looking from

the schuylkill to the vine street expressway. you may see small delays behind there before they remove all of the signs out of the way. more construction on the schuylkill expressway headed eastbound right around the blue route. the right lane is closed. no big delays as you can see, headed eastbound from the blue route to the vine, still a 13-minute trip. average speeds into the 60s. i'll be back in the next ten with more updates on your morning drive. a philadelphia police officer is in the hospital this morning, following a crash involving a bakery truck. nbc 10's pamela osborne is live for us on the scene this morning with the details. pam, my understanding is this started because of a police chase? >> vai, that's right. the first thing i want to the do is step out of the way and give you a look at that patrol car the officer was riding in. the side air bags deployed, debris all across the street here. i'm going to talk you through exactly what happened. this police officer was responding to a call of an assault on this
